G-01: INTENT OF SPECIFICATIONS

1.1 INTRODUCTION
The General Technical Specifications (hereinafter called GTS) for
Hydromechanical works shall give the general procedures to be followed as
regards to the Design, procurement, transportation, storage, erection
aspects, testing and commissioning of the Hydromechanical works covered in
the scope of tender named Engineering, procurement and construction
of hydromechanical works of Middle Modi Hydropower Project
(2x7.55 MW). These specifications cover the general aspects of design,
procurement and execution of hydromechanical works covered in the scope
of tender.

These specifications shall be the part of the requirements for various items of
works, which shall be executed according to the stipulations of the Contract.
Hence, the instructions given herein form an integral part of, and are
applicable to the bidding documents issued for the works. Addenda to these
specifications may be issued, as required during bidding and construction
phases.

These specifications shall be read in conjunction with particular technical


specifications, tender drawings and the Conditions of Contract along with
other bid documents. In case Specifications, bid documents and Condition of
Contract do not corroborate each other, the same as well as the assumptions
made in quoting of price for such item(s) of Works shall be brought out
clearly in the bid.

It is the intent of these specifications to establish acceptable standards of


quality as specified in the technical specifications. Minor deviations in details
due to manufacturers standard shop process will be considered for
acceptance provided that, in the opinion of the Engineer-in-Charge, the
proposed substitutions are equal in quality to those specified.

All works shall be executed in conformity to the design and drawings


prepared by the EPC contractor and approved by the owner. Execution of
works contemplated under these specifications shall include, in complete, the
procurement and supply of all required Man and Materials, Equipment, Plant
and Machineries etc., their transportation and placement to site including
testing and commissioning in a professional and diligent manner.

All works shall comply with the quality requirements defined in the relevant
sections of these specifications and other bidding documents. The Contractor
shall Endeavour to provide all such necessary efforts in order to comply with
the intent of these specifications to the satisfaction of the Engineer-in-
Charge.

The details given in this Document are Standard Technical Specifications and
may contain specifications for some extra items not covered under the design

prepared by the contractor for this Project. However the specifications


relevant to the items covered in the approved design only shall be considered
as applicable.

1.2 INTENT OF SPECIFICATION


Above all, the intent of this specification in contiguity with all other
related contract documents is to provide clear understanding to the
Contractor about the design and construction requirements aspects of the
project.

It shall be the responsibility of the Bidder/Contractor to examine the contract


documents from his own viewpoint to establish the feasibility of Design/
construction/execution and completion of the project components/ activities
as specified under the scope of work within the stipulated time period with
the available information, keeping in view the likely differing site condition
also.

1.3 SCOPE OF WORK


The scope of Works to be covered in this EPC package is indicated under
clause 1 of Particular Conditions of Contract (PCC).

HYDROMECHANICAL WORKS

2 GENERAL DESIGN REQUIREMENTS

2.1 FUNCTIONAL REQUIREMENTS


To the extent that the Contractor is responsible for design, he shall design
the facilities in an optimal manner such that they can be operated safely,
reliably and economically and are fit for the purpose. The design of the
facilities shall be such that they can be readily maintained, are secure and
are capable of continuous operation with minimum attention and
maintenance. In these specifications relevant Indian Standards have been
referred. However equivalent Nepalese Codes or other approved International
Codes shall also be applicable.

2.2 LIFE TIME REQUIREMENTS


The design of the Structural Works shall be carried out aiming at a technical
lifetime of 100 years. The Technical Lifetime of a structure or component is
the period for which the structure or component is to be used for its intended
purpose with anticipated regular maintenance, but without loss of reliability
of structural and operational integrity.

The Contractor shall inform the Engineer of such specific parts or components
in the design that have a shorter technical lifetime than those stated above.
Such parts or components shall not be implemented in the Permanent Works
without the approval of the Engineer.

All materials and equipment used in the Project as well as in the design shall
be of a recognized source / manufacturer and proven design and needs
Engineers prior approval.

2.3 ENGINEERING DESIGN AND PLANNING OF THE WORKS


The Contractor is responsible for the Engineering, Design (to the extent as
specified in Clause 1 of Particular Conditions of Contract) and Planning of all
the Hydro Mechanical Works, in addition to other works under the scope of
tender. The Contractor shall further establish and operate a Quality System
to ensure and verify that his work is in accordance with the requirements of
the Contract.

