Chandrababu Naidu Launches ArogyaRaksha Scheme to cover APL Families


Chandrbabu Naidu, Chief Minister of Andhra Pradesh launched a new health
scheme, ArogyaRaksha Scheme on January 1, 2017 at TummalapalliKalakshetram
in Vijayawada to provide the medical treatment to the people of the Above Poverty Line at Rs.
1200 premium per annum.
Aim:To achieve the ambitious target of making the state among top three best developed
state in the country by 2020 and first best developed state by 2050.
Features of ArogyaRaksha Scheme
The ArogyaRaksha Scheme would provide health insurance coverage to about 35 Lakh Above
Poverty Line families in the state.
Under the scheme, an end-to-end cashless service would be rendered to a total of 1044
diseases covered under the scheme. Unlike other insurance schemes pre existing
disease will not be considered.
To avail the ArogyaRaksha scheme benefits, every individual of the family would be
required to pay Rs. 100 per month or Rs. 1200 per annum as policy premium.
A total of 432 hospitals including 80 government general hospitals have been enrolled
for the implementation of the scheme.
The scheme would provide an insurance coverage of up to Rs. 2 Lakh per
annum and free treatment in any 432 corporate hospitals in the state.
The scheme is estimated to cost Rs 160.56 crore and the government would sanction the
necessary allocations for the scheme in the budget session 2017-2018.

Chandrababu Naidu announces Rs.100 crorereward for Nobel Prize winners from
Andhra Pradesh
Andhra Pradesh Chief Minister N Chandrababu Naidu has announced a reward of Rs 100
crore to anybody who becomes a Nobel Prize winner from the state.

Rajnath Singh lays the Foundation stone for new (NDRF) campus
i. Union Home Minister Rajnath Singh laid the foundation stone for the construction of a new
campus of the National Disaster Response Force (NDRF) at Kondapavuluru village of
Gannavarammandal in Krishna district, Andhra Pradesh on January 9, 2017 in presence of Andhra
Pradesh Chief Minister N Chandrababu Naidu and Union Minister for Information and Broadcasting
M Venkaiah Naidu.

ii. The government has allocated Rs. 200 Crore for the new campus. The construction works has
been assigned to the Central Public Works Department (CPWD).

Andhra Pradesh Launches Rs 100 cr fund of funds for Fintech Startups


i. The Andhra Pradesh under Chief Minister Chandrababu Naidu has announced Rs 100-crore
fund of funds on January 25, 2017 to invest in Fintech startups.
ii. Fintech is being seen as a promising space to generate job, thus the state has initiated an
industry-academia-government partnership to tap and refine skilled talent available at cheaper
costs to develop Visakhapatnam into a global fintech hub.

PM Modi inaugurates 104th Indian Science Congress at Tirupati


i. Prime Minister Narendra Modi inaugurated the 104th Indian Science Congress at
Tarakarama Stadium of Sri Venkateswara University in Tirupati in Andhra Pradesh on January
3, 2017.
ii. The theme for the five-day event is Science and Technology for National Development.
The Congress would conclude on January 7, 2017.
iii. Aim of the Congress: The basic aim of the 104th Congress was to focus on strengthening
the scientific research in the country to make India among top three countries in the world in the
field of Science and Technology by 2030.

20th National Conference for e-Governance Held in Andhra Pradesh


i. The 20th National Conference on e-Governance (NCeG) was held from January 9-10, 2017
in Visakhapatnam, Andhra Pradesh.
ii. The theme for the conference was Internet of Things and e-Governance.
iii. The conference was organised by Department of Electronics and Information Technology
(DeitY) and Department of Administrative Reforms and Public Grievances (DARPG) in partnership
with Information Technology, Electronics and Communication (ITE&C) Department, Andhra
Pradesh Government.

Aditya Birla Group Plans to Invest Rs 7,000 crore in Andhra Pradesh


i. The Aditya Birla Group on January 27, 2017 announced its plans to invest Rs 7,000 crore in
the next two years in Andhra Pradesh.
ii. The company aims to expand its existing businesses in the state.
iii. The conglomerate already has investments of Rs 10,000 crore in the state across sectors like
telecom, retail and cement.

