In the Community Assessment - Crime and Criminal Justice course, we as a class

analyzed the benefits of the application of intelligence led policing, how crime data
contributes to better policing, and how proper analysis of this data can promote a
more efficient and safer way for law enforcement to combat crime. For this course, I
focused on the robberies and burglaries that have occurred in the last year in the
northern part of the county of San Diego. Northern San Diego County has
frequented the news often as a result of the increase of robberies and property
related crime. My final project will analyze how San Diego law enforcement has
implemented intelligence-led policing to combat crime within the county as a whole,
how they have applied this methodology to Northern San Diego and how they can
improve this application of intelligence led policing.

As a Deputy Sheriff with the San Diego County Sheriff's Department, I have
developed knowledge of how proper allocation of resources plays such a pivotal role
in getting a job done safely. For example, while working in the jails, detectives
routinely gathered information on what was occurring inside the jail modules. In
discovering which inmates were up to gang activity, drug trade and planning of
retaliation on fellow inmates, we as deputies were able to be "deployed" as
appropriate to whichever floor was having the most issues. Or, there would be
"random" searches within these jail modules as a result of increased reports of drug
usage as a result of odor, drug overdoses, or jail "snitches" who report the
misconduct. This type of information led policing in the jails is applied similarly in
patrol. Deputies and data analysts discover through a variety of means where crime
is occurring the most. As a response to this, more deputies are allocated to conduct
extra patrol in these hot spot areas. Similarly to that of searching a jail cell that is
believed to have drugs and coming out empty handed, patrolling hot spots may
yield negative results. But, statistically speaking, there is an increased chance of
criminal activity in this area, which is the primary focus of intelligence led policing.

The cities of San Diego County that were my primary focus were Del Mar,
Encinitas, Poway, San Marcos and Solana Beach. These cities are all in North County
San Diego, and are contract cities with the San Diego County Sheriff's Department.
In the years of 2014 and 2015, Burglaries in Del Mar doubled (14 to 30) while
robberies remained close to the same (4 to 2), burglaries in Encinitas increase
significantly (88 to 109) while robberies remained close to the same (12 to 13),
Poway burglaries increased (55 to 66) and robberies tripled (2 to 6), San Marcos
burglaries increased greatly (147-177) while robberies almost doubled (9 to 17) and
Solana Beach burglaries doubled (20-41) and robberies remained close to the same
(2 to 1).
