Protected Persons § 112.
Protection of foreign officials, official guests, and internationally protected
persons
(a) Whoever assaults, strikes, wounds, imprisons, or offers violence to a forei
gn official, official guest, or internationally protected person or makes any ot
her violent attack upon the person or liberty of such person, or, if likely to e
ndanger his person or liberty, makes a violent attack upon his official premises
, private accommodation, or means of transport or attempts to commit any of the
foregoing shall be fined under this title or imprisoned not more than three year
s, or both. Whoever in the commission of any such act uses a deadly or dangerous
weapon, or inflicts bodily injury, shall be fined under this title or imprisone
d not more than ten years, or both.
(b) Whoever willfully—
(1) intimidates, coerces, threatens, or harasses a foreign official or an offic
ial guest or obstructs a foreign official in the performance of his duties;
(2) attempts to intimidate, coerce, threaten, or harass a foreign official or a
n official guest or obstruct a foreign official in the performance of his duties
; or
(3) within the United States and within one hundred feet of any building or prem
ises in whole or in part owned, used, or occupied for official business or for d
iplomatic, consular, or residential purposes by—
(A) a foreign government, including such use as a mission to an international o
rganization;
(B) an international organization;
(C) a foreign official; or
(D) an official guest; congregates with two or more other persons with intent to
violate any other provision of this section; shall be fined under this title or
imprisoned not more than six months, or both.
(c) For the purpose of this section “foreign government”, “foreign official”, “i
nternationally protected person”, “international organization”, “national of the
United States”, and “official guest” shall have the same meanings as those prov
ided in section 1116 (b) of this title.
(d) Nothing contained in this section shall be construed or applied so as to abr
idge the exercise of rights guaranteed under the first amendment to the Constitu
tion of the United States.
(e) If the victim of an offense under subsection (a) is an internationally prote
cted person outside the United States, the United States may exercise jurisdicti
on over the offense if
(1) the victim is a representative, officer, employee, or agent of the United St
ates,
(2) an offender is a national of the United States, or
(3) an offender is afterwards found in the United States. As used in this subsec
tion, the United States includes all areas under the jurisdiction of the United
States including any of the places within the provisions of sections 5 and 7 of
this title and section 46501 (2) of title 49.
(f) In the course of enforcement of subsection(a) and any other sections prohibi
ting a conspiracy or attempt to violate subsection (a), the Attorney General may
request assistance from any Federal, State, or local agency, including the Army
, Navy, and Air Force, any statute, rule, or regulation to the contrary, notwith
standing.

I, Basadar Qadar-Shar®, a bondservant of King Yhwhshi (Jesus) the Christ, do her
eby affirm my election to represent the Kingdom of Yhwh (God) under the command
of his Son, King Yhwhsi (Jesus) the Christ as an ambassador to the twelve (12) s
cattered tribes of the Nation of Israel. I owe permanent allegiance to Yhwh (God
), who is my Father, through King Yhwhsi (Jesus) the Christ and His Kingdom. I a
m under His majesty’s strict command to walk according to the laws, statutes and
commandments given by the prophet Moses. The Holy Bible (The True Books) KJV 16
11 version is a translated copy of the law and writings of the prophets, contain
ing historical, current and future information.
All of my duties and instructions as His official Vicegerent/Foreign Minister ar
e detailed throughout the books of the Holy Bible. I am a citizen of God’s kingd
om. As it is written, “The earth is the Lord’s and the fullness thereof, the wor
ld and they that dwell therein.”(Psalms 24:1) And again, “For the Kingdom is the
Lord’s: and he is the Governor among the nations” (Psalms: 22:28).I have not kn
owingly, willingly, nor voluntarily renounced my citizenship in God’s kingdom, n
or waived any of my duties as an elected official and representative of that Kin
gdom, neither do I give consent to a foreign power to claim or exercise ANY auth
ority over my person, name and possessions. I maintain respect for the Internati
onal community in general with respect to the United States, including members a
nd non-members of the United Nations.
This declaration of Ambassadorship serves as a NOTICE to ALL governments whether
National, Federal, State, Local and/or Municipal of ALL NATIONS. As a member of
the Church, it is unlawful for me to have binding agreements, contrary to His m
ajesty’s law with persons or entities not subject to or in violation of His law.
