Whatisitabout?

OverthelastdecadetheEUandChinahavebeencloselycooperatingintheareasofeducation&training,culture,
multilingualismandyouth.Cooperationconsistedofregularpolicydialoguesatgovernmentlevel,aswellas
concreteoutputsintermsofjointprojectsandevents.
Since2012alltheseactivitieshavebeenintegratedundertheEUChinaHighLevelPeopletoPeopleDialogue
(HPPD),thethirdpillarofEUChinarelations,complementingtheothertwopillarstheHighLevelEconomicand
TradeDialogueandtheHighLevelStrategicDialogue.

Whyisitneeded?

TheHPPDistheoverarchingmechanismwhichaccommodatesallEUChinajointinitiativesinthefieldofpeopleto
peopleexchanges.Theseinitiativesstemfromtheconclusionsofleaders'dialoguesandseniorofficials'meetings
wherelongtermobjectivesareset,bestpracticeisexchangedandareasforfuturecooperationareexplored.
TheHPPDshouldhelpbuildmutualtrustandconsolidateinterculturalunderstandingbetweenEUandChina.

On25April2013thefirstmeetingoftheHigherEducationPlatformforCooperationandExchanges

occasionCommissionerVassilioumetViceMinisterofEducationDuYubotodiscussHPPD'sfutureperspectives.
Inthesummerof2013anEUChinalanguageinitiative(http://ec.europa.eu/education/international
cooperation/documents/china/languageteachingbrochure_en.pdf)wascarriedoutinEUuniversitiestoenrichtheprofessional
developmentofChineseforeignlanguageteachers.
Ontheoccasionofthe16thEUChinaSummitheldinBeijingon21November2013,thetwopartiesadoptedthe"
EUChina2020StrategicAgendaforCooperation ".Oneofitsfourchaptersisdevotedtopeopletopeople
exchanges
On25November2013,theEUChinaExpertSeminaronYouthEntrepreneurshipwasheldinBrussels.Itwasco
hostedbyAllChinaYouthFederationandEuropeanCommission'sEducationandCultureDirectorateGeneral.

ThethirdEUChinaHPPDtookplaceinBrusselson15SeptemberbetweenCommissionerNavracsicsandVice
PremierLiuYandong.ThisHPPDaimedatcelebratingthe40thanniversaryofEUChinadiplomaticrelations.The
twopartiessignedaJointStatement(http://ec.europa.eu/education/internationalcooperation/documents/china/thirdroundhppd_en.pdf)
reiteratingthecommitmentstakeninthepreviouseditions.Thematicpanelsoneducation,culture,youthand

ThethirdHPPDagreedonfollowupactionsinanumberofareas.
