Project title Modernisation of a local road of public interest
Short description The project aimed at renovating and modernazing a main road,
(max. 1000 used by Chiocanesti community as well as the neighbouring
characters) streets, leading to it. The proposal was developed as a result of a
public discussion during which improving access to roads and
streets was put forward. The Action covered a number of road
construction activities, which significantly changed the
transportation accessability, including: 7,5 km renovated road
surface, modernized pavementsattached to it as well as several
adjacent streets, used by the local people. As a whole the
project impacted greatly the community development and
overcame the isolation of the communa.

3. Project description
At the same time, the project takes into due account the
need to encourage environmentally-based economic
activities in the area. Following this principle, it plans for
promoting the issue of sustainable development via a Media
campaign Terra Common: Green Cross-Border
Communities. It advocates the usage of renewable energy
sources instead of coal burning and fights against
deforestation, so that the cross-border rural communities
remain green and unpolluted.
Such an approach contributes to co-operation for
sustainable development, which on its turn leads to better
social and cultural coherence among the cross-border
communities.

twofold happening in Sitovo. It will

They will take part in a variety of
cross-cultural events, including a
RO folk show and an exhibition of
apricot products, grown in the
region. The specialized training for
apricot producers will be focused
on sharing traditional crafts
experience. It also creates
professional networking via a field
trip to get hands-on experience of
this craft. The participants will
share opinion and will enjoy
professional lecturing.
The project provides
transportation, catering service for
them as well as accommodation in
a hotel for one night.
Please explain in maximum 500 characters the cross-border impact of the project.
By implementing exchange visits, the project brings closer the people from four
cross-border rural communities. Based on local advantages, the visits offer art-
centered activities to overcome the deficiency of language skills and build personal
linkages and mutual trust. Next, the project establishes cross-border communities
cooperation to encourage the development of the rural area along the Danube
banks. Step by step, it demonstrates how art-centered joint products can impact
cultural and social cohesion among the cross-border village population.

The overall objective and the specific objectives of the project are coherent with:
Community Strategic Guidelines for Cohesion Policy 2007-2013. It states that
cohesion policy supports the balanced and sustainable development of the territory
of the Union at the level of its macro-regions and reduces the barrier effects
through cross-border, transnational and inter-regional cooperation and the
exchange of best practices.
On its turn, the project proposal invests in establishing personal links, trust and l
cooperation among four rural communities to empower their development. To
achieve this, the project participants are involved in innovative events, based on
the cultural heritage, traditions and crafts. These art-centered activities inspire
them on how to devise joint visitor-oriented products to boost tourism
development. Through art and culture exchange they are enabled to get into each
other shoes and search for joint initiatives. In the long run such a policy might lead
to rural tourism development as the most tangible economic perspective. Thus the
project contributes to overcoming backwardness and the lack of cross-border
cooperation in the communities along the Danube.
Renewed EU Sustainable Development Strategy (SDS), this programmes
strategic goal states the commitment to promote the use of human, natural and
environmental resources in a sustainable way.
The SDS overall objectives and seven key priority challenges have been taken into
account in drawing up the project. The preparation team has identified specific
events to promote prudent usage of resources and renewable energy sources.
Furthermore, the Action implements a Media Campaign on Terra Common: Green
Cross-Border Communities as well as a childrens drawing event. These activities
combine initiatives to encourage joint actions with an environmental impact. They
stimulate people to think and plan for a more efficient way of using power
resources. Thus, the proposal actually promotes sustainable usage of any kind of
cross-border resources.
European agenda for culture - Communication from the Commission
It states that:
In today's Europe, cultural exchanges are as lively and vibrant as ever. The
freedom of movement provided for by the EC Treaty has greatly facilitated
cultural exchanges and dialogue across borders. Cultural activities and the demand
for cultural goods are spreading, with unprecedented access thanks to new
communication tools.
In accordance with this statement, the project acknowledges the desire and
curiosity of the rural communities to exchange with and benefit from the
neighbors cultures. Such an initiative will raise their capacity and will bring to
the diversity of our societies.
National Strategic Reference Framework for Romania 2007-2013 and the
National Strategic Reference Framework for Bulgaria 2007-2013. These two
frameworks focus on the reduction of isolation through improved access to
transport, information and communication networks and services. The proposal also
focuses on overcoming the isolation of the rural communities by promoting the
usage of Internet based information.
The Lisbon objective
Through joint innovative events, taking place in BG and RO, the project stimulates
the people to exchange ideas, skills and approaches. Thus the project is also in
line with the Lisbon objective to encourage life-long- learning (eur-
lex.europa.eu).
The project proposal is also coherent with the
Municipal Development Plans 2007-2013 of the four rural Municipalities.
These Municipal Development Plans 2007-2013 envision Priorities and relevant
measures to establish cross-border cooperation and to contribute to networking
and sharing of innovative practices.
Climate Change The project acknowledges that global warming is the greatest
threat the world faces. A large amount of global warming is
caused by human activities, including the burning of fossil
fuels and deforestation. These two main reasons could be
observed in the whole project area: Alfatar-Sitovo-Kainardja,
BG as well as partially in Ciocanesti, RO.
Thus, the project explicitly identifies this topic as part of the
exchange visit events. This means that each visit agenda
includes an art-centered activity on the topic of how to prevent
the climate change. For example, the visit in Sitovo offers
childrens drawing event Save the Green. The latter will
enable young students from Sitovo and Ciocanesti to draw
together and express their ideas on how to preserve the forests,
keep the region green and to prevent over usage of resources.
Also, the generated ideas on joint cross-border visitor-oriented
products will incorporate promotion of energy saving measures
in order to prevent future climate changes.
The proposal also plans for a Media Campaign Terra Common:
Green Cross-Border Communities to raise public awareness on
possible reduction in every-day consumption of resources.
Through presentations on technically accessible renewable
energy, the campaign will promote reduction of coal usage in
the region. It also showcases BG and RO innovative practices in
the usage of solar energy for domestic or small business
purposes.
The project complies with the European Commission Regulation (EC) No.
1159/2000, which sets down the European Commission requirements on information
and publicity actions.
Thus, publicity activities aim at:
Provision of information on the availability of EU Structural Funds;
Recognition of the role and support provided by the EU Structural Funds and
the ERDF;
Promotion of understanding of the objectives and achievements of the
measures supported by the CBC Romania-Bulgaria Programme.
For publications and promotions, the project team will comply with the following
requirements:

