Chapter 1

Introduction and general information

Abstract

My desired picture is to create consciousness in the Rochester Community of the possible

consequences of teenagers illegal acts, as minors, drinking, taking drugs, among others. In order

to accomplish the project, a blog with first and second hand sources will be created with the

purpose of helping young adults to understand the impact of committing illegal actions both

short and long term. For my project I need to take into account the political constitution of

Colombia, the schools code of ethics and the infancy and adolescence code with the purpose of

creating awareness of well behavior and first-hand understanding of the possible punishments,

with the help of juvenile delinquents interviews and experiences.

Keywords: Illegal, penalties and teenagers.

Choice of career

Law is a system of rules that are enforced through social institutions to govern behavior

(dictionary.com). With these studies I want to become a judge, whom resides over court

proceedings, either alone or as a part of a panel of judges. In my opinion Im capable to succeed

in this field, due to my ability to hold independence of thinking and fearlessness of character in

every situation, my approach to justice, among other traits. Also BADYGs, pps and basic

needs results helped me decide due to the careers proposed according to my personality.

Challenges faced in my career

Base his/her decision on the proof given in courtroom by each part: Judges are obligated to
1

make a decision with nothing but the proof provided in the courtroom by both parts since

evidences prove ones guiltless or blameworthy.

Oath to uphold at all times the Federal Constitution: people whom decide to study law

must stand by the Federal Constitution. Otherwise they can be penalized for corruption or

adulteration.

Time management: as judges, people are forced to learn how to administrate time for both

leisure and work, and to distribute time for each case.

Becoming a workaholic: the career implies several hours a day. If work time isnt set up

properly, judges tend to dedicate their entire life to work and only work.

Implementation of my Project

My desired picture is to create consciousness in Rochester Community of the importance

of knowledge of Colombian law regarding illegal actions of minors with the purpose of avoiding

being penalized.

The development of the project will be exposed in a blog where interviews, text, images and

articles will help the audience to understand first hand the consequences of delinquents acts and

the impact on their lives.

2

In sum, my project seeks to help people our age to take in the significance of behaving according

to the law by providing life examples of teenagers who had been victims of their own will.

Consultants opinion

I strongly believe that the topic chosen by Mariana Pareja to present her graduation project in

the school is of great importance, because the criminal responsibility of adolescents in Colombia

has taken an erroneous course by which its operation has generated additional problems, leading

to failure, all places of deprivation of liberty are overcrowded by adolescents and the causes that

lead them to enter in conflict with the criminal law are not being well addressed, the attention of

unity and family harmony is not being taken care of, and additional complications such as drug

addiction, gang or school drop-out, lack of authority figures, and delineation of behavioral

patterns, possession of narcotics, personal injury, theft and interfamily violence.

For this reason I consider my daughters interest in this subject is crucial, clearly justified, timely

and has all my support (Reinemer, 2016).

Research question:

How can teenagers from Bogot avoid going to juvenile boot camp or jail?

Objectives:

Analyze the possibility of teenagers committing crimes.

Conveying the importance of legal actions.
Creating awareness and knowledge of the infancy and adolescence code.
Preventing forbidden activities.
3

Issues to be solved by the project:

1. Juvenile prisoners in Bogota (current situation): in Colombia there are about 117.018

convicts, equivalent to Leticias population, as for Bogot there are several cases of

teenagers that forget or decide to leave aside the laws established in the political

constitution.
2. Juvenile prisoners in Bogota (desired picture): with the development of my project I

look forward to reduce the average of teenagers convicts due to bad decision making or

lack of knowledge of the numerous consequences their acts can have.

3. Aljures Article Questions:
1. How would your project be if there are no limitations or restrictions?
My project would be successful, if there are no limitations. In other words, my blog

would be developed properly with the purpose of conveying the desired message and

helping to reduce the number of teenager convicts per year.

2. How would you like your project to work?

I would like my project to work in the follow up order:

First of all I want to create conciousness by spreding the desired picture and its

outcome (the blog), in order to recrute readers. Second, I would like to collect crutial

information and evidence (texts, images, interviews) so a physical draft can be made.

Third, I want to receive feedback on the content and the effectiveness of the

messages spreding. Lastly, I seek to help young adults from the Rochester School,

Bogot and Colombia, if possible, to truly recognize the importance and wellness of

acting under the laws established in the political constitution of Colombia.

3. What are the values of your project?

The values of my project are resposability, integrity, acknowledgement because in

order to implement my project the audience must take into consideration the

importance of living under the laws estabilished for teenagers in both the political
4

constitution of Colombia and the infancy and adolescence code. As well my

graduation project searches to provide the needed apprenhension in favor of

decreasing the average of convicts between the age of 13 and 20.

