Giventheincreasingconcernabouttheimpactofdisasters,theUNGeneralAssemblydeclared19901999theInternational
DecadeforNaturalDisasterReduction(IDNDR).Initially,IDNDRwasinfluencedlargelybyscientificandtechnicalinterest
groups.However,thebroaderglobalawarenessofthesocialandeconomicconsequencesofdisasterscausedbynaturalhazards
developedasthedecadeprogressed. [5][6]

1994FirstWorldConferenceonDisasterReductionandtheYokohamaStrategyforaSaferWorld

TheYokohamaStrategyforaSaferWorld:GuidelinesforNaturalDisasterPrevention,PreparednessandMitigationanditsPlan
ofActionwasadoptedattheWorldConferenceonNaturalDisasterReduction,buildingonthemidtermreviewofthe
InternationalDecadeforNaturalDisasterReduction. [7]

1999InternationalStrategyforDisasterReduction(ISDR)

TheInternationalStrategyforDisasterReduction(ISDR)waslaunched3bytheEconomicandSocialCouncilandendorsedby
theGeneralAssemblyasaninternationalframeworkforrespondingtothechallengepresentedtotheinternationalcommunityby
theincreasingincidenceandscaleofdisasters.UNISDRwascreatedasaninteragencysecretariatofISDRtogetherwiththe
InterAgencyTaskForceonDisasterReduction.TheUNISDRmandatewasthenexpandedtoserveasafocalpointwithinthe
UnitedNationsSystemforthecoordinationofdisasterreductionandtoensuresynergiesamongthedisasterreductionactivitiesof
theUNsystemandregionalorganizationsandactivitiesinsocioeconomicandhumanitarianfields.Furthermandatesareto
promotepublicawarenessandcommitment,toexpandnetworksandpartnerships,andtoimproveknowledgeofdisastercauses
andoptionsforriskreduction,buildingontheYokohamaStrategyandPlanofActionandasfollowuptotheInternational

2002TheJohannesburgPlanofAction

TheWorldSummitonSustainableDevelopment(WSSD)inJohannesburg,SouthAfrica,notedthatanintegrated,multihazard,
inclusiveapproachtoaddressvulnerability,riskassessmentanddisastermanagement,includingprevention,mitigation,
preparedness,responseandrecovery,isanessentialelementofasaferworldinthetwentyfirstcentury.4TheJohannesburg
PlanofImplementationprovidedUNISDRandtheInterAgencyTaskForcewithaconcretesetofobjectivesforintegratingand
mainstreamingriskreductionintodevelopmentpoliciesandprocesses. [12]

2005SecondWorldConferenceonDisasterReductionandtheHyogoFrameworkforAction20052015

TheWorldConferenceonDisasterReductionwasheldinKobe,Hyogo,JapanandadoptedtheHyogoFrameworkforAction
20052015:BuildingtheResilienceofNationsandCommunitiestoDisasters,whichiscurrentlyservingastheguidingdocument
instrengtheningandbuildinginternationalcooperationtoensurethatdisasterriskreductionisusedasafoundationforsound
nationalandinternationaldevelopmentagendas.

2007FirstsessionoftheGlobalPlatformonDisasterReduction

TheUNGeneralAssemblyestablishedabiennialGlobalPlatformondisasterriskreductiontosupporttheimplementationofthe
HyogoFrameworkforAction,allowinggovernmentrepresentatives,NGOs,scientists,practitioners,privatesector,IFIsandUN
organizationstoshareexperiences,identifyremaininggaps,formulatestrategicguidanceandadvicefortheimplementationofthe
HFA.SixRegionalPlatformsandover80NationalPlatformshavealsobeenestablishedasmultistakeholderforums.5Regional
PlatformsalsoassessprogressbutfocusonthedetailsoftheregionalplansofimplementationandNationalPlatformsactasthe
nationalcoordinatingbodyfordisasterriskreduction. [13][14]

