1 General

1.1 Scope
This specification applies to self supporting, unarmored, four core copper conductor power
distribution cables, with extruded solid cross-linked polyethylene insulation (XLPE) for rated
voltage Uo/U (Um) = 0.6/1 (1.2) kV (henceforth referred to as Cables).
The cables should be designed for low voltage aerial network installations and for underground
buried.

2 Documents to be supplied with the Proposal


3.1 Complete and fill in Summary of Data;
3.2 Type test certificate for the proposed cables or "similar type cables";
3.3 Certificate issued by the Standards Institution of Israel (SII) attesting that the Manufacturer
meets the requirements of the Israeli Standard IS 1516-1 for MV power cables (identical to
IEC standard 60502 part 1)
3.3 Cross-section drawings including dimensions;
3.4 Approval of conformance with ISO 9001 requirements shall be in a form of a certificate
issued by a Certification Body (CB) which is accredited by an Accreditation Body (AB).
The certificate should bare the logo of the CB and of its AB and/or the logo of the IAF.
The certificate shall be valid on the date set for submission of the proposal.
The certificate shall be valid for the scope of activities requested in the request for proposal.
3.6 Document approving experience: the manufacturer actively produced and supplied the
proposed cables or similar* cables during a period of at least 3 years within the last 7 years

preceding the date of the bid. Additionally, The Proposer shall supply reference list
indicating the quantities of the cables manufactured and sold during these years;
* Similar cable: same voltage or higher, same technology, may be of other cross-section.
* All the above documents shall be in English.

3 Standards
3.1 Standards referenced in this specification and in supplement to this specification, form an
integral part of this specification;
3.2 All the standards referred to the most current issue, including all amendments and
supplements, as of the date of the bid;
3.3 Cables provided under this specification shall be designed, manufactured inspected, tested
and preserved in compliance with the standards as specified herein;
3.4 In case of differences between the present specification and the above standards, the present
specification prevails.

4 Technical Requirements

4.1 Operating Temperatures


4.1.1 Maximum rated conductor temperature: 90C.
4.1.2 Short circuit maximum conductor temperature (for duration up to 5 sec): 250C
4.1.3 The conductor temperature under emergency condition: 125C for duration of 8 hours
continuously. The total duration of such overloads will not exceed 100 hours per annum.
4.2 Construction

4.2.1 Conductor
4.2.1.1 Material: The conductor shall be stranded of plain annealed copper wires complying with
table No. 1 of the IS 65 or table 2 of IEC publication 60228.
4.2.1.2 Shape: The conductor shape shall be in accordance with table 2 hereafter.

4.2.1.3 Cross sectional areas and characteristics: Table 2 hereafter sets out the cross-sectional areas
and characteristics of the conductors covered by this specification.

4.2.2 Insulation

4.2.2.1 The insulation shall be of extruded cross-linked polyethylene (XLPE).


4.2.2.2 Nominal and minimum thickness values of the insulation, not including the thickness of any
separator or sheath over the insulation, shall be as specified in Table 3 hereafter (in
compliance with IEC 60502-1 table 6)

4.2.3 Core Identification

4.2.3.1 The identification color of the phases and neutral of the cable (3~ + N)

shall be as follows:
a) Neutral (N) - BLUE (Preferable light blue RAL 5012 or sky blue RAL 5015)
b) Phase 1 (R) - BROWN (Preferable loam brown RAL 8003)
c) Phase 2 (S) - BROWN with ORANGE strip (Preferable pastel orange RAL 2003)
d) Phase 3 (T) - BROWN with BLACK strip

4.2.3.2 The core identification color strip shall be applied by co-extrusion with the core
insulation.
4.2.3.3 The width of the identifying color strip shall be 10% - 40% of the outer
circumference of the insulated core, but not less than 2 mm.
4.2.3.4 The cores having strips shall be adjacently arranged and the strips centerline shall
be as described in the drawings (clause 5 of this specification).
4.2.3.5 The strips shall have decisive contrast compared with the brown background.

4.2.4 Twisting of Cores

The four cores shall be twisted together to form a circular cable, keeping a lay ratio of max
20 for circular cores and max 40 for sector shaped cores as to the calculated diameter.

