TITLE
1.00 SCOPE
The scope of services shall include design, engineering, manufacture, assembly, shop
fabrication, documents generation, procurement, insurance, supply, unloading, storage &
handling, cables, pipes, erection hardware, erection and associated civil works ,coordination
with other vendors and commissioning at site, performance testing at shop and site, shop
inspection and testing, packing, forwarding, submission of all drawings/documents, obtaining
statutory approvals from government and other agencies required during manufacture and
commissioning etc., and finally handing over the complete Central Control Room Work &
Simulator Room Work till the complete satisfaction of customer for 3 x 660 MW super critical
thermal power plant at Lalitpur, Uttar Pradesh.
1. Design & Ergonomics of Central Control Room in 17.00 Meter floor of Service Building of
dimension 34900 mm x 21000 mm.
2. Design & Ergonomics of Simulator Room in 12.25 Meter floor of Service Building of
dimension 21500 mm x 7000 mm.
3. In order to achieve an optimum sequence of operations, all technical elements and
equipment shall be arranged at the worksite, in the rooms, in line with their function to
offer ease of operation and maintenance.
4. The Ergonomic design approach of control workstations and the layout of the control
room should all contribute to achieving the performance objectives set for the control
room.
5. Every aspect of man, machine and environment interactions shall be considered from
raised flooring to acoustic concerns, indirect lighting and the wellbeing, health and safety
of each workman all need to be addressed.
6. The control room shall be so designed to reduce noise level in the general environment
around the control room and shall not exceed 45 dB
7. Insulation if required shall be used to protect control room operators and their associated
equipment from vibration transmitted from general environment.
8. The colours, textures and materials shall be selected to provide a pleasant working
environment and a calming backdrop to the control activities being undertaken.
9. The excessive use of either dark or light finishes on control room structure should be
avoided.
10. CCR shall have an access from Service Building to Power House Building through Air
locks to reduce the noise level as well as heat load. Each Air-lock space shall have two
numbers of double leaf glazed aluminum doors.
11. The wall facing the 2.0 M wide Corridor and outside hall shall be fully glazed aluminum
partition wall with hermetically sealed insulating glass panels.
12. Bidder to coordinate with HVAC, fire-fighting (Purchasers Scope) & other agencies while

TITLE
finalizing the positioning of illumination fixtures and design of false ceiling in CCR. The
illumination fixtures should not foul with air conditioning ducts/diffusers/fire fighting
nozzles. Bidder also to confirm for minimum noise from the system.
13. Bidder to confirm for the improve operator vigilance.
14. Bidder to design in a way to enhance the comfort and the health of the operator.
15. The Illumination arrangement shall be appropriate for the visual demands of the tasks to
be carried out in the working environment and take into account normal as well as the
effects of artificial and natural light. Also bidder to check the lighting schemes to avoid
veiling reflections and reflected glare off screens.
16. Bidder to note that Airflows shall be controlled such that personnel do not suffer direct
draughts. In order to help achieve this, the air velocity shall be checked.
17. Bidder to provide partitions between the following rooms in CCR -
a. Between Misc. panel room & Service area.
b. Between Documentation room & Service area.
c. Between Shift Incharge Room & Service area.
d. Between Programmers Room & Service area.
e. Between Misc. panel room & Documentation Room.
f. Between Documentation room & Shift Incharge Room.
g. Between Shift Incharge Room & Programmers Room.
h. Between any other rooms inside CCR as per finalised layout during detail engineering
18. False ceiling of CCR including Service area, Misc. Panel Room, Documentation Room,
Shift Incharge Room, Programmers Room & any other room inside CCR shall be
provided by the bidder.
19. Tile flooring of CCR including Service area, Misc. Panel Room, Documentation Room,
Shift Incharge Room, Programmers Room & any other room inside CCR shall be in
bidders scope
2. Operational Considerations
a. Room Layout Layout should allow the direct verbal communication between control
room operators.
b. Posture Variations The Control Room Workstation layout should cater for control
room operators to vary their postures during periods of work.
c. Circulation of personnel and maintenance access The circulation of control room
staff, maintenance staff and all visitors should be achieved with minimum disruption
to the work of control room operators & Lighting in Control room

ILLUMINATIONINCCR
1.00 ILLUMINATION
The entire Illumination in CCR Room including Ceiling light, Diffused bounce light, LED light,
Emergency light etc. shall be in bidders scope.
The lighting intensity in a room must not be so high that there is any risk of injury.
Considerable problems will arise if the light intensity is high and the light fittings are of an
unsuitable design that gives rise to glare. Too low a lighting level also reduces performance
considerably. A suitable illumination level in a control room is about 1000 lux or higher at
night-time to keep the operators arousal at a high level. The luminance distribution in the
room has to be comfortable. This is determined by the reflection factors on the surrounding
surfaces. The reflection factors are the proportion of light reflected or retransmitted from a
surface, varying from 0.0 for totally black to 1.0 for total light reflection. The reflection factors
of the room surfaces should be about 0.2 to 0.4 on floors, 0.4 to 0.6 on walls, and about 0.4
to 0.8 on the ceiling.
Light Fixture shall be chosen according to Lux Level Calculation as per the requirement in a
control room. Continuous type of light shall be provided in the control room for better
aesthetic look.
Complete with slim open type low loss diffused bounce light of 2'X2', complete with slim open
type low loss electronic ballast and accessories pre-wired up to terminal block in the control
gear chassis. Recess mounted indirect direct down light luminaire 2X36W CFL (TC-L).
It will be a continuous rail with 25,000 Hr. life and multi-colour changing option using a
remote control. Length of LED light will be approx. 150 Ft.

