A) River Parana Port Pilots. Tariff Reduction.

Please note and be informed that local River Parana Port Pilot Companies providing services at San
Pedro, Ramallo, San Nicolas, Villa Constitucion, Rosario and San Lorenzo Ports have today informed
that as from May 01st they will apply a tariff reduction on their port pilotage service in the range of
7/9 pct depending on vessels size.

Considering the new rate to be applied and a standard operation for a panamax type vessel
employing one pilot for berthing and one pilot for unberthing, the current costs will decrease by
about USD 650.- per each call/vessel.

B) Cleaning and Disinfection Programme for International Means of Transport. NOT
APPLICABLE TO BULK/TANKER VESSELS.

Following the subject of the Cleaning and Disinfection Programme for International Means of
Transport, please be informed that after several discussions between Maritime and Port Chamber
with the Sanitary Authorities, it has been clarified that the Resolution Nbr 74 is only applicable to
passengers vessels and will not be imposed on bulk/tanker vessels calling argentinean ports.

C) Senasa Intervention May Not Be Required For VegOil, Meals And Byproducts

As from January 23rd 2017, senasa intervention may not be required as compulsory, for VegOil,
Meals and Byproducts shipments, unless same is required at the destination countries.

D) Ammended Mandatory UKC for Vessels Transiting the Parana River + River Plate
System/Channels

As from November 26th 2016, change on Compulsory Underkeel Clearances (UKC) is in force for a
trial period of 90 days, to be applicableto all ships transiting the Parana River + River Plate
waterways system/channels (ie: between Recalada Pilot Station area and say San Lorenzo Port).

These Ammended Mandatory Underkeel Clearances will be as follows:

1) For the 1st leg (from North to South), namely from say the northernmost 'Timbues' Terminal at
San Lorenzo Port, upto Km 57 of the Parana de las Palmas River (where the Parana River itself flows
into the River Plate):

- For drafts upto max 10.36 m (fw): an 'ukc' of 0.60 m.

- For drafts equal to or in excess of 10.37 m, upto 10.49 m (fw): an 'additional ukc' of 0.03 m (3
centimetres) for each Additional centimeter of immersion exceeding 10.36 m (fw).

- For drafts equal to or in excess of 10.50 m: the 'ukc' will become 10% (10 percent) of the ship's
static draft. Ie: 1.05 m for a draft of say 10.50 m (fw)).

2) For the 2nd leg (from North to South), namely from say Km 57 of the Parana de las Palmas River
(where the Parana River itself flows into the River Plate), upto Recalada Pilot Station Area (Includes
'Zona Comun' (Bunkering Area)):

- For drafts upto max 10.36 m (fw): an 'ukc' of 0.60 m.

- For drafts equal to or in excess of 10.37 m, upto 10.67 m (fw): an 'additional ukc' of 0.015 m (1.5
centimetres) for each additional centimeter of immersion exceeding 10.36 m (fw).

- For drafts equal to or in excess of 10.68 m: the 'ukc' will become 10% (10 percent) of the ship's
static draft - Ie: 1.07 m for a draft of say 10.68 m (fw)).

E) Parana Bravo River Draft

Depth at Parana Bravo River IS 9.80M at Zero Level.

Considering this depth and average tide/height, pilots recommend a draft Of 10.05 m fw (33 ft) to
transit such area.

This is the channel mainly used for sailing loaded from Nueva Palmira Port with argentinean pilots.

F) Martin Garcia Channel / Pilots Maximum Suggested Sailing Draft

Due to dredging jobs carried out at Martin Garcia Channel the Uruguayan Pilots Association have
informed new maximum suggested sailing drafts as per following table:

REMARKS:

Vessels sailing from Nueva Palmira Port can continue sailing upto about 33'06'' (to be narrowed down
on the spot) by employing Argentine pilots and using Emilio Mitre Channel Max Loa 230 M- (with
consequent additional costs -depending on size of vessel- and extra navigation time -abt 12 hrs-).

G) Necochea Port / Zika Virus

In view of ZIKA VIRUS affecting our country, local Health Authority is asking from all vessels calling
Necochea Port to send (via agents) a daily list of crew-memberss body temperature at least 48 hrs
before vessels berthing.

H) Garbage Inspections & Disposal

Buenos Aires - July 30th 2014

The purpose of this circular is to warn all our owner's clients about situation being faced with garbage
disposal at Argentinian ports.

On year 2010 the SENASA authorities released a resolution in which they implemented random
inspections of vessel's garbage onboard.

As from last year, they are performing these inspections in all vessels being same compulsory. In
accordance with the outcome of same, they decide whether garbage must be disposed or not and
their decision must then be followed in order to avoid fines. The cost of this inspection is small, just
usd 123.-, this is not the problem.

But we have recently noted, that after these inspections are conducted, in most of the vessels they
demand that the garbage must be disposed even when there is a small amount of garbage onboard
alledging 'epidemiological reasons'.

The tariff which is then applied by the suppliers duly cleared by Authorities and registered for this
service at different Argentinian ports is in fact the problem, since same is extremely high, starting
from basic fee of usd 3.000.- at most portsand then easily escalating further sometimes two or three
times that value depending on port characteristics and amount of garbage to be discharged.

We are only informing this for owners to be aware of same and consider this cost when calculating
costs for calling here since same is usually not included in any agent's PDA but then applies in most
cases.

