The Department of Electrical Inspectorate is planning to amend the Kerala State Electricity Licensing Board rules as per
the latest Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulation 2010.
As a preliminary step Electrical Inspectorate is publishing a proposed draft of Kerala State Electricity Licensing Board
rules in order to invite the views/suggestions of the concerned and the public :

permit grade A or certificate of competency and permit grade
B respectively issued by the Board ;
(m) Wireman means a wireman who possesses a valid
certificate of competency and permit issued by the Board;
(n) Wireman apprentice means a person who is registered
as wireman apprentice under an Electrical Contractor

(b) Deputy Chief Electrical Inspector, office of the Chief
Electrical Inspector to Government ex-officio, who shall also
be the Secretary;

(c) Chief Electrical Inspector to Government, ex-officio;


(d) Head of the Department of Electrical Engineering, Govt
Engineering college ex-officio;

(e) Chief Engineer ,Distribution south , Kerala State Electricity


Board ex-officio;
(f) A member of legislature ;
(g) A representative of major consumers of Electricity in the
State and shall be an electrical engineer as member
(h) Three representatives of the Licensed Electrical
Contractors in the State, one each from Grade A Grade B

(3)Term of office of members;-
(1) The term of office of the members of the Board other than

Gazette replace a member of the Board not being an ex-officio
member with another person whose term of office will expire
on the date on which the term of office of the replaced
member would have been expired.
(3) Notwithstanding any of the vacancies of the Board
remaining unfilled , the Board shall continue to function.

9. Duties of the President:- The functions of the
Board shall vest in the President as regards the day
to day implementations of these rules.

(2) If in the opinion of the Secretary to the Board, the


testimonials produced, along with the application, by the
applicant are not satisfactory, he shall not be admitted to any
examination.

(3) Examinations under these rules shall be held at such


places and on such dates as may be notified by the Secretary.

(4) The successful candidates shall apply for permit/certificate,


with all details as specified by the Board, within one year from
the date of publication of results.

(5) The Board may appoint examiners for the purpose of


conducting examination under sub rule (1) and such
examiners shall be given such remuneration as the Board
may decide from time to time.

(6) Information about a part or parts in which a candidate has
passed or failed in a written examination, together with the
actual marks he scored in each part shall be intimated to a
candidate, provided he/she makes an application within 15
days from the date of declaration of the results of the
examination together with the fee prescribed by the Board.

(7) Valuation or addition of marks of a particular part or parts


of the written examination shall be checked and the
information passed to the candidate, provided he/she makes
an application within 15 days from the date of declaration of
the results of the examination together with the fee prescribed
by the Board.

(8) Clause (7) shall not be applicable to valuation using


optical mark reader.

(9) The Board shall have the power to decide and renew the
remuneration provided under sub rule (5) above.

(10) Answer book shall be maintained for the period of six


months and shall thereafter be disposed of in the manner
decided by the secretary from time to time.
11 Duties of the Secretary:- The duties of the Rules 18 and 29 of the present Rules are

Engineering from a recognized University or an equivalent

(b) diploma in Electrical Engineering or an equivalent


qualification recognized by the Board with minimum 3 years
experience, after obtaining the Diploma, in the field of
electrical engineering; or

(c) Any other qualification or practical experience considered


satisfactory by the Board.
(d) An expert committee appointed under rule 6 shall
determine the competency of the applicants based on an
interview. The decision of the expert committee shall be final.
(2) Application for grant of Certificate of competency/permit
Grade A shall be made to the Secretary in the form set out in
Annexure 20 to these rules.

(a) a Degree in Electrical or Electrical and Electronic

(b) diploma in Electrical Engineering or an equivalent


qualification recognised by the Board with a minimum of one
year experience, after obtaining the diploma, in the field of
electrical engineering; or

(c) any other suitable qualification or practical experience


considered satisfactory by the Board.
(d) An expert committee appointed under rule 6 shall
determine the competency of the applicants based on an
interview. The decision of the expert committee shall be final.

(2) Application for grant of certificate of competency/permit


grade B shall be made to the Secretary in the form set out in
Annexure - 19 to these rules.
(3) The Board may grant a certificate of competency -
supervisor grade B to a person who does not possess a
qualification mentioned under sub-rule (1) provided he
possesses the qualification mentioned below and passes the
examination, written, practical and oral, conducted by the
Board for the grant of certificate of competency - supervisor
grade B.;-
(a) The wireman permit holder who passed S.S.L.C. or
equivalent examination with-

I. minimum 2 years practical experience after obtaining
the wireman permit issued by the board under sub
rule (1) of rule 14. or
II. minimum 5 years practical experience for wireman
permit issued by the board under sub-rule(3)of rule14.
( 4 years after obtaining the permit), or

(b) The C, grade contractor who has completed SSLC or


equivalent examination with minimum 10 years of practical
experience after obtaining C, grade contractor licence.
(4) The Board may in exceptional cases and for reasons to be
recorded in writing permit a person who does not possess the
above qualification but has a good technical back ground to
offer himself for the examination.
(5) Application for appearing for the examination for grant of
Certificate of competency - Supervisor Grade B provided
under sub-rule (3) above shall be made to the Secretary in the
form set out in Annexure-22 of these rules.

(a) have worked on wiring or electric installation work for a
period not less than one year under a licensed electrical
contractor as a Registered wireman Apprentice or

(b) have satisfactorily completed the 10 months Wireman

or

(d) have passed the certificate examination of refrigeration


and air conditioning Mechanical trade or

(e) have passed two years course on the Maintenance and


repair of Domestic appliance conducted by Directorate of
VHSC or

(f) have completed minimum of 10 months certificate course


in Electrical Wiring and servicing course under continuing
educational programme/IIPC/CDTP in Govt Polytechnic/Govt
Engineering colleges or

g) any other electrical training or practical experience

(4) Application for appearing for the examination for grant of
competency - wireman certificate provided under sub-rule (3)
shall be made to the Secretary in the form set out in Annexure
-21 to these rules.