THECLS:

Use of technology: I am going to develop a proper use of technology where people use it

to access to the blog and search for more information.

Healthy body and mind: with my project people are meant to follow the laws, which are

in demand of living a vigorous life and therefore endure a healthy body and mind.
Cooperation and collaboration: I will receive the collaboration of several specialists in the

topic and felons to make people distinguish the importance of the law. On the other hand

I expect people of the Rochester community to cooperate by spreading the word about the

blog and taking it into account for their daily lives.

Leading: I will be leading my graduation project with the purpose of guiding teenagers to

law-abiding.
Solving real problems: the actual problem is that people behave illegally. In this way I

look to promote acting in accordance of the Colombian Law.

Systems thinking and acting: I believe this is the most important aspects because it

involves all, I need to make a planation assignment in order to make it happen and make

it possible, because there are many variables I need to take into account to be certain that

the reservoir is an adaptable environment for fish.

Analysis of Survey:

Desire picture

What role do you play in the school?

5

75 out of 80 people are students, 4 out of 80 are teachers, 0 out of 80 are parents and 1 out of 80

is a directive. Those answers are the specific summary of the audience from the school I tend to

transmit knowledge to.

In what range of age are you?

6

2 out of 80 are between the age of 12-14, 11 out of 80 between 14-15, 50 out of 80 are between

15-16 and 17 out of 80 are 18 years old or older. With this question I acquire knowledge of the

average ages of the people who responded the most the survey.

On a scale from 1-5, how interested are you in the blog?

4 out of 80 marked 1 heart, 4 out of 80 marked 2 hearts, 12 out of 80 marked 3 hearts, 31 out of

80 marked 4 hearts and 29 out of 80 marked 5 hearts. According to the average, 3.96 most of

them are interested in the outcome of it.

On a scale from 1-10, how useful is the desired picture for teenagers?
7

Most of the answers are above 60%, meaning more than 40 of the people surveyed consider the

blog beneficial.

What would you add to my desired picture?

Most people responded by saying nothing should be

added and a space where students can ask questions

and present their opinions. This specific question

helps me to complete the final touches and make

improvements according to peoples opinions.

How viable do you think this graduation project is?

8

The results were: 2 out of 80 marked one smiley face, 0 out of 80 marked 2 smiley faces, 7

out of 80 marked 3 smiley faces, 21 out of marked 4 smiley faces and lastly 50 out of 80

marked 5 smiley faces. With the average 4.46 it possible to be aware of peoples opinion

about the successful development of this graduation project.

Chapter 2

Current Situation

Abstract

Thoughout this document i will be studying the development process of my graduation project,

taking into account the current situation, two documents related to the topic, and the desired

picture. A comparison will be made between the current situation and the desired picture,

whereas Juan Pablo Aljures article Sistema de realizacin de un proyecto affirms the phase

two of any project should be an evaluation of the advancement.

Likewise, the survey questions were considered, with the purpose of reviewing whether

the actions done so far are in accordance with the desired picture, decide which additional

measures should be applied to achieve the project successfully and to take into account

suggestions and opinions of third parties.

Introduction

Now a days communication has advanced extraordinarily, to the point where

technology and the web provide the opportunity to get informed about several topics from each

ones daily life throughout websites, social media, social networks, and blogs. What is a blog?

According to Dictionary.com is a website containing a writer's or group of writers' own

experiences, observations, opinions, etcetera, and often having images and links to other

websites. For this graduation Project I seek to present as the final outcome a blog, where

specifically teenagers can understand the importance of law-abiding. The blog will contain visual

and auditory aids, texts, and images, among other resources, obtained from experts in the topic,

criminal law and convicts themselves, with the purpose of creating consciousness and awareness

of living under the law.

In order to accomplish the purpose, reducing the average of imprisoned teenagers in

Bogot, Colombia, I must take into consideration the current situation of Bogotas inhabitants

between the ages of 13 to 20 and how expanded their understanding is. According to the article

Sistema de Realizacin de un Proyecto by Juan Pablo Aljure, in order to turn dreams into a

reality people must follow 4 phases. Phase 1 is wishes, used for chapter one, and now phase 2,

current situation, considers gathering information and resources in order to carry it out profitably.

In accordance to this, a survey was made to a sample of population from Rochester School to

gather required information for the project, such as interest towards the blog, and suggestions for

its improvement.
4

Theoretical Framework

Research question:

How can teenagers from Bogot avoid going to juvenile boot camp or jail?

Basic Concepts:

In order to be successful with the blog its important to understand some concepts and

resources such as:

Political constitution: is conceived as a model which supplies an explanatory framework

within which to make sense of our constitutional self-understandings. The discipline of

thinking in terms of a model opens up a critical space wherein there need not be some

stark, all-encompassing choice between constitutional models. (Webber).