HPCL, GAIL sign pact with AP for Rs 40K crore petrochem project
i. Hindustan Petroleum Corp Ltd(HPCL) and GAIL India Ltd signed a pact with Andhra
Pradesh for setting up a Rs 40,000 crore petrochemical plant in the state.

ii. The 50:50 joint venture will set up a 1.5 million tons Ethylene Derivatives plant.
iii. It will be set up at the Petroleum, Chemical and Petrochemicals Investment Region (PCPIR)
sites identified by the state government at Kakinada

Andhra Pradesh Gets its First Smart Police Station
i. Andhra Pradesh Chief Minister N Chandrababu Naidu inaugurates the States first Smart
Police Station at Nagarampalem in Guntur city in Amaravati on February 6, 2017.
ii. The Smart station has been built within two months at a cost of Rs 91 lakh as a pilot project.
The Andhra Police administration has formulated plans to build another 100 Smart Police
Stations across the state.
iii. The main motive behind such smart police station is to bring a sense of pride among the
officers and satisfaction among the public.

2017 National Womens Parliament held in Andhra Pradesh


i. In a first of its kind initiative, National Womens Parliament was organized by the Andhra
Pradesh Legislative Assembly in association with MAEERs MIT School of Governance at
PavithraSangamam in Amravati, Andhra Pradesh with an aim to empower women.
ii. The three day conclave that began on February 10, 2017 was based on the
theme: Empowering Women Strengthening Democracy.
iii. The conclave was inaugurated by Prime Minister NarendraModi via video conference in the
presence of AP Chief Minister N Chandrababu Naidu and Speaker of Bangladesh Parliament,
ShirinSharminChaudhury.
iv. The NWP is set to come out with the Amaravati Declaration on women empowerment at the
end of the three-day deliberations on February 12, 2017

Visa-AP Sign MoU To Make Vishakhapatnam Less-Cash City


i. The worlds second largest card payment organization Visa has signed a memorandum of
understanding (MoU) with Andhra Pradesh government to make Vishakhapatnam as Indias
first less-cash city
ii. Aim : To provide 500 million underserved with a payment account by 2020
iii. This is the first step to design Indias Fintech Valley that will act as a facilitator for
information flow. It will provide support to FinTech start-ups by providing access to Visas APIs,
providing subject matter expertise, and participating in boot camps and hackathons.
iv. It will increase increase customer adoption of electronic payments by 75 per cent to 100 per
cent.

For the first time in the world, Microsoft to deploy Azure Stack in Andhra Pradesh
i. Technology giant Microsoft CEO SatyaNadella and Andhra Pradesh CM Chandrababu
Naidu has signed agreement to utilise Microsoft Azure Stack for AP government state data centre
at the Microsoft Future Decoded held in Mumbai on February 22, 2017
ii. For the first time in the world, Microsoft Azure Stack will be used to migrate 340 live
applications of AP government from Hyderabad State Data Centre (SDC) to Vizag data centre.

ISRO Successfully Launches Record 104 Satellites in One Go from the SatishDhawan
Space Centre in Sriharikota
Setting a new record in the space mission, the Indian Space Research Organization
(ISRO) successfully launched 104 satellites in one go from the SatishDhawan Space Centre
in Sriharikota, Andhra Pradesh, on February 15, 2017.

The satellites were launched on Polar Satellite Launch Vehicle PSLV-C37 which
marked its 39th flight.
The mission was ISROs first space mission for the year 2017 apart from being the most
complicated mission ever carried out.
Prime Minister Narendra Modi and President Pranab Mukherjee congratulated the space
agency for the historic event that significantly boosts Indias space programme.
About the Mission
The 104 satellite included a 714 kg Cartosat-2 Series satellite for earth observation, two
Indian nano satellites INS-1A and INS-1B and 101 international nano satellites. Of the 101
satellites, 96 of these belong to USA and one each belongs to Israel, Kazakhstan,
Netherlands, Switzerland and United Arab Emirates.
Polar Satellite Launch Vehicle PSLV-C37 took off firstly to launch the 714 kg Cartosat-2
series satellite for earth observation, followed by two of Indias nano satellites, INS-1A and
INS-1B, weighing 30 kg and finally the 101 co-passenger satellites together weighing about
664 kg.
In total, the entire launch carried a satellite mass of about 1,378 kg.The satellites were
placed in the 520 km distant polar Sun Synchronous Orbit (SSO) in a gap of about 30
minutes after separations.
So far, ISRO has launched 226 satellites, including 179 belonging to foreign countries.
THE PAYLOAD
INS1-A and INS 1-B
The two Indian nano satellites INS-1A and INS-1B were developed as co-passenger satellites to
accompany bigger satellites on PSLV.