b) Provision for concealed wiring, switches etc. shall be the integrated part of paneling.
Provision for diffuser lights (vertical and horizontal) shall be provided in the paneling/partition.
c) Panelling with 3mm thick Aluminum Composite panel sheets shall be made from 4000 mm
to Ceiling level. Inside of the sheet shall be Low Density Polyethylene Inner Layer
Sandwiched between Aluminum Foil on both sides.
Aluminum panels shall not be pasted on sections and have provision of removal
during damage. It shall have modular fitting system to get better finish. All panels shall
be of prefabricated type and just to be fitted at site.
Properties:-
a) Good sound insulation reduces unwanted vibration noise.
b) Resistance to extremes of weather exposure and temperature.
c) High impact resistance.
d) Very low coefficient of expansion.
e) Can be cleaned using detergents.
f) Superior flatness ideal of creating smooth, monolithic surface.
The structure will be made of 2 by 2 Aluminium extrusion (2mm thick), the ACP sheets will
be pasted on the structure with 3M tapes for better life. Structure will be filled with glass wool

of 1 thickness for thermal and sound insulation. Acoustic grade fire retardant fabric (min
1.5mm thick) will be fitted at some parts of the control room with LED recessed lighting. It will
be on at least 20% area of paneling.
1.00.03 Panelling (wall cladding to decorate the wall) in Central Control room
Panelling made with the combination of Formed Aluminium panels (which are
embossed/engraved with acoustic feature), Aluminium composite panel and glass, shall be
done in major part of control room. It shall be a combination of perforated and non-perforated
panels as per the acoustic requirement. Provision for concealed wiring, switches etc. shall be
the integrated part of panelling. Provision for diffuser lights (vertical and horizontal) shall be
provided in the panelling/partition.
Panelling with 3mm thick Aluminium panel sheets from 4000 mm to Ceiling level.

TITLE
Description of different types of false ceiling that shall be utilized to form aesthetically
pleasing and matching with modern hi-tech interior decoration of the control room are as
follows.
Lineal pre coated aluminum alloy ceiling stove enameled on both sides with suspension
system. The false ceiling work shall take care of all illumination, fire detection & fighting,
HVAC and all other service requirement. False ceiling shall be provided with 25 mm thick
Insulation of resin bonded mineral wool of latest standards. Wherever under-deck insulation
is required the insulation shall be 50 mm thick resin bonded rigid mineral wool / polystyrene
block with protective aluminum foil lining.
Designer False Ceiling will be combination of Formed FRP panel, Mineral Fiber ceiling,
curved perforated steel, gypsum ceiling including painting, acrylic solid surface and
Toughened glass of 12mm thickness. Overall look of the ceiling shall be technical. The
design and selection of material will depend on the overall aesthetics and acoustic
requirements of the control room.
Please Note:
Consider clear height between floor and false ceiling will be 4000 mm in CCR.
Consider clear height between floor and false ceiling will be 3000 mm in Simulator Room.
It consists of hot dipped galvanized steel sections and Pre-finished coated mineral Fiber
board ceiling tiles 15mm thick of size 600mm X 600mm or 600 X 1200 with durable edging.
b. Pre- finished/ coated metal perforated ceiling tiles (with acoustical fleece) 15mm thick (of
size 600mm x 600mm / 600mm x 1200mm) with durable regular edging and having

Special Frameless fittings for Doors will be with door spring and locking arrangements and
both way 2 ft. long SS handle (German fittings).
Thk:- 12mm.
Width of double glass door: 1500 mm
Width of single glass door: 900 mm
MAIN DOOR (airlock room): 12 mm thick frameless toughened double doors with SS handle
of 2 ft. All fittings will be of approved manufacturers or equivalent by purchaser which
includes door stopper, floor spring, lock and all necessary hardware.
Double acting glazed aluminium door with minimum 15 micron colour anodized finish shall be
used having glazing thickness 6mm of clear float glass of approved brand. The doors shall
be complete with weather seal, gaskets, floor spring, doorstopper, door locks, push/pull bars
of similar finish and all necessary hardware. The aluminium sections shall be similar to
HYDRO-Domal system.

1. Bidder to refer annexure-A for tentative layout of CCR. The total area of CCR is
34900 mm X 28000 mm including Service Area, Programmers Room, Shift
Incharge Room, Documentation Room, Expansion Room and Misc. Panel Room.
2. Bidder to refer annexure-B for tentative layout of Simulator Room. The overall
dimension shall remain the same as 21500 mm X 7000 mm. However the exact
requirement and dimension of different rooms indicated such as Lobby, Instructor
Room, Field Terminal Room and Server Room shall be provided to bidder after
award of contract.
