Narrative Responses

1.0 SITE OVERVIEW

Synagro Technologies, Inc. (Synagro) proposes to permit and construct a biosolids


facility which is contained within a 7.0 acre proposed parcel ofland owned by Grand
Central Sanitary Landfill (GCSL) and situated adjacent to Green Knight Economic
Development Corporation (GKEDC) facilities in Plainfield Township, Northampton
County, P A. The process involves drying dewatered biosolid cake to produce a Class A
biosolid product that will be used as a fertilizer blending agent, soil conditioner, and/or a
renewable fuel product.

2.0 SITE PLAN CHECKLIST NARRATIVE RESPONSES

Below are the Site Plan Checklist items in bold with the response in italics.

1. A statement describing the proposed use:

The proposed process involves the transporting ofdewatered biosolids to the


proposedfacility where it will be dried to produce a Class A biosolid(/) that can be
used as a fertilizer, soil conditioner, and/or a renewable fuel product. The drying
process will consist oftwo (2) enclosed belt dryers in parallel, each with a capacity of
approximately 200 wet tons per day ofbiosolid, for total throughput of400 wet tons
per day. The dlyers will primarily use waste heat recoveredfrom the GKEDC
landfill gas to energy (LFGTE) plant. The stacks ofthree (3) turbines located at the
GKEDC plant will be modified to convey waste heat from the stacks to the drying
process. The dryers can also be fired via a supplemental thermal oil heater which
will use natural gas or landfill gas (LFG) from GCSL.

The proposed project location was chosen based on the waste heat source provided
by the GKEDC and the close proximity to GCSL. The proposed project will also
create landfill diversion by redirecting biosolids from landfill disposal to a beneficial
agricultural use.

Class A biosolids must meet the requirements established under 25 Pa. Code 271.932(a) in regard to pathogens

and 25 Pa. Code 271.933(b)(l)-(8) relating to vector attraction reduction, is nonliquid, and is unrecognizable as
human waste.

Individual processes include truck unloading, a cake unloading station / biosolids


bunker, several conveyors, a drum mill crusher, vibrating screen, sludge mixer,
feeding unit, sludge extruder, belt drying lines, dry product storage silo, and truck
load-out. Each belt dryer will have an inlet chamber and twenty (20) drying
chambers. The dryer belts and all associated processing equipment will be enclosed.
The dryers will vent to a spray type condenser for dust control and an odor control
system (odor control fan and scrubber) for odor control and cleaning the exhaust
gases. The facility will be enclosed with the only exhaust point from the dryers being
from the scrubber (control device).

The odor control process will be a two-step chemical scrubber system which
incorporates two (2) scrubbing vessels with a system fan, recycle pump,
instrumentation and controls, mist eliminator, and exhaust vent/port. The packed-bed
scrubber increases the contact surface ofgas and wash fluid to ensure an effective
material transport from off-gas to wash fluid. Stage one is a packed column which
uses an acid wash fluid (sulfuric acid). The second column uses an alkaline wash
fluid (sodium hydroxide). The wash fluid is collected and continuously circulated by
a pump to a spray nozzle above the packing. Values ofpH and concentrations of
fluids and salt will be monitored and adjusted as needed.

Wastewater generated by the drying process includes condenser water, cleaning


(wash down) water, scrubber blowdown and sanitary wastewater. Sanitary
wastewater originatingfrom office, restrooms and employee facilities will be
discharged to the local publically owned treatment works (POTW) operated by the'
Pen Argyl Municipal Authority (PAMA). All other wastewater streams will be treated
to applicable standards onsite and discharged to a nearby receiving stream, (exact
discharge location to be determined through the design and regulatory review
process).

The following materials are proposed to be stored in bulk onsite at the facility:
thermal fluid/oil, sulfuric acid, sodium hydroxide, and nitrogen.

The total capacity ofthe thermal oil system will be approximately 8,000 gallons. The
facility will store approximately 2,240 gallons ofsulfuric acid, based on a demand of
560 gallons per week. The facility will store approximately 280 gallons ofsodium
hydroxide (caustic), based on a weekly demand of 70 gallons per week.

Nitrogen will be stored infour (4) manifolded cylinder pallets with a total capacity of
767.4 m 3 or 27,100jf.

Please note that none ofthe above materials stored in bulk storage are combustible,
flammable, or explosive.