20. Registration of wireman apprentice:-

kits required to be possessed by a contractor grade B as
notified by the Board from time to time.
(d) The applicant shall have adequate office facilities for the
design and preparation of drawings and shall have library with
standards of B.I.S/IEC relating to electrical installations and
any other books prescribed by the Board from time to time.
(e) The applicant who shall make application for the
installation of HT/LT lines of KSEB/Licence can employ
electricity worker or wiremen as prescribed by the Board

permit employed by the contractor .But the C grade contractor
can engage two wireman apprentices..

(6) The contractor shall not permit the wireman apprentice


engaged under sub rule (5) to carry out any electrical
installation work including additions, alterations, repairs and
adjustments to existing installations covered by Regulation 29

under the guidance of at least one wireman holding a valid
permit at the premises.

(7) The instruments possessed by an electrical contractor as
required under clause (e) of sub-rule(2), clause (c) of sub-
rule(5) and clause (c) of sub-rule(6) of rule 27 shall be got
tested in the Meter Testing & Standards Laboratory attached
to the Electrical Inspectorate Department of Government of
Kerala or such other Laboratory at specified intervals. The
test result thereof shall be produced for the issue and renewal
of the licence.

(8) Every contractor shall maintain a staff register of all


supervisors, wiremen ,Electricity worker and apprentices in
the form set out in Annexure-34 to these rules. Such register
shall be obtained from the Secretary and shall be kept up-to-
date. No supervisor, Wireman ,Electricity worker or an
apprentice whose name is not entered in the staff register
shall be considered to be a bonafide employee or apprentice
of the contractor. Maximum number of wiremen for each
supervisor employed by such contractor is limited to 10 or as
decided by the Board from time to time. Each entry in the
register shall be attested by the contractor with his dated
signature.
(9) If the holder of a competency certificate on the strength of
whose permit /licence has been granted to an Electrical
contractor, thereby reducing the strength of staffs below the
minimum permissible limit specified by the Board, such
contractors licence shall be deemed to have been
suspended. In case such contractor fails to employ a person
holding a supervisors /wiremens Permit, as the case may
be, within one month from the date on which the holder of the
competency certificate had left such contractors service,
contractors licence shall be deemed as cancelled.

Secretary or the Electrical Inspector or the officers appointed
to assist him/her or an officer not below the rank of Assistant
Engineer in the case of the suppliers having jurisdiction over
the area where the office of the contractor is situated or the
area where an electrical installation work is being or has been
carried out. The register shall have the certification of the
Electrical Inspector having jurisdiction over the area where
the office of the contractor is situated. The entries in the
register shall be kept up-to date.

(3) No work on any High Voltage or Extra High voltage
installation including Low voltage and Medium voltage
extension or alteration forming part of or fed from the
consumers High Voltage or Extra High Voltage installation, on
Neon-sign installations, on CT installation, on X-ray
installations on High Rise Building, on Cinema installations, on
lifts and on power generating sets shall be commenced by an
Electrical Contractor unless the scheme of the electrical
installation has been got approved in writing by the Chief
Electrical Inspector or his nominee. For getting such approval,
all necessary particulars of the scheme including necessary
drawings of the electrical installation shall be forwarded to the
Chief Electrical Inspector or his nominee under the seal and
signature of the contractor , supervisor and owner of the
installations sufficiently early before the expected date of
commencement of the work.
4) No electrical installation work including additions,
alterations, repairs and adjustments to the existing
installations, except such replacement of lamps, fans, fuses,
switches and other component parts of the installation which
in no way alter its capacity or character shall be commenced
by a licenced electrical contractor without giving notice in
writing in the prescribed form set out in annexure -36 to the
supplier having jurisdiction over the area and to the Electrical
Inspector or the officer appointed to assist the Electrical
Inspector, having jurisdiction over the area, in case the of the
installation as in sub-rule (3).

(5) If the entire or a portion of an electrical installation work,


the scheme for which has been forwarded to the Chief
Electrical Inspector or his/her nominee under the seal and
signature of a contractor as provided in sub rule (3) above and
approved by the Chief Electrical Inspector or his/her nominee
is intended to be executed by another contractor the following
provisions shall apply,-

(a) If entry of the second contractor is necessitated due to
termination of the contract between the owner of the
installation and the first contractor, no objection certificate
from the first contractor together with an undertaking signed
by the owner of the installation and the second contractor that
the electrical installation work shall be carried out as per the
scheme submitted by the first contractor and approved by the
Chief Electrical Inspector or his/her nominee, shall be
submitted to the Chief Electrical Inspector or his/her nominee.
The second contractor shall commence the work only after
obtaining the fresh approval for change of contractor from the
Chief Electrical Inspector or his/her nominee. Any dispute
arises shall be referred to the Secretary.

(6) For all electrical installation works carried out under


regulation 29 of the CEA( Measures relating to safety and
Electric supply) regulation 2010, a test report/completion
report in the prescribed form set out in annexure -37 by the
Board shall be submitted by the contractor to the concerned
Electric Supply Authority / Chief Electrical Inspector or his/her
nominee . The test report/completion report shall be signed by
the supervisor under whose supervision the work has been
carried out and countersigned by the contractor and
consumer. The contractor, supervisor and the wiremen shall
be jointly and severely responsible for the execution of the
electrical installation work including the quality of
workmanship. The supervisor shall be present at the time of
testing and inspection of the installation.

(7) The test reports/completion reports submitted under sub-


rule (6) in respect of installations the scheme of which are
required to be got approved by the Electrical Inspector under
sub-rule (3) shall be accompanied by other test certificates,
documents and test results as required by the Chief Electrical
Inspector or his nominee
(8) The test reports/completion reports submitted by the
Electrical Contractor under sub-rule (6) shall be serially
numbered with the numbers noted in the work register.
(9) No electrical installation work which has been carried out in
contravention of sub- rule (3)shall either be energized or
connected to the works of any suppliers.

