1.0 INTRODUCTION

1.1 General

This Program of Requirements (PvE) relates to a new way to certify the sprinkler
protection in the buildings of the new construction Kooyman megastore, Jan North

Duinweg to Curaao, conducted with a possibility for automatic notification. The
sprinklers in the buildings, as shown on the attached situation can be fitted with a
drawing automatic sprinkler installation. The sprinkler system will be designed and
constructed in accordance with the NFPA standards.

1.2 Principles

As a starting point, the items used drawings made available by thecontract drawings;
"REMCO 20160202.ref Kooyman Megastore2_01.02.2016 dated 15-2-2016

The program of requirements includes:

Store
Drive Thru
HV storage
Cement and long material

As a starting point the sprinkler protection, shall be subject to the conditions laid down in
this Program of Requirements. In the event of a change in these circumstances, ond
must contact the Fire Brigade and the author of this PvE as this may affect the sprinkler
protection. DCE functions in this as recognized by the fire or PvEopsteller installer. Only
the Fire of Curacao is the status "authority having jurisdiction" such as in NFPA is fixed.

1.3 Objective

The sprinkler protection serves as total security to be achieved in the entire complex,
via Store, Drive Thru, HV storage and Cement & Long material. The sprinkler system is
designed to detect a fire at an early stage and the fire-with water to extinguish, or at
least to ensure that it cannot extend further than the fire the initial stage which also
needs to be met the objective of a creating equivalence with longer escape routes and
may increase fire compartments. The sprinkler system will have to be provided with a
required by the state fire brigade and accepted certificate.

By providing the premises of a certified sprinkler system and components are


considered independent fire compartments. The buildings will also be equipped with a
fire alarm system certified, and the so-called "small extinguishers".

1.4 Risk assessment

The buildings include the following main items:


Megastore
- Level 1 (ground floor); Store, warehouses and Drive Thru
- Level 2 (1st floor); offices
Storage of goods are provided and stored in accordance with and to the above
maximum
current stack heights.

The building will be designed as shopping centers (accessible general public), the
hazard classification of the sprinkler system in accordance with NFPA requirement is
determined by:
Store - and HV storage EH-one 12.2 mm / min over 232 sqm,
Drive Thru EH-2 12.2 mm / min over 465 m

1.5 Applied regulations

For the sprinkler system to be applicable and should be used strictly as such:
- Prescription Automatic Sprinkler systems, issued in January 1987 by the BvS (now
CCV), revision 1996, hereinafter referred to as VAS here.
- NFPA 13-2007 "Standard for Installation of Sprinkler Systems".
- NFPA 20-2007 "Standard for Installation of Stationary Pumps for Fire Protection".
- NFPA 25-2002 "Standard for Inspection, Testing and Maintenance of Water-Based
Fire Protection Systems ".
- NEN 2535.

1.6 Validity Rules

Where the provisions of this Statement of Requirements for the sprinkler system differs
from above rules prevail the provisions of this Statement of Requirements. When
changing circumstances and/or use of the buildings is on the for competent agencies to
be assessed (Fire, PvE author and Certifier) or e.e.a. affects on the principles and
requirements laid down in this program of requirements.

1.7 Certification

The sprinkler system should be to the satisfaction of the local authority fire certified as a
guide wherein the European Accreditation requirements can be applied. It should be a
government fire department recognized independent inspection body perform the
following tasks:
approve design (drawings and hydraulic calculations) before beginning installation;
between inspections;
completion inspection;
After completion regular biannual inspections by certifying authority

The plant design and the results of the above testing and inspections should be for
review and approval by the inspection body and the fire brigade provided.

Just sprinkler technical materials FM, UL or VdS approval or any other by the Fire
Brigade of Curacao approved or approve sprinkler technical materials may are applied.

1.8 Requirements to the installer must comply

The sprinkler system should be designed, constructed and maintained by the local
authority fire sprinkler fitter recognized or approved sprinkler maintenance.

3.0 SCOPE OF PROTECTION

3.1 Scope

3.2 Non sprinklered spaces

3.2.1 Separations between unsprinklered and sprinklered buildings and/or areas

separation with a WBDBO of at least 60 minutes. From the sprinkler requirements

the different areas.

