RULES FOR
AFFILIATION OF INSTITUTES

1. AFFILIATION OF INSTITUTIONS.

1.1 An institution shall be affiliated when the National Training Bureau is satisfied
that the following conditions are fulfilled:

i. That the institution is under the management of a regular constituted body.

ii. That the financial resources are such as to make due provision for the
continuous maintenance and efficient working of the Institution.

iii. That qualifications of the instructional staff and the conditions governing
their tenure of office are such as to make the due provision for the courses
of instructions and teaching or training to be imparted by the Institution.

iv. That the admission level of a minimum of 60% in any class or section of a
class shall be maintained or as may be laid down by the National Training
Bureau from time to time.

v. Safety and security provisions arrangements are available.

vi. That the building in which the Institution is located is suitable and that
provision will be made in conformity with the Rules and Regulations laid
down by the National Training Bureau for the requisite facilities.

vii. That any specific fee charged from the students is spent for the purpose for
which it is charged.

viii. That teachers engaged are whole time employees and if part time teachers
are engaged, prior intimation to the National Training Bureau shall be
given.

ix. That all teachers whether temporary or permanent shall be employed on a


written agreement stating clearly the terms on which they are engaged.

x. Those inter-institutional rules are observed.


xi. That candidates shall not be allowed to appear in any other examination
/test simultaneously when the examination/tests at the same time are held
by the National Training Bureau.

xii. That the Institution maintains such register and records of trainees as well
as institutes may be prescribed by the National Training Bureau.

xiii. That the Institution undertakes to observe Rules that may be framed by the
National Training Bureau from time to time and to supply such reports and
returns and other information as the National Training Bureau may require
to judge the efficiency of the institute.

xiv. Affiliation of courses shall be valid for one year and extendable on the
written request of the institute along with prescribed charges.

xv. A non-refundable affiliation fee and annual fee as prescribed by the


National Training Bureau from time to time will be charged from the
Institution along with the application.

xvi. The institution shall not operate other courses which are not approved by
the National Training Bureau without prior intimation to NTB.

xvii. The Institution shall not issue certificate of any kind to the students
bearing logo/monogram of NTB & Government of Pakistan.

xviii. In case of violation of any instruction, the Institute shall be liable for
disciplinary action as deemed fit under rules.

1.2 Unless specifically permitted by the National Training Bureau, no Institution


desiring affiliation shall admit students until the affiliation is finally granted and
NTB reserves the right to regret registration of trainees.

1.3 On receipt of an application, the National Training Bureau shall:

i. Direct a local enquiry/inspection to be made by a competent person or


persons authorized by the National Training Bureau in this behalf in respect
of the matters referred in Regulations (1.1) and such other matters as may be
considered necessary and relevant.

ii. Make such further enquiry/inspection as may be necessary.


iii. Report to the Director General, National Training Bureau on the question
whether the affiliation should be granted or refused, either in whole or in
part, on a permanent basis or provisionally for a specified period subject to
such conditions as may be necessary in respect of the matters mentioned in
Regulations (1.1), embodying in such report the result of any enquiry under
Sub-Section (i) and (ii) above;

iv. On receipt of the report under Sub-Section (iii) above, the National Training
Bureau shall after such further enquiry, if any, as appear to them to be
necessary, decide whether the affiliation shall be refused or granted, in
whole or in part on a permanent basis or provisionally for a specified period
subject to such conditions as may be necessary in respect of matter
mentioned in Regulations (1.1).

v. Affiliation granted provisionally for a specified period if not extended or


made permanent shall lapse automatically at the end of the period for which
its was granted.

vi. When an Institution desires to add to the courses of instruction in respect of


its affiliation, the procedure prescribed for affiliation so far as may be, shall
be followed.

vii. The National Training Bureau shall cause the affiliated Institution to be
inspected from time to time by one or more representatives.

viii. The National Training Bureau may call upon any Institution so inspected to
take within a specified period, such action as may appear to the National
Training Bureau to be necessary in respect of any matter.

ix. The rights conferred on an Institution by affiliation may be withdrawn in


whole or in part or modified if such an Institution fails to continue to satisfy
the condition of its affiliation or if the institution is conducted in a matter
which is prejudicial to the interests of vocational training. Before taking
such an action into consideration, the National Training Bureau shall send a
notice to the Head of the Institution concerned.
x. On receipt of the reply or on the expiry of the specified period the National
Training Bureau after considering the notice shall make such orders as the
circumstances may require.

1.4 Every Institution other than a government Institution shall have respectable
resources, incomes or immovable property or proper funding arrangement,
board of management or a management system, staff, class rooms and
workshop facilities.

1.5 Each year immediately after the publication of examination results, the Director
General shall prepare a list of affiliated Institutions which have failed to obtain an
average of 50 percent of passes in the three preceding examinations, including the
most recent examination. The National Training Bureau may then arrange for a
special inspection of any such institutions, with a view to ascertaining the
competency of the staff, the nature of the teaching and the mode in which class
promotions are given.

1.5.1 All the affiliated institutions within the jurisdiction of the National
Training Bureau shall make available to the National Training Bureaus
accommodation and furniture for holding the National Training Bureaus
examinations/tests. In case the exams/tests for their trainees are conducted
elsewhere, they will pay charges as approved by National Training
Bureau.

1.5.2 NTB can also call trainee at its Campus for tests of knowledge and skills if
so required or warranted. The Institutes will be responsible for
arrangement of transportation and other relevant facilities at the site.

Report and recommendations of the Inspection Committee cannot be challenged at any forum.

TORs for Registration/Affiliation: -

i. Registration/affiliation fee will be 25500/- (500 application fee, non refundable) once at
the time of registration and the annual fee for renewal of registration/affiliation is
Rs.2000/- per trade/year. Registration/Affiliation will be affective after receipt of the
amount.
ii. The registration forms of trainees will be submitted to National Training Bureau
immediately after completion of the admission process. (Hard & soft copies).
iii. Frequent visits of the Institute would be undertaken by representatives of National
Training Bureau to examine the training activities. Conveyance will be provided by the
Institute both for inspection and at the time of examination, if asked for.
iv. Date of Trade Testing shall be fixed with the consultation and prior
approval of National Training Bureau.
v. Changes in courses and duration if any shall only be allowed with the
prior approval of National Training Bureau.
vi. The Institute shall be governed by such rules and orders relating to
Registration, Affiliations, Examinations, Certification, etc. as may be
issued from time to time by the National Training Bureau.
vii. The registration shall be renewed on yearly basis, based on the
performance of the institute.
viii. The Institute will maintain attendance of trainees and furnish to NTB
along with sessional marks both for theory and practical. Minimum
90% attendance, 40% marks in Theory & 60% marks in Practical are
pre-requisite to become eligible to appear in the final examination
which will be conducted under the umbrella of National Training
Bureau. Condone of shortage of attendance upto 5% on medical
grounds or for other cogent reasons is authorized to the Head of
Institute/Principal.
ix. The approval of Director General, NTB will be necessary for affixing all
the fees to be charged from the trainees.
x. Rs. 500/- per trainee will be charged on account of trade
testing/certification etc. charges. Re-test fee will be Rs.1000/chance.

xi. The National Training Bureau reserves the right to cancel affiliation at
any time without assigning any reason.
