International Convention for Animal Welfare

The States Parties to the present Convention,


Acknowledging that humans obtain advantages from their relations with and use of animals,
Considering the concern over abuses of animals,
Realizing that there is no international agreement which handled these abuses, and
Believing that improvements in the treatment of animals can be attained through cooperation of
States,
Have agreed as follows:

Article 1

For the purpose of the present Convention, the following terms shall have the meanings hereunder
assigned to them:

(a) "Animal" means a living organism that feeds on organic matter, typically having specialized sense
organs and nervous system and able to respond rapidly to stimuli.
(b) "Captive wildlife" means any animal of a wildlife category which coming under human control.
(c) "Commercial animals" means animals under human control for the primary purpose of economic
benefit.
(d) "Domestic animals" means species that have traditionally been tamed, used and bred by humans.
(e) "Wildlife" means animals that live independently of people, in natural conditions.

Article 2

Animals shall be treated with care. They should neither be killed unnecessarily nor put through
unnecessary suffering and cruelty. The parties shall undertake the proper and necessary measures to
safeguard their well being.

Article 3

The parties, in managing wildlife shall take measures to employ practices that cause the least suffering to
wildlife.
Article 4

The parties shall preserve the habitat of wildlife.

Article 5

The parties shall take measures to control the capture or killing of wildlife in order to protect them.

Arrticle 6

The parties shall take measures to ensure that appropriate environments as well as care are made
available by humans having custody of captive wildlife.

Article 7

The parties shall take measures to ensure that appropriate environments as well as care are made
available by humans having custody of commercial animals. Such animals shall be raised, maintained,
utilized and killed without causing unnecessary suffering.

Article 8

The parties shall take measures to minimize the use of animals in scientific research. Cruelty shall be
prevented and suffering minimized in those animals used.

Article 9

The parties shall take measures to prevent cruelty and reduce suffering in the transportation of animals.
Article 10

The parties undertake to work together in all appropriate fields including science, technology and law.

Article 11

The parties shall work together in the implementation of this Convention.

Article 12

The official working languages of this Convention shall be English, Chinese, French and Spanish.