33. Inspection by the Electrical Inspector;-(1) Any Electrical
Inspector or officer appointed to assist him, shall have the right
to enter , inspect and examine any place , carriage or vessel in
which he has reason to believe that any electrical installation
work has been carried out or is being carried out.
(2) Every consumer, owner, occupier or contractor shall render

examination and tests as may be necessary to satisfy himself as
to the due observance of the provisions of the Electricity Act

(3) Any person aggrieved by the order of the Electrical Inspector
issued under these rules in respect of maintenance of records,
testing , instruments, verification of fact etc may prefer an appeal
,to the Secretary , along with the appeal fee prescribed by the
Board.

if it is found that preferential treatment is being given to
consumers by giving them undue advantage in competition
with local contractors or for other reasons.

competency and permit for supervisor grade B and wireman;

and permit and scope for modification of supervisor grade A
supervisor grade B ,wireman and Electricity Worker.
(f) application fee for contractors licence grade A, grade B
and grade C;
(g) fee for issue of contractors licence grade A grade B and
grade C and certificate of competency and permit for
supervisor grade A supervisor grade B, wireman and
electricity worker;
(h) fee for renewal of contractors licence grade A grade B
and grade C and permit for supervisor grade A, supervisor
grade B, wireman and Electricity worker;
(i) late fee for renewal of contractors licence grade A grade
B supervisor grade A , gradeB, wireman and Electricity
worker

(j) fee for issue of fresh licences and permits in lieu of lapsed
licences and permits
(k) fee for issue of duplicate licences, certificates and permits.
(l) Cost of staff registers maintained by Electrical Contractors.
(m) fee for issue of recognition of Institute of Wireman and
supervisors.
(n) fee for interim inspection of Institutes for wireman and
supervisors.
(o) fee for apprentice registration
(p) fee under sub-rule (6) and (7) of the Rule10.
(q) fee for any other service rendered by the Board not
covered in the above items.

(2) All the fees payable under sub-rule (1)shall be remitted in a


Government treasury/Janasevanakendram in Kerala under the
head of account specified by the Board and the original chalan
produced in proof of remittance. On no account shall the fee
remitted be refunded.

(3) Any decision of the Board to impose or revise a fee under
sub-rule (1) or revise the remuneration to examiners provided
under sub-rule (5) of rule 10 shall be communicated to
Government.
(4) A notification to impose or renew a fee under sub-rule (1)
and to decide or renew a remuneration to examiners under
sub-rule (5) of rule 10 shall not be issued until the expiry of 30
days from the date of communication of the Boards decision
to the Government.

(38).Grant of Electrical Contractors Licence.An
Electrical Contractors Licence shall be granted only
to a person or a firm approved by the Board who
has in his possession the instruments necessary for
carrying out the tests required under the Indian
Electricity Rules,1956, and who has in his sole
employ at least one Supervisor holding a valid
Certificate of competency and permit under whose
direct supervision all work undertaken by him is
carried out and also at least 2 wireman holding valid
certificate of competency and permit for executing
the work and further fulfills such conditions as to
establishment, financial stability and other
particulars as may be prescribed by the Board from
time to time;
Provided that the Board may refuse to grant such
licence to any person or firm who or which has
been found guilty of malpractice incompetence or
negligence or otherwise found to be not fit to hold
such licence in the opinion of the Board
Provided further that the Licence shall not be
granted to a supervisor/ wireman who is employed
by a licenced contractor or anyone else as a
electrical supervisor/ wireman for carrying out or
supervise electrical installation work under rule 45
of the Indian Electricity Rules,1956
Provided also that the Board may grant Contractors
licence for executing and certifying LT installation
works only to persons who hold valid Wiremens
Permits and who possess five years working
experience as wiremen after obtaining the permits
and the Board is satisfied about such experience
gained by the Wireme

39. classifications of Electrical Contractors;-There Provisions contained in Rule 39 of the present

Ordinarily Class B Contractors shall undertake
Work on medium voltage installation only+ up to 15
KW capacity.
(iii) Class C Contractors shall be eligible to execute
LT wiring works and to certify only the works
directly done by them.

40. Conditions for the grant of Contractors licence Provisions contained in Rule 40 of the present
Class A. Class A Licence shall be granted only Rules are provided in Rule 27 of the proposed

(ii) The applicant shall possess at least the following
instruments namely:-
(a)One number 500 Volt megger.
(b)One number 1000 Volt megger.
One number Ammeter with range up to 800 Amps
or such capacity as specified by the Board.
(d)One number phase sequence tester
(e)Volt meter with range up to 600V
(f)One number of earth tester
(g)Two numbers of neon tester .
(h)All wiring tools; and .
(i)Any other instruments which may be considered
necessary by the Board.

(iii)The applicant shall have adequate drawing office


facilities for the preparation of drawings , blue
prints,etc;
Provided that the Board may grant exemption to
an applicant from the operation of this provision for
such a time as may be specified having regard to
the circumstances of the case
(iv)The applicant shall possess copies of Indian
Electricity Acts ,1910, Indian Electricity Rules ,1956,
as well as copies of relevant codes of practice and
standards of Indian Standards Institution relating to
electrical installation and Kerala State Licencing
Board Rules as amended up to date.

41. Conditions for the grant of contractors Provisions contained in Rule 41 of the present
License Class B - Class B Contractors Licence Rules are provided in Rule 27 of the proposed

circumstances, relax the minimum requirement with
regard to staff, if the applicant for contractors licence
class B is himself a holder of Supervisors Permit
Grade B granted by the Board and holder of
Wiremans permit granted by the Board, and the
quantum of work does not in the opinion of the
Board justify the employment of additional staff.
Provided further that this relaxation shall be limited
to one year only and that the contractor undertakes
only low voltage installation work.
(ii) The applicant shall possess the following
instruments namely;
(a) One number 500 Volt megger;
(b) One number earth tester;
(c) One Ammeter 100 Amps range;
(d) One number of neon tester;
(e) Wiring tools;
(f) One number voltmeter-600 Volt range;
(g) Any other instruments that may be considered
necessary by the Board.
The Board may however relax the condition
regarding the possession of earth megger in the
case of contractor class B who has not been
authorized to take up Medium Voltage installations,
provided that the contractor shall arrange to the
satisfaction of the Board to procure the earth tester
from other source for testing purposes.
(iii) The applicant shall possess copies of Indian
Electricity Act, 1910, Indian Electricity Rules, 1956
and Kerala State Licensing Board Rules as
amended up-to-date as well as relevant codes of
practice and standards of Indian Standards
Institutions relating to the electrical installation

41A .Condition for the grand of contractor licence
class C:-
(1) Class c contractors -; License shall be
granted only to person holding a valid
wireman permit and who has total
experience of five years after getting
permit;
(2) The applicant shall posses the followings
instruments namely:-
(a) One number 500v megger
(b) One number neon tester
(c) Wiring tools
(d) Any other instrument that maybe
considered necessary by the Board.