In accordance with United States Code (USC) Title 18, sections 112 and 1116, le
t the powers that be recognize that my presence and movement upon earth is ordai
ned by the Most High power(God), unrestricted and unregulated as recognized by t
he Bill of Rights, the Constitution for the united states of America, and the Un
iversal Declaration of Human Rights.
My diplomatic Mission is located at Twenty-One Ninety-Four Schenectady Avenue, B
rooklyn, New York (Union State/Constitutional Republic). I am domiciled on earth
, in Yhwh’s (God’s) kingdom. I am no citizen or domiciliary of a limited territo
ry, neither am I a member or affiliate of the United Nations or of any member of
the United Nations (e.g. The Republic of Trinidad & Tobago). I acknowledge the
Constitution for the united states of America as the supreme law of the continen
tal United States, and, the U.S. Supreme Court as having Original Jurisdiction o
ver any matters or claims involving the trade-names: KEVIN CARLTON GEORGE AND BA
SADAR QADAR-SHAR®.

TITLE 18 > PART I > CHAPTER 51 > § 1116.
Murder or manslaughter of foreign officials, official guests, or internationally
protected persons
(a) Whoever kills or attempts to kill a foreign official, official guest, or int
ernationally protected person shall be punished as provided under sections 1111,
1112, and 1113 of this title.
(b) For the purposes of this section:
(1) “Family” includes
(a) a spouse, parent, brother or sister, child, or person to whom the foreign of
ficial or internationally protected person stands in loco parentis, or
(b) any other person living in his household and related to the foreign official
or internationally protected person by blood or marriage.
(2) “Foreign government” means the government of a foreign country, irrespective
of recognition by the United States.
(3) “Foreign official” means—
(A) a Chief of State or the political equivalent, President, Vice President, Pri
me Minister, Ambassador, Foreign Minister, or other officer of Cabinet rank or a
bove of a foreign government or the chief executive officer of an international
organization, or any person who has previously served in such capacity, and any
member of his family, while in the United States; and
(B) any person of a foreign nationality who is duly notified to the United State
s as an officer or employee of a foreign government or international organizatio
n, and who is in the United States on official business, and any member of his f
amily whose presence in the United States is in connection with the presence of
such officer or employee. (4) “Internationally protected person” means—
(A) a Chief of State or the political equivalent, head of government, or Foreign
Minister whenever such person is in a country other than his own and any member
of his family accompanying him; or
(B) any other representative, officer, employee, or agent of the United States G
overnment, a foreign government, or international organization who at the time a
nd place concerned is entitled pursuant to international law to special protecti
on against attack upon his person, freedom, or dignity, and any member of his fa
mily then forming part of his household.
(5) “International organization” means a public international organization desig
nated as such pursuant to section 1 of the International Organizations Immunitie
s Act (22 U.S.C. 288) or a public organization created pursuant to treaty or oth
er agreement under international law as an instrument through or by which two or
more foreign governments engage in some aspect of their conduct of internationa
l affairs.
(6) “Official guest” means a citizen or national of a foreign country present in
the United States as an official guest of the Government of the United States p
ursuant to designation as such by the Secretary of State.
(7) “National of the United States” has the meaning prescribed in section 101(a
)(22) of the Immigration and Nationality Act (8 U.S.C. 1101 (a)(22)).
(c) If the victim of an offense under subsection (a) is an internationally prote
cted person outside the United States, the United States may exercise jurisdicti
on over the offense if
(1) the victim is a representative, officer, employee, or agent of the United St
ates,
(2) an offender is a national of the United States, or
(3) an offender is afterwards found in the United States. As used in this subsec
tion, the United States includes all areas under the jurisdiction of the United
States including any of the places within the provisions of sections 5 and 7 of
this title and section 46501 (2) of title 49.
(d) In the course of enforcement of this section and any other sections prohibit
ing a conspiracy or attempt to violate this section, the Attorney General may re
quest assistance from any Federal, State, or local agency, including the Army, N
avy, and Air Force, any statute, rule, or regulation to the contrary notwithstan
ding.
