LEVEL 4
1. INTRODUCTION
The Standard Practice and Standard Content are part of the NOSS document that was developed
together with the Training Manual and Internship Manual to complete the whole NOSS. This is a
NOSS developed for Welding Technology Management (Level 4) under Machinery and Equipment
sub sector.
Malaysia's welding and metal structural fabrication industries, which include the welding of
materials using various processes such as Shielded MetalArc Welding (SMAW), Gas Metal-Arc
Welding (GMAW), Gas Tungsten-Arc Welding (GTAW), Flux-Cored Arc Welding (FCAW),
Submerged Arc Welding (SAW), Plasma-Arc Welding (PAW), Electrogas Welding (EGW),
Electroslag Welding (ESW) have developed rapidly in tandem with the overall growth of the
country's welding and metal structural fabrication sector. Over the years, outsourcing has matured
and becomes as a trend, and Malaysia's welding, metal fabrication supporting industry is benefiting
from this trend.
Malaysia is a major outsourcing destination for multinational company (MNCs) building bridge,
automotive, machinery manufacturing, oil & gas industries, power plant industries, shipbuilding,
cranes, sheet metal and structures industries. Malaysia's Welding and Fabrication sector has the
capabilities to undertake various metal fabrications such as steel structure, pressure vessels,
shipbuilding, power generating plant, oil and gas industries etc. The increasing demand for these
industries has created opportunities for new ventures. Malaysia encourages the establishment of
advance welding technology to complement the country's rapid industrial development and to
address environmental concerns.
With the growth of the welding and fabrication industries there is a need to ensure the quality of
product are competitive at the international market.
Personnel who are competent in the Welding Management Technology (Level 4) are expected
have a good fundamental knowledge in welding technology and metallurgy to enable to establish
welding procedures for production and welding personnel. They are competent in organising and
coordinating welding inspections works to ensure welding work are implemented in compliance
with established welding procedures and standards. Analysing welding testing reports and deciding
status of welding fabrication work are also expected from the Level 4 personnel.
This NOSS is developed focusing on the Welding Technology Management area of the Welding
Technology and Fabrication sector. The experts in this field can also pursue careers in other
industries in Malaysia or internationally. They also can be exported to the international market due
to the increasing need of experts in this field.
The demands for qualified and experienced Welding Technology Management personnel are
important as of now and may increase in the near future. Hence, the development of this NOSS is

essential for the industry to have certain guidelines and standards based on the level of
competencies that have been set by the industrial experts in this field.
This document provides first hand information to the workers regarding the Welding Technology
Management working environment. It also shows the structured career path of Welding Technology
Management personnel (Level 4) and employment development for those involved in this industry.
2. OCCUPATIONAL STRUCTURE
The NOSS Development Panel, after considering the role and scope of the todays Welding
industries, proposed that a new job area Welding Technology personnel to be by itself under the
Welding Technology and Fabrication Sub Sector as in Fig. 1.1. Under the new structure the
Welding Technology NOSS starts at Level 3 and progress the career path to Welding Technology
Management Level 5.
The Welding Technology Management (Level 4) personnel are required to perform a broad range
of complex technical or professional work activities performed in a wide variety of contexts and with
a substantial degree of personal responsibility and autonomy. Responsibility for the work of others
and allocation of resources is often present

3. DEFINITION OF COMPETENCY LEVEL
The NOSS is developed for various occupational areas. Candidates for certification must be
assessed and trained at certain levels to substantiate competencies. Below is a guideline of
each NOSS Level as defined by the Department of Skills Development, Ministry of Human
Resources, Malaysia.
Malaysia Skills Certificate Level 3: Competent in performing a broad range of varied work
activities, performed in a variety of contexts, most of
which are complex and non-routine. There is
considerable responsibility and autonomy and control
or guidance of others is often required.

4. MALAYSIAN SKILL CERTIFICATION
The pre-requisite to pursue this course is for those who possessed related SKM Level 3 certificate
including good eyesight and physical fitness. All candidates are also recommended to undergo on
job training to attain industrial working knowledge and skills in the welding technology
management field of work.
Candidates after being assessed verified and fulfilled Malaysian Skill Certification requirements
shall be awarded with Sijil Kemahiran Malaysia (SKM) for Level 4.
This NOSS outlines core and elective competencies in the welding technology management
working environment as required by the industry and has been developed and documented
following extensive collaboration across key Malaysian organisations. To meet the requirements of
this industry, it is imperative that the core and elective competencies outlined follow a high
standard as well as maintenance of consistency throughout the assessment process. This can
only be done by stipulating a precise framework in which the assessment of core and elective
competencies must be conducted. The training and assessment of a welding technology
management practitioner must be deployed in accordance with JPK policy and standard as
follows:
a) The final assessment of competence must include the combination of documented continuous
assessment conducted by the facilitator during training and the results of post-training
examination;
b) The post-training examination must be practical in nature and involve demonstration &
application of the duties and tasks utilizing real equipment and real-world examples;
c) The tasks and duties as outlined in this NOSS must be assessed throughout the training
program and during a post-training examination;
d) The learning environment and facilities need to be in accordance with the requirements of the
JPK policy and standard.
e) The development and assessment of the core and elective competencies must demonstrate
that they develop transferable skills;
f) The development and assessment of the core and elective competencies must include
documentation by candidates both during training and examination; and
g) All training and assessment materials must be mapped and verified to be in accordance with
the NOSS Welding Technology Management by a panel of industry subject matter experts
appointed by JPK.

5. JOB COMPETENCIES

Personnel in this field of work also required to adhere to safety and environmental
procedures and regulation because the working environment for welding industry may lead to
exposure to various accidents. In particular, there are specific dangers related to the electrical
equipment, welding processes, lifting and assembly during welding works. Personnel
involved in the metal fabrication industry need to take all necessary safety precautions to
ensure that fatality, injury or damage to property or personnel does not occur.
7. EMPLOYMENT PROSPECTS
The Welding Technology Management personnel have a high employment prospect whether
locally or internationally. This is because the local expertise work force is recognised by other
countries as being highly knowledgeable and skilled in welding management industry. This in
turn increases the demand for skilled personnel in this field to be employed locally or
internationally.
Employment growth in the welding and metal fabrication industry are significant and are in
demand due to rapid development growth of Machinery and Equipment sector in Malaysia
and there are acute shortages of well-trained personnel in this area.

Candidates can enrol in competency training at various Vocational Training Institutes, where
they undergo the training program, followed by On-The-Job Training (OJT) in the related
industries.
The minimum entry qualifications are those with interest to work in the condition as
mentioned above. The candidates must be able to read, write and possess analytical skill and
have interest in the welding and metal fabrication industry.
