For little Emeliah Roberts, Easter
means much more than chocolate
eggs.
The one-year-old suffers from se-
vere scoliosis and skeletal dyspla-
sia, resulting in short stature and
abnormal bone development. She
was born with no thumbs and suf-
fers from constant pain in her spine.
Her mother, Tjanna, does not work
in order to care for her full time.
Emeliah is one of 350,000 children
who were treated by The Royal
Childrens Hospital last year. She
visits the Hospitals genetics team
and hand surgeon, and is waiting
for a referral for the orthopaedic.
This Easter, the annual Good Fri-
day Appeal will see individuals
and businesses, clubs, schools and
country towns raise money for the
paediatric hospital.
Tjanna said the appeal helped
children like Emeliah experience
a better quality of life.
As a parent, its really difficult
trying to be there for your kids at
all times.
Its hard to obtain the best medi-
cal treatment you can for them
when youre struggling financial-
ly, she said.
The Royal Childrens Hospital has
offered us testing free of charge,
which is more than our local hospi-
tals can offer. We are trying to get
all of our appointments transferred
there as it is better for Emeliah.
In 2016, the Good Friday Appeal
raised a record high figure of
$17.4 million.
This year, the Bacchus Marsh Lions
Club will be collecting local dona-
tions, with volunteers lining the
streets to rattle their collection tins.

money for those who need it most.
The Royal Childrens Hospital
needs the sort of funds that we
raise as it enables them to buy more
equipment and continue to provide
ongoing world class care, he said.
The Lions Club have been rais-
ing money for the appeal long
before I joined. We are always
looking for any worthwhile op-
portunity to raise funds for those
that need it most, especially chil-
dren like Emeliah.
The Ballan Group of fire brigades
will also be out collecting; watch
out for those big red trucks and
their volunteers, dig deep.

Arsonists have set fire to Ballan Primary School for the third
time in just as many weeks.
The incident allegedly occurred at around 11am on April 3
when the school gymnasium was set alight.
A five-year-old boy living near to the school alerted
emergency services to the existence of the fire.
Damage to the building was minor.
Ballan Police and their partners at Moorabool CIU are
investigating the fires, and say a link has not been established
between these three fires and a number of grass and scrub
fires in the area.
A Bacchus Marsh man has been charged with four counts
of sexual assaults following a string of alleged offences that
took place between May 2016 and February 2017.
The 56-year-old has been bailed to appear in court on June
23.
A 20-year old man was arrested in relation to allegations of
criminal damage at the Ballan IGA supermarket on March
23.
A brief of evidence has been prepared.
A 62-year old male, a Ballan resident, has been summonsed
to court following an assault at the Commercial Hotel
in Ballan on November 5, 2016. The assault is said to have
occurred after patrons returned from the Ballan Cup races
in Geelong.

A Mt Wallace woman who stole from a local supermarket
has faced court.
Kelly Hunter appeared in the Bacchus Marsh Magistrates
Court on Friday (March 31) following a string of thefts that
occurred in July last year.
The court heard Hunter attended the Ballan IGA on July 20
and placed two boxes of hair dye, valued at $6 each, into her
hand-bag. She then proceeded to the shop counter, where she
paid for a number of other items before leaving the building.
The following day, Hunter was observed by Ballan IGA staff
leaving the store with a bottle of super glue, valued at $6, in
her handbag. When questioned by staff, Hunter stated that
she had purchased the glue from the hardware store down
the road, the court heard.
Staff viewed CCTV footage, which showed Hunter placing
the items into her bag and leaving the store without paying
for them.
The accused was questioned by Ballan police on September

Traffic problems along Manor Street in Bacchus Marsh could
soon be resolved.
Residents presented a petition to the April 5 council meeting
containing 34 signatures, requesting that action be taken to
address traffic issues and make the area safer.
Its currently a hotspot for abuse at school drop-off and pick-
up times, said resident Brian Cochrane.
Theres conflict between residents and parents and it
should not have to occur if parking and traffic restrictions
are in place. Its not uncommon for abuse to be flying both
ways, he told the meeting.
Mr Cochrane said during school times, cars are parking
across residents driveways, as well as either side of the
road meaning that it is reduced to a single-lane carriageway
where only one car at a time can operate.

