More women have been employed and
promoted to higher posts within the
Party and government, according to
the latest survey carried out by the Lao
Womens Union.
The Union stated that Lao women
represent 43 percent of the total number
of 150,000 civil servants who now
serve in various government sectors in
Vientiane and the provinces.
In addition, several women have been
appointed as ministers, deputy ministers
and to other important government
positions.
The Union said Lao women comprise
about 10 percent of provincial Party
committee members and 12 percent of
district Party committees.
In ministry departments, women
represent about 19 percent of the total
figure while female members of the
National Assemblys Seventh Legislature
make up 25 percent of the total.
The National Election Committee
hopes that more women will be elected
to the National Assembly in the March
20 election.

Thousands of labourers from the central
Vietnamese provinces of Nghe An
and Ha Tinh have flocked to Laos and
Thailand to look for higher-paying jobs
after Tet (Lunar New Year), according
to a media report.

Lao Womens Union for many years,
said the percentage of women being

women in doing important tasks to
further national development.
Geographical advantages, easy-
to-find jobs and a high percentage of
overseas Vietnamese in these countries
are reasons for the free flow of labour
into Thailand and Laos, insiders said.

The Vientiane Agriculture and Forestry
Department in cooperation with the
Department of Agriculture and Rural
Department of Ho Chi Minh City,
Vietnam, are jointly working to help
livestock breeders rear cattle for
consumption and for export.
Vientiane farmers are currently
producing only 50-60 percent of the
meat required to meet the capitals
needs, Director of the Vientiane
Agriculture and Forestry Department,
Assoc. Prof. Dr Linkham Duangsavanh,
told Vientiane Times yesterday.
The remainder of the meat required
is sourced from the provinces, while
some is imported from neighbouring
countries, he added.
Under the cattle breeding project,
the Department of Agriculture and
Rural Department in Ho Chi Minh
City will give advice on breeding,
feed processing, growing grass for
cattle, and veterinary services, said
Dr Linkham.
Vietnamese officials will also
encourage livestock businesses in
Ho Chi Minh City to trade with their
counterparts in Vientiane.
The Vientiane Agriculture and
Forestry Department has selected 25
cattle farms in the capital to participate
in the project.
Target areas for the project are
Pakngum, Sangthong, Xaythany,

Vientiane has more than 100
cattle farms but most operate using
traditional methods.
However, due to the high demand
for meat and rising market prices,
farmers are abandoning traditional
farming methods and expanding their
operations. Some areas have created
farmers groups to bolster production.
The Ministry of Agriculture and
Forestry is working with the relevant
sectors and international organisations
to provide technical assistance on
pasture improvement, animal shelters
and other measures to help protect
livestock from disease and ensure they
are healthy enough for sale.
The government hopes to export
more cattle and buffaloes despite
the current shortage of supply to the
domestic market.

of 487,000 tonnes of meat, eggs

per capita per year by 2020, a
figure which is expected to grow
to 79kg by 2025.

The ministry will also place
greater scrutiny on the movement
of livestock and poultry as well
as aquatic creatures.
The government will
also focus on improving
slaughterhouses and meat
processing houses, regulate
aquatic products, improve the
systems of market management
for animal and aquatic products,
increase capacity building for
veterinarians and fisheries staff
as well as seek to guarantee a
sufficient fish supply in Vientiane.
The numbers of livestock
and fish breeders which are
employing more modern
methods has increased in recent
times, especially on the flat lands
along the Mekong River valley
and some parts of the northern
provinces.
Cattle rearing for domestic
supply and export has also
been developed. In fiscal year
2014-2015, the ministry worked
hard to encourage farmers
and entrepreneurs to increase
livestock breeding across the
country by around 10-12 percent.
Broken down, the breeding
of buffaloes increased by one
percent, cattle breeding by two
percent, rearing of pigs and goats
by four percent, and poultry by
five percent.
In 2013-2014, the numbers
of cattle expanded three percent,
goats by two percent, pigs by
six percent and poultry by five
percent.
The production of meat,
eggs and fish in 2013-2014
reached a combined total of
361,074 tonnes, which included
171,364 tonnes of meat, 39,150
tonnes of eggs and 150,560
tonnes of fish.
Over the five years from
2011-2015, the agriculture and
forestry sector expanded by an
average of about 2.7-3 percent.
During that five years, the
agriculture sector saw a total
expenditure of 7 trillion kip, of
which 10 percent came from
domestic funds, 20 percent in
the form of loans and grants,
60 percent from the private
sector with the remaining 10
percent being contributions
from local people.