Though the Basic Design has been carried out by the Owner and indicated in
the Owners requirements, the Contractor may suggest improvements over it,
for techno-economic reason and time effectiveness, provided always that the
design shall be in accordance with the internationally adopted practice and
shall meet Owners Requirements for the performance of the works as

warranted under the Contract. However such changes shall be effected only
after the acceptance/ prior approval of the Owner or Owners Representative.

The contractor shall be deemed to have scrutinized the Owners requirements


specified in the tender documents.

Detailed Design

The Contractor shall carry out the detailed designs within the framework of
the Basic Design provided by the Owner.

For each component of the HM works, the Contractor shall submit to the
ENGINEER for his Review and Acceptance, the following Detailed Designs,
design drawings, fabrication shop drawings and other documentation as a
minimum:

(a) A description of the structural parts of the Works.

(b) A review of assumptions and design philosophies adopted.

(c) Design criteria, loads and load cases used.

(d) A short description of each method of analyses, computer programs,


etc. used.

(e) Full Set of calculations and results of the detailed design analysis.

(f) Detailed design drawings, specifications etc. as required for


construction of the Project.

(g) Optimization, innovation to achieve economy and saving in construction


schedule without compromise in safety and quality.

(h) Copy of design standards / specifications followed.

2.4. Design Documents and construction Drawings:

2.4.1 Design and drawings by Contractor

2.4.1.1 Unless otherwise specified, engineering documents means the technical


information pertaining to the project such as drawings, design calculations,
reports, samples, patterns, models and manuals.

2.4.1.2 All design & drawings submitted by the Contractor including those submitted
at the time of bid shall be with sufficient detail covering requisite information.
All DOCUMENTS submitted by the Contractor shall form part of contract
documents.

2.4.1.3 Each Document submitted by the Contractor shall be clearly marked with the
following details.

(a) Name of the Employer

(b) Name of the Contractors Consultant

(c) Project Title including (if applicable) number of units and unit numbers

(d) Agreement / Contract Number

(e) Title of the DRAWING clearly identifying the system, equipment or part

(f) DOCUMENT, revision Number and Date

(g) Name of the Contractor

(h) In case of SUB- Contractor or MANUFACTURERS drawing, name of the


Contractor and SUB- Contractor or MANUFACTURER shall be
incorporated.

(i) Drawings duly signed in checked and approved columns

(j) Scale to which the drawing is drawn

(k) Cross references to all relevant drawings

(l) All relevant notes to the drawings.

(m) All notes necessary for understanding and execution of work shown on
a drawing shall be presented on the same drawing.

(n) All legends to all notations

(o) Each drawing shall have a separate revision box with space for up to 10
(Ten) revisions. Details of revisions carried out as mentioned in
subsequent clause revision of drawings.

(p) Bill of materials shall be tabulated, wherever required.

(q) All titles, noting, markings and writings on the drawing shall be in
English.

(r) All drawing shall be prepared as per standard practice using the latest
version of AUTOCAD. All dimensions shall be in metric (SI) units.

2.4.1.4 The Contractor shall institute a reference numbering system for documents,
designs, and drawings so that each number used is unique. The numbering
and title information on designs, drawings and documents shall be designed
so that management, transmittal and communication therewith can be
carried out expeditiously.

2.4.1.5 The schedule for submission of designs, drawings and documents shall be
based on the following general order, which may need to be adjusted to fit
particular circumstances.

(a) Design Memorandum indicating the basis of design, Detailed design


calculations, general arrangement drawings; detailed structural
drawings; instruction manuals etc.

(b) As built drawings & completion report.

2.4.1.6 Designs and documents shall be presented on A4/A3 size single side printed
paper with every page property numbered, also showing total number of
pages in the document and bound in order between covers formed of a
transparent front and stiff back. The title of the document shall be given on
the front sheet beneath the transparent cover together with a reference
number. The front sheet shall exhibit information as to the Name of the

EMPLOYER, Project Title, Contract No., Name of Contractor, Name of Work,


Name of Author, and Date of submission, Signatures and any other relevant
information. Drawings submitted, as part of the design or document shall be
folded into pockets provided at the back.

2.4.1.7 As far as possible the drawings shall be of A 1 size (ISO). Strictly on need
basis, Contractor shall submit other sizes of drawing like A2 / A3 / A4 (ISO).
However, ENGINEER has right to fix the size of drawing. No smaller size than
A4 shall be accepted. For size smaller than A1 the Contractor shall modify the
title block of drawing and submit for approval of ENGINEER.

