RE: GA-06 STATE OF THE RACE

With a little over two weeks until Election Day on April 18, I want to take a moment to give you an
update on the state of the race in the special election in Georgia. Thanks to your support, new
survey results show that our recent investments have made a positive impact on the race and things
are moving in our direction.

Until last week, Democrat Jon Ossoff enjoyed a staggering 7.5 to 1 advertising advantage. At that
point, CLF had run 600 gross rating points compared to Ossoffs 4,500 gross rating points. This
massive advantage in the expensive Atlanta media market resulted in Ossoff approaching 40% in a
jungle primary ballot test last week. Because of your support, we doubled our TV investment to
$2.2 million and started a mail and door-to-door program.

Over the last week, we ran 1,000 points on TV and radio highlighting Jon Ossoffs support of
Nancy Pelosi. Pelosi is remarkably unpopular in the Sixth District (-40.5 among all voters),
especially among Republicans and Independents. In just one week, Ossoff has stalled on the
ballot, and most importantly, he is now underwater with more voters viewing him unfavorably
(38% favorable, 47% unfavorable). This is a large swing from last week when he was +17 (43%
favorable, 26% unfavorable).

In addition to our aggressive TV and mail campaigns, we sent our data director and deputy field
director to oversee a ground operation of 90 field organizers who will knock on 75,000 doors
before April 18 to turn out Republican voters. This universe of voters will receive two door-knocks
in addition to several mail pieces.

We will continue to monitor this race and work to protect the Sixth District while using our
resources wisely.

Congressional Leadership Fund recently commissioned GS Strategy Group to conduct survey

research in Georgias 6 Congressional District. The survey interviewed 400 likely special election
voters. The survey was conducted March 29-30, 2017 and yielded a margin of error of +/-4.90% at
the 95% confidence level. Below are some key findings from the survey.

Congressional Leadership Funds advertising investment has changed the dynamics of the
Georgia-6 Congressional race. Since the ad buy increase, Democrat Jon Ossoffs image has
become a net unfavorable and nearly 60% of voters view Ossoff as liberal.

THE CONGRESSIONAL PRIMARY BALLOT


The advertising has arrested Ossoffs momentum on the ballot. In mid-March, Ossoff was at 37%
on the primary ballot. Now he is at 36% essentially unchanged.

CHALLENGES FOR OSSOFF


Ossoff is facing a number of challenges in this race:
By 62-26, voters would prefer a candidate who supports Speaker Ryans agenda over a
candidate who supports Minority Leader Pelosis.
By 47-36, voters believe Ossoff will be a rubber stamp to Pelosis unpopular liberal
agenda.
A plurality of voters believe Ossoff has made up facts to cover up his inexperience.
Ossoffs rising unpopularity and loss of momentum has occurred even as a plurality of
voters believe Ossoff will hold President Trump accountable demonstrating the
weakness of his argument.

CONCLUSION
Conservative Leadership Funds decision to nationalize the race is working, as voters strongly
support Speaker Ryans agenda and are very concerned about Nancy Pelosis liberal agenda.
Ossoffs message of holding President Trump accountable does not outweigh their deeper fears
of returning to the national Democratic agenda of the past 8 years.
