Manifesto on Disability Rights to Political Parties for TNLA Elections 2016

Disability Rights Alliance (29th March 2016)

Persons with disabilities form 15% of the population of Tamil Nadu, despite what census figures reveal. The
ratification of the United Nations Convention on the Rights of Persons with Disabilities by the country in 2007
mandates the implementation of the provisions of the convention in the State of Tamil Nadu.,

The Unites Nations has adopted in its General Assembly, the Post Millennium Sustainable Development
Agenda with the philosophy No one is Left Behind.

All this calls for

a. an action to place the convention as a legal framework while formulating and implementing
any policy, State Legislation, programme and scheme in Tamil Nadu.
b. ensuring that all policies, programmes and schemes of the State are accessible and
effectively include persons with disabilities. These policies, schemes and programmes must
specifically mention persons with disabilities as one of the target groups.

The broad indicators will be achieving the following within one financial year:

a. A broad inclusive anti-discrimination legislation to protect and redress issues of denial of rights to all
marginalized groups including those persons with disabilities that have faced denial of their legal
capacity, reasonable accommodation and other forms of discrimination on the grounds of disability. To
achieve this, develop concrete and actionable reasonable accommodation policy in all Government
facilities and services, with appropriate budgetary allocation.

b. Designing Social Protection Floor in lines with ILO recommendation 202 in close consultation with
persons with disabilities and their representative organizations

c. Full & Effective participation of persons with disabilities in all committees, commissions involving
planning, monitoring, evaluation and redressal of all issues concerning persons with disabilities.