4. Exit/continuation strategy

The project proposal argues that the planning of Exit/continuation strategy needs
time to unfold. When this document concerns the sustainability and upgrade of public
activities with numerous stakeholders, it needs to be openly devised, discussed and
approved. Thus the proposal provides a general plan on how and what kind of
continuation strategy will be produced at the end of the envisioned activities.
General Plan on how to define the Project Continuation Strategy
Main goal: To further strengthen and expand the cooperation and create a network
between the rural communities in Calarasi County and Silistra District by involving
more stakeholders to improve social and cultural coherence and encourage
development.
Responsibility
The Project team and the members of the Joint Evaluation Committee will be
responsible for devising a continuation strategy for networking among the project
participants and defining joint project ideas to work on. The issue will be placed on
the agenda of the earliest meetings.
Activity Plan
The long-term activities to be considered for incorporation in the Strategy are:
1. Definition of joint visitor-oriented products (joint happenings, performances,
festivals), based on the promotion of the cross-border cultural heritage,
traditions and attractions. These will be discussed by the local participants and
consulted by a professional in order to be implemented for tourist attractions.
2. Definition of joint project ideas During the second part of the exchange visits,
the participants will be encouraged to generate project ideas to follow the
current CBC Action. This pipeline of project ideas contains the practical steps
on how joint tourist-oriented products will be implemented in the future. The
project team and the Joint Evaluation Committee will professionally consult
the initiatives and will assist their further development. Preliminary surveys
indicate that some infrastructure projects for tourism development are
expected to be suggested in addition to soft projects.
3. The ACBCD, as an organization targeted at sustaining cross- border cooperation
will ensure that future cross-border activities will continue to receive
prominent attention by the public and media.
Political Support
On project ending, the project team will prepare presentations on the draft of the
Continuation Strategy. These multi-media presentations will be performed before the
City/County Councils to gain political support.

implemented or its implementation could be delayed.
I declare that the own funds as well as the funding sources necessary to run the
project before and between the reimbursements from the programme is in place and
the carrying out of the project will be in accordance with the relevant national and
European Community regulations, including national and European public
procurement rules.

that if the present application will arrive to the Joint Technical Secretariat after the