He said the issue has been going on for many years, and
residents want a solution ideally, to be included in the
school zone.
It must be recognised once and for all that Manor Street lies
in a school zone, with Bacchus Marsh Primary School, both

Its been just three months since the
Darley Early Years Hub opened its
doors, but the local community cen-
tre has already taken out an impres-
sive award.
Moorabool Shire Council was the
winner of the 2017 Institute of Public
Works Engineers Australasia award
in the category of Capital Projects
above $2-million.
The award was received for the new
Early Years Hub and multipurpose
pavilion, which commenced action
in January this year.
Moorabool Shire Mayor, Cr Da-
vid Edwards said the award was
a fantastic outcome for the whole
community.
Were delighted to be recognised
for designing a hub and multipur-
pose pavilion that meets the current
and future needs of our commu-
nity, he said.
The Darley Early Years Hub has a
kindergarten and parents programs,
playgroups and occasional care.
It also houses Early Years Council
staff and offices, including maternal
and child health nurses, Best Start fa-
cilitation and health promotion and
family support offices.
Moorabool Shire Council Early
Years manager, Sharon McArthur
said the hub was a one stop shop for
local families.
Everything is now integrated,
which allows parents to come in and
be directed to the appropriate area
they are looking for.
The Hub covers all areas of staff
and while we arent necessarily all
experts in every department, we
know how and where to find the

Despite receiving a 45-signature petition, Moorabool Shire

Council has decided not to install speed humps in a Bacchus
Marsh Street.
Residents claim hoon driving and speeding in Manning
Boulevard was at the point where additional speed humps
were required but a council report outlined why the meas-
ure wont be approved.
Following an investigation of the existing conditions and
traffic data as outlined, it is considered that the installation of
traffic calming devices is not warranted at this time, read a
report tabled at the April 5 council meeting, in which it was
also noted that two residents wrote to council objecting to
additional speed humps.
For speed humps to be effective, the site needs to be well
lit, relatively straight and flat with devices spaced at inter-
vals between 80m to 150m apart. While speed humps assist
in reducing speed, they are generally most effective where
the 85th percentile speed is 15km/h above the posted limit,
in this instance the 85th percentile speed is 5km/h above the
posted limit and the road has a combination of steep grades
and tight bends.
While the report recommended that additional speed humps
would not help with the traffic problems on the Boulevard,
councillors did seek ways to show initiative in assisting with
the problem.
The resolution not to support the speed humps was passed,
but with an amendment that council write to Victoria Police
seeking that the speeding problems be addressed.

Local golfers Travis Britt and John McLeod have teed-off on
international TV.
The Mt Wallace and Dunnstown residents were part of six
amateur golfers who were chosen from 1,500 applicants to
participate in the Search 4 Scratch documentary.
Launched globally on March 27, the documentary follows
the journey of the six golfers as they attempt to discover how
low their handicaps can go over a three-month period.
Britt and McLeod, who are members at Midlands and Ballan
Golf Clubs, were treated like professional athletes with the
support of the worlds best coaches, sport psychologists,
celebrity mentors and a hypnotist.
The team of six attended a five-day short game school, a
three-day long game school and a two-day competition
school, all which culminated in a final golf tournament, with
the winner becoming a mentor at Golf University.

Were both extremely proud to put Ballarat and Central
Highlands golf on the map globally and even though we
had our share of ups and downs during the filming of the
documentary, including trying to practice in the Ballarat
floods in September last year, we both managed to showcase
the regions golf prowess with very respectable finishes in the

McLeod said while the experience was very unique to each
contestant, they all came out as better golfers and better
people.

a club champion, gold medal winner, and all-round better,
happier golfer because of my involvement in the Search 4

Ballan residents can now receive their
influenza vaccination ahead of the peak
winter flu season.
Ballan District Health and Care will
be providing the vaccination at its flu
clinic from mid-April. The shot will
cost just $10 and will be active against
four flu strains.
A mid-April shot will reach maximum
strength during May, June and July,
activating the bodys natural immune
system to resist viruses during the flu
season.
Influenza is a serious disease that can
cause severe illness and life threatening
complications, particularly in children,
the elderly and those with underlying
medical conditions.
The Victorian Government estimates
that influenza contributes to over 3,000
deaths in Australia every year.
Typical symptoms include sudden
high fever, dry cough, body aches and
feeling very tired and weak.
A BDH&C spokesperson said
vaccination was a good idea for
everyone, including those who are not
in the high-risk groups.