The instruments should be tested


once in two years in the meter testing
and standard laboratory of the
electrical Inspectorate or any of the
recognized laboratory of the Kerala
State Electricity board or in
government Engineering College.
(3) The applicant shall posses copies of
Kerala state electricity licensing board
rules amended up to date as well as
relevant codes of practice and standards
on Indian Standard institution relating to
L.T installations
The applicant shall be actively engaged in wiring
works and shall satisfy the board about his actual
experience.
42. The electrical contractors licence for class A ,
class B and Class C shall be in such forms as may
be prescribed by the board and the holder of licence
shall comply with the instruction or direction
contained there in

Provided that in the initial stages, the Board may
waive this condition.
(2) An Electrical Contractor shall maintain such
registers and records as may be prescribed by the
Board in the form specified for the purpose.
44. Cancellation of Contractors l;icence for under Provisions contained in Rule 44 of the present

contractor licence has been granted accepts
employment in any firm , the contractors licence
granted to such person shall be cancelled.
(3) if the holder of a wiremen permit to whom
contractor licence class C granted accept
employment in any other firm or with any other
contractor , the contractor licence granted to such
person shall be deemed to have been cancelled.

45. Notice of termination of service of
Supervisor/Wiremen - If a holder of a Supervisors or
Wiremens Permit in the employment of a license
Electrical Contractor leaves his service, the
termination of the service of the permit holder shall
be intimated to the Secretary both by the contractor
and the Permit holder. The Contractor shall also
intimate the name and certificate number of any
Supervisor or Wireman newly engaged. Failure to
furnish intimation as mentioned above to the
Secretary by the Contractor, Supervisor or Wireman
as the case may be shall render the licence or
permit of the person responsible for non-intimation
liable to be cancelled without further notice.
46. Inspection of instruments - The testing Provisions contained in Rule 46 of the present

wiremen employed under a contractor shall be
limited to 5 wiremen for each supervisor employed
by such contractor and that the contractor shall not
permit such wiremen to carry out any electrical
installation works including additions, alterations
repairs and adjustments to the existing installations
covered by rule 45 of the Indian Electricity Rules,
1956 except under the direct supervision of a person
holding a Certificate of Competency of Electrical
Supervisors and only under the direct supervision of
an Electrical Supervisor having supervisory permits:
Provided further that a Class C Contractor may
engage two apprentices and that the contractor shall
not permit such apprentices to carry out any
electrical installation works including additions,
alterations, repairs and adjustments to existing
installations covered by rule 45 of the Indian
Electricity Rules, 1956 except under the direct
supervision and guidance of a person holding the
class C Contractors license.
2, Every Contractor shall maintain a register in the
prescribed form of all Supervisors, Wireman and
Apprentices, such register shall be obtained from the
Secretary to the Licensing Board and shall be kept
up-to-date. It shall be available for inspection at any
time by Electrical Inspectors or officers appointed to
assist him or an officer of the supplier not below the
rank of an Assistant Engineer in the case of Kerala
State Electricity Board or Resident Engineer in the
case of licensees. No person whose name is not en

work including additions, alterations, repairs and
adjustments to existing installations except such
replacement of' lamps, fans, fuses, switches and other
component parts of the installation which in no way
alters its capacity or character shall be commenced by
a licensed Electrical Contractor without giving notice in
writing in the prescribed form to the Electrical
Inspector or other officers appointed to assist the
Electrical Inspector, deputed for the purpose, having
jurisdiction over the area and the representative ofthe
supply authority namely the Junior Engineer in the
case of work falling within the jurisdiction of Kerala
State Electricity Board or the Resident Engineer of the
licensee in the case of works falling within the
jurisdiction of the Licensee.

(2) No work on any High Voltage or Extra High
Voltage installation including Low Voltage and Medium
Voltage extension or alteration forming part of or fed
from the consumer's High Voltage or Extra High
Voltage installation, on Neon Sign installations, on X-
ray installations and on power generating sets shall
be commenced by an Electrical Contractor unless the
scheme has been got approved in writing from the
Electrical inspectorate for commencement of the work.
For this purpose, all necessary particulars of the
scheme shall be forwarded to the Inspectorate under
seal and signature of the Contractor as well as the
signature of the owner of the installations sufficiently
early before the expected date of commencement of
the work.
51. Test Reports.-For all electric installation work Provisions contained in Rule 51 of the present

53. Renewal of Contractors Licence.-(1) Every Provisions contained in Rule 53 of the present

the prescribed fee should reach the Secretary, at least

The Board shall levy penalty in addition to the normal
renewal fee in all cases where the application for

(2) Licences which have not been received for
renewal within a period of three months from the date
of expiry of licences shall lapse. The Board may,
however, at its discretion allow fresh licences to be
issued in lieu of the lapsed licences after levy of the
fees prescribed and obtaining other particulars and
documents as may be considered necessary

