conditions of deputation - regardinq.

I am directed to say that the Central

Mlnlstrles/Oeoartments reter the proposed ~erms and
cond1t1ons of appointment of IAS officers going on
deputatlon to the Publ1C Sector Undertaklngs for vett1ng
by th1s Department. Cases of the IAS officers going on
deputatlon on foreign serVlce terms to the 1nternational
organisations, autonomous bodles and private
organ1sations are also referred for the same ourpose.
Vett1ng 1n the cases of I.P.S. and I.F.S. ofTicers 1S
done bY the Min1stry of Home Affairs and Ministry of
Environment & Forests respectivelY. who are the Cadre
Control l1ng authorities 1n respect of these All Ind1a
Servlces.

2. In order to brlng in an element of unlTormlty 1n

the matter, the quest10n of laV1nQ down ~he standard
terms and conditions of deputatlon has been consldered
and accordingly. a set ot such condltions cover1ng
varlOUS aspects of such apPo1ntments. has been prepared.
a COpy of WhlCh 15 enclosed. ThlS has been done on the
basls of tne standard terms and cond,tlons of deputat10n
laid down in respect of the Central Government employees,
as given in the Fundamental Rules. read wlth the
consolldated ,nstructlons on deputatlon 1ssued by this
Department from time to tlme and the terms of. such
apPointments allowed 1n the past in respect of the
offlcers belonging to the Indian Administrative Service.

3. It has further been dec1ded that tor streaml1nlng

the procedure involved and to cut short the avoidable
delays ln qetting the terms of deputation of the IAS
offlcers concerned from this Department. the
administrat1ve Ministries and Departments of the
Government of India may be delegated the power to frame
and f ina 11S6! these terms and cond 1 tions thel"1se
1ves. 1n
resoect of the IAS officers servlng under them. on the
bas1S of the enclosed standard terms, w1thcut Seeklng
concurrence of the Department of Personnel and Tralnlng
ln each and every case. In case, however, there is a
deviatlon t'rom these standard terms in respect of one or
more of the terms proposed to be allowed ln a oarticular
case, it would be necessary to make a reference to this
Department and seek prior approval in the matter.
4. The Cadre Controlling authorltles ln respect of
the officers belonglng to the Indian Pollee Servlce and
Indlan Forest Service. v;z. Ministry of Home Affairs and
Minlstry of Env;ornment and Forests respectively, are
belng advised to frame the standard terms and conditlons
of deputation for these offlcers on the said lines.

15. Group_In_~urance: If the member of the serv 1ce has

not opted out of the Central Government Employees Group

Insurar.ce Scheme. 1980. before 31. 12. 1981 the sa id

scheme as appended to the Schedule to the A.t.S. (Group

Insurance) Rules. 1981 shall be applicable to him. In

that case. an amount of Rs.1201- p.m. deducted from hlS

salary as SUbscription towards the Insurance Scheme snal I

be remitted to the concerned Accountant General by the

16. Residl~_ar_y_Matters: In all matters relatlng to

the rules. regulations and orders appllcable to a member

of the Al~ India SerVlces servlng ln connectlon Wlth tne

affairs of the Union.

17. The above mentloned terms and condltlcns wouij be

appllcable tll I the member of the service remalns on

deputation with the borrowing organlsatlon. On revers'on

from deputatlon. he/she Wl I I be governed by the relevant

rules lald down for the All Indla Service officers.