Infancy and adolescence code: Seeks to promote, disseminate, protect and defend the

Human Rights of Children in public and private institutions with emphasis on the

prevalent nature of their rights, their superior interest and their mechanisms of protection

against threats and violations. It also establishes that in all judicial and administrative

processes for the restoration of rights, children and adolescents are given the particularly

deferential treatment indicated in the norms of the Political Constitution and in the

International Treaties or Conventions on Human Rights ratified by Colombia.

(Procuraduria General de la Nacin, 2016).

Proven guilty: the prosecution proves, beyond a reasonable doubt, each essential element

of the crime charged ( Cornell University Law School).

Adolescent: a young person who is developing into an adult. People between the age of

13 and 20. (Cambridge Dictionary).

5

Literature Review

The news article Colombian teenager jailed for raping, sexually assaulting three

women in Melbourne by Peta Carlyon allows me to demonstrate my point of teenagers

lack of interest to act under the Colombian law, and in this case the Australian too. The

article narrates the felony committed by a young man (17 years old) who victimized

three vulnerable women and was sentenced to eight and a half years.

Throughout the report its possible to identify his several decisions to behave illegally, he

had been involved in gang activities in Colombia and in Spain, and his parents attempts

to hide his identity from the authorities so he couldnt be penalized for his current and

past crimes.

The document ends with quotation from the court room, You will most probably have to

return to Colombia, and will probably have to spend the rest of your life without seeing

your mother, unless she comes to visit you," and "You're never likely to be able to return

to Australia", which makes reference to two major consequences of his sexual assault as a

minor and a foreign citizen.

PetaABC 2014 (Carlyon, 2014).

The newspaper article Cada hora son capturados 73 menores de edad en Colombia

by El Tiempo conveys the statistics of daily captured minors, 60-70 per day, and various

crimes commonly faced.

6

Furthermore, it presents conclusions made by the police department, 9.8 percent in the

total number of crimes committed in the country have teenage participation, the

ombudsman office, there are cases of prisoners 25-year-olds who transferred from boot

camps to prisons to pay or complete penalties for acts they committed before the age of

18, the Instituto Colombiano de Bienestar Familiar (ICBF), about 3,500 are sentenced to

remain in juvenile boot camp, however in the last two years 1,100 minors have managed

to escape, which help to take in one of Colombias biggest issue and the misbehavior in

its avoidance.

It has a connection with my blog, because it presents the numbers estimated by the

governments authorities in matters of crimes, and the misfortunate situation of children

and minors nowadays.

Diagnosis of Components:

Customer experience:

In order to perform my project I must take into consideration my desired picture, context,

others and myself. So far Ive noticed great advance in terms of informing people about it

and gathering up details of

how many have knowledge about Colombian laws and more importantly about the

consequences their acts will have if a crime is committed.

Apart from that, Im still waiting to carry out the activities planned, posters, video,

assisting to prison, in order to inform and uplift the project; as well Im looking forward

to the opportunity where I will be implementing a class or educational space for pre
7

adolescents to understand before hand how they should behave according to the Bogotas

social agreements, the Political Constitution and the adolescence and infancy code.

Resources:

Since the beginning of the creation of my study, I have been creating a deep connection

between the careers curriculum, judges aptitudes, characterized for upholding the law at

all times and having a strong temperament, and my consultants knowledge and advice

about the topic.

In accordance to this, he has guided me towards presenting an outcome based on real life

examples, obtained through an interview, by which the audience of the blogs content will

be able to correlate their lives with the convicts experience.

Organizational structure:

Currently for the storage and recollection of any data that will be included in my

project the structure I have been using besides internet sites has been word, due to the

ability it provides me with to deposit every piece of information, images, videos,

among other sources, which are demanded for the creation of the final product.

Later on, Blogger or Schoology, networks created to work as a tool to share

information, will be crucial for the outcome because either one will be the source Ill

use to create the blog.

Legal & green context:

8

My graduation project has an emphasis on teenage behavior carried out following The

Political Constitution of Colombia and the Infancy and Adolescence Code.

I believe it contributes to legal context in both the school and the city because its

meant to teach students from Rochester School to act under the schools code of

ethics and all of the laws established for teenagers currently living in Bogot.

Learning & innovation:

With Juvenile Punishment I expect to expand teenagers knowledge about legal

punishments and promote upholding the law by taking in to account daily life

situations from people between the ages of 13 and 20.

As well, my knowledge about the topic will be enlarged, helping me to understand a

little more the articles and stipulations from The Political Constitution and therefore

gain more understanding of proper behavior as stated in the law of laws.

Current Situation

Have you committed illegal actions?

9

51 out of 80 responded yes, 22 out of 80 responded no, 4 out of 80 responded I dont know and 3

out of 80 responded Im not sure. This proves my theory of teenagers committing crimes and the

inconvenience of their lack of knowledge regarding the topic.