MISCONDUCT OF LICENSED CONTRACTORS,
SUPERVISORS AND WIREMEN

55. Report of negligence.-(1) Where in the opinion


of an officer of the Electric Supply Authority not
below the rank of Sub-Divisional Officer in the case
of the Kerala State Electricity Board and the
Resident Engineer in the case of a licensee, or of a
person for whom any electric installation work is
being or has been carried out, such work carried
out by a contractor licensed under the rule is not in
accordance with the Indian Electricity Rules 1956.
and such licensee or other person desires to bring
the facts to the notice of the Board he shall make a
report in writing to the Board.
(2) A report made to the Secretary under this
provision by a person other than supply authority
shall be accompanied by a fee prescribed by the
Board. If in the opinion of the Board the charge
contained in the report is not substantiated, the
Board may direct that the deposit shall he forfeited.
(3 The Board, on representation from the consumer
or Contractor may take up, for settlement disputes
arising out of the terms and conditions of written,
agreement between consumer and contractor. The
decision of the Licensing Board shall be binding on
the Contractor in such disputes

56. Malpractice or infringement of Rules. Where any Provision in R 56 is included in R35 of proposed
person holding an Electrical Wireman's permit, or a rules with certain changes.
Supervisor's permit or a Contractor's Licence issued
by the Board is found to be guilty of negligence,
incompetence or breach ot provisions of these rules or
central enactments like Indian Electricity Rules, Indian
Electricity Act or Codes of Practices of the Indian
Standards Institutions or of the. conditions of permit or
licence, the Board may suspend, withdraw, cancel or
modify the terms of the certificate, permit or licence of
that person for such period as the Board may specify,
or indefinitely. The decision ot the Boa rd in such
matters shall be absolute and final.

(2) Malpractice , misrepresentation of facts or
production of false testimonials, or other documents or
furnishing of particulars which are materially
incorrect, for the purpose of securing of, or continuing
in possession of licence, certificate of competency
or permit by Electrical Contractor, Supervisor or
Wireman shall be deemed to be malpractice within the
meaning of this rule and shall render the licence,
certificate or permit, as the case may be, to be
suspended, withdrawn or cancelled.

57. Unauthorized entries ,mutilation, defacement Provision in R 57 is included in R35 of proposed

to any inspector or officer appointed to assist him to
make such examination and tests as may be
necessary to satisfy himself as to the due observance
of the provision of Indian electricity Act 1910, Indian
electricity rules 1956 as well as these rules.
(3) any person aggrieved by the order of the Electrical
Inspector issued under these rules in respect of
maintenance of records, testing , instruments,
verification of Fact etc may prefer an appeal to the
President of the Board, whose decision thereon shall
be final.

of a licensed Electrical Contractor not available to the
public in the area of supply of an electric supply
company, the Licensing Board may exempt such
electric supply company from the obligation of
appointing a separate staff of Electrical Supervisor
and Wiremen for a period of one year at a time :
Provided further that in case the supply authority takes
out a licence as mentioned above, they shall be liable
for all the obligations and responsibilities of a licensed
contractor as laid down in these rules.

of the Licence.
63. Power to prescribe forms and registers.-For the Provision in R 63 is included in R22 of proposed

execute electrical installation work to the satisfaction
of the Board .

Note:-For the purpose of the rule, officer of


Electric Supply Authority shall mean the officers of the
Kerala State Electricity Board not below the rank of an
Assistant Engineer and the Officers or licensees not
below the rank of Resident Engineer.
66.Fees:- fees payable under theses rules shall be
shown in the schedule given below namely;-

period for which they were issued or till they are
renewed or till a new licence or permit is obtained or
till 31 March, 1974 whichever is earlier.

69.In the case of Electrical Contractors and


Supervisors who have valid licences or permits on
31st May 1973 May, the initial fee paid by them shall
be adjusted against the fee due for the issue of
Contractors licences or Supervisors permit subject
to the following conditions
(1) Application for Contractors licence and/or
Supervisors Certificate and permit under the new rules
shall reach the Secretary, Licensing Board not later
than 31st March, 1974.
(2) The licences and permits shall not have been
cancelled at the time of application.

59
70. The fee paid towards the renewal of Contractor's
Licence and Supervisor's Permits issued under the old
rules shall be adjusted against the initial fee due from
the applicants subject to the following conditions :

(1) The fee should relate to the renewal of the


licence and/or permit for the period subsequent to
3lst May, 1973.
(2) The licence and/or permit and the renewal fee
shall reach the Secretary, Licensing Board not
later than 31st March, 1974.
(3) The Contractor's licence and Supervisors permit
shall be valid on the date of remittance of the
renewal fee.
(4) The application for renewal shall reach the
Secretary, Licensing Board before the date of expiry
of the licence/permit.
71. The fees remitted in the treasuries for the issue
and/or renewal of licences and permits shall be
treated as fees paid by way of demand draft till 31st
March, 1974 within the meaning of rule 66.
72. Where the Government are satisfied that the
operation of any rule under these rules causes undue
hardship in any particular case, the Government
may dispense with or relax the requirement of that rule
to such an extend and subject to such conditions as
they may consider necessary for dealing with the case
In a just and equitable manner.

CONDITIONS FOR PERMT/LICENCE

A. CONDITIONS FOR CONTRACTOR'S LICENCE GRADE 'A'

Class 'A' Contractors License shall be granted to a person or a firm subject to the following conditions
only:-

