Concluded with that with all of the strategic plans and theorists forging

development in the Caribbean the plans on paper were good however

there was no way to measure the implementation. There was no

transparency on the actual strategic plans (basis for the

recommendations)

Maybe the government making public reports or giving updates on

their plans towards development
