EGGS2 to GTS1 Cross over Line Project
Title
Contractor Steve Integrated Tech Services Contract No. NG01020516
Application to Authorize a Step Out from agreed HSE Requirement(s)
Details of Step-Out Section 4.4 page 41 of 74 in SEPCiN Permit To Work (PTW) Procedure SEPCiN-
required (procedure, HX-2013-06-00000007 restricts work period to only daylight hours between
method, equipment, 0600 and 1800hours. Any night work MUST be supported by a written
etc) approval from the Asset Manager or Duty Manager if the asset manager is
not available. But recently Night waiver has been elevated to GM safety and
Environment

Proposal: To successfully complete the Installation and tie-in of EGGS2 to

GTS1 crossover line at Soku gas Plant within the planned Plant Shut down
window (8th 29th August 2016), the project team plans to accelerate the
under listed activities at site by working extended hours or working through
the night, weather permitting.
The required extensions are detailed in the spreadsheet below. No special
night work procedure will be developed but additional risks of working at
night will be covered in the specific JHAs.

S/N Activity Location Extension time

3. Radiography Soku Gas Process Area 22:00 06:00hrs
4. Post Weld Heat Soku Gas Process Area 22:00 06:00hrs
treatment

Documentations and other work requirements for the approval of the SEPCiN
PTW shall be complied with.
Reasons for Step Night work (22:00 06:00hrs) is required to successfully complete
Out: mechanical and system integration/upgrade tie-in works during the Soku Gas
Plant shutdown window. Details of the tasks to be carried out and justification
for same are included in the table below.

S/N Task Details

1. Radiography Multiple project teams will be working
(22:00 concurrently within the Soku GP process area
06:00hrs) during the shutdown works. As part of the controls
to manage the hazards associated with the use of
radioactive sources, radiography cannot be done
while construction personnel are in the field. This
limits the amount of time available to do
radiography to periods when the other personnel
are not on site working.
Radiography for one joint of the weld takes 2hrs+
for completion and we plan to weld 3joints per
day. This will take 6hrs to radiograph excluding
work preparation time. Attempting to carry out
the task during the day will impact on the
progress of activities that can only be done during
the day and ultimately delay completion beyond
SD period.
2. Post Weld Heat Due to the WT (32.5mm) of the pipe, it is required
Treatment that every weld be heat treated. The heat
(PWHT) treatment process takes circa 14 18hrs to
(22:00 complete and It is dependent on completion of
06:00hrs) initial radiography of the welded joint. Once
started, the process must run through the course
1
else it creates a quality assurance issue for the
welded joint. Each joint needs to be heated up to
a temperature of about 650 degrees C and it takes
about 4-5 hours to build up the temperature and
afterwards slowly cool this can only be done at
night. This will enable the team complete quality
assurance activities on each welded joint
regardless of start period either due to preceding
activities or weather challenges. This is necessary
to assure the integrity of the piping system post
construction.
Scope of deviation Night work to carry out radiography and PWHT which will run from 22:00hrs
(summary of extent): to 06:00hrs of the next day. The personnel/crew to work at night will be
different from the ones who have worked from all through the day.