1. The applicant shall have a minimum of three years active experience after possessing a contractor
class 'B' (scope of all LT/MV electrical installation up to 250KW and generator up to 250kVA) in the
State of Kerala and the applicant has successfully completed the installation works of either (i) or (ii)
or (iii) given below
(i) 3 Nos. installation of generator of capacity 150kVA or above
(ii) 2 Nos. of generator of capacity 150kVA or above and 1 No. of APFC panel of capacity
150kVAR or above
(iii) 1 No. of generator of capacity 150kVA or above and 2 Nos. of APFC panel of capacity
150kVAR or above
Also the applicant must have completed a total MV installation works of 1500kVA or above in
rd
different consumer premises. Out of which 1/3 loads shall be of industrial load and 5nos loads shall
be of unit loads of minimum 25hp or capacitor panel (APFC) rated minimum 50kVAR . The lift motor
fire pump motor,X-ray and CT scan shall not be considered as unit load for this purposes.
2. The applicant shall have an office with adequate office facilities functioning in the State of Kerala.
3. The partner ship firm shall register partner ship deed under Kerala Registration Act
4. The applicant shall employ solely for the purpose of the contract works undertaken by him, one
supervisor holding valid supervisory permit Grade 'A' issued by the Board. The supervisor shall be a
full time employee of the contractor employed entirely for supervisory work. Provided that if the
applicant himself is a holder of a supervisory permit grade 'A' he need not employee another
supervisor grade 'A' .
5. The applicant shall employ solely for the purpose of the contract work undertaken by him wiremen
holding valid wireman permit issued by the Board.
6. Applicant who has active work experience of minimum three years in the installation of distribution
transformer &HT/LT lines of KSEB/Licensee is eligible for the Licence noted in condition as 13(4). The
applicant shall submit experience certificate from the Executive Engineer, KSEB or competent
authority of Licensee.
7. The applicant shall possess the fabrication and material handling facility( work shop)
8. The applicant shall possess the following instruments, tools and equipments as stipulated by the
Board/modified by the Board from time to time.

11. The applicant shall produce bank guarantee certificate for Rs.50,000/-, for EHT installation. If the
applicant desires to have scope of the licence limited to HT installations, he needs produce bank
guarantee only for Rs25,000/-
13. The fee should be paid by means of chalan under the head of account '0043 - 00 - 800 - 99' in any
of the Kerala Government Treasury. The fee once remitted into the Treasury will not be refunded
or adjusted any other purpose.

14. The grade 'A' contractor can carry out the electrical installation works as specified in the licence.
Scope of works categorized as follows:
1) All LT/MV electrical installations, MV generator upto500kVA and HT installation upto
500kVA Transformer
2) All LT/MV/HT electrical installations (This does not include EHT installation)
3) All Electrical Installations
4) Distribution transformer & HT/LT lines of KESB/Licensee

14. The applicant shall employee solely for the purpose of contract works the following minimum of staff
on full time basis.
1) One supervisor holding supervisory permit grade 'A' issued by the Board
2) 5 Nos. wireman holding wireman permit granted by the Board. (HT)
3) 6 Nos. wireman holding wireman permit granted by the Board (EHT)
4) 4 Nos. wireman/ electricity worker holding wireman permit granted by the Board for the scope
of work under noted as 13(4).
[Wiremen or Electricity worker subject to the maximum of 10 for each supervisor.]
15. Conditions 1,2,5 and 7 to 11 shall be relaxed for the scope of work as noted as 13(4)
16. Following instruments and tools are required for the scope of work as noted 13(4).

17. The applicant for the scope noted 13(4) shall produce bank guarantee certificate of Rs 10000/-
18. (a)The licence shall be renewed once in 3 years. Application for renewal of the licence is to be
sent to the Secretary, Licensing Board, along with the licence, fee, declaration(prescribed form)
of Supervisor and Wireman/Electricity worker and test reports of instruments so as to reach
him/her one month before the date of expiry of the licence.
(b) If the application for renewal together with the licence and the prescribed fee is not received in
the office on or before the prescribed date, a late fee for renewal upto 3 months after due date, is
payable in addition to the renewal fee as provided for in the Rules.
(c) If the application for renewal with the required documents is not received within 3 months
from the date of expiry of the licence, It shall be lapses. The revalidation of licence in lieu of
lapsed licence can be done within 9 months from the date of expiry of licence.
(d) The licence is not renewable by any authority other than this Licensing board. It must be
returned on demand by the President/Secretary, Kerala State Electricity Licensing Board. it shall
also be produced on demand before the Electrical inspector or officer appointed to assist him/her
or an officer of Licensee
(e)Copies of fresh photos and signatures are necessary for renewal of licence after the period of
10years each.
(f) Application for renewal shall not be entertained 3 months before the date of expiry of the
licence.
19. The instruments shall be got tested in the Electrical Standards Laboratory attached to this
department or such other Laboratory specified by the Board, initially before the issue of licence
and thereafter at specified intervals and the test report shall be produced to the Licensing Board
at the time of issue and renewal of licence.
20. Revalidation after nine months is not permissible and licence stand cancelled.
21. The licence holder shall not sign in the test reports or completion reports for the electrical
installation works not actually done or supervised by him.
22. The licence is liable for suspension, cancellation or restriction of its scope when the holder is
found guilty of malpractices, negligence or incompetence in the work or violates the provisions of
the CEA(Measures relating to safety and Electric supply)regulation2010,KL&ER2012 or the
conditions under which the licence is issued.
23. No entry, deletion or correction shall be made in the licence except by the Licensing Board. If any
entry is made by any other agency the licence shall be liable for cancellation.
24. No change in the name or nature of the contractors license is permissible. A contractors licence
issued to a partner ship firm shall stand cancelled immediately on dissolution of the partnership.
Change of address shall be notified to the Secretary.
25. Duplicate copy of this licence will be issued when it is lost, defaced, mutilated or damaged on
payment required fee or any other amount specified by the Secretary Licensing Board with 2
photographs, 2 specimen signatures and such other documents as may be required and on
certification, by a Gazetted Officer, of the loss or damage, mutilation or defacement of the
original licence provided the application is made so as to reach the Secretary on or before the
date of expiry of the licence.The prescribed notice to be published in any daily news paper
approved by PRD.
26. Production unit of manufacturing concerns should segregate the staff employed for the purpose of
contractors licence from the staff engaged for routine operations of the factories. The staff
employed under the Licensing Board Rules and under Regulation 3 of the CEA(Measures
relating to safety and Electric supply)regulation2010 shall not on any account be mixed up.
Failure to keep separate staff for the purpose of the Licensing Board Rules and Regulation29 of
the CEA(Measures relating to safety and Electric supply)regulation2010 shall be deemed to
constitute violation of the rules and shall render the licence liable for cancellation.
27. If the holder of a wireman or supervisors permit on strength of whom a licence has been granted
to a electrical contractor, leaves the service of such contractor, such contractors licence shall be
deemed to have been suspended. Should such a contractor fail to employ a person holding the
relevant permit granted by the Licensing Board within one month from the date on which the
previous holder of the permit had left the services of such contractor, such contractors licence
shall be treated as cancelled.