2. A site layout drawn to scale of not less than one inch (I") equals fifty (50') feet
showing the location, dimensions and area of each lot, the location, dimensions and
height of proposed buildings, structures, streets, and any existing buildings in
relation to property and street lines. If the application relates to property which is
scheduled to be developed in successive stages, such plans shall show the
relationship of the portion scheduled for initial development to the proposed layout
of the entire property.

Location, dimensions and area ofeach lot, the location dimensions and height of
proposed buildings, structures, streets, and any existing buildings in relation to
property and street lines have been identified as prescribed by the Plainfield
Township Zoning Hearing Board. See attached Site Plan.

3. The location, dimensions (numbers shown), and arrangements of all open spaces
and yards, landscaping, fences, and buffer yards including methods and materials
to be employed for screening.

The proposed site will be located within the fenced and screened landfill complex.
See attached Site Plan and Figure J.

4. The location, size (numbers shown), arrangements and capacity of all areas to be
used for motor vehicle access, off-street parking, off-street loading and unloading,
and provisions to be made for lighting such areas. The method of calculation of
off-street parking shall be shown on the plan based on the requirements of Article
7 of the Plainfield Township Zoning Ordinance.

Please note that there are sixteen (16) parking spaces identified on the Site Plan.
Adequate lighting will be provided in the parking lot and employee working areas
around the outside ofthe building by wall mounted lightingfixtures. The existing
parking spaces impacted by the project will be relocated to the southwest.

5. The dimensions (numbers shown), location and methods of illumination for signs
and exterior lighting.

Adequate lighting will be provided in the parking lot and employee working areas
around the outside ofthe building by wall mounted lighting fixtures. There are no
illuminated signs proposed at this time.

6. The location and dimension of sidewalks and all other areas to be devoted to
pedestrian use.

Since there is no public pedestrian traffic, sidewalks are not proposedfor the
project.

7. Provisions to be made for treatment and disposal of sewage and industrial


wastes and water supply.

The proposed process involves the receiving ofdewatered biosolids at the


proposedfacility where it will be dried to produce a Class A biosolid that can be
used as a fertilizer, soil conditioner, or renewable energy product. The project
does not propose the generation ofindustrial wastes. Sanitary wastewater
originatingfrom office, restrooms and employee facilities will be discharged to
the local publically owned treatment works (POTW) operated by the Pen Argyl
Municipal Authority (PAMA). All other wastewater streams will be treated to
applicable standards onsite and discharged to a nearby receiving stream, (exact
discharge location to be determined through the design and regulatory review
process).

8. The capacity and arrangement of all buildings used or intended to be used for
dwelling purposes, including the proposed density in terms of number of
dwelling units per acre of land.

No residential/dwellings are proposed. See attached Site Plan.

9. A description of any proposed industrial or commercial operations in sufficient


detail to indicate effects of those operations in producing noise, glare, air
pollution, smoke, fumes, water pollution, fire hazards, traffic congestion or other
safety hazards.

a. Noise

The proposed project will take place inside a building and does not
anticipate exceeding the noise limitations established in the zoning
ordinance. Maximum Permissible Noise Levels at adjacent property (in
decibels or dBA) over a 10 minute time periodfrom 7:00 a.m. to 10:00
p.m. is 65 dBA andfrom 10:00 p.m. to 7:00 a.m. plus Sundays and legal
holidays is 60, and at all times 70 dBA. (per section 511.A).

Please note that all noise generated by the proposed project, with the
exception ofnoise associated with truck movement, will be contained
within the proposed structures. Due to the low volume oftraffic
associated with the proposed project, the associated noise is not
anticipated to create any adverse impacts. The traffic will use the same
access routes as those used by GCSL traffic.

b. Glare

Lights will be adjusted as needed to prevent offsite glare. Adequate


lighting will be provided in the parking lot andfocused on employee
working areas by wall mounted lighting fixtures. There are no illuminated
signs proposed at this time.

c. Air Pollution

Potential to emit (PTE) calculations were estimatedfor the proposed


Synagro facility for the drying process and ancillary equipment. Based on
the PTE, it is expected that a plan approval and operating permit will be
required. The facility will be considered a natural minor source of
emissions, which means that no operational or emission restrictions will
be required as part ofthe air permit. However, it is expected that the use
oflow NOx burners, along with use ofthe dust collector and scrubber,
will be required to meet Pennsylvania Department ofEnvironmental
Protection (PADEP) best available technology (BA T) requirements.