Energy generation at the Nam Khan 3
hydropower plant in Luang Prabang
province is expected to get underway
next month after the reservoir that
supplies water to the dam began filling
last week.
We will initially run only one
generator next month and we will do
the second unit in the following month

The plant has two generators,
each with an installed capacity of 30
megawatts (MW).
Currently we are installing
some electronic equipment at the
powerhouse, the official said.
The dam is on the Khan River and
is being built by a Chinese company,
Sinohydro Corporation.
Construction began in 2012 in
Xieng Ngeun district and is now about
95 to 96 percent complete.
The Nam Khan 3 dam is
a government project that will be
managed and operated by Electricite
du Laos (EDL). The project involves
a total investment of about 1trillion
kip (US$132.76 million) which has
been borrowed from the Exim Bank
of China.
Ninety-five percent of the project
cost is in the form of a loan and the
remaining 5 percent has been provided
by EDL, according to a report from EDL.
The plant has a total installed
capacity of 60MW and will be able to
generate about 240GWh of electricity
per year that will be transmitted via a
115kV transmission line to a substation
in Xiengngeun district to supply the
northern provinces and Vientiane.
The dam will particularly benefit
people in northern Laos and remote
areas who are still waiting for electricity
to be supplied to their villages.
The government is promoting the
rapid development of power plants for
local supply in a bid to cut electricity
imports.
According to Minister of Energy
and Mines Dr Khammany Inthirath, as
of 2015 Laos had built 38 power plants
at a total cost of more than 81.7 trillion
kip (US$10 billion) with a total installed
capacity of 6,265MW. Combined, they
can generate 33,315 million kWh of
electricity per annum.
There are 45 power plants under
construction and yet more to be
developed in the future.
Laos is aiming for a total installed
capacity of about 12,000MW by 2025,
the Ministry of Energy and Mines
reported.
The abundant resources of the
Mekong River and its tributaries give
Laos the potential to produce more than
25,000MW of electricity.
In 1975, only 19,000 families or
3 percent of the total population had
access to electricity, but today 89.6
percent of the population can access
the power grid.

A local company is investing US$19 million (about 152 billion kip) in the
project. The new plant will enable Vientiane authorities to close in on their
target to increase the citys daily water supply from the current 280,000
cubic metres to 380,000 cubic metres by 2020.

Dutch thinktank forecasts stable recovery from recession

PROJECT (SUPSFM)
The Government of Lao PDR (GOL) in partnership with the International Development
Association of the World Bank (IDA, WB), the Ministry for Foreign Affairs of Finland
(MFAF), and the Forest Investment Program of the Carbon Investment Fund (FIP,
CIF) is implementing the Scaling Up Participatory Sustainable Forest Management
Project (SUPSFM) covering 51 PFAs in 13 Southern, Central, and Northern Provinces
of Lao PDR. To assist the implementation of the SUPSFM project, it is intended that
part of the proceeds of World Bank Grant will be applied to eligible payments for
recruitment of Senior National Finance Management Consultant for National Project
Management Office and building capacity of financial management staff based on
World Bank approved Project Financial Management Manual.

The SUPSFM - National Project Management Office (NPMO), under the Department of
Forestry, Ministry of Agriculture and Forestry is therefore seeking oneSenior National
Finance Management ConsultantbasedinDepartment of Forestry Finance Unitto assist
in undertaking the above-mentioned Projects Finance Management. The Senior
National Finance Management Consultant will work under the close supervision of
the National Project Coordinator and Department of Forestry Finance Unit and will
provide advice on all Finance Management related matters to DOF Finance Unit,
provincial and district project management offices.

AnIndividual Senior National Finance Management Consultantwill be selected in

accordance with the procedures set out in the World Banks Guidelines: Selection
and Employment of Consultants by Bank Borrowers, dated January 2011.

