CrimeThreats

Pettycrimeisfairlycommon,whileviolentcrimeremainsrelativelyuncommon.Therecontinuedtobea
noticeableincreaseincrime,includingseveralreportedassaultsandrobberies,sometimesinvolving
weapons,inKualaLumpurin2015.Pettytheft(pursesnatching,pickpocketing,smashthefts,residential
burglaries)isthemostcommoncrimecommittedagainstforeigners.Othertypesofnonviolentcriminal
activityincludecreditcardfraud,automobiletheft,andcybercrime.

Inmostpursesnatchingincidents,twothievesonamotorcyclespeedupfrombehindavictim,andthe
passengeronthebacksnatchesapurse,handbag,orcellularphone.Thieveshaveconductedthese
snatchandgrabtheftswhileleaningoutofthepassengersideofmovingvehicles.Increasingly,robbers
havephysicallyconfrontedvictims.Thesetypesoftheftscanoccuratallhoursandofteninfrontof
largegroupsofwitnesses,eveninupscaleneighborhoodsfrequentedbyexpatriates.Womenwalking
bythemselvesorwithsmallchildrenarethemostcommontargets,butmenwalking/joggingalonehave
alsobeentargeted.Victimshavebeeninjuredandkilledafterfallingandbeingdraggedbythievesin
carsoronmotorcycles.Morerecently,thievescarryingknivesormacheteshaveslashedandcutthe
victiminordertoshockhim/herintoimmediatelyreleasingvaluables.

TaxidriversindowntownKualaLumpurhavebeeninvolvedinrecentincidentsofviolentcrimeagainst
foreigntouristsandlocalresidents.

Creditcardfraudcontinuestobeaproblem.Unauthorizedchargesmaynotshowuponacreditcard
accountforseveralmonthsandcanbeU.S.$10,000ormore.Employeesinretailstoresswipethecredit
cardinalegitimatetransactionunderthecounter,whereaccountinformationisskimmedintoa
machinethateithertransmitstheinformationorstoresitforreproduction.Insomecases,more
sophisticatedcriminalshavetappedintodatalinesoflegitimateestablishmentstoobtainaccount
information.ATMcashwithdrawalsaregenerallysafeaslongastheATMsareassociatedwith
reputableMalaysianorinternationalbanks.

Residentialbreakinsdooccurandaremorefrequentinsinglefamilyhomesthesebreakinsgenerally
donotresultinconfrontationsorinjuriestotheoccupants.Whileuncommon,someburglarshave
enteredwhenoccupantswerehome,tiedupresidents,andthreatenedthemwithweapons.In2013,a
U.S.citizenwaskilledinanapparenthomeburglary.Gatedapartmentcomplexeswith24hourguards
andelectronicaccesscontrolsystemshaveamuchlowerburglaryratethanotherresidentialunits,and
apartmentsingeneralareburglarizedlessoftenthanstandaloneresidences.Majorinternationalhotels
typicallyhaveadequatesecurityand,asaresult,experiencealowincidenceofcrime.

Whilemoststreetsaresafetowalk,downtownareasaroundbarsanddiscostendtobecomepopulated
withlessdesirablepeopleaftermidnight.Ifpossible,avoidtheseareaslateatnight.Therehavebeen
reportsofforeignerswhofrequentnightclubsbeingdruggedandrobbedandpossiblybeingsexually
assaulted.

Duetocontinuingsecurityconcerns,U.S.governmentemployeesunderChiefofMissionauthorityare
prohibitedfromtravellingtothecoastalregionsandoutlyingislandsofeasternSabahwithoutprior
permissionfromtheRegionalSecurityOffice(RSO)andtheAmbassador.U.S.citizensareadvised
againsttraveltocoastalresortsandoutlyingislandsineasternSabahfromKudattoTawau,including
theresortislandsofSelingan,Lankayan,Mabul,PomPom,Kapalai,Ligitan,Sipadan,andMataking.
ThegovernmenthasdesignatedtheentireeasternportionofSabah(extendingfromthetownofKudat
inthenorthtoTawaudistrictneartheborderofIndonesia)astheEasternSabahSecurityZoneand
establishedtheEasternSabahSecurityCommand(ESSCOM)tocoordinatesecurityforces'activity
there.Thereisasignificantpolice/armypresenceinthearea,androadcheckpointshaveincreased.
Malaysianlawenforcementofficialshaveenactedlandandwaterbasedcurfewsinthecoastalareasof
easternSabah.Curfewschedulesfortheaffectedareasaresubjecttofrequentchangeuponarrivalto
theeasternSabahregion,travelersshouldchecklocalmediaorasklocalpoliceforthemostrecent
curfewinformation.