d. Smoke

The proposed process involves the dlying ofbiosolids inside a building


using a dryer(s) heated by turbine waste heat from the nearby GKEDC
facility, supplemented with landfill gas (LFG) from GCSL and/or natural
gas. This project does not anticipate generating any smoke.

e. Fumes

The proposed process involves the drying of biosolids which occurs at low
temperatures inside a building using dryer heated using turbine waste
heat from the nearby GKEDC facility, supplemented with landfill gas

(LFG) from GCSL and/or natural gas. The project does not anticipate
generating any fumes.

f Water Pollution

Wastewater
Sanitary wastewater will be discharged to the Pen Argyl Municipal
Authority (PAMA). All other wastewater streams will be treated to
applicable standards onsite and discharged to a nearby receiving stream,
(exact discharge location to be determined through the design and
regulatory review process).

Wash Water
Synagro will generate wash water from cleaning ofprocess equipment, the
unloading area and the building. The wash water will be fully treated
along with the other process wastewater and discharged to a local
waterway.

Stormwater
Stormwater run-on is proposed by this project and it will be directed and
conveyed to existing Sediment Basin No.2. Sediment Basin No.2 will be
modified as required to accommodate the additional volume.

g. Fire Hazards

The proposed process involves the drying ofbiosolids using a dryer(s)


heated by turbine waste heat from the nearby GKEDC facility,
supplemented with landfill gas (LFG) from GCSL and/or natural gas.
Dryer(s) are equipped with internal fire-suppression systems. The
dryer(s) and processing equipment will be installed within a building and
vent to a single control device and exhaust point. The design will be
similar to other successful facilities using similar, proven biosolids drying
equipment.

h. Traffic Congestion

No evaluation or traffic impact study is expected to be required by the


Township for the proposed project because the activities at the proposed

facility will not exceed 60,000 sq. ft., will produce less than 300 Average
Daily Traffic (ADT), and accommodate less than 800 vehicles per day.

Please note that traffic count was estimated based on the design capacity
at 20 trucks per day for biosolids and 5 trucks per day with finished
product (~50 truck trips per day). Approximately J 6 employees will be
employed at the site.

1. Other Safety Hazards

No other safety hazards are anticipated by the proposed project.

10. Description of methods to be employed in controlling any excess noise, air


pollution, smoke, fumes, water pollution, fire hazards or other safety hazards.

a. Noise

The proposed project will take place inside a building. The project does
not anticipate exceeding the noise limitations established in the zoning
ordinance; therefore, no mitigation methods have been developed /
implemented at this time.

Please note that all noise generated by the proposed project, with the
exception ofnoise associated with truck movements, will be contained
within a building. Due to the low volume of traffic associated with the
proposed project, the associated noise is not anticipated to create any
adverse impacts.

requirements.

d. Smoke

The proposed process involves the drying ofbiosolids inside a building

gas. The project does not anticipate generating any smoke. All emissions
generatedfrom the dryers and processing equipment will be discharged
through a vent to a single control device and exhaust point after
treatment.

e. Fumes

The proposed process involves the drying ofbiosolids inside a building


using dryers heated by turbine waste heat from the nearby GKEDC
facility, supplemented with landfill gas (LFG) from GCSL and/or natural
gas. The project does not anticipate generating any fumes. Allfumes
generatedfrom the dryers and processing equipment will be discharged
through a vent to a single control device and exhaust point after
treatment.

j Water Pollution

Wastewater
Wastewater will be generated by the dryer exhaust condenser, equipment
wash down and sanitary processes. Sanitary wastewater will be
discharged to the Pen Argyl Municipal Authority (PAMA). All other
wastewater streams will be treated to applicable standards onsite and
discharged to a nearby receiving stream, (exact discharge location to be
determined through the design and regulatory review process).

Wash Water
As a best management practice, grading at the unloading pit and the load
out silos will be designed to prevent offsite conveyance ofsolids on
transport vehicles. Truck tires and tailgates will be cleaned after
unloading. Wash water from the receiving area, along with the building
wash water, will be conveyed to the onsite treatment plant.