4.2.5 Inner Covering (Filler)

4.2.5.1 The inner covering shall be of extruded, non-hygroscopic material that shall be
compatible with the insulation material and shall withstand the operating
temperatures specified in para. 5.1 of this specification.
4.2.5.2 The extruded inner covering shall have an approximate thickness as specified in
table 8 of IEC 60502-1 and not less than 0.4 mm, at any point of the cable.
4.2.5.3 The filler shall be easily stripped away from the insulation, not leaving any
remainders.

4.2.6 Supporting Strand (Messenger)

4.2.6.1 The supporting strand shall be of stranded galvanized steel wires grade 700,
according to BS 183.
4.2.6.2 The supporting strand for the cables with 4x10mm2 and 4x16 mm2 cores, shall
consist of 19 wires of nominal diameter 1.25 0.04 mm (clause 8, BS 183).
4.2.6.3 The supporting strand for the 4x25 mm2 cable shall consist of 19 wires of
nominal diameter 1.4 0.04 mm . (clause 8, BS 183)
4.2.6.4 The galvanized coating shall comply with the requirements of BS 443, table 4 of
clause 11.

4.2.6.5 The cable should not rotate around the supporting strand axe during installation or
when the cable is released from the cable drum.

4.2.7 Outer-sheath

4.2.7.1 The outer-sheath shall be of polyvinyl chloride (PVC) and shall withstand the
operating temperatures specified in standard IEC 60502-1 tables 3 and 4 for ST2.
4.2.7.2 The nominal and minimum thickness of the outer-sheath shall be as specified in
table 4 hereafter according to sub-clause 13.3 of IEC 60502-1

4.2.7.3 The color of the outer-sheath shall be green.

5 Tests
5.1 General
Tests shall be performed in accordance with the requirements of the standards prescribed under
clause 3 of this specification and will meet their latest published recommendations, by and at the
expense of the Contractor.

5.2 Type Tests


Within 3 months after notification of award, the Contractor shall submit type test report that was
performed on the first manufactured batch of the cable to be supply to the IECo.
The type test shall be performed according to para. 16 & 17 of IEC 60502-1.
Exemption: If the Contractor had supplied identical cable to the IECo. during the last 7 years
preceding the date of the present bid, and if the manufacturing method was not changed, the
Contractor can introduced type test report if it was approved by the IECo. in the former supply.

5.3 Routine Tests


The Contractor shall perform and submit test reports for all routine tests for each cable that is
wrapped on each drum according para. 15 of IEC 60502-1.
The Contractor shall submit to the IECo. the routine test reports for approval prior to delivery of
the cable. The cable shall be delivered only after approval of the routine test report of the cable.
5.4 Acceptance Test
Acceptance tests shall be performed according to para. 16 of IEC 60502-1.
In case that the cable under test will not meet all the requirements of this paragraph, the IEC has
the right to reject the consignment.
5.5 The IECo. saves the right to be present during the performing of the above tests. The tests
schedule shall be coordinated between the IECo. representatives and the manufacturer.

6 Marking

Throughout whole cable length, at intervals not exceeding 50 cm (except running length), the
following identification marks shall be indelibly embossed on the outer-sheath with black or white
colors:
letters size > 5 mm.

7 Packing

7.1 The following data shall be printed legibly on a tag strongly attached on each drum:

7.2 The cables shall be furnished in lengths of 500(5) meters, wound on seaworthy wooden
drums or metal drums.
The cable on the drum shall be protected against damage by a suitable cover, easy to be
removed, mounted around the drum flanges, so that the drum shall be closed and the cable
shall be mechanically protected from all sides.
7.3 The supplied wooden drums shall be according to DIN 46391. The metal drums shall have max.
flange diameter of 2240 mm and max. width of 1200 mm.
7.4 The cables shall be supplied with hermetically sealed watertight caps that shall prevent the
ingress of humidity and fine dust into the cable.
7.5 The loosed cable end shall be fastened to the drum's flange, with a proper steel band.

8 Quality Requirements
8.1 For quality system and other specific quality requirements, see Appendix B: Q-APP-02.
8.2 The Proposer shall submit with his proposal the following (In English):
8.2.1 Quality system Certificate;
8.2.2 Quality manual;
8.2.3 Certificates that demonstrate the Bidder's compliance with the requirements specified or
implied in this specification;
8.2.4 Example of an inspection & test plan and/or Quality plan which pertain to the cables to
be supplied;
8.2.5 Formal confirmation that he will conform to the requirements of Q-APP-02.