ThegovernmenthasalsoenhancedeffortstopatrolitsmaritimeborderwiththePhilippines,yetthe
areassizeandremotenesscontinuetomaketheregionvulnerabletosecurityincidents.

InlandroadtraveltotheTabinWildlifeReserveandDanumValleyshouldbearrangedthrough
reputabletravelcompaniesandshouldtakeplaceduringdaylighthours.

TransportationSafetySituation

RoadSafetyandRoadConditions

YoumayencounterroadconditionsthatdiffersignificantlyfromthoseintheU.S.Theinformationbelow
concerningMalaysiaisforgeneralreferenceonlyandmayvarybasedonlocationorcircumstance.

Trafficmovesontheleftsideoftheroad,andmostvehiclesarerightsidedrive.Motorcyclistsattempt
tocircumventtrafficblockagesbyweavingin/outoftraffic,temporarilyusingvacantoncomingtraffic
lanes,andrunningredlights.Thisposesahazardfordriversandpedestrians.Driversshoulduseturn
signalswellinadvancetoalertmotorcyclesoftheirintent.

Bylaw,allpassengersmustuseseatbeltsandareprohibitedfromusingtheircellphoneswhiledriving
unlessonhandsfree.Turningleftataredlightisnotlegalunlessotherwisemarked.Lawsagainst
drinkinganddrivingarestrictlyenforcedandcarryseriouspenalties.Policeoperatesobriety
checkpointsinmanyentertainmentdistrictsfrequentedbyexpatriates.Atthesecheckpoints,alldrivers
mustsubmittoalcoholbreathtests.Thosewhofailbreathtestswillbearrested.

Trafficisheavyduringthemorningandafternoonrushhoursandslowsdownconsiderablywhenit
rains.Monsoonalrainscanquicklyfloodroadslocatedinlowlyingareas.Bottlenecksarecommonin
majorcities,asinfrastructuredevelopmenthasnotkeptpacewiththeproliferationofmotorized
vehicles.Multilanehighwaysoftenmergeintonarrowtwolaneroadsinthecenteroftownandcause
addedcongestion.Manystreetsarenarrowandwinding.

Thetargetsofsmashandgrabrobberiesaretypicallymotoristswhoarestuckintrafficorstoppedata
light.Theusualscenarioisthatapairofthievesonamotorcycleidentifiesacarwithalonepassenger
andwithvisiblevaluables.Thethievesuseahammerorcrowbartosmashthewindowofthecar,grab
thebag,andspeedoff.Ifthemotoristswindowsarealreadyopen,themotorcyclistssimplyreachin
andtakebag(s)offtheseat.Youcanpreventthesecrimesbykeepingvaluablesoutofsightor
removingthemfromthecar(includingfromthetrunk)whenparked.GPSmonitorsshouldnotbelefton
thewindshieldordashboard.

PublicTransportationConditions

Therehavebeenfatalandotherseriousaccidentsinvolvinglongdistancetourbuses,particularlyat
nightorinadverseweatherconditions.Ifyouplantotravelbybus,chooseareputablecompanyand
avoidovernightroutes.

Taxisarenotpermittedtostoptopickupadditionalpassengers.Somedrivers,particularlyintourist
areas,refusetousethemeterdespitealawrequiringthattheydoso.Ausefulapp,MyTeksi,allows
smartphoneuserstobookonline.Singlewomentravelersareadvisedtobooktaxisindowntown
shoppingareasbyphone,ratherthanhailtaxisfromthestreet,particularlyafterdark.Beforeentering
thetaxi,passengersareadvisedtoconfirmthatthereisalicense(withaphoto)onthedashboardor
theseatback,andthatthedrivermatchesthephoto.Anyproblemswithtaxisshouldbereported

Local,Regional,andInternationalTerrorismThreats/Concerns

TheDepartmentofStateremainsconcernedaboutthepossibilityofterroristattacksagainstAmerican
citizensinSoutheastAsia.Extremistgroupsintheregionhavedemonstratedthecapabilitytocarryout
attacksinlocationswhereWesternerscongregate,andthesegroupsdonotdistinguishbetweencivilian
andofficialtargets.

