Introduction to Heat Stress

In Qatar the Temperature ranges from 4C (winter) to 52C (summer)


with an average relative humidity is 75%

The Heat Index (combination of ambient temperature and humidity)


reaches more than 50 during the peak summer months

The Summer period in Qatar is typically from 15 April 15 September

Heat Stress is the result of the body being unable to regulate its inner
temperature (core) as a consequence of being in a hot environment
for a period of time.

Introduction to Heat Stress

The human body cools itself by sweating/perspiring. When the water


in the sweat evaporates it carries heat away from the body.

If relative humidity is high, the evaporation rate is greatly reduced.


This means heat is removed from the body at a lower rate.

The bodys ability to cool itself is affected by three things

Temperature Humidity Air Movement

Introduction to Heat Stress

KEY DEFINITIONS

Acclimatization: The ability of the body to adopt and cope with the
existing temperature/climate in a given period of time

Heat Index: An index that compares air temperature and relative


humidity to determine the apparent temperature (how it actually feels).
Example:
The temperature is 40C and the
relative humidity is 62%.

What is the heat index?

Types of Heat Illnesses


Heat stroke is when the bodys temperature regulation fails and body
temperature rises to critical levels. It can lead to death.

Heat exhaustion is a result of the combination of excessive heat and


dehydration. Untreated, heat exhaustion can lead to heat stroke.

Heat Cramps are painful, involuntary muscle contractions that occur after
exercise or working in a hot environment normally due to electrolyte imbalance
(Sodium, Potassium, Calcium and Magnesium).

Heat Fainting or Syncope: Due to decreased blood flow to the brain due if a
person has been standing still for a long time. Recovery is rapid after the
person lies down in a cool environment.

Heat rashes are a common problem resulting from persistent wetting of


clothing by un-evaporated sweat.

Contributory Factors to Heat Illness

The three main contributory factors to heat illness includes


Climatic-, Personal and Physical factors.

Climatic factors includes the heat index (temperature and


humidity), radiant heat (sun, surfaces), air velocity

Personal Factors includes a persons age, physical fitness,


health status, acclimatization, clothing, PPE, level of
hydration and medication

Physical Factors includes type and extent of physical


activities and length of time of the activities

The 2013 heat stress prevention program is based on the mitigation matrix and
the matrix contains five (5) sets of key of information;
1. Flag Color (based on heat index)
2. Water consumption (based on flag color)
3. Work rest cycle (based on self evaluation flags to be used as guidance)
4. Three hour lunch break during peak of summer (July & August)
5. Seventeen (17) specific mitigation measures

Heat Stress Prevention Program


The Flag color is based on the Heat index and there are four specific colors.

Water consumption is based on the relevant Flag color.

Flag Color Heat Index Water Consumption


Green 27 31 1 cup every 20 min
Yellow 32 38 1 cup every 15 min
Orange 39 53 1 cup every 10 min
Red > 54 1 cup every 10 min

The JGC MAC will provide a text message in case the heat index changes and
the flags will have to be raised accordingly.

All site personnel will be issued with a heat index card to indicate the above
table and the full heat index chart.

Heat Stress Prevention Program


1. ACCLIMATIZATION
All new workers have to strictly follow the acclimatization process.
A new worker is an employee who hasnt been working in GCC countries for the last
two (2) years
The new worker will be identified during the site Fitness to Work (FTW) program
In case a new worker is identified he may only work a percentage of his normal duty
for the first four days of work at site (1 20%; 2 40%; 3 60%; 4 80%)
The confirmation of this has to be captured on the acclimatization table and submitted
on a weekly basis to the JGC MAC (this will be cross checked with FTW records) by
nominated Site Supervision.

2. COOL DRINKING WATER
Drinking water stations must be available at work locations including elevated areas
of pipe rack
Each Subcontractor will complete a survey and capture the location of the drinking
stations in his welfare facility register and will be approved by ACMs from CPY, JGC
& SCTR.
The data must be displayed on area notice boards and
also submitted to JGC environmental department as
and when updates are made
The JGC environmental department will maintain all
records including master welfare key plans.
NOTE: The register will also include toilettes and rest
shelter details for the area.

3. INSULATED DRINKING FLASK


Every person at site must have a drinking water flask on
his person at all times as part of standard PPE.

4. TRAINING AND EDUCATION

All persons at site will have to undergo heat stress training. The training is separated
in two modules including On-Site Training (workers) and Supervisor classroom
training (Management/ Supervision)
On completion of training the following has to be issued;
- Training attendance sticker
- Self evaluation & heat index cards
- TSTI prompt cards (Supervisors only)
The training has to be captured on relevant attendance
sheets (On Site and/ or Classroom attendance sheets)
Training passport must be initialed after training
however On site training will be signed by on site
trainers only no stamp
On site training knowledge verification will be done verbally and not
through a written assessment.
5. COMMUNICATION
Communication of the program will be done through banners,
posters, training, TBTs etc.

6. BALANCED DIET
All persons should follow a balanced diet starting with
breakfast in the morning. As part of the Supervisors
responsibility, checks should be done daily with workers
to confirm that they have taken breakfast.
A reminder has been captured in the TSTI prompt card
(Step 1) and this check can be done during TSTIs.

7. HEAT STRESS MONITORS


All SHE&S personnel will act as heat stress monitors.
Their functions will include, but not limited to;
- Monitoring flag changes and water delivery
- Carry out local HI monitoring (nominated persons)
- Complete focused inspections and weekly shelter
checks
- Support site supervision with the implementation of
the heat stress program

8. MEDICAL FITNESS TO WORK
(FTW)
Medical FTW will be done by the site
MAC and only persons declared fit
will be allowed to work at site

9. SELF EVALUTION
The heat stress program will focus on
self evaluation. A guidance card has
been developed in this regard
The card explains what to look for
and what to do. This should be used
by workers, supervisors and co-
workers.
The what to look for includes 12
symptoms (refer to self evaluation
card)

10. LOCAL HI MONITORING
Local monitoring will be done by Heat Stress Monitors and logged in their record
sheet.
This will only be used for reference purposes and not for raising flags or rotation
The monitoring will be done as per grid locator, confined spaces, buildings and
kitchens and the persons responsible for this is captured in the HI monitoring
register

11. HEAT SHELTERS WITH FANS
Heat stress shelters have to be
provided within 5 minutes walking
distance of work areas
The shelter has to comply with the
shelter checklist
The location of shelters have to be
captured in the welfare facility register
(same as drinking water points)
Shelters will be provided at ground
level as well as elevated areas.

12. SUN SHADE
Sun shade must be provided wherever practical. This shall be evaluated by site
supervision and must be a regular agenda item in the IIF unit leader walk throughs.

13. AC Busses/ Rooms/ Shelters


Air conditioned busses/ rooms/ shelters have to be provided at site to a ratio of 1:250
during red flag conditions

14. Air coolers for metallic confined spaces


Air coolers/ fans must be provided during confined space activities in metallic
confined spaces
A maximum of orange flag HI (53) will be allowed for such activities

15. FOCUSED INSPECTIONS
Heat stress surveys will be carried out on a monthly basis to measure compliance
the program (based on 17 control measures)

16. MEDICS FIELD CHECKS


Random check points will be established at site for medical field checks. Data will be
used to evaluate the effectiveness of the program.

17. WATER PARADES


All personnel to drink water (water parades) after TBT/ TSTI as standard practice.
No water No work policy
