AREA OF COVERAGE: Ten (10) Rural Finance Centers (RFC)

organized in the Municipalities of
Kabayan, Bokod & Itogon
Said RFCs are located in the following baranggays:

RATIONALE:

Among the programs implemented under the Caraballo and

Southern Cordillera Agricultural Development Programme
(CASCADE) is Rural Finance. Indeed, several Savings and Loan
Groups (SLG) along with Rural Finance Centers (RFC) were
organized. However, based on evaluation, it was found out that these
RFCs still need technical assistance in order for them to sustain their
operations and at the same time institutionalize their business.

OBJECTIVE/S:

Generally, this undertaking aims to provide technical assistance

to the officers and the Core Management Team (COMAT) of the RFCs
with the end view of establishing sustainable Rural Finance Centers to
help boost countryside development on a wider perspective.

Specifically, the following shall be the main subject of the

technical assistance in the form of training/seminars, workshops and
coaching to be provided:
a. Loan Products & Policies;
b. Accounting System;
c. Portfolio Quality (Delinquency Management); and
d. Governance
 Finally, the programme also aims to equip the COMAT in
planning their activities and in evaluating their accomplishments.

STRATEGY:

Said technical assistance shall be carried out more on the

conduct of training/seminars on specific aspects concerning their
operations and less on one-on-one coaching as previously practiced.
This strategy shall enable the groups to develop self-reliance in the
conduct of their day to day operations and in dealing with their issues
and concerns.
