Sub: Non implementation of Presidential order No.27-1/2006-SEA-II dated 5th


October 2007 by the officers of Department of Posts & Department of
Telecom

With much constraints we the deprived chunk of qualified Junior Accounts Officers of the
Department of Posts bring the following for the kind consideration.

1. About 350 employees working in the Department of Posts are waiting for the past 17 years ( ie
from 1992) after passing a toughest examination –the “Junior Accounts Officers” exam.

2. While their prospects of getting the posting has already gloomed, the Hon”ble Minister of State
(C & IT) was able to show a ray of light by approving the proposal for the merger of the
Accounts wings of the DOT and DOP in the year 2007 itself.

3. President of India has ordered for merger of Accounts wings w.e.f 01.12.2007.

4. However due to procedural delay and stigma between the officers, the proposal is yet to take
place.

5. The Department of Posts having qualified JAOs waiting and the Department of Telecom is in
need of JAOs for performing the jobs. When the equations are balanced why the merger not
took place is making disguise among the wait tired JAOs. The merger will wipe out the entire
waiting list in JAOs in the Department of Posts and the Department of Telecom will find a
solution for their staff shortage crisis.

6. A point to worth mention is that almost 30 % of the waitlisted JAOs are having only one
are two years of service. The rest of the officials have already crossed 50 years of age and
also crossed the minimum of the JAO scale. As such the elevated career will give only a
solace to them.

7. The Departmental proceedings for merger of the Accounts wings of the DOT and DOP have
almost completed.

i. An inter-Departmental Committee was formed with the consent of Secretary (Posts) under
the Chairmanship of Shri. Raghav Lal, CPMG, Delhi Circle with DDG(FEB), Director
(SEA), DOT and DDG (PAF), Director (PA-1) DOP as members. The meeting was held on
02.04.2007 and recommendations were submitted. (Copy enclosed)

ii. The recommendations was approved by Hon’ble Minister of State (C&IT) on 13.04.2007.

iii. The President of India has ordered for amalgamation of Accounts cadre of
Department of Posts and Department of Telecommunications of Ministry of
Communications and Information Technology w.e.f 01.12.2007 up to Junior Accounts
Officers (Non gazetted Group “B”) level vide Department of Telecommunication order
No.27-1/2006 SEA II dated 1st / 5th October 2007. (Copy enclosed)

iv. The revised recruitment rules were framed for the merged cadre and the same has been
approved by Department of Personnel and Training.

v. The file regarding the merger was sent to Department of Posts on 15.01.2008 by
Department of Telecom for vetting the relevant para in the approved recruitment rules
related to constitution of DPC.

vi. The file is kept pending at Department of Posts for more than one and half year
without taking any decision.

8. The delay has already caused a huge financial loss to the JAO qualified officials and further
delay would jeopardize career progression forever. This would also adversely affect the pension
on a recurring basis. It is ironical because there are enough vacancies now in P&T AFS to
accommodate all the waiting JAO candidates.

9. Since the Dept. of Telecom is garnering the maximum revenue to the Govt exchequer by means
of Spectrum charges and License fee from the service providers in telecom, the JAOs will
certainly check the revenue is growing thus will render their support for the Growth of the
nation.

Proposed amalgamation of Group 'B' cadres of DOP & DOT would solve some serious
problems of both departments and also provides opportunities to the employees of both
the departments for their career progression as under:-

(a) For DOP:


About 350 employees of DOP who had qualified JAO examination and waiting for more than 17
years would get promoted immediately and also it would open a permanent chain of promotional
avenue for its employees. Again the resultant vacancies, It would facilitate DOP to induct more
qualified younger generation having proficiency in computer & IT which is the need of the day in
the changed scenario.
In the event of merger, it would bestow greater flexibility to the administration to fill up the
JTS / STS 'A' posts for utilizing these officers for new services to enable revenue generation for the
department.

(b) For DOT:
Acute shortage of manpower that was caused in DOT by permanent absorption of officials in BSNL
would be eliminated.

DOT would get experienced accounts personnel of DOP having ample practical experience in DOT
and well conversant with the rules and regulations attained by virtue of their experience on
deputation with the DOT for several years, besides their own domain experience.

It would facilitate filling up of the JTS; also STS Gr. 'A' posts for which the Sr. AO/JTS Gr'A' being
fedder cadre of both the Departments.

(c) For Employees, advantages would be multi pronged as under:

The career prospects of all Employees beginning with Gr 'C' & 'D' would be amazing viz: from
JAO/AAO , AO/ Sr.AO to JTS/STS.

It would be a great motivational factor resulting in increased productivity.

In the event of the merger not taking place the DOT would be finding it very difficult to run the
show as the deputationists from Postal side who have completed their deputation period are likely
to be repatriated very soon. Consequently, it would trigger chain reversion to the lower cadre in
Postal side, besides causing frustration & dislocation.

In the meanwhile the DOT has issued an order on 2-7-2009 vide lr. No. 17-1/2008-SEA-II dated
02.07.2009 calling for the willing JAOs/AAOs/SrAOs of other ministries for one time permanent
absorption in the available vacancies of the DOT all over India. This order emanated only
because of the reluctant attitude of DOP in implementing the merger, which is approved by the
President of India.

This is very shocking news to all the 350 waitlisted qualified JAOs of Department of Posts who
are awaiting for their promotion since 1992 and very eagerly waiting for the merger.

PRAYER: Hence we the qualified JAOs in the Department of Posts most humbly submit to the
Hon”ble Member to bestow personal attention to the matter, kindly with Hon’ble MOS (C&IT) and
solve the decade old problem.
