DowntownBrooklyn(April4,2017)TheEducationalConstructionFund(ECF),thefinancing
anddevelopmentarmoftheNewYorkCityDepartmentofEducation,todayannouncedits
selectionofBrooklynbasedAlloyDevelopmenttoconstructtwonewstateoftheartschoolsin
DowntownBrooklynaspartofabroadermixeduseproposal.Theprojectwillalsoinclude900
unitsofmixedincomehousing(200ofwhichwillbedesignatedaffordableundertheCitys
MandatoryInclusionaryHousingprogram),a15,000squarefootculturalfacility,200,000
squarefeetofClassAofficespace,and40,000squarefeetofretailspace.

Theproject,knownas80Flatbush,willbelocatedinDowntownBrooklyn,adjacenttoAtlantic
Terminal,theBrooklynCulturalDistrict,andBarclaysCenter.ThesiteisboundedbyFlatbush
Avenue,SchermerhornStreet,3rdAvenue,andStateStreet.TheselectionofAlloyallowsECFto
begintheCityspublicreviewprocess,knownasULURP,whichprovidesmultipleopportunities
forcommunityengagementandpubliccomment.

WearelookingforwardtoworkingwithAlloyDevelopmentonsuchanexcitingprojectin
DowntownBrooklyn,saidJenniferMaldonado,executivedirectoroftheEducational
ConstructionFund.Weremaindedicatedtoidentifyingopportunitiestosupportagingschools
andhelpingtocreateadditionalcapacityforNewYorkCitypublicschoolstudentswithoutusing
capitaldollars.

Ourgoalwith80Flatbushfromthebeginningwastofigureouthowtoaddressthe
neighborhood'sinfrastructureneedsinameaningfulway,"saidJaredDellaValle,CEOand
FounderofAlloyDevelopment."Communitiessufferwhentheirgrowthisntsupportedbythe
necessaryinfrastructure,whichiswhyprovidingtwonewschools,keepingpeopleworkingin
Brooklyn,expandingaccesstoartsandculture,andbuildingaffordablehousing,are
foundationaltoourvisionfortheproject.Weunderstandthatwehaveatremendous
responsibilitywithaprojectofthisscaletogetitright,andwelookforwardtoathoughtful,
opendialoguethatwillmakethisprojectbetterandallowittoserveasafuturemodelfor
responsibledevelopment.

InJuly,ECFissuedaformalRequestforExpressionsofInterest(RFEI)thatcalledforthe
redevelopmentof362SchermerhornStreet,thecurrentsiteoftheKhalilGibranInternational
Academy.Alloy,whichownstheadjacentsites,respondedwithaproposalthatincludedtwo
schoolsforatotalof120,000squarefeetand700seats.Oneoftheschoolswillserveasthe
newstateofthearthomeforKhalilGibran,increasingtheschoolscapacityfrom260to350
studentsandprovidinganewsharedcafeteria,gymnasiumandlibrary.Additionally,Alloywill
buildanew350seatelementaryschoolonStateStreet.Theschoolsareexpectedtobe
operationalby2022.

Thisisameaningfulinvestmentforourstudents,theirfamiliesandtheentireschool
community,saidPrincipalWinstonHamann,KhalilGibranInternationalAcademy.Thenew
stateoftheartfacilitieswillprovideanincredibleopportunityforstudentstolearn,growand
thrive,andallowustoremaindevotedtoservingthiswonderfulcommunityformanyyearsto
come."

vitalandimpactfulforouryouthandtheirfamilies.KGIAsroleindevelopingresponsibleglobal
citizenshasparticularresonancetoday,andhighlightsourcitysstrongcommitmentto
education,culturaldiversityandinclusion.ItssoimportantthatKGIAhasthefacilitiesthatit
needsforstudentstothrive,andweredeeplyappreciativethatthisprojectwillprovidethat.