2011ProgrammeofActionfortheLeastDevelopedCountriesfortheDecade20112020

TheIstanbulProgrammeofAction(IPoA)chartsouttheinternationalcommunitysvisionandstrategyforthesustainable
developmentofLDCsforthenextdecadewithastrongfocusondevelopingtheirproductivecapacities.TheProgramme
recognizedthatthescaleandimpactofnaturaldisastershasincreasedoverrecentdecades,threateninghardwondevelopment
gainsofLDCs.ItencouragesLCDstotakeactioninimplementingandintegratingdisasterriskreductionintheirnationaland
longtermplanningandpolicies. [15]
2012UnitedNationsConferenceonSustainableDevelopmentRio+20

TheoutcomeDocumentTheFutureWeWantoftheUnitedNationsConferenceonSustainableDevelopmentRio20+held
inRiodeJaneiro,Brazilon2022June2012containsasection(ChapterVA)ondisasterriskreductionthatsetsafirm
foundationfordiscussionsonapost2015frameworktocontinueguidingnationsaftertheHyogoFrameworkexpiresin2015. [16]

OFACTION(S.A.M.O.A.)Pathway

TheS.A.M.O.A.PathwayrecognizethatSmallIslandDevelopingStatescontinuetograpplewiththeeffectsofdisasters,someof
whichhaveincreasedinintensityandsomeofwhichhavebeenexacerbatedbyclimatechange,whichimpedetheirprogress
towardssustainabledevelopment.ItrecognizethatdisasterscandisproportionatelyaffectsmallislanddevelopingStatesandthat
thereisacriticalneedtobuildresilience,strengthenmonitoringandprevention,reducevulnerability,raiseawarenessandincrease
preparednesstorespondtoandrecoverfromdisasters. [17]

2015ThirdUnitedNationsWorldConferenceonDisasterRiskReductionandtheSendaiFrameworkforDisasterRisk
Reduction20152030

TheThirdUnitedNationsWorldConferenceonDisasterRiskReductionwasheldinSendai,Japanfrom14to18March2015,
drawing6,500delegatestotheconferenceitselfand50,000peopletotheassociatedPublicForum. [18]TheConferenceadopted
theSendaiFrameworkforDisasterRiskReduction20152030(SendaiFramework)asthefirstmajoragreementofthePost2015
DevelopmentAgenda,withsevenglobaltargetsandfourprioritiesforaction.

TheSendaiFrameworkforDisasterRiskReduction20152030isthesuccessorinstrumenttotheHyogoFrameworkforAction
(HFA)20052015:BuildingtheResilienceofNationsandCommunitiestoDisasters.TheHFAwasconceivedtogivefurther
impetustotheglobalworkundertheInternationalFrameworkforActionfortheInternationalDecadeforNaturalDisaster
Reductionof1989,andtheYokohamaStrategyforaSaferWorld:GuidelinesforNaturalDisasterPrevention,Preparednessand
MitigationanditsPlanofAction,adoptedin1994andtheInternationalStrategyforDisasterReductionof1999. [19]

Itisa15yearnonbindingagreementwhichrecognizesthattheStatehastheprimaryroletoreducedisasterriskbutthat
responsibilityshouldbesharedwithotherstakeholdersincludinglocalgovernment,theprivatesectorandotherstakeholders.It
aimsforthefollowingoutcome:

Thesubstantialreductionofdisasterriskandlossesinlives,livelihoodsandhealthandintheeconomic,physical,social,
culturalandenvironmentalassetsofpersons,businesses,communitiesandcountries. [19]

Mandate
UNISDRsmandatehasbeendefinedbyanumberofUnitedNationsGeneralAssemblyResolutions,themostnotableofwhichis
toserveasthefocalpointintheUnitedNationssystemforthecoordinationofdisasterreductionandtoensuresynergiesamong
thedisasterreductionactivitiesoftheUnitedNationssystemandregionalorganizationsandactivitiesinsocioeconomicand
humanitarianfields. [11]

ItscoreareasofworkincludesensuringDRRisappliedtoclimatechangeadaptation,increasinginvestmentsforDRR,building
disasterresilientcities,schoolsandhospitals,andstrengtheningtheinternationalsystemforDRR. [2]

Management
UNISDRisledbytheSpecialRepresentativeoftheSecretaryGeneralforDisasterRiskReduction.InNovember2015,the
UnitedNationsSecretaryGeneralBanKimoonnamedRobertGlasserofAustraliatosucceedMargaretaWahlstrmofSweden,
whowasthefirstSpecialRepresentativeoftheSecretaryGeneralforDisasterRiskReductionandhadbeenappointedin
November2008. [20]RobertGlassertookuphispostinJanuary2016. [21]From1999to2008,UNISDRhadbeenledbyaUN
Directorlevelofficial,undertheauspicesoftheUnitedNationsOfficefortheCoordinationofHumanitarianAffairs.