I read with interest your ar-
ticle (MN 4 April 2017) about
the amendments to the size
of wind turbines to be built
at Lal Lal, despite neigh-
bouring residents efforts to
be fairly heard.
I was however surprised to
read Cr Tatchell apparently
defending the rights of those
affected as this is at odds
with our experience with
him in his own Ward with
regard to our issues with the
Moorabool Wind Farm.
The residents of Mount
Wallace have been treated
appallingly and are forced
to accept the wind farm,
totally against their will, de-
spite appealing directly with
Goldwind for the removal of
a total of 11 turbines (out of a
total of 107) that directly and
dramatically impact upon
neighbours.
It has also come to our atten-
tion that apparently council
intends to increase our rates
once the wind farm is built.
If anything, with our dis-
trict soon to be transformed
into an energy production
zone and subsequent loss
of amenity, one would think
we would have a reduction
in our rates. I believe we cur-
rently pay elevated rates for
Rural/Lifestyle properties
and receive next to nothing
for that. The council, in my
opinion, stands to rake in
tens of thousands of dollars
per year from rates for tur-
bines and somehow thinks
that neighbours suffering
significant losses should pay
more? What ever happened
to councils policy of a 2km
setback from nearest neigh-
bours of industrial scale
wind farms?
I believe we have been lied
to and bullied by every level
of government.
A bit of truth and trans-
parency would be nice, but
seems unlikely.

It seems that the CEO of In-
citec Fertilisers, James Fazzi-
no, has been hooked into the
plot by the gas producers
and potential frackers to get
the ban on fracking in Victo-
ria reversed.
We have seen opportunis-
tic and untruthful ventures
into the public debate from
APPEA at every level from
the electricity supply prob-
lems of SA to the closure of
Hazelwood.
The truth is the gas indus-
try is perpetuating a mag-
nificent con on our politi-
cians and the public. To say
that there is a gas shortage,
when we will soon become
the biggest exporter of gas
in the world, with enough of
the stuff to supply ourselves
forever, yet they refuse to
reserve any of it for domestic
use at a reasonable price and
in doing so, manufacture a
domestic shortage, calling it
a national emergency and
then demand that we imper-
il the clean and green image
of our farming exports by
allowing gas on productive
farm land, most of which re-
lies on water from environ-
mentally sensitive aquifers.
That is some achievement.
Also sucked into the plot is
the Labor Government in SA
and the Federal Nationals
leader Barnaby Joyce, who
say that farmers should be
given the right of veto over
gas production on their
land. Very nice sentiments,
until you realise that in the
Lock the Gate surveys 9 out
of 10 people called for a ban
on gas exploration in their
district. This leaves one in
ten who would allow gas
drillers in. That 10% would
be the thin end of the wedge
for this invasive industry
and as we have seen in QLD.
The first to move will be
richly rewarded, but as the
countryside gets degraded
by the drilling, pipelines
and access roads, the rest of
the now divided community
is forced to go along with it

On paper, road to
be sold

A wind farm company is set to buy a government road at

Yaloak South.
Moorabool Shire Council received a request from Pacific
Hydro, on behalf of the Ballan Pastoral Co Pty Ltd, to close
the road to enable the purchase of the (paper) road by the
Ballan Pastoral Co from the Department of Environment,
Land, Water and Planning (DELWP).
The April 5 council meeting heard the land is already
licensed to Ballan Pastoral Co by DELWP, and that Ballan
Pastoral Co owns the land surrounding the road.
This property is the location of the proposed Yaloak
South Wind Farm and this section of government road is an
approved site of one of the wind turbines at the Farm (Wind
turbine No. 14), read a report prepared by council officers.
The report stated that the road is unused, and that council
must officially close it before it can be sold.

An alleged speeding blue Mitsubishi sedan crashed into
roadside trees on the Western Highway near Gordon at
9.15am on Friday 31 March.
The driver, and the only occupant of the vehicle, suffered
minor injuries after his vehicle left the road and hit no less
than three trees.
He was heard telling police someone cut me off.
Ballan Police OIC Sgt Michael Kearnes attended the scene
and calmed the agitated driver before he, and his belongings,
was collected by family.
Witnesses painted a dangerous scene.
This bloke was weaving in and out of traffic; going very
fast toward Ballarat, a male witness at the scene told The
Moorabool News.
It was very erratic and dangerous driving, another
witness said.
Ballan Fire Brigade attended the accident after smoke was
seen coming from underneath the bonnet.
We disconnected the battery, Ballan FB member Ian
Ireland said.
The vehicle was not registered and had no number plates
but the driver is alleged to have had a Vic Roads permit to
drive the vehicle to Ballarat.
Drugs and alcohol are believed to have not contributed to
the collision and police are currently examining the manner
in which the vehicle was being driven prior to the collision,
Sgt Kearnes said.
Woodlands Ward councilor Pat Toohey began questioning
the application.
Cr Toohey asked if council could receive income if it did not
close the road and had a turbine built on it but a council
officer advised that it would not, because the land is crown
land.
Cr Toohey asked if the required road sale would have been
known to the applicant, as it wasnt included in the original
permit, or if the turbine was being built in a place other than
that sited on the permit.
Are we sure that the towers are being sited where the
planning permit says they should be? Cr Toohey asked at
the meeting.
West Ward councilor Tom Sullivan asked if the permit will
be jeopardised by the road closure that is now required.
Does this put the permit at risk, if this was not included?
Cr Sullivan asked.
The motion to approve the road closure was passed by
councilors.

