I. INTRODUCTION
Cleveland Bridge & Engineering Middle East (Private) Limited was established in 1977
by an Emiri Decree and is a private joint stock company. It is owned 51% by the Investment
Corporation of Dubai and 49% by Al Rushaid Petroleum Investment Company.
Cleveland Bridge & Engineering is a market leader for the design, steel fabrication,
corrosion protection, erection and project management in the following areas:

Cleveland Bridge & Engineering provides a comprehensive turnkey package from design
concept through detailed engineering, manufacture and the erection of structural steel and
non-structural components. The company has extensive CAD, project management and
planning software.

SENIOR MANAGEMENT
The Head Office of Cleveland Bridge & Engineering Middle East (Private) Limited
(CBEME) is located in the Jebel Ali Free Zone (JAFZA) area of Dubai together with one of
the fabrication facilities. In addition to this facility there is a second CBEME fabrication
facility located in the Jebel Ali Industrial Area.
This facility comprises three separate Fabrication Workshops and extensive Surface
Preparation and Painting Areas. The facilities are supported with all necessary infra-structure
including a computer aided design/drawing office. The facility occupies an area of
123,000m2 of which approximately 16,000m2 is covered workshop space. The main area
within the factory comprises the following:
The Company also has access to an area of approx. 40,000 sq. mtr. adjacent to our facility
which can be utilized for the assembly of major structures. The area has 200 mts. of quay
wall with an 11.5 mts. of water depth thus allowing load outs of major fabrications and
structures.
A. FABRICATION WORKSHOPS
The three fabrication workshops have been designed and equipped to provide CBEME with
the flexibility to produce a multitude of products ranging from conventional structural
steelwork, through to complex plate/ box girders etc.

The Main Workshop consists of four bays each served by overhead cranes and is fully
equipped with three numerically controlled saw and drill lines.
The Heavy Fabrication Workshop is used primarily for heavy plated fabrication work.
The workshop is equipped with 50 tonne and 10 tonne overhead craneage, heavy plate
press and rolls, fully automatic welding equipment and extensive set up and jig
facilities
The fabrication facilities are complemented by the Light Fabrication Workshop which
is used principally for the manufacture of ladders, handrails, platforms and other
secondary structures.
This facility comprises of two main fabrication areas and enclosed surface preparation and
painting areas. The facility occupies an area of 130,500M2 and is split into the following
areas:
These workshops are fully enclosed and inter-linked to provide an efficient flow of materials
from raw material feed to final completed material dispatch.
The area is in excess of 25000 M2 and includes state of the art fabrication machinery serviced
by 14 Nos. over head cranes with capacities of 5 and 10 tonne SWL. Two 20 tonne gantry
cranes handle the offloading, stock control and feeding of raw materials into the workshop.
B. WELDING
Shielded metal arc welding (SMAW) using low hydrogen and iron powder electrodes
Flux cored arc welding (FCAW) using the self-shielding method in semi-automatic
mode
Submerged arc welding (SMAW) in automatic and semi-automatic modes

CBEME is also experienced in other processes such as tungsten-arc, gas metal-arc and electro
slag welding.
Our welders are qualified to ASME IX, AWS D1.1 and BS EN 287.

The goal of Cleveland Bridge and Engineering is to provide the Client with a product that:
Meets the required quality standard as laid down in the contract specification.
Is delivered in accordance with the budget and the program.
To meet these aims, an effective project management structure has been established, headed
by the Project Manager, to oversee all aspects of the contract from award to final handover.
Taking possession of the contract and ensuring that the Contract requirements are
clearly understood by all parties.
Establishing the Quality requirements and, where deemed necessary, producing
contract specific Quality documentation in place of the general Quality documents.
Developing the Contract program making use of up to date computer aided project
planning packages (PRIMAVERA) to establish the sequence of work and resources
required to successfully complete the work within the constraints of the Contract.
Controlling and coordinating activities throughout the various phases of the contract
to ensure progress is in line with the budget and the program. Establishing clear lines
of communication between CBEME, the Client and the Clients representatives,
suppliers and subcontractors, to enable any changes, queries or deviations from the
specification to be efficiently communicated to relevant parties.

CBEME holds ASME U, U2, PP and S Code Symbol stamps from the
American Society of Mechanical Engineers. In addition, CBEME holds an R Code
Symbol stamp from the National Board of Boiler & Pressure Vessel Inspectors, thereby
authorising the company to manufacture and repair pressure vessels and piping to ASME
VIII Div 1 & 2.