Just for your guidance, following is wording which is being included by us in our pre-arrival messages
to masters heading to Argentina:

REGARDING THIS ISSUE BEFORE STAMPING/SIGNING IT, AS COST FOR GARBAGE DISPOSAL AT
MOST OF THE PORTS IS ON A HIGH LEVEL.

J) Sanitary Inspections at San Lorenzo Port

Sanitary Authorities at San Lorenzo Port (only at San Lorenzo Port), have started to board vessels, at
San Lorenzo Roads.

Only after boarding / inspecting each vessel do they grant corresponding free pratique.

The purpose of these inspections is basically to verify the health condition of each crewmember.

The main issue is that for boarding each vessel sanitary authorities are now employing specially
'designed' motorboats (operated by a local "medical emergency service" organization (CCREP)). The
drawback of this procedure is the cost of these motorboats, whichis (for now) usd 2,000 for the 1st
visit, thenafter usd 1,000 for each subsequent / additional visit, if/when considered necessary by the
mentioned authorities.

Please be guided accordingly whilst we shall be keeping you posted on any further developments in
this respect.

K) The Maritime Labour Convention (MLC)

Please note and be informed that the Government of Argentina has ratified the Maritime Labour
Convention (MLC 2006) and this agreement shall enter into force on May 28th 2015.

The Argentine Ministry of Labour has nominated the Argentine Coastguard as the authority that will
locally implement and control the compliance of the concerning parties with the particulars of this
Convention.

This implies that as from May 28th 2015, whenever Coastguard authorities proceed onboard for
random Port State Control inspections, they will also be entitled to check the actual labour conditions
The Skuld advises shipowners to be aware that whenever they will call at a port of a country that has
ratified the MLC, the Convention will apply. That means local PSC may come on board and carry out
an inspection, and should deficiencies therefore, it is necessary to have a clear understanding of the
MLC's requirements as well as having a clear company policy for practical compliance.

This requires training and education throughout the organization.

The Club highlights that ''Human Element'' is the key to loss prevention and the safety of voyage.

Well rested and well cared for seafarers make for safer ships, with less down time and claims, all of
which contribute towards a company's bottom line.

L) San Lorenzo Port / Tugboat

Tugboat will be compulsory for all vessels which will call at San Lorenzo Port and which are fitted
with:

-A left hand fixed blade propeller.

-A right hand variable pitch propeller (also known as controllable-pitch propeller (CPP)).

The tugboat will only be required when such vsls need to turn downstream, at San Lorenzo port area
(ie: when sailing downriver or when swinging around for loading at another terminal and/or port
located further downstream).

Vsls fitted with a bowthruster (in good working order) will be excepted.

The reason why coastguard has taken this decision is because they consider it dangerous for vessels
to swing around to port, when sailing downstream or when shifting to another terminal and/or port
further downriver, because when doing so it becomes risky as they must approach the shore-side
facilities bow first.

To further clarify be advised that all Port/Terminal facilities, upriver, are located on the southern
shores (bank) of the Parana River and its tributaries.

For the time being other upriver ports are not affected by this requirement.

M) San Lorenzo Port / Tariff Tug Boats /Additional Remark / Information

Please note and be informed that due to depth reduction in a portion of nearly 50 pct of San Lorenzo
center manoeuvering area, which reduces the space available for safe manoeuvers, San Lorenzo
Coastguard has stipulated that all vessels which perform manoeuvers in such area and exceed 160 m
LOA, will have to perform same employing tug assistance. Over 230m LOA two tugboats have to be
employed.

This affects Nidera, Transito, Dempa and Pampa berths since vessels sailing from those terminals use
the center manoeuvering area for turning either up or downriver and also affects any other vessel
which for any other reason uses such area for manoeuvering such as vessels sailing from terminals
like Aca, Akzo Nobel, Vicentin or Molinos, which could eventually have to use this area for turning due
lack of space at south roads.

N) Draft Survey Situation For Argentine Ports (!) :

Argentine Customs House perform draft surveys for each export loading permit on almost all vessels,
which is sometimes causing delays to loading operations. Time being, the official exported figures are
being determined as follows:

Quantity of cargo loaded is determined by shore scale, being draft survey performed by customs
house. Then, when the difference between draft survey and shore scale figures is less than 0.6
percent, shippers have the option to issue mate receipts according to draft survey or shore scale

figures. However, when the difference is more than 0.6 percent, then quantity of cargo loaded has to
be shown as per draft survey figures.

In all cases final decision is anyway taken by customs house, being most of the shipments loaded
according to shore scale figures.

O) Reminder About Lack of Profit / Port Expenses

San Lorenzo Port:

Prior to grant loading berth, some terminals operators request by writing, that vsl's agents accept
their berthing conditions and penalties in case of potential vsl's loading delays due to reasons not
concerned to the terminal. On this respect, pls note following lack of profit charged by some
terminals:

Some terminals inform in advance that if for any reason, vessel cannot operate, i.e. due to holds
rejection, vessel must leave the berth.

Punta Alvear: U$D 3.000.- per hour or fraction.

San Nicolas:

The rules of Port Administration regulate the operations of vessels calling at "New Port" and "San
Nicolas Grain Elevator" berths to which all ship agent shall know when filling in mandatory berthing
applications, tt discharge / load rates for every particular cargo shall be complied, otherwise in case
of port congestion, the Administrator will request to employ any mean as needed to ensure continued
operations around the clock.

Non-compliance of any these conditions, port administration could charge 100% in addition, per day,
as from the time when the terminal estimates that operations shall be finished.