SinceApril2014,authoritieshavearrestedmorethan150supportersoftheIslamicStateinIraqand
theLevant(ISIL),includingmanyindividualswhoplannedtofightinSyriaandIraq.TheU.S.
governmenthasdesignatedSoutheastAsianextremistgroupsJemaahIslamiyah(JI)andtheAbu
SayyafGroup(ASG)asForeignTerroristOrganizations.JIislinkedtoalQaidaandotherregional
terroristgroupsandhascellsoperatingthroughouttheregion.

AnincursionintothestateofSabahinFebruaryandMarch2013byseveralhundredgunmenasserting
aterritorialclaimfromthesouthernPhilippineswascharacterizedbytheMalaysiangovernmentas
terrorism,anddozensofsuspectsareontrialonchargesofwagingwarandothernationalsecurity
offenses.

Political,Economic,Religious,andEthnicViolence

CivilUnrest

Overthelastfiveyears,Malaysiahasexperienceddemonstrationsoverpoliticaldivisions,
racial/religioustensions,andinternationaldevelopments(U.S.policiesintheMiddleEast).Since1969,
actualviolenceassociatedwithpoliticaldemonstrationshasbeengenerallyuncommon.

PublicdemonstrationsdooccurinKualaLumpurandaresometimesarrangedatshortnoticeviasocial
media.Thereisusuallyapolicepresence,althoughillegalprotestsoccuroccasionally.

Whilemostprotestsarepeaceful,theEmbassyadvisesU.S.citizenstoexercisecautionandtobe
awareoftheirsurroundings,particularlyaroundlargecrowdsorgatherings.Evendemonstrations
intendedtobepeacefulcanturnconfrontationalandescalateintoviolencewithlittle/nowarning.You
shouldavoidareasthatmaybetargetedfordemonstrationsandexercisecautionifwithinthevicinityof
anydemonstrationsorlargegatherings.Additionally,locallawprohibitsnonMalaysiansfrom
participatinginpublicprotests.Travelersshouldmonitorlocalmediatostayuptodateonthelatest
informationaboutdemonstrationsandareastoavoid.

EnvironmentalHazards

ThetropicalmonsoonseasonisNovembermidFebruary.Duringthisperiod,heavyrainsand
thunderstormsoccuralmostdaily.Urbanareaswithpoordrainageandotherlowlyingareascansuffer
flooding.Inlessdevelopedruralareas,thisfloodingcancauselandslides.

Malaysiaslocationmakesitlesssusceptibletoearthquakesandtsunamisthanothercountriesin
SoutheastAsia.

DrugrelatedCrimes

Malaysianlegislationprovidesforthedeathpenaltyforconvicteddrugtraffickers.Individualsin
possessionof15grams(onehalfounce)ofheroinor200grams(sevenounces)ofmarijuanaare
presumedbylawtobetraffickingindrugs.

KidnappingThreats

U.S.citizensshouldconsidertherisksassociatedwithtraveltocoastaleasternSabah(eastern
Malaysia)becauseofthethreatofkidnappingsforransomandviolencefrombothterroristandcriminal