3.2.1 Spaces above ceilings

Spaces above suspended ceiling need not be equipped with a sprinkler system if the
fire load is less than 0.59 kg Whitewood / m (11.21Mj). Any vertical separation between
unsprinklered spaces above suspended ceilings and any sprinklered space must be
resistant against a temperature which is approximately 50 C higher than the fusing
temperature of the sprinklers on the spot. The origin of fire must be ruled out in this
unsprinklered areas. This is the case when no ignition sources are present in the space,
such as: sockets, ballasts and lighting installation mounted on a flammable surface as
well as certain types of electrical wiring, pipes and ducts comprising flammable
materials or surrounded by flammable insulation materials. Cables are allowed for the
transmission of electricity to a voltage of 250 volts, single phase and maximum bundle
of cables 15 (gutter) The structural and organizational requirements are set out in
sections 7 and 8 of this PvE.

3.2.2 High and low voltage areas

High and low voltage areas are not included in the sprinkler protection, provided they
are in the satisfy conditions from Chapter 7.

3.2.3 Wet areas

Toilets in public areas should also be provided with a sprinkler protection. Toilets which
are used only by employees, may outside sprinkler protection are held. These rooms
shall be designed in accordance with the conditions defined in Chapter 7. The areas of
these toilets are however part of the sprinkler protection. Other wet areas need not be
included in the sprinkler protection. These spaces shall be carried out according to the
conditions described in Section 7.

3.2.4 lifts

4.2 Highest sprinkler in the building

The highest sprinkler in the building is around 10.60 meters above level.

4.3 Response Temperature

In places where it may be higher ambient temperatures must with sprinklers


an operating temperature of 30 C which is higher than the ambient temperature may
be used. At the following locations should be sprinklers with an operating temperature of
about 93Oc applied:
In rooms where the equipment installed quite a lot of heat (techn.ruimten, kitchens);
under skylights.

4.4 Barriers include sprinklers


Under no obstacles sprinklers may be installed. Lighting fixtures, ventilation units
and the like should be arranged at such a distance from the sprinklers that these
according to the installation instructions constitute obstruction. Coordination between
relevant needs the parties to take place. Among obstructions which are located below
the plane of the sprinkler deflector, must, in accordance with the finger binding
provisions, additional sprinklers are arranged so that the floor surface and/or stored
goods are fully protected.

4.5 Alarm valves and flow switches

By the distribution of alarm valves and/or flow switches section format should be
realized. For the distribution of the section in Chapter 6 and Annex 2. The alarm valve
should be positioned centrally in the HV Storage building.

4.6 Pipe diameters

The determination of the pipe diameters will be made by the installer through the use of
hydraulic calculations.

4.7 Mains and main distribution lines

The sprinkler installation of the pipeline network should in principle be manufactured


from steel NEN 3257 DIN 2440 and BS 2399 DIN 2458 galvanized finish, unless the
principal different requirements be asked.

4.8 Sprinkler Pipes

The sprinkler installation of the pipeline network should in principle be manufactured


from steel NEN 3257 DIN 2440 and BS 2399 DIN 2458 galvanized finish, unless the
principal different requirements be asked. The sprinkler pipes can be attached to the
steel structure and storey floors. hereby, in consultation with the manufacturer, to be
adapted to the strength of the floor. (See Article 7.5: lead weights).

4.9 Pipes in the ground

N.A.

4:10 Inspectors Test Connection (ITC)

In order to test the fire alarm should at the most unfavorable hydraulic portion
by alarm valve and / or a flow switch ITC applied to the pipe. The K factor
of the passage must be in accordance with the applied sprinklers. The ITC will need a
closed solid waste are provided complete with sight glass connected to the sewer or
rainwater. Also additional ITCs, which may be added during work, serve
in this way to be connected. The ITCs should be made to an easily accessible place,
with visible complete text plate.

4.11 Flush valve (DSA)

At the end of each manifold is in accordance with the requirements to be a flush valve
placed. This valve is used to wash away impurities left behind during assembly
before putting the sprinkler system in operation and, according to the sprinkler
requirements concerning pipeline to flush the ledingnet once a 3-year.
The flush valve has a diameter equal to the distribution conduit to which it is connected
to and with the DN50 diameter. Diameters of DN65 or larger are provided with a shut-off
valve with a nominal diameter of DN50.

