Quint Fire Engine Pelham Puts on a Show

the previous evening, the turnout for the towns deliberative session
in Windham was sparse.
Slightly fewer than 40 registered voters showed up for the towns
annual deliberative session the morning of Saturday, Feb. 11. Just
over 40 had come out to participate in the school district meeting
the previous night, despite millions of dollars of proposed spending
being at stake. And many of those, who had had no trouble finding
a seat in the high school auditorium, were seen leaving long before
the meetings were adjourned.
Although attendance was low, there was no lack of discussion
during the five-hour session at the towns deliberative session, with
the majority of debate focusing on three proposed warrant articles.

Nesmith Library Director

Explains Budgeting Process
submitted by the Nesmith Library on many of its boards and committees, including
Board of Trustees the librarys board of trustees and the towns board
of selectmen.
Nesmith Librarys Carl Heidenblad talks about Dan taught me the importance of knowing

Library Director Carl Heidenblad had the pleasure building a budget, said Heidenblad. I can still
of working with Daniel Quinlan, an involved hear him saying know exactly what you need
Windham resident who loved the town and served and why, ask only for what you need, and then
he would add, spend carefully. It was sound
advice then, and its sound advice today.
The budget is a road map for the coming year.
The board and director work from a strategic
planning model to analyze and document the
librarys service needs and to determine how to
best meet those needs.
Historically, he added, Nesmith trustees
and directors have been conscientious about
increasing any budget request. It has been their
preference to provide resources for new services
by shifting finances from lower priority items
to higher priority services, trying to minimize
annual budget increases whenever possible.
Draft budget documents are prepared by
the library director. The board of trustees then
reviews the draft budget with the director,
proposes changes and finally approves a
finished budget. It is then reviewed by the town
selectmen and town administrator prior to being
included with the town warrant for town meeting
vote.
Following Dan Quinlans advice from
1987,know exactly what you need and why,
ask only for what you need and spend
carefully has enabled the library to serve the
town of Windham well and allows the library
to close its year under budget (as in 2016), or
within budget, year after year. Additionally,
Nesmith Library has produced a return on
investment of approximately $3 in service for
every dollar spent by the taxpayer on library
services.

Resident Bob Coole then made a subsequent motion, asking
that the word firearms be removed from that portion of the

Also cause for lengthy debate was a proposal for the Windham
Conservation Commission to negotiate and enter into a long-term
lease for the town-owned Campbell Farm; purchased through
a prior years warrant article and paid for with Conservation
Commission funds. The agreement, as proposed, included a
lease-to-own clause. Conservation Commission member Betty
Dunn explained that the goal is to hire a live-in caretaker;
someone who would be responsible for monitoring, maintaining,
repairing and restoring the historic property. Dunn said that it
is the commissions belief that a responsible caretaker would be
more easily hired if that individual could eventually have the
option to purchase the property. A motion by resident Ralph
Valentine received sufficient support from voters, however, to
remove the option to purchase the property, after an extended
lease term. The warrant article will be printed on the ballot as As a comedian, Joe Yannetty loves to make people laugh. But when he got cancer, he didnt

Pythons Adapt Midway Through Game,

Win in Final Seconds
by Craig Smith
A flurry of snow days has made the Pelham boys basketball
teams schedule inconsistent and resulted in a pair of losses to
Pembroke and Manchester West, but Valentines Day had some love
in store for Pelham. On Feb. 14, Hollis-Brookline came to Pelham
with a defense especially tailored to stopping the Pythons pass-
centric offense, and it would take everything at Pelhams disposal to
overcome it.
The start of the game was not kind to the Python starting lineup.
Hollis-Brookline came out with a zone defense that used quickness
to double team Pelhams ball handlers. They forced a half dozen
turnovers in the opening minutes and blocked just as many shots.
Pelham was frustrated; they were being outscored 2-11 and it was
only going to get higher. By the end of the first quarter Hollis-
Brookline was winning by 13.
That first eight minutes of play was aggravating, but it was also
enough time to understand how the defense worked and how to
get around it. If they could hunker down defensively and adapt to
Hollis-Brooklines zone strategy there was a chance for a patient
comeback. They took the break between quarters to talk about what
needed to be done and they implemented it almost immediately.
They made their decisions faster, their passes quicker, and they
wasted no time when they saw a second defender honing in on
them. Kyle Frank drilled three-pointers when Hollis-Brookline
rotated too slowly and dribbled between them when they came
too quickly. A huge reason that Pelham was able to chip away at
the lead was because Joe Pantaleo cleaned up the boards and gave
several second-chance opportunities to score. The Pythons began Joe Pantaleo prepares for a free throw