groups.TherequirementforU.S.governmentemployeestoreceivepermissionbeforetravelingto
theseareasindicatesastrongconcernoversafety,givenrecentkidnappingsofforeigntouristsinthe
region.
InNovember2015,ASGbeheadedaMalaysiankidnapvictiminthesouthernPhilippinesaftera
largeransomdemandwasnotpaid.
InSeptember2015,ASGwassuspectedofkidnappingtwoCanadians,aNorwegian,anda
PhilippinenationalfromamarinainsouthernMindanao.
InMay2015,ASGgunmenabductedtwoMalaysiansfromapopularrestaurantlocatedalongthe
coastinSandakan.
InJuly2014,atadivingresortonMabulIsland,armedmenkilledaRoyalMalaysiaPolice(RMP)
officerandkidnappedanotherofficer.AlsoinJune2014,aPhilippineandaMalaysiannationalwere
kidnappedfromafishfarminKunak,37milesfromLahadDatu.
InApril2014,aforeigntouristandahotelemployeewerekidnappedbyarmedmenfromawater
villagestyleresortashortdistanceoffthecoastnearSemporna.
InNovember2013,aforeigntouristwaskilledandhisspousewasabductedfromaresortonPom
PomIsland.
InAugust2013,MalaysianofficialsreportedanabortedattemptbyanarmedFilipinogroupto
kidnapforeigntouristsfromtheresortislandofMabul.

Inadditiontoincursionsoncoastalorislandresortislandsthemselves,criminalorterroristgroupsmay
attempttointerceptboatsferryingtouristsfromthemainlandtoresortislands.InFebruary2013,armed
intrudersfromtheSuluarchipelago,whoenteredtheareabyseafromthesouthernPhilippines,were
involvedinaviolentconfrontationwithMalaysiansecurityforcesinLahadDatudistrictandinthe
Seminulwatervillage,locatedinSemporna.

PoliceResponse

TheRoyalMalaysiaPolice(RMP)isanationalpoliceforcethatiswelltrainedandequipped.TheRMP
providesgoodlawenforcementsupporttotheU.S.Embassyandhasrespondedfavorablytotheneeds
oftheU.S.privatesectorandtoU.S.citizensingeneral.However,theRMPissometimeslimitedinits
effectivenessininvestigations.

Intouristareas(BukitBintang,PetalingStreet(Chinatown),SriHartamas,BangsarinKualaLumpurand
themainsquareinMalacca),thepolicehaveestablishedsmall"TouristPolicestationsmannedby
personnelfamiliarwithhelpingvisitors.

PenaltiesforbreakingthelawcanbemoreseverethanintheU.S.Personsviolatingthelaw,even
unknowingly,maybefined,expelled,arrested,orimprisoned.Malaysiaactivelyenforcesimmigration
regulationsandmaylevyhighfinesorincarcerateforeignerswithprolongedoverstays.Thecourt
systemistypicallyveryslow,andthereareoftenlengthydelaysintrials.

Travelersshouldnotbuycounterfeitorpiratedgoods,eveniftheyarewidelyavailable.Notonlyare
theseproductsillegalintheU.S.andMalaysia,youareencouragingcriminalactivityifyoubuythem.

HowtoHandleIncidentsofPoliceDetentionorHarassment

TheRMPdoesnotroutinelyinformtheU.S.EmbassyofthearrestofprivateU.S.citizens.IfaU.S.
citizenencountersanincidenceofpolicedetentionorharassment,theConsularAffairs,American
CitizenServicesSectionattheU.S.Embassyshouldbenotifiedimmediately.

WheretoTurntoforAssistanceifyouBecomeaVictimofCrime

Victimsofcrimesshouldcallthenationalemergencytelephonenumber999.Intouristareas,the
TouristPolicestationscanassistincaseofanemergency.Apolicereportisnecessaryforthe
Embassytohelpvictimsfollowuponincidentsofcrime.

MedicalEmergencies

Medicalfacilitiesandservicesareadequateinthelargercities,whereyoucanfindWesterntrained
doctors.Doctorsandhospitalsoftenexpectimmediatecashpaymentforhealthservicesalthoughmajor
creditcardsareacceptedatsomehospitalsinlargercities.Psychologicalandpsychiatricmedicaland
counselingservicesarelimited.

KualaLumpurhasmodernmedicalfacilitiesthataregenerallycomparableintermsofqualityofcareto
thoseintheU.S.Inanemergency,itisrecommendedthevictimbetransportedimmediatelytoa
hospital.

MalaysianambulanceattendantsarerequiredtoobtainadvanceparamedictrainingorAdvanced
CardiovascularLifeSupport(ACLS)traininghowever,emergencyresponsetimesmaybeslow,andthe
qualityofcarevarieswidely.CallerstoMalaysia's"999"emergencynumberareconnectedtotheRed