5.0 WATER SUPPLY

5.1 General

The sprinkler system should be provided from and performed as a single water supply
(3rd degree) in accordance with the provisions of NFPA 20. (Chief) water supply will do
a clean-water tank of at least 240 m service. The clean-water tank must be equipped
with an automatic refill it serves 75 dm / min amounts. The sprinkler pump room should
be equipped with sprinklers with a separate (fire) reporting on the signaling panels.
The sprinkler pump should be installed in the direct vicinity of the clean water tank and
to be Diesel driven performed as "fire-pack".

This connection should be carried out in consultation and with the approval of the fire

5.3 Jockey Pump

For keeping the sprinkler system pressure an electrically driven auxiliary pump should

5.4 Drainage test and cooling

connected to sewage drains, if necessary i.v.m. level differences provided a so-called
dirty water pump of sufficient capacity.

5.5 Capacity Test

In the pump chamber is to be applied a device, for carrying out a capacity test. The
capacity test must be able to be carried out, without causing nuisance to the
environment.

5.6 Sprinkler Pump Room

The sprinkler pump chamber is in consultation with the client / principal in the immediate
vicinity of the clean-water tank to be situated, this in connection with the restriction with
respect to the allowed length of the suction pipe. The sprinkler pump room should be
equipped with sprinklers. (Separate section)

5.7 Power

The power supply of the elektropompset must be placed and executed in the ground as
armored cable type VG-YmvKas-mb. The power should the main switch

6.0 SPRINKLER PROTECTION SYSTEM

6.1 Sprinkler Panel


The fire pump room serves up a sprinkler control panel through the sprinkler installer
VAS according to Chapter 9, BS 2535 and BS 1010, or in accordance with NFPA.
The unit must be performed at least IP44. It is used to the benefit of the

The flow switches shall be so adjusted that it does not lead to false fire alarms. The
sprinkler switch control unit, is intended from the distribution device, from a separate
(reliable) group to to be fed.

6.2 Controls from the sprinkler panel

6.2.1 Control ventilation system

In the event of a fire situation, the ventilation is switched off for each zone.
Near the fire panel to be made switches, receivers for interrupting ventilation circuit.
These are intended for the fire brigade. They can use their expertise decide whether
they want to switch supply 100%, 100% discharge or otherwise.

6.2.2 Control of conveyor systems

6.2.3 Control evacuation system

The sprinkler installation of the fire alarm must be connected to the evacuation system.

6.2.4 Bridging controls

The controls carried out by the sprinkler panel must i.v.m. the weklijkse test sprinkler

6.3 Fire Panel

At the location of the fire brigade input must be aagebracht a fireman's panel. On this

6.4 Cabling
The cables for the sprinkler reporting system in accordance with the rules of BS 2535
and BS 1010 to be constructed. All cables should be monitored for wire breakage. A
wire breakage in the system, serves as a failure to be reported on the sprinkler panel.
6.5 Job Retention

According to BS 2535 cables which serve more than 1 minute should continue after a
fire alarm function, so are selected or protected, that they can stay in place for 30
minutes function. This can be achieved by the cables with functional integrity to
regelgeveing laying, or by protecting them directly with sprinklers.

6.6 Fire Entrance

The location of fire input (s) should be determined in consultation with the fire
department. The fire input will be marked by a flash light. As necessary, in order to gain
access to the building element are provided with a key safe / tube.

6.7 Remote alarm alarms and faults

In view of the fact that automatic notification of the fire alarms, as well as the fault
signals the sprinkler system cannot yet to the Fire Department through a landline

7.0 BUILDING AMENITIES

7.1 Draft stops

In those places where the drain can quickly heat generated by a fire to a higher level
without causing sprinklers could occur at a lower level in operation (under other ceiling

below the level of the sprinkler leek plate, be at least 300 mm high, and resistant to a

7.2 Unsprinklered spaces above ceilings and partitions

The origin of fire must be ruled out in this unsprinklered areas.


