PIPE SUPPORT, PIPING AND
RESTRAINT INSPECTION
STEPS

June, 2015
INTRODUCTION

The primary purpose of a pipe support or hanger is to distribute the deadweight of

piping systems and their related components to suitably placed structures. Where
temperature changes are present between shutdown and operating conditions, the
resulting expansion and the movement of the equipment must also be accommodated,
in addition to allowing the use of massive and complex piping systems. Pipe supports
also provide a means to monitor the performance of the piping systems and the
connected equipment.

Industry experience has demonstrated a need to maintain the performance and overall
integrity of pipe supports and related components. The benefits of effective and
meaningful surveillance programs involve not only the hangers, but the suspended and
connected equipment as well.

The following represents the basic considerations for monitoring piping and pipe support
performance, establishing servicing requirements, outlining modification needs, and
identifying existing safety and integrity concerns.

GENERAL PURPOSE

The purpose of the inspection program is to ensure that the performance of the pipe
supports, restraints, and guides can meet the minimum service requirements for which
they have been designed. Additionally, the program will identify safety issues that may
be present as a result of poor support performance or distressed conditions involving
the devices. The work will also acknowledge the need for the continued safe and
reliable operation of the suspended and connected equipment and the potential
development of undesirable stress levels that could be present. Finally, the program
also will allow the operating company to meet the related guidelines outlined in various
power piping codes and safety related standards. Examples include ASME B31.1 along
with the National Board Inspection Code.

INSPECTION SCHEDULES

The work will typically be performed utilizing a two-phase approach. First, the pipe
supports and restraints will be inspected while the piping is in its fully hot and operating
condition. Second, the devices will then be inspected when the systems are reasonably
cool, or during cold iron conditions.

INSPECTION SCOPE

The following basic steps are used to evaluate the present design, installation,
performance, and overall integrity of the pipe support scheme and piping. During the
basic inspections, one should also identify and outline any necessary repairs,
maintenance, adjustments, load testing, enhanced inspection activity such as the
application of various nondestructive testing techniques (NDT) at selected locations,
modifications, or subjective/objective engineering to guide these activities.

TIN-101-0 2 OST SERVICES

INSPECTION SCOPE

1. Obtain travel scale readings at all variable and constant support spring hanger
locations, and record them on a permanent form (see Exhibit "A" for OST Services'
standard form). The document has been structured so that the readings are
simple to interpret. The charts also permit the operating company and the
inspector to compare current readings with those previously obtained. The same
approach will also be used for sway braces, snubbers, expansion joints, and pipe
position markers, should these devices exist. All nameplate data will also be
recorded in an attempt to consolidate as much information as is possible in one
place;

2. Prepare isometric sketches or drawings of each system, showing the approximate

location for all hangers and the mark (identification) numbers assigned to them.
(Also see Exhibit "A".)

3. Note the condition of the piping insulation.

4. Check for piping interferences.

5. Indicate if pipe sagging exists.

6. Record the presence of excessive piping deflections beyond the travel range of the
supports.

7. Check drain lines and branch line connections for binding.

8. Observe the condition of the supplementary steel.

9. Note the existence of loose or broken pipe anchors.

INSPECTION SCOPE

10. Look for inadequately supported vent stacks on safety valves and electromatic
relief valves.

11. Assess binding between vent stack piping and valve components.

12. Scrutinize inadequate clearances at guides.

13. Point out any failed or deformed hangers, supports, restraint control devices, or
any of the related components for these apparatus.

14. Outline where there appears to be a need for adjustment or hanger load carrying
capacity.

15. Record unacceptable movements in expansion joints.

16. Catalog inoperable and/or corroded springs.

17. Detail evidence of binding at snubber locations (mechanical or hydraulic).

18. Monitor fluid levels in hydraulic snubbers.

19. Highlight the existence of "topped" or "bottomed" out spring hangers.

20. Note the potential for welded hanger attachment cracking or disengagement.

21. Point out the existence of excessive piping vibrations.

22. Detail lubrication or cleaning requirements for the pipe support devices.

INSPECTION SCOPE

23. Cite the existence of loose, disengaged, or broken components that, if they were to
fall from the supports, could create a safety hazard to plant personnel.

24. Perform a general observation of the piping and support movements from the hot
to the cold position.

INFORMATION REQUIREMENTS

While not essential, the following would be of value as reference information:

Hanger sketches (original or as-built)

Piping drawings and details
Design and operating temperatures and pressures
Historical data associated with previous inspections or modifications
Pipe materials and sizes
Previous piping analysis reports