ThefunctionsoftheSpecialRepresentativeoftheSecretaryGeneralforDisasterRiskReductionincludeleadingandoverseeing
UNISDRintheexecutionsofitsfunctionsentrustedbytheUnitedNationsGeneralAssembly,UnitedNationsEconomicand
SocialCouncilandtheHyogoFrameworkforAction(HFA)anditssuccessortheSendaiFramework,aswellaspolicydirections
bytheSecretaryGeneral,overseeingthemanagementoftheTrustFundfortheInternationalStrategyforDisasterReduction,and
carryingouthighleveladvocacyandresourcemobilizationactivitiesforriskreductionandimplementation.TheSpecial
Representativealsoensuresthestrategicandoperationalcoherencebetweendisasterreductionandhumanitariandisaster
preparednessandresponseactivities,aswellassocioeconomicactivitiesoftheUNsystemandregionalorganizations. [22][23]

GlobalAssessmentReport

TheGlobalAssessmentReportonDisasterRiskReduction(GAR)istheUnitedNationsbiennialglobalreviewandanalysisof
thenaturalhazardsthatareaffectinghumanity.TheGARmonitorsriskpatternsandtrendsandprogressindisasterriskreduction
whileprovidingstrategicpolicyguidancetocountriesandtheinternationalcommunity.TheReportisproducedincollaboration
andconsultationwithawiderangeofstakeholders,includingvariousUNagencies,governments,academicandresearch
institutions,donorsandtechnicalorganizationsandspecialists. [24]

Campaignsonsaferschoolsandhospitals,aswellasonthesustainableurbanizationsprinciplesdevelopedintheUNHabitat
WorldUrbanCampaign20092013.AsofAugust2015,over2,600municipalitiesandlocalgovernmentsparticipateintheThe

forMakingCitiesResilient.Thenominatedcitiesorlocalgovernmentsmustshowinnovation,sustainedresultsinmeasuringand
reducingdisasterrisk,theiraimstocontinuetodosoaswellasmustbeinterestedtoshowcaseandshareexperiences.They
implementedinnovative,creative,inclusiveandefficientmeasuresandactionplanstorealizestrongpoliticalwillinthefieldof

InternationalDayforDisasterReduction

TheInternationalDayforDisasterReduction(IDDR)startedin1989withtheapprovalbytheUnitedNationsGeneralAssembly.
TheUNGeneralAssemblyseestheIDDRasawaytopromoteaglobalcultureofdisasterreduction,includingdisaster
prevention,mitigationandpreparedness.Itencourageseverycitizenandgovernmenttotakepartinbuildingmoredisaster
resilientcommunitiesandnations.OriginallycelebratedonthesecondWednesdayofOctober,theUNGeneralAssemblydecided
todesignateOctober13asthedatetocelebratetheIDDR. [6][29]

TheStepUpinitiativestartedin2011andhasfocusedonadifferentgroupofpartnerseveryyearleadinguptotheThirdUnited
NationsWorldConferenceforDisasterReductionin2015childrenandyoungPeople(2011),womenandgirls(2012),people

TheUnitedNationsSasakawaAwardforDisasterReductionisawardedtoanindividualorinstitutionsthathavetakenactive
effortsinreducingdisasterriskintheircommunitiesandadvocatesfordisasterriskreduction.TogetherwiththeWorldHealth
OrganizationSasakawaHealthPrizeandtheUNEnvironmentProgrammeSasakawaEnvironmentPrize,theUnitedNations
SasakawaAwardforDisasterReductionisoneofthreeprestigiousprizesestablishedin1986byfoundingChairmanofthe
