I just got word that there is a proposed McDonalds and Starbucks at the corner of High and MacArthur. Let me
first say that I am very pleased that there are steps being taken towards economic development near our
neighborhood. However, I as a resident of Fairfax, I would actually like to see economic investment on our side
of the freeway in Fairfax.

There is plenty of opportunity in the area of Bancroft and Fairfax and I encourage you to remind potential
investors that our neighborhood is worth looking at as well.

Dear Council Member Campbell Washington:

In follow up to our last conversation, attached please find the proposed site plan and elevations for the subject
property.

- We prepared multiple site plan iterations to include the neighborhoods request for entry from MacArthur
Boulevard and exit onto Brown Avenue. These iterations did not provide the required minimum building width
of 60 needed for the necessary OSHPD dialysis chair clearances while maintaining a viable parking lot and
were disapproved by the tenant. The parcel width of 120 is the constraint.

- The proposed elevations are very similar to those presented to the neighborhood outreach except we
propose to demolish the existing theater tower element and reconstruct to current code.

- The client anticipates dialysis shifts of 6 am 10 am, 10 am 2 pm and 2 pm 6 pm with staggered arrival
times. These proposed times should not impact the local schools drop-off and pick-up traffic.

- We are ready to submit the pre-application consisting of the proposed site plan and building elevations to
the Planning Department. Pre-application comments are typically received within 30-45 days of City submittal.
We would then incorporate the pre-application comments into the formal entitlement submittal (which will take
4-6 weeks to prepare). The City would public notice during the formal entitlement process.

- Once weve submitted the pre-application we are eager to move forward with further community
outreach. Wed like to send a letter and project fact sheet to the surrounding residents and businesses in an
effort to disseminate project information and solicit feedback. We would also be happy to provide these
materials for you to distribute as well. In addition to the Laurel Merchants, are there any other district
organizations you think we should reach out to?

nights at home! We are attending every NCPC (Neighborhood Council)
meeting, every Merchant District meeting, every "Friends of" meeting
(Joaquin Miller Park, Sausal Creek, Woodminster Theatre, etc.), and every
Homeowners Association meeting that we can find. We are so thrilled to

One of the most unique parts of being your locally elected representative in
the City of Oakland is the opportunity to work closely with you in our

lives -- pedestrian safety, street repair, park maintenance, business district
revitalization, and housing development -- just to name a few. We take this
part of the job very seriously and are intent on reaching out to you and
listening to your needs to make informed decisions and votes.

developments in our neighborhood business districts:

Montclair Village
As reported in the Montclarion, F&M Bank

Prospect-of-sixth-area-bank-debated) is interested in the vacant retail
location at 2042 Mountain Blvd. Starbucks has also taken an interest in
expanding into this location. Please reach out to us if you would like to
weigh in on this issue. F&M Bank will submit its plans to the City of Oakland
for review by the Planning Commission, so public input will be extremely
valuable.

Laurel Business District

A medical company is interested in building a dialysis patient treatment
center in the former church/theatre located at 3814 MacArthur. Please let
us know if you would like to be added to the email updates from Meridian --
the medical building developer -- as they move through the
process. Residents and business owners will want to weigh in on the facade
improvements that will inevitably be made to that building to ensure that
they activate the space and are welcome additions to that part of the
business district. Please send your comments, or a request to be added to

Local Heroes

Street). Submit your nomination for a Local Hero -- someone who has made
a positive impact on your neighborhood or local school -- by Saturday,
February 21st to nmaxson@oaklandnet.com. After the Awards Ceremony,
we'll follow the Chinese Lion dancers up to the Laurel Business District to
bless all of the businesses and celebrate Lunar New Year. We are so excited
to celebrate some of our most special District 4 residents, volunteers and
business owners!

