Green Jobs News, Resources and Events


Dear Leanne,

In just a year, Philadelphia has gone from 0-60 in opportunities for people seeking training in green
careers, but the economy has failed to rebound with the same fervor. However, in the past six months
we've read about several new loan products and rebates for Philadelphia businesses, including
GreenWorks Loan Fund and Energy Efficiency Conservation Block Grants. The Green Economy Task
Force Funding Committee invited several guest speakers to brief us on what's available, what needs
promoting, challenges faced, and strategy for maximizing these investments. Speakers from
Philadelphia's Office of the Deputy Mayor for Planning & Economic Development, The Reinvestment
Fund, and the Philadelphia Industrial Development Corporation have been confirmed.
The Green Economy Task Force Funding Committee would like to invite you to attend a discussion on

Business United for Conservation (BUC) Industry


Partnership Releases Needs Assessment
Business United for Conservation (BUC) Industry Partnership will
release the business needs assessment "Capturing the Storm:
Profits, Jobs, and Training in Philadelphia's Stormwater
Management Industry" at the Center for Architecture on July 22,
2010.
SBN is pleased to announce to our Green Economy Task Force
stakeholders the release of BUC Industry Partnership's report on
the green stormwater management industry. "Capturing the Storm"
is filled with insights and challenges from the business community
that will better prepare companies and the organizations that
support them for the future. Some of the questions the report
answers are:

How much is the global market for water services projected


to grow?
Which occupations are projected to see double digit growth
in our region in the next 10 years?
What skills and education will workers need to be prepared
for this growing Industry?
How many firms are there in the green stormwater industry
cluster and where are there gaps?
There will be a report briefing at the next GETF Stakeholders
Meeting in the early fall. If you have questions, or would like to

Philadelphia Launches Program to Help Local


Companies Launch New Green Technologies
"The City of Philadelphia and the Philadelphia Industrial
Development Corporation, in partnership with the Ben Franklin
Technology Partners are launching an innovative new pilot program
designed to help Philadelphia companies with cutting edge energy
efficiency technologies develop a market for their products. The
Greenworks Pilot Energy Technology (G-PET) Program offers
grants to Philadelphia companies to accelerate the introduction of
their new, energy efficient products and services to the
marketplace. G-PET is being funded with $430,000 of federal
Energy Efficiency and Conservation Block Grant funding under the
American Recovery and Reinvestment Act of 2009 to the City of
Philadelphia."

PA Announces Recipients of Green AGA Funding
On June 4th, the State Department of Labor and Industry
announced they have decided to 8 of the 39 applications for the
Green AGA grants for the State Energy Sector Program. The
following organizations in Southeastern PA received funding:

Bucks County Community College's PA Veterans Green


Jobs Training program was awarded $ 315,000
People for People's Green Jobs Training program was
awarded $300,000
L & I also mentioned that there will be a second Green AGA in
August/September. The fund available for that AGA is $ 1.7 million
dollars.

Department of Energy Seeks Input on Wind Energy


Workforce Development Roadmap
The U.S. Department of Energy (DOE) has issued a Request For
Information (RFI) to gain public input on the development of a Wind
Energy Workforce Roadmap, which will provide details on the
current workforce landscape in the wind industry as well as future
steps necessary to train and develop a green workforce for the
sector.
The purpose of the Roadmap is to establish the policy objectives
and overall direction that workforce development efforts throughout
the wind industry should assume as it moves forward. This RFI
provides leaders from academia, industry, and government with the
opportunity to provide insight and guidance to DOE as the nation
ramps up its wind energy production. A draft Roadmap document
has been developed, and the public may provide comments on the
initial draft or may provide alternative or additional viewpoints.

BUC-IP Business Stakeholder Rodriguez Consulting


Named 2010 Minority Business Leader
The Philadelphia Business Journal and Wachovia have named
Rodriguez Consulting, a Business United for Conservation Industry
Partnership business stakeholder as one of their 2010 Minority
Business Leader Winners. Rodriguez Consulting will be publicly
recognized at an awards breakfast on August 5th at the Crystal Tea
Room in the Wannamaker Building and profiled in a special print
supplement in the Philadelphia Business Journal on August 6.

Boston to Become 1st Large American City to


Conduct Infrared Scan
"Following a meeting with almost a dozen chief executive officers of
Boston's growing Cleantech Industry, Mayor Thomas M. Menino
announced that the City is releasing a Request for Proposals (RFP)
for Boston's first ever infrared scan. This innovative scan will allow
the City to identify heat loss from buildings, which costs residents
and businesses millions of dollars. The scan will provide the City
with the necessary data to enhance awareness of this loss and
drive greater adoption and enrollment in existing utility sponsored
energy efficiency programs, a key goal identified by the Mayor's
Climate Change Leadership Committee and enshrined in the City's
Climate Action Plan"

EPA: Climate Bill Costs Less Than Postage Stamp


"A climate and energy bill being pushed in the Senate would cost
American households 22 to 40 cents a day - less than the cost of a
first-class postage stamp, the Obama administration said Tuesday.
An analysis by the Environmental Protection Agency concluded that
the Senate bill, sponsored by Sens. John Kerry, D-Mass., and Joe
Lieberman, I-Conn., would cost households an average of $79 to
$146 per year. A first-class postage stamp costs 44 cents."

PA to Receive $500,000 for Veteran Green Jobs


Training
"Pennsylvania will receive $500,000 in federal grant money to
provide military veterans with training for environmentally friendly
jobs, the U.S. Department of Labor said Tuesday. The award is
among 22 grants nationwide, totaling $9 million. For Pennsylvania,
this is the second year it has received a Veterans' Employment and
Training Service grant. New Jersey did not receive a grant."