2.4.1.8 In addition to hard copies as required by the Schedule of Distribution of


Documents, as far as possible all documents shall be submitted in electronic
form. All drawings produced by the Contractor, including those produced by
sub-Contractors, shall be produced using the AUTOCAD software.

2.4.2 DRAWINGS BY SUB-CONTRACTORS


Drawings submitted by the SUB- Contractors through Contractor shall be
checked first thoroughly by the Contractor with special regard to
measurements, size of components, material and details to satisfy himself
that they conform to the requirements and to the intent of Specification and
the Contractor shall place thereon his signature and the date of his approval
before submitting the same to the ENGINEER. Drawings found incomplete
/inaccurate shall be returned to the Contractor for modification/correction
without review and treated as non-submittals.

2.4.3 DESIGN CALCULATIONS


The Contractor shall generally furnish the following information.

2.4.3.1 Manual Design Calculations

The Contractor shall submit the following information in neat and clean typed
version in the form of Design Memorandum, for each structure or group of
structures.

(a) Content list, Input data and source of information.

(b) Scope (Description of the contents and purpose of the submission)

(c) Design criteria to satisfy statutory requirements.

(d) Formulae used and references for the same

(e) Design assumptions made. Assumptions based on experience shall be


clearly mentioned.

(f) Latest applicable National / International Standards and Codes. The


Codes and Standards shall be referred to with year of publication,
revision number and amendment/addenda.

(g) Reference Drawings and Documents along with their revision numbers.

(h) Qualitative description and comments on final results.

(i) Any other relevant information.

(j) Conclusions / recommendation.

(k) Appendix.

2.4.3.2 Computerized analysis and design

Following shall be complied by Contractor:


(a) Contractor shall use accredited / validated software and the same shall
be indicated.

(b) Details of figures of Modeling, wherever applicable.

(c) All information as called for in clause of manual design calculations

(d) In case ENGINEER asks for validation of sample examples of


calculations of the engineering software used, CONTRACTOR shall
furnish the same without extra cost to ENGINEER.

(e) Contractor shall submit printout and softcopies of all pages as appeared
in output of the computer program without disturbing the output as
generated by the program. Contractor shall also submit all the Input
files used for analysis and design.

2.4.4 SCHEDULE OF DRAWING SUBMISSION


Before commencement of works, the Contractor shall submit a Schedule of
Drawings which he proposes to issue to carry out the works. This schedule
shall include the approximate dates of drawing submission and shall be
approved by the Engineer. The schedule shall be reviewed, updated and
resubmitted periodically.

2.4.4.1 Drawings shall be submitted without delay in line with the approved
Schedule. Number of copies to be attached in various correspondences
between Contractor and Employer shall be as per the distribution schedule
SCHEDULE OF DISTRIBUTION OF DOCUMENTS provided at the end of this
chapter (Cl. 13).

2.4.4.2 The sequence of submission of all drawings shall be such that all the
information / data are available for reviewing each drawing, when it is
received.

2.4.4.3 The Schedule shall also make reasonable provision for re-submission of
commented / unapproved designs, drawings and documents and for the time
needed to transmit such designs, drawings and documents.

2.4.4.4 Requisite copies of complete detailed design calculations and drawings for all
parts of the Works shall be submitted by Contractor to ENGINEER for first
time at least 8 weeks prior to the date on which such drawings are required
to ensure that work is executed in accordance with the approved programme.

2.4.4.5 The ENGINEER will apprise the Contractor in writing of his comments on the

DRAWINGS / DOCUMENTS within 3 weeks from its date of submission.

2.4.4.6 The Contractor shall submit all Revised DRAWINGS / DOCUMENTS, within 2
weeks. This shall be treated as second submission of DRAWINGS /
DOCUMENTS. ENGINEER shall give his comments to second submission
within 1 week from the date of receipt.

2.4.4.7 Contractor shall take utmost precaution in preparation of DRAWINGS /


DOCUMENTS for third submission. This shall be done within 1 week on
receiving the comments. ENGINEER shall give his comments to revised
submission within 1 week from the date of receipt.

2.4.4.8 Contractor shall make all necessary corrections / additions and alterations to
get full or part approval on drawings / documents till third submission. In
case, Contractor fails to get the approval in third submission it shall be
treated as delaying tactics and the Contractor shall be liable for penalty.

2.4.5 APPROVAL OF DRAWINGS


2.4.5.1 ENGINEER shall reserve the right to approve the drawing in full or in part
depending upon the information available. This approval may be given in any
of the submission after fulfillments of requirements.