Stormwater
Stormwater run-on is proposed by this project and it will be directed and
conveyed to existing Sediment Basin NO.2. Sediment Basin No.2 will be
modified as required to accommodate the additional volume. All
proposed project operations occur within a building and are not exposed
to stormwater.

g. Fire Hazards

All equipment will be operated as specified by the respective


manufacturers to maintain compliance and safety. The dryers are
equipped with internal fire-suppression systems. Fire safety equipment
will be located throughout the facility where fire hazards may be
anticipated. Arrangements will be made with local fire, police, and
emergency management departments in case ofan emergency.

h. Traffic Congestion

Trucks/vehicles will access the site using the existing GCSL entrance.
Trucks will weigh in at the GCSL scales, go to the facility to unload, weigh
out at the GCSL scales, and leave through the site entrance. The project's
estimated daily truck movements are based on the design capacity at 20
trucks per day for inbound biosolids and 5 trucks per day with finished
product (~50 total truck trips per day). Adverse impacts are not
anticipated as a result ofthe proposed project. No mitigation methods
have been developed/implemented at this time.

i. Other Safety Hazards

No other adverse impacts are anticipated by the proposed project.

11. Site contours at two (2') foot intervals and site benchmarks.

Site contours at two (2') foot intervals and site benchmark have been identified as
prescribed by the Plainfield Township Zoning Hearing Board. See attached Site
Plan.

12. All proposed site grading and drainage provisions and proposals.

All proposed site grading and drainage provisions and proposals have been
identified as prescribed by the Plainfield Township Zoning Hearing Board. See
attached Site Plan.

13. A key map showing the entire project and its relation to surrounding properties
and existing building thereon.

14. Zoning districts and requirements.

The proposed site is located within the Solid Waste Processing and Disposal (SW)
Zoning District in Plainfield Township. The proposed plant will manufacture a
Class A product that will be distributed as a fertilizer, fertilizer blending agent
and/or a soil conditioner. The product may also be distributed as a renewable
fuel to off-site energy generation facilities.

Under the ordinance, the definition ofsolid waste includes sewage sludge. Solid
waste is defined as:

"Those types ofwastes that are permitted by this Ordinance to be processed or


disposed in the Township and includes construction / demolition waste, municipal
waste residual waste, sewage sludge and ash residue, but does not include
chemotherapeutic waste, hazardous waste or infectious waste ... 1(d) Sewage
Sludge is the coarse screenings, grit and dewatered or air-dried sludge septic and
holding tank pumpings and other residues from municipal and residential sewage
collection and treatment systems that may be disposed ofin municipal waste
landfills in accordance with Pennsylvania Department ofEnvironmental
Protection regulations or the Environmental Protection Agency regulations. "
(Article 2 Section 201.B).

Pursuant to the Plainfield Township Zoning Officer's determination in his


November 17, 2016 letter, the biosolids processing facility closely resembles two
areas ofthe zoning ordinance permitted by right, Section 311.5.B.34 (Recycled
Products Manufacturing Facility), and Section 311.5.B.35 (Recycling Processing
Facility). A site plan review is required in accordance with section 409 for an
Industrial Facility. An updated determination was issued on December 15, 2016
which noted; "Upon further analysis, this Zoning Officer now considers the proposed

Industrial use (Biosolid Processing Facility) to be more related to a 'Material Separation


Facility', defined in Sec. 201.B, which is permitted by right and only in the Solid Waste
Processing and Disposal District (SJ1I)." A site plan (PC) review is required under Sec.
409, and additional requirementsfall under Sec. 315.B.35.Site plan review includes
submission ofa site plan for the Planning Commission's review and
recommendation prior to discussion and review by the Zoning Hearing Board.
Content ofthe site plan is listed in Section 409. C. The facility siting map covers
the graphical content required. Performance and operational standards (noise,
glare, air pollution, water pollution, fire hazards, traffic, etc.) will need to be
described and any associated mitigation measures noted.

The following dimensional requirements will apply to the proposedfacility


located within the SW district:

Minimum Lot Size = 5 acres


Minimum Lot Width = 80'
Maximum Building Area = 45%
Maximum Building Height = 50'
Maximum Structure Height = 150'
Max Impervious Coverage = 65%
Front Yard = 50'
Side Yard = 25' each /50' both
Rear Yard = 50'

The building is currently proposed to be 50' bigh and the silos are proposed to be
approximately 65' high. Both the building and silo heights will adhere to the
maximum allol,vable heights under the ordinance.

15. Soils, slopes, flood plain delineations, and wetlands delineations (if required by
the Zoning Officer).

Soils, slopes, flood plain delineations, and wetlands delineations (ifrequired by


the Zoning Officer) have been identified as prescribed by the Plainfield Township
Zoning Hearing Board. See attached Site Plan.

16. Certification by the person who prepared the Site Plan.

The Site Plan has been prepared under the direction ofand certified by a
Professional Engineer. See attached Site Plan.
