17.08.380 - Stop signsAll approaches.

Stop signs on all approaches to an intersection are warranted if any of the following criteria
are met:

A. Electric traffic signals are warranted, and the stop control is to be used as an interim
control device;

B. Five or more police reported accidents in a 12-month period of types susceptible of


correction by stop on all approaches;

C. Traffic volumes in the following combination are present:

1. Total vehicular volume entering the intersection from all approaches must be at least
500 vehicles per hour for any 8 hours, and

2. The combined vehicular and pedestrian volume from the minor street must be at
least 200 units per hour for the same 8 hours, with an average delay of vehicles on
the minor street of at least 30 seconds per vehicle during the maximum volume
hour;

D. When both streets are local by classification and 51 percent of the registered voters in
the block facing adjacent to the intersection indicate by petition that they desire the
control and when the alderman or aldermen from the ward or wards, wherein the street
or streets are located, indicate that they desire the control; or where the alderman or
aldermen from the ward or wards wherein the proposed stop sign is located desires the
control.

17.08.390 - Stop signsTwo-way approaches.

Stop sign control is warranted for the lesser volume street when one of the following criteria
is present:

A. The street is presently controlled with a yield sign and there have been 3 police reported
accidents in a 12-month period caused by motorists failing to heed the yield control;

B. Vehicular volume averages 150 vehicles per hour for any 3 consecutive hours;

C. Three (3) police reported accidents in a 12-month period of types susceptible to


correction;

D. Sight distance for either of the approaches of the minor volume street is restricted such

that the safe approach speed is less than 10 mph;

E. When a local street by classification intersects with a collector or arterial street, the local
street shall be controlled;

F. When two local streets intersect and in the opinion of the Traffic and Transportation
Administrator safety requires the assignment of right-of-way for one street and when the
appropriate alderman or aldermen from the ward or wards, wherein the street or streets
are located, indicate that they desire the control.

17.08.400 - Special stop signsGenerally.

The following school, playground, church and special purpose stop control shall be warranted
when the criteria described in Sections 17.08.410 through 17.08.440 is satisfied.

17.08.410 - Special stop signsSchools.

School stop signs controlling vehicular traffic are warranted if two of the following criteria are
present:

A. More than 25 children on their way to or from school by the most feasible and direct
route cross the street in a two-hour period in a crosswalk not guarded by a school
crossing guard and an hourly volume of more than 500 vehicles use the street during the
same two hour period;

B. More than 200 children on their way to or from a school cross the street in a two-hour
period in a crosswalk guarded by a school crossing guard;

C. There is no intersection, located less than 300 feet from the crosswalk under
consideration, where vehicle traffic in the street being crossed by said crosswalk is
controlled by a stop sign, an electric signal or a crossing guard.

17.08.420 - Special stop signsPlaygrounds.

Playground stop signs controlling vehicular traffic on a street are warranted at supervised
play areas if two of the following criteria are present:

A. More than 25 children on their way to or from a playground cross the street in a two-
hour period or in excess of 150 children cross during the hours 8 A.M. to 9 P.M. in a
crosswalk not guarded by a crossing guard and an hourly volume of more than 500
vehicles use the street proposed to be controlled during the same two-hour period;

B. More than 200 children on their way to or from a playground cross the street in a two-
hour period in a crosswalk guarded by a playground crossing guard;

C. There is no intersection located less than 300 feet from the crosswalk under
consideration where vehicular traffic in the street being crossed by said crosswalk is
controlled by a stop sign, an electric signal, or a crossing guard.

17.08.430 - Special stop signsChurches.

Church stop signs controlling vehicular traffic on a street are warranted, if the following
criteria are present:

A. More than 200 pedestrians on their way to or from church cross the street in a two-hour
period in a crosswalk and an hourly volume of more than 500 vehicles use the street
during the two-hour period used by pedestrians;

B. There is no intersection located less than 300 feet from the crosswalk under
consideration where vehicular traffic on the street being crossed is controlled by a stop
sign or an electric signal.

17.08.440 - Special purpose stop signs.

Special purpose stop signs controlling vehicular traffic on a street are warranted if the
following criteria are present:

More than 200 pedestrians cross the street in a one hour period to or from their place of
employment and there is a minimum of 500 vehicles using the street during the same hour.