2.4.5.2 On receipt of the approval to his drawings, the Contractor shall start
construction or fabrication of works.

2.4.5.3 Notwithstanding the approval of the ENGINEER to the Contractor's design /


drawing, the Contractor shall be responsible for the stability of works in
accordance with the provisions of the contract and the approval accorded
shall not absolve him of his responsibility for the safety of the Structure /
equipment.

2.4.5.4 The Contractor on the site shall keep one copy of the approved drawings and
the same shall, at all reasonable times, be available for inspection and use by
ENGINEER.

2.4.5.5 The Contractor shall give written notice to the ENGINEER whenever planning
or program of the works is likely to be delayed or disrupted unless any
further order, including a direction, instruction or approval is issued by the
ENGINEER within a reasonable time. The Notice shall include details of the
order or drawings for which approval is required and of ways by when it is
required and of any delay or disruption likely to be suffered, if it is late.

2.4.5.6 The ENGINEER shall, however, have full power and authority to modify from
time to time, during the progress of works, the drawings approved
previously, as shall be necessary for the purpose of proper and adequate
execution / completion of works. The Contractor shall be bound by such
modification and carry out the works as per modification.

2.4.5.7 Any delays arising out of failure by the Contractor to rectify the drawings to

the satisfaction of the ENGINEER in prescribed time shall not alter the
contract completion date.

2.4.5.8 Drawings submitted out of sequence will be returned to the Contractor


without review for resubmission as per the sequence of drawing submission.

2.4.5.9 On completion of review, the ENGINEER will return the submission with one
of the following comments:

Approved to allow work to proceed.

Approved (with Hold) to allow work to proceed subject to amendments


and Conditions.

Not approved resubmission required incorporating comments given.

2.4.5.10 The ENGINEER may withdraw or modify his approval of approved drawings as
result of subsequent submissions, in case they contradict the provisions
based on which the approval is given. No claim from Contractor shall be
admissible on this account.

In this circumstance, Engineer will inform the Contractor in writing of the


withdrawal or modification and, upon receipt of such information, the
Contractor shall immediately take the necessary action in regard to the"
Works and confirm this to the ENGINEER in writing.

2.4.5.11 The ENGINEER shall have the right at all reasonable times to see at the office
of the Contractor, all drawings of any portion of the work.

2.4.5.12 Two prints of submitted drawings and one set of design calculation will be
returned to the Contractor duly signed by the ENGINEER clearly identifying
the review status of the drawing.

2.4.5.13 Further, works by the Contractor shall be in strict accordance with these
approved drawings and no deviations shall be permitted without the written
approval of the ENGINEER.

2.4.5.14 The ENGINEER's approval of the Contractors and Subcontractors drawings


shall not relieve the Contractor from his responsibility for errors or omissions,
which may exist, even though Work is done in accordance with such
approved drawings. When such errors or omissions are discovered later, they
shall be made good by the Contractor at his expense irrespective of any
approval of the ENGINEER.

2.4.5.15 Review of drawings by the ENGINEER shall mean checking in principle only
and not verifying every dimension and detailed manner.

2.4.6 REVISION OF DRAWINGS


2.4.6.1 Contractor shall ensure that all revisions carried out are clearly indicated by
revision block in subsequent submissions.

2.4.6.2 Contractor shall also ensure that general details of revisions are properly
recorded to show the number, approving authority, date, and specific
description of revision carried out and signature of the Project Manager in the
revision block. The Contractor shall be responsible for incorporating all the
comments issued by the ENGINEER in the subsequent revision.

2.4.6.3 The contractor shall attach a compliance certificate along with the subsequent
submissions, indicating the action taken on the previous comments of
employer. In case any comments issued as aforesaid have not been
incorporated in the subsequent revision, explanation for the same shall be
furnished in the compliance certificate.

2.4.6.4 No major revision affecting the design shall be made by the Contractor after
a design; drawing or document is "approved" by the ENGINEER. In case the
Contractor decides to incorporate minor amendments in an "approved"
drawing, he shall re-submit the same for formal approval, before execution.

2.4.6.5 Any construction, manufacturing and fabrication work carried out prior to the
approval of the drawings will be at the Contractors own risk and expenses.

2.4.6.6 Final drawings of the work as completed ('As-Built' drawings) shall be


prepared by the Contractor and forwarded to the ENGINEER as per
specification "SCHEDULE OF DISTRIBUTION OF DOCUMENTS.

