OPM3 Standard Components

Best Practice is an optimal way currently recognized by industry to

achieved a stated goal or objective

A Capability is a specific competency that must exist in an

organization in order to execute project management processes and
deliver project management services and products

The existence of a capability is demonstrated by the existence of one

or more corresponding Outcomes

A KPI (Key Performance Indicator) is criterion by which an

organization can determine whether the outcome associated with a
capability exists or the degree to which it exists

17
OPM3 Structure

18
Structure - Overview

PMI organized the OPM3 into four sections:

Section One summarizes the concepts and explains the

format
Section Two defines best practices, capabilities and KPIs
Section Three describes using the OPM3 productively
within an organization
Section Four contains the appendices and the tables that
make it all work, plus a CD-ROM containing all the OPM3
detailed elements
19
Structure - Domains

OPM3 distributes the best practices among the three

domains of project management in an organization

 The project level (P)

The program of projects level (PP)
The level of portfolio of programs and projects (PPP)

20
Structure - Stages

The best practices are also classified by the different stages

on SMCI continuum:

 Standardize
 Measure (implies standardize)
 Control (implies measure)
 Improve (implies control)

21
Structure - Domain/Stage

Best Practice
are grouped
by Domain
and Stage

22
Categorization - Maturity

OPM3 was
intentionally
designed without
an overall system
of levels of
maturity - Levels
are quite easy to
adopt if the
progression of
maturity is one-
dimensional.
OPM3 however is
multi-dimensional

Self-Assessment

Based on 151 yes-or-not CD-ROM based questions - at the

end the system provides summary and detailed results in
terms of:

 Overall OPM maturity

The Best Practices organization seems to have already
implemented
The Best Practices not jet in place

29
Improvement

Based on self-assessment results, organization should

prioritize which further best practices to implement

The system support the improvement implementation

process suggesting the improvement path

The improvement path indicates for each best practice to

implement all the prerequisites organization needs to reach
the given best practice