B. CONDITIONS FOR CONTRACTORS LICENCE 'B'

Grade B, contractors Licence shall be granted to a person or a firm who satisfy the following
requirements:-

1. The applicant shall have an office with adequate facilities functioning in the State of Kerala.
2. The applicant shall employee for the purpose of contract work by him one electrical supervisor
holding valid supervisor permit 'A' or 'B' issued by the Board and wireman (as per the table given
below) holding valid wireman permit issued by the Board provided that if the applicant himself is a
holder of valid supervisor permit 'A' or 'B' or wireman permit, he needs not employee another
supervisor or wireman as the case may be.
3. Applicant who has active work experience of minimum three years in the installation of distribution
transformer &HT/LT lines of KSEB/Licensee is eligible for the licence noted as item as5(5). The
applicant shall submit experience certificate from the Executive Engineer, KSEB or competent
authority of Licensee.
4. The partner ship firm shall register partner ship deed under Kerala Registration Act.
5. The applicant shall possess the following instruments and tools as stipulated by the Board/modified by
the Board from time to time.

7. (a) The licence shall be renewed once in 3 years. Application for renewal of the licence is to be sent
to the Secretary, Licensing Board along with the licence, fee declaration (prescribed form) of
Supervisor and Wireman/Electricity Worker and test reports of instruments so as to reach him one
month before the date of expiry of the licence.
(b) If the application for renewal together with the licence and the prescribed fee is not received in the
office on or before the prescribed date, a late fee for renewal upto 3 months after due date, is payable
in addition to the renewal fee as provided for in the Rules.

(c) If the application for renewal with the required documents is not received within 3 months from the
date of expiry of the licence, It shall be lapses. The revalidation of licence in lieu of lapsed licence can
be done within 9 months from the date of expiry of licence.
(d) This licence is not renewable by any authority other than this Licensing board. It must be returned
on demand by the President/Secretary, Kerala State Electricity Licensing Board. It should also be
produced on demand before the Electrical Inspector or officer appointed to assist him/her or an officer
of Licensee
(e) Copies of fresh photos and signatures are necessary for renewal of licence after the period of

separate staff for the purpose of Licensing Board Rules and Regulation 29 of the CEA(Measures
relating to Safety and Electric Supply)regulation2010 shall be deemed to be violation of Rules
and shall render the licence liable for cancellation.

C. CONDITIONS FOR CONTRACTORS LICENCE 'C'

Grade,C contractors Licence shall be granted to a person who satisfy the following requirements:-

1. The applicant shall have a valid wireman permit issued by board and minimum five years experience
after getting wireman permit in examination category and minimum three years after getting wireman
permit in exemption category.The experience certificate shall be either from a reputed firm approved
by the Electrical inspectorate or from a Licenced Electrical Contractor.
2. The applicant shall be actively engaged in wiring works and shall satisfy the Board about his actual
experience. The competency shall be determined by the Electrical Inspector based on the interview.
3. The Contractor GradeC shall be authorized to carry out the electrical installation works All LT
installation up to and inclusive 10kW(single phase) and single phase generator up to and inclusive
10kVA subject to review by Board from time to time.
4. The applicant shall possess the following instruments
a) Neon tester
b) Insulation tester 500V
c) Multimeter
d) Earth Tester
e) Wiring tools
d) Any other instruments that may be considered necessary by the board from time to time.

5. The instruments shall be got tested in the Electrical Standards Laboratory specified by the Board
initially before the issue of licence and thereafter at specified intervals and the test report shall be
produced to the Licensing Board at the time of issue and renewal of Licence.Test certificate of
mutimeter is not necessary for renewal.
6. The applicant shall possess copies of KSELB rules as amended upto date as well as relevant codes
of practice and standards of Indian standards Institution relating to LT electrical installation.
7. (a) The licence shall be renewed once in 3 years. Application for renewal of the licence is to be sent
to the concerned Electrical Inspector/Dy Chief Electrical Inspector, along with the licence, fee and
test reports of instruments so as to reach him/her one month before the date of expiry of the licence.
(b) If the application for renewal together with the licence and the prescribed fee is not received in
the office on or before the prescribed date, a late fee for renewal upto 3 months after due date, is
payable in addition to the renewal fee as provided for in the Rules.
(c) If the application for renewal with the required documents is not received within 3 months from the
date of expiry of the licence, It shall be lapses. The revalidation of licence in lieu of lapsed licence can
be done within 9months from the date of expiry of licence.
(d) The licence is not renewable by any authority other than this Licensing board. It must be returned
on demand by the President/Secretary, Kerala State Electricity Licensing Board. it should also be

the licence is issued.
12. No entry, deletion or correction shall be made in the licence except by the Licensing Board. If any
entry is made by any other agency, the licence shall be liable for cancellation.
13. The holder of the wireman permit to whom a contractor licence grade C granted accept employment in
any other firm or with any other contractor, the contractors licence granted to such person shall be
deemed to have been cancelled.
14. Change of address shall be notified to the Secretary. For this the licence and a self addressed
envelope affixed with adequate stamp shall be forwarded to the Secretary for returning the licence
after making necessary entries..
D. CONDITIONS FOR SUPERVISOR PERMIT GRADE 'A'
1. Supervisor permit grade A shall be authorized to supervise the following classes of installation works
subject to such restrictions as may be imposed by the Board from time to time and detailed in the
permit.
a) All LT/MV electrical installations, MV generator upto500kVA and HT installation upto 500kVA
Transformer
b) All LT/MV/HT electrical installations (This does not include EHT installation)
c) All Electrical Installations
2. (a) The permit shall be renewed once in 5 years. Application for renewal of the permit is to be sent
to the Secretary, Kerala State Electricity Licensing Board along with the permit and renewal fee so as
to reach him one month before the date of expiry of the permit.
(b) If the application for renewal together with the permit and the prescribed fee is not received in
the office on or before the prescribed date, a late fee for renewal upto 3 months after due date, is
payable in addition to the renewal fee as provided for in the Rules.
(c) If the application for renewal with the required documents is not received within 3 months from the
date of expiry of the licence, It shall be lapses. The revalidation of permit in lieu of lapsed permit can
be done within 5 years from the date of expiry of permit.
(d) This permit is not renewable by any authority other than this Licensing board. It must be returned
on demand by the President/Secretary, Kerala State Electricity Licensing Board. It should also be
produced on demand before the Electrical Inspector or officer appointed to assist him or an officer of
Licensee.
(e) Copies of fresh photos and signatures are necessary for renewal of permit after the period of