As-Built drawings shall be submitted within three (3) months from the issue
of the Provisional Acceptance Certificate.

2.5. SCHEDULE OF DISTRIBUTION OF DOCUMENTS


Schedule of distribution of various documents by the Contractor is given in
Table -1, provided at the end of this section.

2.6. CONSTRUCTION PLANNING & METHODS


Within 8 (Eight) weeks from the commencement date, the Contractor shall
prepare and submit to the ENGINEER for his Review and Acceptance a
Construction Method Report updating and elaborating when necessary, the
Construction Methods submitted as part of the bid. The report shall include
the following as a minimum:

(a) A review of how the Construction Requirements, scheduled milestones


will be achieved.

(b) A report on construction methods to be used for all major works.

(c) A procurement plan for construction materials, equipment etc.

(d) Layout drawings for all temporary and enabling works.

(e) Principal items of construction plants to be used.

(f) Detailed information of Site Offices and Camp Facilities.

(g) Quality Assurance program during construction.

2.7 HYDROMECHANICAL WORKS


The Contractor shall carry out the design of gates/ stoplogs/ trashracks,
embedments and hoists as per the specifications, matching with the openings
as per the detailed design carried out by him and approved by the Owner.

2.7.1 DESIGN AND STRESS LEVELS

The hydro-mechanical Plant & Machinery shall be designed in accordance with


the requirements of relevant Indian standards. The bidder shall clearly
indicate the standard to which these equipments shall be designed.

For worst loading conditions such as earthquake conditions or gates jammed


conditions, storm wind conditions and under break down torque conditions of
the hoist, the permissible design stresses shall be increased by 33-1/3% over
the normal stress but limited to 80% of the yield point. In case of fasteners,
the increase in stress for worst loading cases shall be limited to 25% only.

The allowable design stress level for various components of hydraulic hoist
shall conform to the requirement of IS 10210. However for buckling of piston
rod of hydraulic cylinder, a factor of safety of 3.5 shall be adopted. The
embedded parts of gates shall be designed to limit the bearing pressure on
2nd stage concrete to 25% of compressive strength of the concrete. An
increase of 33-1/3% over the above stress is permitted in the case of worst
loading cases. Permissible stresses for field welds shall be considered from
relevant I.S. Codes. All the embedded parts shall be taken below the sill for
at least 300 mm distance. Downstream faces of gate grooves shall be
provided with suitable off sets as per model studies or best industry practice.

All the gates, stoplogs and trashracks shall be equipped with side guides.

Various lifting /operating equipment and their supporting structure shall be


designed for normal as well as storm wind conditions as per Indian Standards
IS 875.

The impact factor for various structures shall be in accordance with relevant
Indian standards. However minimum impact factor of 30% shall be
considered for the design of dogging devices, Hoist and crane structures, with
normal allowable stresses. A corrosion allowance of 1.5 mm shall be adopted
for steel liners, which also include pressure shaft liners.

The penstock liners shall be designed for the full internal pressure
corresponding to maximum surge level including water hammer. The liner
shall also be designed for external pressure with a safety factor (buckling
factor) of 1.5 and the concrete lining gap to be adopted as per IS Codes or as
per Standard practice. The liners shall also be checked for external pressure
due to concrete grouting, filling and dewatering. The liners may also be
provided with stiffeners, if required to resist buckling due to external water
pressure and handling stresses.

Spacing and size of stiffener rings shall be determined in accordance with the
AMSTUTZ equations for a stiffened liner.

The steel plates to be used for penstock steel liners shall be pressure vessel
quality plates and conform to IS: 2002 Grade-3 /ASTM A 516 Gr.70 or
equivalent.

2.7.3 SEISMIC CONDITIONS

The project area is located in highly seismic prone area and the seismic
parameters specified and approved by the relevant Government authority in
Nepal shall be followed in the Design. The method of design shall be per BIS
standard IS -1893 (Part -1) - 2002- Criteria for Design of Earthquake
Resistant Design of Structures- Part -1 General Provisions and Buildings or
any other equivalent International Standards.

G-03: TRANSPORTATION

3.1 Transportation
(a) The transport of all materials (raw materials as well as fabricate
components if any) will be carried out on roads, railway, ports or
international boundary points to the Project Site.

(b) For all transports on Road, the Indian Standard Specifications for Roads
and Bridges or equivalent standards prevalent in the host country or
any approved International Standards shall be obeyed.

(c) For all transports by railway, the Indian Standards or host country
standards or any other approved International Codes shall be obeyed.