This is the case if no ignition sources are present in the space, such as:
sockets and recessed lights mounted on a flammable surface;
Certain types of electrical wiring, pipes and canals consisting of flammable materials
or surrounded by flammable insulation materials.

Unsprinklered voids located between two walls or above ceilings, whose mutual
distance is less than 0.8m, may not extend over more than one floor. the spaces
should be divided by vertical partitions of non-combustible material in compartments
not exceeding 15 m in length. Spaces above suspended ceiling need not be equipped
with a sprinkler system if the fire load is less than 0.59 kg Whitewood / m (11.21Mj).
The above suspended ceilings have a resistance to fire penetration and fire to

7.3 Unsprinklered rooms for electrical equipment and elevators

The walls, floors and ceilings shall be of non-combustible materials and fire resistance

door structures must have a fire resistance of at least 60 minutes; the
door constructions of the elevators need only to have a fire resistance of 30 minutes;

8.0 ORGANIZATIONAL MEASURES

8.1 Unsprinklered spaces above suspended ceilings and partitions

8.2 Barriers include sprinklers

8.5 Other provisions

With sprinklers and sprinkler pipes may no cables, pipes or other items are confirmed,

9.0 ACCEPTANCE AND MAINTENANCE

9.1 Inspections

Prior to be made any false ceilings, the inspecting authority shall be invited to an
intermediate inspection. The intermediate inspection aims, inter alia, to establish and
ascertain whether the installation is made in accordance with the approved design.

9.2 Completion Appearance

At final inspection, the following information must be available: a. A maintenance and


operating instructions of the applied plant (s); b. a logbook for inspection, monitoring
and maintenance of the constructed facilities; c. a complete set of record drawings on
which all system data are listed; d. a situation drawing on A3 / A4, which stated:
- The buildings / premises are protected;
- The horizontal and vertical segregation;
e. signed afpers- and sweeping statements; f. hydraulic calculations and pump
diagrams; g. complete information on the water supply.
The sprinkler pump room should be present:
A laminated copy of said operating requirements;
The required number of spare sprinklers sprinkler key (s) as indicated in the VAS /
NFPA 13.

In addition, the staff should be re-instructed with regard to the operation of the applied
facilities in order to fire and / or failure to achieve a performance as effectively as
possible.

9.3 Management of the sprinkler system

It is mandatory to test the sprinkler weekly by a trained person its smooth operation in
which at least the following specific reports should be tested:
Start / Stop Jockey Pump
Start main pump
Low pressure main line signaling
Fire from each valve
Reports to the central station (PAC) The results of tests and inspections to be
consistently recorded in the log. All modifications and / or extensions of the applied
system (s) must be on drawings processed and presented to the inspection authority
and the fire department for review.

9.4 Maintenance

It is of importance to the applied systems and its components for proper operation and
monitor operational condition . It should also be monitored controls.

9.4.1 Notes on maintenance sprinkler systems

The work specified in the maintenance table are to be performed by trained personnel
according to regulations. This list is in addition to the small-scale maintenance in
two- four weekly testing should be carried out .

Minutiae

All work should reports be prepared. A copy must copy the inspection body and
firefighters are dispatched. For the sprinkler panel a maintenance contract should be
terminated. It should once per year are performed by the maintenance provider to the
sprinkler control panel.

9.5 Continuation certification

The sprinkler protection should be inspected annually by an inspection body, see sub.
10.1. Each year, a copy of the certificate must be sent to the fire brigade.

10.0 ADDITIONAL PROVISIONS Attn THE SPRINKLER SYSTEM AND


CERTIFICATION

10.1 Provisions

Any changes and/or changes regarding the project, and in that regard the provisions of
PvE this should be done at any time in consultation with and to the satisfaction of the
Fire Department. The inspecting c.q. certification activities by serving a separate, by the
fire recognized and independent organization / institution, to be carried out. All
documents relating to the design of the sprinkler system must be submitted for approval
submitted to the Inspecting/Certifying Authority and the Fire Department. The
intermediate inspections and final acceptance inspection is in front of the fire to be
carried out while achieving a complete and, as such, authenticated "As-built document
