PROPOSAL
Commonly, it is believed that human resource is most crucial and core asset for
the development of any organization. On the other hand, ICTs enhanced the
competitiveness of human resource of the organizations and play an influential role in the
functioning of the organizations by coordinating the work environment as it plays major
role in human development itself Organizations and the human resource management
(HRM) strategies are almost changed and positively affected by ICT ranging from
paperless office, time attendance, databanks, automating work practices, tale working,
transaction recessing, reporting and tracking applications, e-recruiting, using internet for
staffing, employee development using internet and others. In general, the development of
ICT in the modern world has greatly influenced the e-business environment and human
resource management within the organizations.
On other hand, ICT has been determined as a major technological innovation for
developed countries. There has been little research on ICT usage in developing countries
due to various legal, cultural and regulatory elements that limit technological capabilities,
reduce research and development (R&D) and excessive use of foreign technology.
Thus, due to lack of research on innovation in Bangladesh, this paper contributes
to explore the current state of ICT development and its impact on business environment
(i.e. e-business and human resource strategies) of the country.
1.3 Objectives :
There are two types of objectives for this study which are-
General Objective:
To identify the effect of using ICT in Department of HR.
Specific Objectives:
To clarify how the organization using ICT in Department of HR
To know the process of ICT in Department of HR
To know how can ICT develop the organization as per global market
i. How HR Departments in PA use ICTs in their main activities, and which are
their main objectives doing so?
ii. Which are the main approaches in the use of ICT in HRM and how they can be
described?
iii. Which are the main differences in the use of ICT in HRM between PAs and
private companies?
Sample Size:
The sample size for the study will not be large one. The sample size will be 40 with
representation of the ICT Infrastructure and front line employees concerned.
Sampling Scheme:
Having fixed up sample extent, sample size and sample units, it will take 04 days
to complete the task of collection information.

Both primary and secondary data will be used to reach a convincing result;

Collected data will be coded and verified. Moreover data will be processed by
making consistency checking with the help of computer and relevant knowledge on the
subject as well as the knowledge and application of statistical tools. Some manual
techniques will be applied during the collection of opinion through the questionnaire.
SPSS 24.0 will be used for analyzing and resulting the data.