The primary objective of INS (ISRO Nano Satellite) is to provide an opportunity for ISRO
technology demonstration payloads, provide a standard bus for launch on demand services.
INS-1A and INS-1B carries total of four different payloads from Space Applications Centre
(SAC) and Laboratory for Electro Optics Systems (LEOS) of ISRO for conducting various
experiments.
INS-1A carries Surface Bidirectional Reflectance Distribution Function Radiometer and INS-
1B caries Earth Exosphere Lyman Alpha Analyser as payloads.
101 International Satellites
The 101 international customer nano-satellites are being launched as part of the commercial
arrangements between Antrix Corporation Limited (Antrix), the commercial arm of ISRO and
the international customers.
A majority of the satellites of US have earth-imaging capability and belong to a US
company named Planet.

Freedom fighter RacharlaSamrajyam Dies at 98


i. Freedom Fighter RacharlaSamrajyam, died on February 6, 2017 in Visakhapatanam. She was
98.
ii. Samrajyam was born on April 26, 1919 at Rajahmundry, Andhra Pradesh. She was the
younger sister of the social reformer Gora.
iii. In 1942, while undergoing her Hindi Pracharak training at Anantapur, she was inspired by the
Quit India Movement. Therefore, she quit the training programme and joined the Quit India
Movement.
iv. She received the TarmraPatra from the Government of India in 1972.

Cabinet Approves Special Assistance for EAPs in Andhra Pradesh
During the meeting, the Cabinet Committee gave its approval for the special assistance measure
for the successor state of Andhra Pradesh by way of dispensation in funding of Externally
Aided Projects (EAPs).
The Cabinet also approved funding of irrigation component of Polavaram project.
Financial Assistance for Externally Aided Projects (EAPs)
The Central Government will provide special assistance measure to Government of Andhra
Pradesh if the funding of Centrally Sponsored Schemes (CSS) would have been shared
at the ratio of 90:10 between the Centre and the State.
The special assistance will be provided by way of repayment of loan and interest for the
Externally Aided Projects (EAPs) signed and disbursed by Andhra Pradesh during 2015-
2016 to 2019-20.

ESIC launched Mobile Clinic Services in AP, Telangana


Andhra Pradesh and Telengana get Indias first Mobile Clinic Service which is launched
by Employees State Insurance Corporation (ESIC). This service is flagged off by The
Union Minister for Labor and Employment, Bandaru Dattareya.
Facilities in Mobile Clinic
i. Each clinic will have a vehicle with a Doctor, pharmacist, attendant, driver and the necessary
equipment and medicines.
ii. The vehicle will visit two locations in a day for three hours each and conduct basic
investigations.

Andhra Pradesh Presents Around 1.57 Lakh Crore Budget for 2017-18
The Andhra Pradesh Finance Minister Yanamala Ramakrishnudu presented Rs 1,56,999
crore budget for the financial year 2017-18 in the Legislative Assembly on March 15, 2017.The
proposed budget for 2017-18 is about 15.70 percent more than the budget for 2016-17.

Important Highlights of the Budget


1. Revenue expenditure: Rs 1.25 lakh crore
2. Capital expenditure: Rs 31,087 crore
3. States revenue deficit in 2017-18: Rs 416 crore (0.05 per cent of Gross State Domestic
Product)
4. Fiscal deficit: Rs 23,054 crore (3.0 percent of GSDP)
5. Under Vision 2029, the state is targeting a growth rate of 12 percent every year.

Andhra Pradesh Renames Tirupati Airport and Vijayawada Airport


i. The Andhra Pradesh State Cabinet during a meeting chaired by Chief Minister N Chandrababu
Naidu on March 2, 2017 approved proposals to rename the Vijayawada Airport and the
Tirupati Airport.
ii. The cabinet proposed to rename the Vijayawada Airport in Gannavaram as Nandamuri
Taraka Rama Rao (NTR) Amaravati Airport after the legendary actor and founder of the
ruling Telugu Desam Party and the new capital of Andhra Pradesh.
iii. The Tirupati Airport at Renigunta has been renamed as Sri Venkateswara Airport after
Lord Venkateswara of the temple town.

Water sharing between Andhra Pradesh and Telangana KRMB to look after the issue
The issue in sharing of water from river Krishna between Andhra Pradesh and Telangana is to be
looked after by Krishna River Management Board (KRMB) as informed by Minister of state for
Water Resources and River Development and Ganga Rejuvenation, Dr Sanjeev Kumar Balyan in
Lok Sabha.
The Central government has constituted the Krishna River Management Board (KRMB) to look
into the issue.
Role of Krishna River Management Board (KRMB)
The main role of KRMB will be issuing water release orders from time to time based on ad-hoc
arrangement.
The order must be accepted by Telangana and Andhra Pradesh for sharing Krishna river water.
The final allocation is to be made by the Krishna Water Dispute Tribunal -II.
