A. Heading
At the very top of a res-
olution is a heading with
the name of the committee,
sponsors, and signatories,
and topic. Sponsors are
the people who wrote the
clause, while signatories are
the people who may not
completely agree with the
draft resolution, but still
want to see it debated.
B. Preambulatory
Clauses
The preambulatory clauses
(preambs) are where you
list the reasons why the
committee thinks this issue
is a matter of importance.
This section may detail what
the major issues are, what
things have been done to
resolve the topic in the past,
why you want to resolve the
topic, things people have
said on the topic, etc.
This part cannot be
changed once you submit
your resolution for the
first time.

A C. Operative
Clauses
The most important part of
the resolution is the operative
clauses. Here, you list all of
B your proposed solutions to the
issues listed in the preambula-
tory clauses.
Sometimes people want to
make amendments, that is,
changes to a clause or to the
whole resolution. This can
involve adding, removing, or
editing an operative clause so
that a greater number of del-
egates can agree and the reso-
C lution can be passed. Friendly
amendments are amendments
the sponsors agree with.
Unfriendly amendments are
amendments the sponsors do
not agree with and must be
voted on.