(d) The Contractor shall be responsible to select proper routes to meet his
needs.

(e) In case any approval from the concerned authorities are required
for transportation of materials through road/railway, the Contractor
shall make necessary arrangements for obtaining the same.

G-04: WORKING FACILITIES

4 Working facilities (Enabling works)

4.1 General

4.1.1 Scope of Work

The Contractor shall design, provide, erect, operate and maintain the
Working Facilities ( enabling works) required for the execution of the Works
under his scope , within the specified time schedule, such as but not
necessarily limited to:

(a) Camp and Facilities

(b) Office parking areas, warehouses, storage areas and medical care
services.

(c) Plant and Equipment

(d) Electric Power Supply System

(e) Telephone & Communication Network

(f) Water Supply System

(g) Sewage and Waste Water System

(h) Storage of materials, Fabrication yard, storage of fabricated materials,


testing etc. for penstock liners, gates, hoists etc.

Working Facilities shall be subject to the Engineer in charges approval. The


Contractor shall comply with all applicable laws, regulations, and ordinances
relating to the construction and operation of the working Facilities.

The employer has already acquired land for permanent works, quarry area
and muck disposal and for contractors establishment. In case any extra land
is required for contractors establishment, the same shall be arranged by the
Contractor himself.

Materials for the Working Facilities shall be of first-class quality and if


not new, in best condition. The capacity and number of equipment shall
conform to the specific minimum requirements for the works they are
intended for and the climatic conditions prevailing at the Site. The capacity
and number of equipment shall be determined taking into account
conversion of equipment throughout the entire work.

The Contractor shall attach to his Bid Documents Drawings, pictures and
operating descriptions for his proposed Working Facilities and shall
indicate weight, standards, capacity, manufacturing date and country of
origin.

Equipment of working facilities must be individually approved by the Engineer


in charge prior to being ordered or dispatched.

The Contractor shall, prior to dispatching any items of the working Facilities,
inform the Engineer in charge with clear indications about the purpose of the
items, the kind, date and place of consignment (factory or as identified by
the Contractor), date and place or port of shipment and arrival in the
country. Said notice must be given in due time to allow for a possible
cancellation in case the items do not comply with the requirements as
stipulated. The Engineer in charge will agree or disagree with the inquiry in
writing within the next 15 days on arrival of the notice.

The Contractor shall supply all his Working Facilities with sufficient spare
parts, special tools for repair work and complete standby units of vital parts
to guarantee a continuous operation without untimely delays. The Contractor
is fully responsible for any delays due to disregard of said necessity. Should
the Engineer in charge determine that the equipment furnished does
not meet all requirements the deficiencies shall be corrected by the
Contractor before further use, or the deficient equipment shall be replaced
with satisfactory equipment. Any cost incurred in the correction or
replacement shall be borne by the Contractor. All Working Facilities shall be
built in the areas indicated in the Drawings or as directed by the Engineer in
charge. The Contractor shall submit 60 days prior to the start of the Works
to the Engineer in charge for approval, a drawing showing the exact positions
of the main working facilities.

4.1.2 Submittals

The Contractor shall submit basic plan of Working Facilities together with his
bid.

At least 28 days prior to commencing the work, the Contractor shall submit
to the Engineer-in-charge for approval the drawings showing layout and
details of the Working Facilities.

Construction power arrangements shall be made by the Contractor, including


standby arrangements, as per his work requirements.

4.2 Camp and Facilities

4.2.1 General

The camp and Facilities include but are not limited to


Staff residential quarters for the Contractors staff
Accommodation and canteen for the Contractors workmen
Miscellaneous social facilities
Offices for the Contractor
Warehouse and sheds for the Contractor

Work and repair shops

All working facilities shall be equipped with electricity arrangement,


telephone, water supply with drinking water, sewage system and if necessary
with air conditioning.

Entire construction power (Grid as well as DG power) shall be arranged by


the Contractor at its own cost. The Contractor shall have to make his own
arrangement for construction power for his ancillary works and camps by his
own diesel generating sets to meet full requirement. Further the Contractor
has to provide distribution facilities and necessary safety precautions at his
own cost.

4.2.2 Other buildings

(a) Offices for the Contractor.

Offices for the staff of the Contractor shall be of sufficient size and fully
furnished and equipped with sanitary facilities, communication system,
etc.

