CHAPTER I

INTODUCTION

1.1 BACKGROUND
Chidren of the street is children who spend most of their time to do some
activities on the streets. The characteristics of them, usually the age of them
among 6 up to 18 years old that looks dull and unkempt clothing.
Children of the street phenomenon can make complex social problems,
increasing poor population have pushed the increased school dropout and
homeless children. Every year, the number of them more increased. According to
the Social Departement of Republic of Indonesia , neglect children is generally
caused by two factors. The first, inadvertence or in other word, because of
conditions that dont allow parents or family to meet the needs of their children.
The second is intentional factor for abandoning their child because of the low
responsibility as parents or family to their child.
According to the 1945 constitution, article 34 paragraph 1 poor and
abandoned children reared by state . It means that goverment have a
resposibility for the maintenance and development of abandoned children,
including children of the street. But in a fact every years the number of children
of the street become advance. In 2002 based on the result SUSENAS held by BPS
and sosial ministers PUSDATIN totaled 94.674 chidren of the streed in indonesia,
and from 2002-2008 chidren of the street increased 64% or an average
approximately 10.6% every year.
Imagine that if there is no appropriate strategies to coaching children of the
streets that is right on target as well as thorough and there is no strategy for
preventing the emergence of them. Who had expected the rate of the street will
reach more than a half million people in 2020.

1.2 QUESTIONS OF THE PAPER

1. What are principle problem faced by children of the street?
2. What problem solving from that problems?

1.3 PURPOSE
1. To know the principle problem faced by chidren of the street.
2. To give some problem solving from that problem.

CHAPTER II
DISCUSSION
Proverty is one of the problems trigger by children of the street.
Children who shuld get a decent livelihood and education in childhood turn must
search economic needs of the family. Not a few parents who employ their chidren
under age to earn money for their life. Because of family economic level is very
low cause they can not make ends their live forced their children become victims
become children of the street to provide for their family. They usually work as
musician, scavengers, beggars, there are even become a thief.

Beside from economical point of view, factor that related between child
and family also very influential. The reasons that can be identified from children
of the street who run away from their home, as an example of a child who had
always lived with parents who are accustomed to using violence, often hits,
slapped, persecuting cause little mistake. When the child was feeling depressed
with the situation, the child tends to get out from the house and choose to life on
the street.preassure from the parents who force the children to work, even if the
child still a student. They think that a child who working on the street more easly
to get sympathy from the public, so it can make more money.

There are several ways to resolve it problem, including establishing

halfway house and school house.

A form of the handling of children of the street is by building halfway

house. According to social departement of Indonesia, halfway house defined is
as an intermediary for children of the street with the parties that will help them.
Generaly the purpose to establishment of halfway house to help them to solve
their problems and find alternatives to subsistence.

Beside that we also can set up school house. School house is a place for
children of the street to get education. School house can be a means for them to
develop their potentials activly to have spiritual knowledge, self-control,
personality, intellegence character, and skills needed for themselves, society,
nation and state.