Philadelphia Creates Energy Authority to Confront


Deregulation
"Overcoming the objections of Peco Energy, City Council on
Thursday created an Energy Authority to help city government
navigate the impending deregulation of electrical markets. The 17-0
vote approved an authority whose responsibilities could include the
development of power-purchasing blocs on behalf of city
government."
"The main effect will be to free Philadelphia from a City Charter
prohibition on entering contracts longer than four years, said
Councilman Darrell L. Clarke, the bill's sponsor. The authority,
whose five unpaid members would be appointed by the
administration and Council, could form longer partnerships. It would
serve as an arm through which the city could buy energy or engage
in alternative-energy projects, Clarke said."

Roots to Re-Entry First Graduating Class of Roots to Re-Entry

"The Pennsylvania Horticultural Society, in partnership with the
Philadelphia Prison System, Bartram's Garden, and KJK
Associates, celebrated the first graduates of a new green jobs
program, called Roots to Reentry, at Bartram's Garden on June
17."
"This program will give inmates at the Philadelphia Prison System a
chance to learn new skills, gain hands-on landscaping and
horticultural experience, and secure meaningful employment upon
their release,' said Joan Reilly, director of Philadelphia Green."

Good Water News for a Change


"While the water in the gulf continues to be rendered unsuitable for
humans and other living things, Earth to Philly continues to remind
you that there are other water concerns, some closer to home,
others further away."
"One concern for people living far from the gulf, or for anyone in the
midst of a natural disaster, is clean drinking water, and the lack of
same. Worldwide, unsafe drinking water is responsible for the
death of 4,000 children a day, according to UNICEF. And while
water-purification technology is continually improved, it's generally
a matter of large energy-hungry machines housed in metropolitan-
area buildings."
"[Last Tuesday June 22nd], Philadelphia's Waterworks will [held] a
demonstration of a potential solution, the HYDRA, called 'the
world's first mobile solar hydrogen powered water purification and
community energy station system."

Help for Released Prisoners


"Last year's federal stimulus package set aside $390 million in
welfare funding for Pennsylvania. Astonishingly, at a time of high
unemployment, the state Department of Public Welfare has been
slow to use it, and Congress plans to end the program in
September. With a few months to go, state officials are finally
beginning to work with communities across Pennsylvania to get this
money to workers. They should use some of it to help
Philadelphia's prisoner-reentry effort. The city's goal is to ensure
that ex-offenders successfully make the transition to living in the
community again. Reentering prisoners need transition plans and
access to services such as housing, health care, substance-abuse
treatment, and family reunification. Most important, they need jobs."

Greenworks Pilot Energy Technology Program
Launches
The Greenworks Pilot Energy Technology (G-PET) Program is
accepting applications through July 31, 2010. G-PET, funded with
$430,000 of federal Energy Efficiency and Conservation Block
Grant dollars, offers a financing incentive to accelerate the market
introduction of new, energy efficient products and services. G-PET
will fund all or part of a pilot installation/s of qualifying products or
services in projects located in the City of Philadelphia, with a
preference for projects that are able to demonstrate additional
project funding. Successful applicants will be awarded grants in the
range of $50,000-$150,000 by the Philadelphia Industrial
Development Corporation (PIDC).

New Report Outlines Barriers and Best Practices for


Equitable Green Jobs Workforce Development
Towards Equitable Workforce Development for Green Jobs talks
about general structural barriers and challenges related to
workforce development and training programs for people of color
and low-income communities in Massachusetts; specific structural
barriers and challenges for this target population related to WFD,
training and job creation in the weatherization and energy efficiency
sector; emerging best practices in the weatherization and energy
efficiency sector, synopses of case studies, and recommendations.
This report was commissioned by Action for Regional Equity, a
coalition of transportation, housing and environmental equity
advocates in Massachusetts.

Youth Connections Community of Practice


Launched
The Employment and Training Administration (ETA) has unveiled
its latest Community of Practice on Workforce3 One--this one
focusing on youth issues. A beta launch of the Youth Connections
Community of Practice (COP) ran from June 14th through June
25th. During this time, comments and feedback on the web space
were gathered from beta testers across the country and
improvements will be incorporated as the site grows. This online
community is a place where youth practitioners can learn from one
another, share successful approaches and models, and advance
youth workforce development efforts. The CoP platform is intended
to foster continued collaboration and problem solving before and
after trainings, conferences, and workshops.

Building The Next Generation: OJT Toolkit


A new web-based toolkit has launched to help state and local
workforce professionals expand and strengthen their on-the-job
training (OJT) strategies. The OJT Toolkit is an online suite of
resources that gives state workforce agencies and local OJT
providers templates and examples that are customizable to meet
their needs.

USDOT and HUD Launch Groundbreaking,


Collaborative Effort to Create Sustainable, Livable
Communities
"U.S. Transportation Secretary Ray LaHood and U.S. Housing and
Urban Development Secretary Shaun Donovan today announced a
groundbreaking collaborative effort designed to help foster planning
for more livable, sustainable communities - places where
transportation, housing and commercial development investments
are coordinated to better serve the people living in those
communities."
"Together, the U.S. Departments of Transportation (DOT) and
Housing and Urban Development (HUD), for the first time ever, will
join forces to award up to $75 million in funding - $35 million in
TIGER (Transportation Investment Generating Economic
Recovery) II Planning Grants and $40 million in Sustainable
Community Challenge Grants for localized planning activities that
ultimately lead to projects that integrate transportation, housing and
economic development."

USDA Offers Producers Help with On-Farm Energy


Audits
USDA's Natural Resources Conservation Service (NRCS) will be
funding opportunities for farmers to assess their energy costs
through the Environmental Quality Incentives Program (EQIP).
Producers interested in obtaining energy audits through this EQIP
special initiative should apply by Friday, July 9th.
