STANDARD PRACTICE

NATIONAL OCCUPATIONAL SKILLS STANDARD (NOSS) FOR;

PRESSURISED EQUIPMENT FABRICATION OPERATIONS (METAL)

LEVEL 2

1. INTRODUCTION

1.1 OCCUPATION OVERVIEW

This NOSS document shows the structured career path of a Fabrication (Pressurized
Equipment) practitioner. It provides structured set of activities that enables a person
who aspires to achieve competency in this particular occupation, ultimately
enhancing him or her to embark on a career in the fabrication (Pressurized
Equipment) and related industry. This NOSS was developed in respond to the
request made by industry and developed by JPK, together with the industrial experts
and is due to the current demand of the fabrication and related industry. The NOSS
document shall be used as a basis for training and assessment by training providers
in Malaysia.

Standard Practice and Standard Content are part of NOSS document. The job titles
being developed are based on the Occupational Analysis. This document covers
competency standard for Level 1, 2 and 3. The expert panels concluded that this job
area requires a significant range of varied work activities. Some of the activities are
complex and non routine that require individual responsibility.

This NOSS emphasize in depth skills in steels structure and industry fabrication.
Trainees will be exposed with the ethical aspects in providing fabrications duty with
knowledge and values of the industry.

1.2 JUSTIFICATION AND RATIONAL OF NOSS DEVELOPMENT

The rational for this NOSS to be developed is to support the industry in developing
competent workforce. The NOSS shall be used as a guide to keep training
programme up to date and abreast with cutting edge technology. It emphasize on the
in depth skills in the field of fabrication technology. Participants will be exposed to
ethical aspects, professional integrity, human capital development and self-resilience
to become skilled workers and or entrepreneur.

Balanced development of fabrications relies on a few quantifiable figures on


fabricating aspect as well human resource. In this regard, the government has
emphasized in human resource development to produce skills workers to support
fabricating industry. It is foreseen that this NOSS will be able to produce skills
workers as required by the industry to ensure sustainable development in fabrication.

4. DEFINITION OF COMPETENCY LEVELS

The NOSS is developed for various occupational areas. Candidates for


certification must be assessed and trained at certain levels to substantiate
competencies. Below is a guideline of each NOSS Level as defined by the
Department of Skills Development, Ministry of Human Resources, Malaysia.

Level 1 Competent in performing a range of


varied work activities, most of which are
routine and predictable.

Level 2 Competent in performing a significant


range of varied work activities, performed
in a variety of contexts. Some of the
activities are non-routine and required
individual responsibility and autonomy.

Level 3 Competent in performing a broad range of


varied work activities, performed in a
variety of contexts, most of which are
complex and non-routine. There is
considerable responsibility and autonomy
and control or guidance of others is often
required.

Level 4 Competent in performing a broad range of


complex technical or professional work
activities performed in a wide variety of
contexts and with a substantial degree of
personal responsibility and autonomy.
Responsibility for the work of others and
allocation of resources is often present.

Level 5 Competent in applying a significant range


of fundamental principles and complex
techniques across a wide and often
unpredictable variety of contexts. Very
substantial personal autonomy and often
significant responsibility for the work of
others and for the allocation of substantial
resources features strongly, as do
personal accountabilities for analysis,
diagnosis, planning, execution and
evaluation.

5. AWARD OF CERTIFICATE

The Director General shall award, to any person upon completing successfully
the NOSS program following skills level qualifications as stipulated under the
National Skills Development Act, 652:

Malaysia Skills Certificate / Sijil Kemahiran Malaysia (SKM) Level 1, 2 or 3


Malaysia Skills Diploma / Diploma Kemahiran Malaysia (DKM) Level 4
Malaysia Skills Advanced Diploma / Diploma Lanjutan Kemahiran
Malaysia (DLKM) Level 5
Statement of Achievement / Penyata Pencapaian (PC)

6. OCCUPATIONAL COMPETENCIES

are competent in performing the following core competencies:

a. Pressurised Equipment Metal Cutting


b. Pressurised Equipment Metal Forming
c. Pressurised Equipment Components Assembly
d. 5G and 6G SMAW
e. Product Surface Finishing

Optionally, Pressurized Equipment Fabrication Operations (Metal) (Level 2)


personnel are competent in performing the following elective competencies:

a. 5G and 6G GTAW

7. WORKING CONDITION

Generally they work in steel structure and industrial fabrication with odd
working hours. They will provide fabrication skills to Manufacturing,
Engineering Services, Construction, Building Services, Space Exploration,
Marine etc to work within their operational scope and ethics.

8. EMPLOYMENT PROSPECT

The Traditional Musician, Rhythm Musician and Contemporary Musician have


an employment prospect whether locally or internationally. This is because the
local expertise workforce is recognised by other countries as being highly
knowledgeable and skilled in creative industry. This in turn increases the
demand for skilled personnel in this field to be employed locally or
internationally.

The existence of the highly skilled traditional musician will increase


employment prospect and also an involvement in the Malaysian Tourism

industry which is important to enable Malaysia to promote and position herself
at the international level.