(b) Miscellaneous Working Facilities

The Contractor shall construct and maintain warehouse storage yard, a


motor pool, repair shops, portable explosive magazines, workshops,
vehicle sheds, garages, fuel storages, etc. for the efficient execution of
the work.

(c) Warehouse (s) and sheds

Warehouse(s) for the storage of materials, mechanical and electrical


spare units, spare parts, etc. shall be well secured, ventilated (if
necessary) and waterproof and shall be installed with the necessary
appliances.

(d) Work and repair shops

All work and repair shops shall be well secured ventilated (if necessary)
and waterproof. They shall be equipped with adequate equipment and
tools necessary to carry out all works and repairs which are usually
done on the Site.

4.3 Plant and Equipment

4.3.1 General

The Contractor shall provide all construction plants and equipment necessary
for the efficient execution of the work described in the Specifications and
details supplied by the Contractor in the constructional plant and equipment
schedule.

The Contractor shall also deploy additional equipment if needed at his own
cost for timely completion of works.

In case other Contractors wish to use the plant and equipment provided by
the Contractor, the service shall be mutually agreed by the both parties.

Priority over the use of any part of the Contractors plant and equipment shall
be finally decided by the Engineer in charge.

4.4 Electric Power Supply System


During construction, power shall be required for all the working areas
including working facilities area, workshop etc.

It is proposed to meet the construction power requirement by installing


Diesel generating sets at strategic locations. The DG stations shall be located
near the load centre and power to nearby areas shall be taken through
cables.

The capacities and locations of DG shall be assessed by the Contractor and


submitted to the Engineerin-charge for its approval before start of the
works.

DG station shall cater for the power requirements of the works under the
complete scope, including enabling works:

4.5 Telephone and Communication Network


The telecommunication system, SAT-COM, mobile, internet system shall be
arranged by the Contractor for usage at the field office. The Contractor will
be responsible for effective internal distribution of the telecommunication
system to individual sites/offices. P&T lines as required shall be arranged by
the Contractor at his own cost.

4.6 Water Supply System


The Contractor shall design, construct, equip, operate and maintain the
installation necessary for the adequate supply of water for his use and
drinkable water for human consumption at the various work areas as well as
at the camps. Regulating, transporting, treating and distributing the water
shall be included.

4.7 Sewage and Waste Water System


The Contractor shall design, construct, equip, operate and maintain all the
installation necessary to properly collect, treat and dispose of sewage from
his camps and other construction facilities.

The Contractor shall not, under any circumstances, discharge sewage or


contaminated water into natural streams or any open areas. The pondage
system for treatment and disposal of sewage shall not be used.

Treatment and disposal of sewage shall be performed in accordance with the


current related standards and laws in force in India and always subject to the
Engineer in charges approval.

The drainage systems shall be designed taking into account the high rainfall
rate in the area and the disposal of rainwater shall be accomplished in such a
way that no erosion problems are caused which may alter the stability of the
surrounding area.

G-05: QUALITY ASSURANCE

5. QUALITY ASSURANCE

5.1 Quality Assurance in Execution of Works


The Contractor shall establish staff, equip and operate a comprehensive
quality assurance set-up at the site and shall ensure to remain under
operation throughout the currency of the contract. The principal responsibility
and duty of this set-up shall be to ensure that all work carried out and
materials produced or supplied by the Contractor comply fully with the
Specifications.

With his tender, the contractor shall submit his detailed proposal (in terms of
experienced supervisory staff, trained workmen, procedures of work,
equipments, obtaining support from outside agencies) for achieving quality in
respect of all works included in the scope of work of the tender.

The contractors proposal shall be specific enough to assure that all works are
executed in a professional manner and contractor has included in his bid the
provision of employment of the best international practices of construction in
the implementation of the work, which shall also include the tests/checks
specified under Quality Assurance checklist attached under Cl. 5.5.

Within 28 days of the award of works, the contractor shall prepare and
submit detailed Quality Assurance Plan in a very transparent manner
indicating codal references to the Engineer-in-charge for approval.

Immediately after the award of work, during mobilization phase, the


Contractor shall take systematic steps to implement all the proposals given
by him for achieving the desired quality in construction.

In addition, contractor shall have to submit comprehensive QA and QC plan


in line with technical specifications and relevant codes referred in the
technical specifications for review and approval of Engineer-in-charge.

During course of execution, the quality of the work in progress shall be


reviewed at least once in a month in the Quality Assurance meeting
specifically called by the Engineer-in-Charge and participated by Contractors
Project organization. In case Engineer-in-Charge is not satisfied with the
resources employed vis-a-vis the commitments made in the proposal, the
contractor shall take additional steps to supplement his efforts.