Selection criteria are:

At least Post graduate qualification in relevant field such as: accounting and
finance. Local or international professional accounting qualifications are highly
desirable.
Holding Certificate of Public Accountant is advantage.
A sound knowledge in accounting and financial reporting, including at least 8
years of professional experience in accounting or financial management. Able
to produce financial reports and financial statements.
Experience with the World Bank projects or other major donors are an advantage.
Having recent experience in setting up financial management system and providing
training in accounting or finance will be an advantage.
Good PC/systems literacy, including strong Excel skills, Word, data management,

Fluency in Lao and English (strong written and spoken skills).

Women and Development
One womans unrelenting mission to develop
her country and boost the role of women

U
nder the umbrella of the
flag of the Lao Peoples
Revolutionary Party,
whatever your line of work, the
objective and desired outcome
of all ones efforts is to further
the development of the nation.
In some cases this means
building up and protecting the
rights and interests of women
and children by helping them
to have a better and healthier
life, so that they gradually rise
out of poverty.
These are the wise words
of the President of the Lao
Womens Union, Dr Inlavanh
Keobounphanh.
She was born to
revolutionary parents and as
a child they taught her to love
her country and strive to do
whatever she could to further
the cause of the revolution.
This became her mantra and
everything she has done in her
life has been for the benefit of
the people and her country.
Her father was on the
frontline in the nations struggle
against foreign aggressors and
her mother had to take care of
four children. Her mother had
strong hands, but their softness
also contributed to patiently
building the future of the nation.
She sacrificed everything so
that her children could eat well
and wear warm clothes. That

was the task of all mothers at
that time, who cared for their
children and family untiringly.
She also made sure her children
had lessons, even though these
took place in a cave.
In 1968, the Party and
government helped the children
of leading officials to study in
sympathetic countries, Vietnam
and China in particular.
So Dr Inlavanh, her younger
sister and some of their friends
were sent to study at Primary
School 67 in Nanning, Guangxi
province, China. According to

finishing primary school, she
returned to Laos and continued
to study at Xiengkhor Secondary
School in Huaphan province.
During this time, she
became acquainted with the
lifestyle of people in rural
areas, including farming and
gardening. Fanned by the
flames of the revolution, she
was driven towards an interest
in professionals - doctors,
teachers and rural developers -
because she observed that these
people all worked to help and
serve their fellow citizens.
She decided to follow the
revolutionary path by working
in the armys health care
division. She went to medical
school in the Navid area of
Huaphan province for a two
year course of study. Then
she and her friends came to
Vientiane at the time when
the Lao Peoples Democratic
Republic came into being. At
this time, she both worked and
learned about cultural affairs.
In 1979, Dr Inlavanh
continued her studies at the
Health University in Vietnam.
After graduating in 1983, she
returned home and worked at
the Operation Brotherhood
(OB) Hospital (Setthathirath
Hospital) in Vientiane. She
also helped out with patient
treatment for the army as well
as at 103 Hospital. Sometimes,
she joined the mobile medical
team at Xamthong-Longchaeng
in Xaysomboun Special Zone
(today called Xaysomboun
province).
In addition, she contributed
to the work of three mass
o rg a n i s a t i o n s a s w e l l a s

participated in the cultural
performance units and sports
competitions at the schools and
organisations she was a part of.
In 1999, she was appointed

She said that after the
Congress, the central union
would draw up eight plans and
34 projects for Lao Womens
Union branches in ministries
and provinces to implement.
These would ensure that
all Lao Womens Union
members and Lao women of
all ethnicities acknowledged
certain principles and acted
upon them. The plans and
projects also aim to ensure
that Union members have
strong political awareness
and revolutionary values
that enable them to create
the necessary conditions
for women to build up their
abilities professionally and
to create jobs. This should be
done alongside ensuring better
health conditions for women
and children.

create conditions that enable
women to use their abilities
in all areas, as reflected in

of past presidents of the Lao
Womens Union, organisations
in every field throughout the
country should support and
provide opportunities for
women to improve their skills
and become more involved in
management, said Dr Inlavanh.
On the occasion of the 106th
International Womens Day this
year, she urged Lao women of all
ethnicities to better themselves
and their family in support of
this years theme of achieving
complete equality among men
and women by 2030.