Climate changes need to go up a gear

I mentioned toward the
end of my last opinion
piece that climate change
has become largely a sym-
bol of the Left and also that
climate change entered the
political arena through the
lens of environmentalism
and is often still associ-
ated with a countercultural
green movement.
The logical question then
follows; how do we en-
gage the right on climate
change, especially as the
existence of human-caused
climate change is a damn-
ing indictment of unfet-
tered capitalism and, in
the words of economist
Sir Nicholas Stern, repre-
sents the greatest market
failure the world has seen.
Imagine youre a neoliberal
conservative. How would
you react to a theory that
contradicts your most cher-
ished beliefs?
For much of the following
argument I am indebted to
Greg Foyster, an environ-
ment journalist, and the
author of the book Chang-
ing Gears.
Greg argues that from
early on, progressives pro-
posed solutions that, while
logical, also happened to
reinforce their worldview
(government intervention)
and put forward argu-
ments that appealed to
their idea of what is per-
suasive (secular and ration-
al discourse).
Even the measurements
carry cultural baggage
Greg states: environment
NGOs argue that the fair-
est way to compare emis-
sions is per capita, which
is premised on the ethics
of egalitarianism, whereas
conservatives tend to have
a more hierarchal world-
view. Then, when progres-
sives finally realised they
needed a more morally
compelling argument, they
chose messages that were
morally compelling to
them: a focus on vulnera-
ble victims (stranded polar
bears and poor Africans),
and equality (social jus-
tice reimagined as climate
justice).
Greg makes the point
that recent research into
morals explains what the
climate change story has
been missing. In his book
The Righteous Mind, psy-
chologist Jonathan Haidt
identifies at least five moral
foundations found across
human societies: care, fair-
ness, loyalty, authority and
sanctity. In surveys, pro-
gressives emphasise the
first two morals care and
fairness and downplay
or reject the importance of
the rest, whereas conserva-
tives hold all five morals.
Haidt argues progressives
in Western democracies
actually have a narrow pal-
ette of moral tastes, which
explains why they find
some conservative obses-
sions such as concerns
that ethnic diversity tears
apart communities so
baffling.
Haidt also states that pro-
gressives also misjudge
conservatives as lacking
compassion. Conserva-
tives actually score highly
on care, writes Haidt, but
conservative caring is
somewhat different it
is aimed not at animals or
at people in other coun-
tries but at those whove
sacrificed for the group.
So while progressives fret
over subsistence farmers
exposed to sea level rise
in low-lying Bangladesh,
conservatives worry first
advised to promote the val-
about loyal, local people
ues of universalism (things
people like them.
Greg therefore claims
that Haidts work suggests
morals are more diverse
than just care and fairness,
especially in traditional
and religious societies (see
USA here). Climate change
needs a broader palette of
appeals because the po-
litical pendulum will never
remain in the Left corner
forever, or even very long.
How is the Left respond-
ing to this problem of po-
larisation? Linguist George
Lakoff in his book Dont
Think of An Elephant
argues that most people
are biconceptual they
have both progressive and
conservative views. The
best response to Trump, he
writes, is a positive focus
on care.
Another major influence is
work on psychological val-
ues, interpreted through
an organisation called
Common Cause. NGOs are
like social justice, a world
at peace and equality) and
benevolence (helpfulness,
responsibility), which
broadly overlap with pro-
gressive morals.
Greg argues further that
Haidts work suggests mor-
als are more diverse than
just care and fairness, es-
pecially in traditional and
religious societies (see USA
and the new Pentecostal
religious phenomenon in
Australia). It follows that
climate change needs a
broader palette of appeals.
In fact, as an underlying
driver of drought and
wars over resources, cli-
mate change could trigger
more conservative values.
Threats from outsiders can
activate loyalty to your
own group and desire for
authority. Support for ac-
tion on climate change
needs to survive periods of
conservative rule, and that
means it also needs a con-
servative vision and con-
servative values even if
progressives find their sug-
gestions repugnant.
Finally Greg suggests, to
paraphrase climate change
communication expert
George Marshall, its time
for progressives to back
off, drop the eco-stuff, and
encourage some climate
conservatives to step up to
the podium.