5.2 Contractors Quality Control Staff


The personnel connected with quality control assignments must possess the
relevant expertise and competence to perform specific tasks connected with
quality control works and should be well conversant with testing of
construction materials. The objective of quality control should be clearly

understood by them in letter and spirit so as to help in quality construction


and to achieve high order of quality as laid down in specifications by
controlling various factors responsible for deterioration in quality,
investigating reasons there for and suggesting ways and means for
improvement.

The Contractor shall assign one experienced engineer-in-charge to site for


quality control and quality assurance as full-time quality control manager,
responsible with complying with all requirements of Technical Specifications.
A check list shall be prepared for incorporating all the technical specifications
requirements under different works and shall be displayed in the quality
control for ready reference.

The experience and qualifications of this engineer shall be given in the


contractors tender and shall be subject to the approval of the Engineer-in-
charge.

The positions, qualifications and duties, of the contractors quality control


staff shall be indicated in the QC organisation plan, and shall likewise be
subject to approval by the Engineer-in-charge.

5.3 Material Delivered to Site


The Contractors quality control staff shall keep full records of all materials
delivered to site for use in the Works, and of all tests made on such materials
either prior to or following delivery to site.

These records shall be available at all times to the Engineer-in-charge,


together with any factory testing certification.

5.4 Quality Assurance Checklist


A quality assurance check list indicating the tests/checks to be carried out
for various activities is presented below in Table 5.1, based on which, the
contractor shall formulate his quality control plan and got approved by the
employer, before adopting during execution.

7 Necessary test certificates or photo copies thereof
relating to mechanical properties, chemical
composition, ultrasonic testing and heat treatment
temperature etc. of steel plates supplied shall be
furnished by the supplier for each plate/heat before
the actual
Shipment. Various tests shall be carried out in
accordance with the requirements of ASTM-A-20-M
and other relevant ASTM standards.
8 Steel plates to be used shall be duly inspected
either by Mills authorized Inspector or by a third
party. However, such inspection shall also be
witnessed by the representative(s) of the
Purchaser.
V Shop/Field Inspection
1 All penstock components are subject to inspection
at the place of fabrication
And/or installation. The inspector must be allowed
to view any or all of the operations and have access
to all report forms and radiographs.
2 Documentation must include a weld map or table
identifying each type of weld joint, the assigned
welding procedure specifications, the parts being
joined, the material thickness, and any
requirements for preheat and post weld heat
treatment.
3 Welding procedures must be qualified in accordance
with Section IX of the ASME Code.
All procedures for weld and non-destructive
examination (NDE) must be submitted
prior to the start of work.
4 Welders and welding operators must be qualified in
accordance with Section IX of the ASME Code.

W Weld examination and inspection reports
These reports must include detailed records
showing evidence of quality of welding.
For each section of weld inspected, a report form is
required. The report must identify the work and
show the welders identification, the area of
inspection, the acceptance of the welds, and the
inspectors approval signature. Each report must be
completed at the time of inspection. A complete set
of forms must be supplied upon completion of the
work. For radiographic examination, in addition to
the report forms, a complete set of radiographs
must be supplied.
X Final Field Inspection
The entire penstock, including all coatings and
linings, must be inspected for damage that may
have occurred during shipment and erection. All
damage must be repaired.
Y Damage
1 Damaged areas, such as scratches, gauges,
grooves, or dents as determined by the inspector,
must be corrected as specified in the project
specification.
2 Ensure that all required test reports, as-built
drawings and other documentation generated
during fabrication and erection of the penstock are
available and processed in accordance with the
procurement documents and specification.
Copies of reports for field and shop welding, NDE
and repair procedures must be included in the
documentation in the project file.
Z OK card shall be got signed by the owner before
starting erection of each component.

5.5 OK Card
The proforma is indicative only and the contractor can modify the same as
per site requirements with the approval of the employer.

The details of the OK Card are to be filled by the construction agency


(contractor) by preparing each feature including the location and type of
work and making it ready for inspection by the Owners authorized
representative. The owners representative will inspect the arrangements at
site and if every arrangement and conditions are in order, will okay the card

through his signature. In case of any defects/ deficiencies, the same will be
recorded by the employers representative in the Card and the contractor
shall arrange for re-inspection after the deficiencies are rectified.

No work shall be executed at site before obtaining clearance from the


employers representative.