conditions for all. For societies
to thrive, women and girls
must have access to education,
jobs, health care and justice.
Indonesia would become
the seventh largest economy
in the world by 2030 providing
that the country nurtures
available skills and talents.
Progress on gender equality
is good for economic growth
and sustainable development.
There have been great
improvements in Indonesian
womens quality of life over the
past decades. The Constitution
guarantees gender equality.
The government has taken
multiple measures to protect
womens rights, including a
zero tolerance policy when
it comes to violence against
women. As Indonesian Vice
President Jusuf Kalla said We
are more than eager to improve
the quality of life of women.
We must ensure that women
have equal and inclusive
access to greater participation
in as well as better control of
and benefit from all sectors.
The UN in Indonesia
supports the governments
vision on gender equality.
More work needs to
be done to strengthen the
role of women in society.
A disproportionate number

that will reduce risks faced
by women especially those
in rural areas. The UN in
Indonesia works with the
government to support
successful local initiatives and
pilot schemes for improved
midwifery services.
Globally, one in three
women is a victim of violence
at some point in her life.
In Indonesia 3 to 4 million
women are said to experience
domestic violence each year
with an increase of recorded
cases. But those figures may
not reflect the reality as many
cases of gender-based violence
remain unreported.
With President Jokowi
being one of the global
leaders of the United Nations
#HeForShe campaign to end
violence against women,
Indonesia is already at the
forefront of this effort.
Understanding the prevalence
of violence against women is
at the moment hindered by the
absence of accurate data.
The government will
conduct the first ever
nationwide survey on violence
against women this year. This
survey is aimed for advocacy
on programme and policies in
the prevention and response
to violence against women.
The UN Population Fund in
Indonesia (UNFPA) has been
supporting the government
in providing necessary
training and assistance with
the methodology and policy
advice.
As we celebrate
International Womens Day, we
must build on the achievements
made in Indonesia and step up
to reduce maternal mortality,
e l i m i n a t e g e n d e r- b a s e d
violence and look for more
women representation at all
levels of society. But words are
not enough. It requires strong
efforts by all to achieve gender
equality by 2030.

As we look forward to voting for the new members of
the National Assemblys Eighth Legislature, its a good
time to observe that women are playing an increasingly
important role in leadership positions.
Women contribute to many areas of life, especially
some types of work that men are not as well suited to,
and sometimes have more patience and ability than men
where some tasks are concerned.
The government is recognising the value of women and
their rights, and is trying to work towards gender equality.
To this end, it has set up special organisations, mainly
through the Lao Womens Union and enacted laws that

This month 50 women are standing for election to the
National Assemblys Eighth Legislature. There will be
211 members in total, so womens voices will be heard
more strongly in the legislative body than in the past.
More and more, women are taking on duties as village
heads, district governors, provincial governors,
ministers, technicians, business operators and Members
of Parliament.
Women are also playing a critical role in the development
effort and are working to improve the living standards
of their families, especially in rural areas.
This reporter hopes that all women who stand for election
this month will get strong voter support.

We all have bills coming in each month and a long list of
expenses, so its vital that we get paid on time.
If we dont get our money punctually, we cannot truly
call our wages a salary, and late payments cause hardship.
Every month we have outlays for food, petrol, electricity,
water, rubbish collection and other household expenses.
Bills for electricity and water have to be paid by a certain
date and if we cant pay we run up debts and may suffer
the ignominy of receiving a warning.
Regularly paid salaries are important for everyone, so
all organisations, companies, factories and shops should
make sure their employees receive their money on time.
It is even more distressing for people on low incomes if
their monthly wages are late.
And if people find themselves short of money, it might
lead them to desperate measures to make up the shortfall.
The labour law states that salaries must be paid in cash
and on time but unfortunately this is not the case in
practice, and people suffer as a result.

