B. STATUS OF LIFELINES

 Major roads and bridges in Regions I, II, III, IV-A, V and NCR are passable to
all types of vehicles
 Cities of Muntinlupa, Las Piňas, Pasay, Manila, Quezon, Marikina, Makati
and San Juan have been experiencing power outages

 OCD CAR reported power outage in Baguio City

C. FLOODED AREAS

 Metro Manila
Quezon City: Aurora-Abad Santos Ave. (eight (8) inches); Tandang Sora
(seven (7) inches) and Sangandaan (gutter-deep) but still passable
Manila: Delpan-Recto (knee-deep); Bambang-Abad Santos Ave. (knee-
deep); Quezon Blvd.-North Bound (gutter-deep); P. Guevarra (gutter- deep);
Lacson Ave. (gutter-deep), Antipolo Espaňa (knee-deep); and Pureza
(gutter-deep) but still passable

 Victoria, Laguna
Consultant to the Office of Governor Emilio Ramon Ejercito III reported
flooding in Victoria, Laguna and requested for rubber boats

C. Affected Population (92 families or 426 persons)


 Forty five (45) families or 225 persons from Brgy. Parang, Jose
Panganiban, Camarines Norte evacuated to Jose Panganiban National
High School and Parang Elementary School
 Thirty one (31) families or 141 persons from Sitio Sabitan, Barangay
Sto. Rosario, Malolos, Bulacan evacuated to Malolos Central School
 Fifteen (15) families or 60 persons from Barangay Paltik, Dingalan,
Aurora were forced to evacuate to Dingalan Elementary School

D. Casualties

 Eleven (11) fishermen in Brgy Sukdan, Bagamanoc, Catanduanes went
fishing on July 12, 2010 aboard three (3) motorized banca fishing off the
Eastern Pacific of Bagamanoc and failed to return home due to bad weather
condition and were confirmed missing. They are identified as Melchor
Chavinia, Crispin Fajardo, Rodulfo Fajardo, Eddie Cordez, Ronnie Dejarlo,
Jose Rojo, Jeven Evangelista, Ramon dela Cruz, Raymundo dela Cruz,
Rudy Evangelista and Noel Briones

 Another eight (8) fishermen from Pandan, Catanduanes aboard a fishing


boat were also reported missing with one (1) survivor identified as Romulado
Trinidad. The eight (8) missing are identified as Rolando Trinidad, Dante
Bermejo, Gener Agiditan, Albert Regalado, Nestor Lopez, Arnulfo Castella,
Sonny Tudis and Jojo Caballen. Local search and rescue operation is not
possible as of reporting time because of stormy and rough seas over the
northern area of the province

III. HUMANITARIAN RESPONSE

A. Preparedness Activities Undertaken

 The following NDCC Member Agencies: DSWD, DOH, DPWH, DepEd,


DOE, AFP, PNP, PCG, BFP, RDCCs and OCDRCs activated their
respective disaster operations centers; alerted their emergency
responders; pre-positioned all available resources in terms of
manpower (response teams/units), equipment and rescue assets and
relief supplies (food and non-food items); conducted meetings; and
disseminated weather and flood advisories to the public

B. Emergency Response

 NDCC-OPCEN facilitated the availability of PAF Aircraft as requested by


OCD5 for the conduct of damage and needs assessment in the provinces of
Catanduanes, Camarines Norte and Camarines Sur. The AFP Chief of Staff
directed COMSOLCOM, Attn. U3 to preposition two (2) Heli at TOG5, PAF,
Legaspi City NLT 0600H on July 14, 2010

 DepEd announced the suspension of classes in Metro Manila, Laguna,


Batangas, Quezon and Cavite

 MERALCO reported Luzon-wide power outage and the crew of National


Grid Corporation of the Philippines (formerly TransCo) are on patrol to
assess the condition of transmission lines in Luzon area

 1st Infantry Battalion, PA under Col Bob Bacarro with 2 rubber boats
responded on the reported flooding in Victoria, Laguna and PCG Laguna
with three (3) rubber boats were also alerted
