WHEREAS, rabies is 100/o fatal viral disease once it &ffects the nervous system of
humans and animals;
WHEREAS, rabies is caused by a lyssa virus, transmitted mainly through the bite of an
infected animal and is characterized by muscle paralysis, hydrophobia and aerophobia and other
neurological manifestations;
WHEREAS, some victims of animal bites falsely believe that they can be cured by
"T ANDOK";
WHEREAS, under R.A 9482 known as "Anti Rabies Act of 2007" it is the responsibility
of the local government unit (LGU) to enact ordinances that will support the National Rabies
Prevention and Control Program that should include the regulation of treatment locally known as
"tandok".

a. "Tandok" - is a practice by which the tip most portion of a deer horn, cow horn,
carabao horn or any cone shaped object is directly inserted, or through a small
incision, to the wound in order to suck or drain out blood and claims to remove rabies
from the person's body.
a. The Office of the City Mayor or his duly authorized representatives shall be the lead
implementing Agency.
b. The City Health Office, members of the Philippine National Police, Members of the
Barangay Council and the Barangay Health Workers are hereby deputized to enforce
the provisions of this ordinance in accordance with the authority granted by the City
Mayor
c. Names of the violators caught shall be submitted to the Office of the City Mayor
through the City Health Office for appropriate action.
Section 4. - PENALTY CLAUSE. - Any person violating this ordinance shall be fined
in the amount of Three Thousand Pesos (PJ,000.00) or six (6) months imprisonment or
both at the discretion of the Court. If such illegal practice of medicines shall result to
death, the violator shall be punished with one (1) year imprisonment and fine of Php
5, 000. 00 without prejudice to filing of other cases against the violator under the Revised
Penal Code and other Special laws.
Section 5. - EFFECTIVITY. - This ordinance shall take effect ten (10) days after its
publication in a local newspaper of general circulation.