Historicpreservationisacentralfocusoftheproposeddevelopment.362Schermerhorn
comprisestwostructuresthatcontributetotheareashistoriccontextoneatStateStreetand
3rdAvenue,builtinthe1860s,andoneatSchermerhornand3rdAvenue,builtinthe1890s.
Whileneitherbuildingissuitableforcontemporaryschooluseorcurrentlyprotectedby
landmarkstatus,Alloyintendstopreserveandadaptivelyreusebothbuildings.

It'srareforadevelopertocometousforfeedbackintheearlieststagesofaproject,saidPeg
Breen,PresidentoftheNewYorkLandmarksConservancy.ButAlloydidthat,listened,and
madepreservationameaningfulpriority.We'reveryappreciativeoftheirefforts.Thisproject
showsthatdevelopmentandpreservationcanworktogetherandthatinvestinginhistoric
buildingsmakeseconomicsense.We'repleasedtosupportthisimportantproject.

Oneofthehistoricstructureswillbeusedtomeetanotherburgeoningneedinthearea:
culturalspace.TheprojectliesattheheartoftherapidlyexpandingBrooklynCulturalDistrict,
andtheproposalsnewculturalfacilitywillcomplementandenhanceanareathathasquickly
becomeacitywideculturaldestination.

Justastheareasculturalscenehastakenoffinrecentyears,sohasitsjobgrowth.Downtown
BrooklynisnowNewYorkCitysthirdlargestofficecore,butwithofficevacancyatjustthree
percent,moreofficespaceisneeded.TheproposedECF/Alloyprojectwillhelpalleviatethat
demandbyproviding200,000squarefeetofClassAcommercialofficespace.

Theprojectwillhelpaddressthecityshousingcrisisbyincreasingsupplythroughtheaddition
ofbothaffordableandmarketratehousinginanareaservedby28subwayandbuslinesand
theLongIslandRailroad.

ThisisexactlythetypeofprojectDowntownBrooklynneeds:onethatdeliverscritically
neededschools,alongwithculturalfacilities,affordablehousingandClassAofficespace,"said

growintelligently,andIhopethisprojectsetsatemplateforthefuture.Iworkedcloselywith
AlloywhilebuildingBrooklynBridgePark,andfoundthattheyalwaysworkthoughtfullyto
addresscommunityneeds.Itsgreattohavethemtakingonsuchanimportantprojectfor
Downtownwith80Flatbush."

DowntownBrooklynsculturalcorehasundergonearenaissanceoverthepastdecade,and
spaceforincomingartsandculturalorganizationsisingreatdemand,saidKeithStubblefield,
CEOoftheBrooklynAcademyofMusic.WerethrilledthatAlloyisproposingtodonatespace
foraculturalfacilityaspartofthe80Flatbushproject.

80FlatbushAvenuewillcontributetothevibrancyandeconomicdevelopmentofDowntown
BrooklynbyhelpingtomeettheboroughshousingdemandandfuelingitsDowntown
commercialsector,saidAndrewHoanPresidentandCEOofBrooklynChamberofCommerce
PresidentandCEO.Weregladtoseetheprojectstwourgentlyneededschoolfacilitiesand
theaffordablehousingitwillprovide.ItsgreatnewsforBrooklynacrosstheboard.

Alloywillserveasprojectsleaddesignarchitect,whichwillbebuiltintwophases.Construction
ofthefirstphase,whichwillincludethetwoschoolsdesignedbytheArchitectureResearch
Officeanda38storytriangularresidential,office,andretailbuildingonthesiteseasternedge,
isexpectedtobecompleteby2022.Thesecondphase,whichwillcomprisea74story
residential,office,andretailtoweralongwiththerehaboftheexisting362Schermerhorn
buildings,isexpectedtobecompleteby2025.

AbouttheEducationalConstructionFund:
TheEducationalConstructionFundisaNewYorkStatepublicbenefitcorporationthatfinances
anddevelopsnewpublicschoolsinNewYorkCity.Sinceitsinceptionin1967,ECFhas
constructedprojectsthathaveaddedover18,000schoolseats,4,500unitsofhousing,and1.2
millionsquarefeetofofficespaceinNewYorkCity.