Forest protection

Although the indiscriminate felling of trees is prohibited,
it is common to see many trucks laden with logs, which
has the general public wondering whether this trade is
legal.
Recently, this reporter was in Savannakhet province and
saw seven trucks carrying logs measuring 5 to 10 metres.
Many people say that despite the restrictions, large
numbers of trucks can be seen moving logs through the
country. This reporter wondered whether this activity was
illegal and if people were taking advantage of officials
tendency to look the other way.
Although officials have banned the felling of trees, many
people take no notice of the ruling and continue to cut
down trees, knowing they can get a good price for these
valuable hardwood species.
If we are serious about putting a stop to this problem,

number of cultural performances were
held to mark International Womens
Day on Monday at Lao ITECC,
attracting large audiences to create
an entertaining atmosphere on this special
occasion.
The special cultural performance saw nine
programmes of shows to attract peoples interest
and highlight all the beauty and colour of Lao
tradition and culture.
The shows consisted of singing, Lao
dancing, and fashion shows.
The curtain raiser commenced with a
number of singing performances, followed by
the Lao Lamvong dance to two different tracks
as a warm up for the crowd.
The fashion shows were the third programme
of shows that brought the costume collection of
Lao women and womens ethnic groups for
show on the stage.
The featured costumes were designed from
Lao cotton and comprised a mix of traditional
and modern styles on the catwalk.
Then came the Lao dances Basalop and
Rimbo Rock, followed by four programmes
of dance: Phouthai, Taloung, disco and the
Sao Xieng Khuang dance to end the cultural
performances on the night.
The various shows gained good acceptance
from the audience on the celebration of
International Womens Day, which added extra

forEIF Tier-2 Project: Strengthening National Quality Infrastructure and Industrial Statistics
in the Lao PDR
Background
Government of Lao PDR has approved the new Project Strengthening National Quality Infrastructure
and Industrial Statistics in the Lao PDR, as part of the EIF Tier-2 Program. Primary objectives of the
project are: 1) to strengthen the national quality infrastructure (component A); and 2) to support the
enhancement of industrial statistics (component B), thus contribute to increasing quality, safety and
reliability of Lao products and services, and improving overall competitiveness of Lao businesses.
The National Implementation Unit (NIU) within the Foreign Aid Division of the Ministry of Industry
and Commerce (MoIC) is the secretariat for the PEC, the grant recipient entity, and the core technical
and fiduciary implementing unit for the Tier-2 project. The Project are requiring following positions will
be based in Department of Standardization and Metrology (DSM), Ministry of Science and Technology
(MoST) the Implementing Agency (IA) for the component A. Below are the detailed scope of work and
qualification and experience requirements:
Main Responsibilities:
Provide technical assistance on project coordination under the component A of the EIF Tier-2 project.
Assists the DSM to assume operational management of the project in accordance with the project
document and both UNOPS/NIU policies and procedures
In cooperation with the DSM and with technical inputs from the NIU, prepares, monitors, reviews
and updates project work plans and budgets (annual and quarterly)
Jointly with the DSM prepares background notes and synthesis reports, based on the conclusions
and recommendations of international and national consultants
Together with the DSM prepares various project status reports for coordination meetings, for periodic
reviews, for annual reviews and for the term evaluations
Assists the DSM to organize the review/evaluation missions
Administers the mobilization of project inputs under the responsibility of the national counterpart
agency/agencies
With respect to international/national consultants or institutions under contract to the project, assists
to ensure that these consultants/institutions deliver the inputs in accordance with their contract/terms
of reference
Under the supervision of the DSM, manage the project budget related to local inputs and expenses.
Additionally, ensure that: (1) Accounting records and supporting documents are well kept and (2)
Financial operations are transparent and UNOPS and NIU financial procedures are applied
Reports regularly to keeps the DSM up-to-date on project progress and flags problems
Other assigned duties as required by the DSM or NIU
Qualification and experience requirements:
Minimum Bachelor Degrees in Economics, Business Administration or related field
Minimum 03 years of working experience with Lao national development projects funded by
international donors
At least 2 years of experience in a similar assignment
Strong understanding of the government policy with respect to trade promotion
Technical knowledge and experience related to the enhanced integrated framework process and
trade a distinct advantage
Authority and seniority that is appropriate to the project
English skills (reading, writing and speaking) a must
Project management skills with a strong focus on attention to detail
The indicative estimated inputs for this assignment are 9 person-months on a full time basis, with the
possibility for extension for additional 1 years, based on performance and the availability of project