City of Oakland Budget


The City Council will begin its budget development process with a discussion
of City budget priorities at a special meeting on Monday, March 2nd from
9AM-1PM in City Council Chambers. What is most important to you to
preserve in this next two-year City budget? I look forward to the difficult
conversations of trade-offs as Mayor Libby Schaaf presents her proposed
budget to the City Council and the deliberations begin. Please send budget

PALLID MANZANITA WORKDAY
Chabot Space and Science Center, 10000 Skyline Blvd., Oakland
Help enhance the habitat around the endangered pallid manzanitas. Volunteers will
be raking debris from around the manzanitas and tarping stumps to prevent
regrowth of recently removed trees. Please wear long sleeves, pants and sturdy
shoes. Bring gloves if you have them. Materials will be provided to sanitize shoes
before entering the work area. Those interested in volunteering should contact Judy

Bike Fest is a safety event to teach kids street skills for riding bikes, scooters, etc.
or walking. There will be a bike rodeo, a trivia wheel, a bike blenderm mobile bike
repair, Bikemobile, as well as friends from Laurel Cyclery. Please note: limited
availability for bike repair services. Priority given to repairing students' bikes. As
this event is completely free and volunteer-run, event organizers are collecting
donated safety gear (bike lights, new whistles and helmets as well as fun add-ons
like stickers and colored duct tape). Drop off donations at Laurel Elementary or

DOCUMENTARY FILM PRODUCTION

The documentary film, intended for Oakland residents and visitors alike, will
celebrate the unique urban to rural trail system connecting Dimond Park to the Bay

FabLab OPENS AT CASTLEMONT HIGH

The Sustainable Urban Design Academy (SUDA) of Castlemont High School opened a
FabLab! A hands-on STEM learning environment teaching creativity, innovation,
design, engineering and manufacturing, it is the first fabrication laboratory of its
kind at an Oakland High School. Students learn how to design and build using
traditional hand and power tools as well as 3D printers, laser cutters and CNC
routers. The Lab is also a bridge to connect Castlemont students to the Central

REV. HARRY LOUIS WILLIAMS HONORED
FOR BLACK HISTORY MONTH
The District 4 nominee for the February 16th Council meeting was Rev. Harry Louis
Williams. Rev. Williams was honored by the City Council during Black History and
Heritage Month for his dedication to creating positive change in the community. We
thank Rev. Williams for his critically important work with youth and victims of
violence in Oakland and hope to work with him in the future. To learn more about

The Antioch Court Streetscape Project is
a Merchant and Community Initiative
focusing on making Montclair Village a
safer and more vibrant place. The
project will increase crosswalk visibility,
shorten the crossing length, create a
level surface, add a more contrasting
surface treatment and better pedestrian
lighting. This will increase pedestrian
safety, calm traffic flow and allow for a
central gathering space for community events. To support this initiative, community
members may buy a personalized, engraved brick to be placed into the ground with
donor names and photos!

Subject: Proposed new businesses on corner of High and MacArthur

Hello,

I recently heard from my neighborhood group that your office is looking for feedback on a
proposal to bring a Starbucks and a McDonalds to the corner down the street from our house. I
appreciate this opportunity to express my opinion, as a resident at for the
past 13 years.
Having two empty lots as the first thing people see when they exit High Street off
of 580 is not a great introduction to the neighborhood, and Starbucks might provide a
welcoming, safe place for Mills students to study and local teens and families to hang out, but we
have zero interest in a McDonald's drive-thru restaurant at the corner of 4299 MacArthur and
High.

There are already KFC and Taco Bell drive-thrus in the neighborhood and they
don't attract people to come and shop in the small independent stores on the block,
and they just lead to more trash and poor health options for the community.

We need to add businesses that are committed to the neighborhood, that will
support neighborhood schools and sports teams, and care about the people who
live here.
Please provide our neighborhood a public forum for giving community input as well as give the
neighborhood the opportunity to organize against this proposal. A McDonalds is just not good for
the Laurel, and we have come so far in the last few years with a new gym, the Laurel Street fair,
new signage to create neighborhood identity, etc. Let's develop those two corners very
intentionally to keep the good spirit going.