Do you have any knowledge of teenagers legal punishments?

33 out of 80 responded yes, 17 out of 80 responded no and 30 out of 80 responded some but not

enough. With the exact number of peoples responses I can truly understand whether the blog

would be useful or not.

Do you think trespassing the law can affect your future?

10

59 out of 80 think it can certainly affect their future, 3 out of 80 consider it wont, 13 out of

80 think is most likely to affect it and 5 out of 80 arent sure if it does or not. The questions

helps me to know to what extend teenagers understand the possible consequences of their

acts including the impact on each ones life.

Do you consider the goverment and the school promote succesfully the knowledge of the

infancy and adolescence code?

11

According to the statistics, the majority of people surveyed think it is as a matter of fact

promoted by the government, however its not enough for everyone to take it in. On the down

side, nearly all consider the school lacks interest or effective methods to help teenagers make god

choices.
12

Chapter 3

Evaluation (comparison)

Abstract

This chapter of the construction of the graduation project is based on a comparison that

was made, in order to analyze the details and aspects that are similar and differ between the

desired image and the current situation. To do so, once again, the article Sistema de Realizacin

de un Proyecto by Juan Pablo Aljure, specifically phase e, Elegir, and Habits of a Systems

Thinker to find the error of the process up to this point and set improvements for the final

outcome.

Keywords: Law, Evaluate, Behavior.

13

Introduction

As shown in chapter 1 and 2, the project has evolved to the point where a comparison

between the actual situation and the desired picture has to be made in order to follow the phases

of the article Sistema de Realizacion de un Proyecto by Juan Pablo Aljure. This specific step is

called phase 3, meant to evaluate everything that has been done up until now. The results of the

whole survey will be taken into account in order to analyze if a difference truly exists and to

study once again the arrangements that must be done.

In order to make the comparison, a Venn diagram for comparing both stages will be used,

considering is the easiest way to see the ideas and methodology of a project with the purpose of

improving the projects development process. In accordance with the article people must take

into account 4 factors, evaluation, wishes, planning and actions, owing to the fact that its

supposed to be easier to analyze all factors.

Discrepancies and similarities Desired Image state and Current Situation

Desire Future State Current State

Teenagers from the

14

The discrepancies between the desired image and the current situation are caused by ineffective

methods by parents, institutions and the government to promote proper behavior, acting under

the political constitution and finally knowing and respecting the law.

With this assignment I expect to convey the noteworthiness of regulations by presenting a

blog built up with evidences and life changing situations, being penalized, from people who

decided to pursue incorrect conduct and currently are paying the consequences. I believe

teenagers will take in effortless the message if they get the opportunity to see first hand what

their actions could lead them to.

By the end of my project I want to certify students apprehension of the importance of

being law-abiding citizens and the bright side of righteous lifestyles. Additionally, long term I

want the school to include my blog for educational programs and to contribute reducing the

average of juvenile convicts per day, 60 to 70.

Effectiveness of current actions - Systems thinker

To evaluate my productiveness, 4 out of the 14 habits of a systematic thinker will be taken into

consideration. These are: big picture, change over time, systems structure and consequences.

1. Big Picture:
How can I maintain balance between the big picture and important details?

Considering how teenagers think and the activities they do nowadays, Im able to

create balance between what I want them to learn and what I know theyll take into

consideration.
15

What time frame should be considered as I view the system? The ages of the

population, the dates established in the action plan for the activities and the days to

complete the blog.

Am I keeping my focus on areas of influence, rather than on areas of concern that I

cannot influence? I think I am keeping my focus on areas of influence, because I

provide the consequences and knowledge young adults must acquire, basing my

choosing on the daily life activities and ideas of a person between the ages of 13 and

20.

2. Change Over Time:

What important elements have changed in the system?
So far, I know a small group of them are aware of their actions, however I want to

finish the project to expand the group.

How have the elements changed over time?
With my action plan I share a little the message and help open their minds to the law

that currently exists.

What changing elements represent amounts and how quickly/slowly are they

increasing or decreasing?
Visual aids are in my opinion the easiest and most eye-catching method to attack

teenagers and to influence them into law-abiding.

What patterns or trends have emerged over time?
Social media has been a trend for over a decade, which explains the reason why I

chose to use it in my favour and explanation of why I believe is the most suitable for

the population.

3. Systems Structure:
How do parts affect one another?
If the process isnt developed properly, people tend to unfold erroneously, causing

them to be exposed to committing crimes and of course being penalized for it.
How does the organization and interaction of the parts create the behaviour that

emerges?
16

The organization and interactions is very important for my graduation project because

only throughout both of them a person will understand and remember the laws

according to their ages.

17
