Dear Industry Partners,

Our project: Free Wi-Fi Internet Access in Public Places has begun implementation with
several public tenders in various stages of execution, with more to come. We would like to
take this opportunity to thank everyone who has participated so far, and encourage all
other potential participants to work with us to deliver this public service to the e-Filipino.
We are issuing this Request-For-Information (RFI) to gather information towards ensuring
the successful tender for the International IP Transport (IPTI) Service a critical component
of this project. The IPTI is for a 12-month subscription to commodity Internet connectivity,
with base bandwidth starting at 10 Gbps and building up to 16 Gbps, bursting by up to 25%
at any time. The total budget for this service as published in our Agency Procurement Plan
(APP) is P162 million. Please note that the APP value may still change.
The relevant excerpts from the draft TOR are on the attached pages, which we believe will
lead to a comfortable level of confidence that the tender will succeed, and that the
necessary quality of service will be delivered. We however also believe your feedback can
help us further improve the TOR. Kindly, examine the excerpts carefully and let us know
your comments and suggestions.

International IP Transport (IPTI) Service Tender Terms of Reference
Free Wi-Fi Internet Access in Public Place Project

1. GENERAL REQUIREMENTS
1.1. The SERVICE shall generally be composed of three (3) sub-components/sub-
services:
1.3.1. Domestic IP Backhaul shall be that part that provides connectivity from the
core routers of IP Core Service of the PROJECTs System Management &
Access (SMA) Service to one or more submarine cable landing stations;
1.3.2. International IP Backhaul shall be that part that provides connectivity from
a submarine cable landing station to a submarine cable landing station
abroad; and,
1.3.3. IP Transit Service shall be that part that exchanges IP traffic with other IP
transit service providers in other countries.

12. OTHER TECHNICAL REQUIREMENTS


12.1. Test result/s such as, but not limited to, iperf test and ITU-T Y.1564/RFC 2544
testing, shall be used as proof that the link installed passed the link test and is
acceptable (requirement for link acceptance);

12.4. The SERVICE must peer with PH OpenIX, with a connection capacity of at least
one-eighth () of the Base Bandwidth, with all its owned prexes advertised.
Compliance shall be a requirement for acceptance; and,

15. OTHER REQUIREMENTS


15.1. Bidder Eligibility. A Bidder, with or without subcontracting, must have completed
within the period of 2010 up to the present at least two (2) similar contracts, the
aggregate contract amounts of which should be equivalent to at least fifty percent
(50%) of the ABC for this Project; Provided, the largest of the these similar
completed contracts must be equivalent to at least twenty five percent (25%) of
the ABC as required above.
15.1.1. For this purpose, similar contracts shall refer to Internet access services,
international/domestic IP backhaul services, or IP transit services, or any
combination of them. The portion of a contract where one or more of
the aforementioned are a component thereof may also be considered
provided evidence clearly distinguishing the component can be provided.

15.2. IP Transit Sub-Component/Sub-Service. The IP Transit subcomponent/sub-service
of the SERVICE shall be provided by those listed in Figure 5: Upstream Providers
with Greater than 1 Percent Share by Region in the Executive Summary of the
2014 GLOBAL INTERNET GEOGRAPHY report produced by the TeleGeographys

15.3. Use of Subcontractors. Bidders may employ subcontractors, particularly for the
International IP Backhaul and the IP Transit sub-components/sub-services.
Provided:
15.3.1. All subcontractors necessary for the continuous delivery of the SERVICE
shall be disclosed;
15.3.2. Evidence to ensure a subcontractor shall honor the Bidders commitment
shall be submitted, which shall include, but not limited to, supply
agreements between the Bidder and the subcontractor for sufficient
capacities that encompass the effective dates of the Contract as
reference in Section 4.0; and,
15.3.3. Subcontractors may participate with more than one Bidder.