3. Duplicate copy of this permit will be issued when it is lost, defaced, mutilated or damaged on payment
fee or any other account specified by the Secretary Licensing Board with 2 photographs, 2 specimen
signatures and such other documents as may be required and on certification, by a Gazetted Officer,
of the loss or damage, mutilation or defacement of the original permit provided the application is
made so as to reach the Secretary on or before the date of expiry of the permit. The prescribed notice
to be published in any daily news paper approved by PRD.
4. Revalidation after five years is not permissible and the permit/competency certificate shall stand
cancelled.
5. The permit holder shall not sign in the test reports or completion reports for the electrical installation
works not actually done or supervised by him under specified contractor.
6. The permit is liable for suspension, cancellation or restriction of its scope when the holder is found
guilty of malpractices, negligence or incompetence in the work or violates the provisions of the
CEA(Measures relating to Safety and Electric Supply)regulation2010,KL&ER2012 or the conditions
under which the permit is issued.
7. No entry deletion or correction shall be made in the permit except, by the Licensing Board. If any
entry is made by any other agency the permit shall be liable for cancellation.
8. No application for revision of scope shall be entertained within a period of one year from the date of
issue of permit or date of last interview attended.
9. The holder of the permit shall intimate the Board, the name and address of the employer under whom
he is employed from time to time. If he leaves the service of a contractor / employer, he should
immediately report the same to the Secretary. The supervisor shall be a full time staff of the
contractor.
10. Change of address shall be notified to the Secretary. For this the permit and a self addressed
envelope affixed with adequate stamp shall be forwarded to the Secretary for returning the permit
after making necessary entries..

E. CONDITIONS FOR SUPERVISOR PERMIT GRADE 'B'

1. Supervisor permit grade B shall be authorized to supervise the following classes of installation works
subject to such restrictions as may be imposed by the Board from time to time and detailed in the
permit.
a) All LT/MV installation up to 25kW and Generator up to 25kVA
b) All LT/MV installation up to 50kW and Generator up to 50kVA
c) All LT/MV installation up to 150kW and Generator up to 150kVA
d) All LT/MV installation up to 250kW and Generator up to 250kVA
( X-ray, Neon sign , Lift and Cinema shall be issued separately along with (c) and (d))
2. The revision of scope shall be considered only after one year from the date of issue of permit or date
of last interview attended. But in case of the permit having scope of 50kW under examination
category , the period of further revision shall be considered only after 3 years provided that the
maximum scope of work is limited to 150kW.
3. (a)The permit shall be renewed once in 5 years. Application for renewal of the permit is to be sent to
the Secretary, Kerala State Electricity licensing Board along with the permit and renewal fee so as to
reach him one month before the date of expiry of the permit.
(b) If the application for renewal together with the permit and the prescribed fee is not received in the
office on or before the prescribed date, a late fee for renewal upto 3 months after due date, is payable
in addition to the renewal fee as provided for in the Rules.
(c) If the application for renewal with the required documents is not received within 3 months from the
date of expiry of the permit, It shall be lapses. The revalidation of permit in lieu of lapsed permit can
be done within 5 years from the date of expiry of permit.
(d) The permit is not renewable by any authority other than this Licensing board. It must be returned
on demand by the President/Secretary, Kerala State Electricity Licensing Board. It should also be
produced on demand before the Electrical Inspector or officer appointed to assist him/her or an officer
of Licensee.
(e) Copies of fresh photos and signatures are necessary for renewal of permit after the period of
10years each.
(f) Application for renewal shall not be entertained 3 months before the date of expiry of the permit..

4. Duplicate copy of this permit will be issued when it is lost, defaced mutilated or damaged on payment
of fee or any other account specified by the Secretary Licensing Board with 2 photographs, 2
specimen signatures and such other documents as may be required and on certification, by a
Gazetted officer, of the loss or damage, mutilation or defacement of the original permit provided the
application is made so as to reach the Secretary on or before the date of expiry of the permit.The
prescribed notice to be published in daily news paper appreoved by PRD.
5. Revalidation after 5 years is not permissible and the permit/competency certificate shall stand
cancelled.
6. The permit holder shall not sign in the test reports or completion reports for the electrical installation
works not actually supervised by him under the specified contractor.

7. The permit is liable for suspension, cancellation or restriction of its scope when the holder is found
guilty of malpractices, negligence or incompetence in the work or violates the provisions of the
CEA(Measures relating to Safety and Electric Supply)regulation2010,KL&ER2012 or the conditions
under which the permit is issued.
8. The holder of this permit shall intimate the Board, the name and address of the employer under whom
he is employed from time to time. If he leaves the service of a contractor / employer he should
immediately report the same to the Secretary.
9. No entry in the permit either deletion or correction shall be made except by this Licensing Board. If
any entry is made by any other agency, the permit shall be liable for cancellation.
10. Change of addresses shall be notified to the Secretary with the permit and sufficiently stamped and
self addressed envelope for returning the permit after making necessary entries.

F. CONDITIONS FOR WIREMEN PERMIT

Wiremen permit shall be granted to a person who satisfies the following requirements:-

1. The Applicant shall have the qualification mentioned in rule 14 or any other prescribed by the board.
2. (a) The permit shall be renewed once in 5 years. It may be renewed for 10 years at a stretch on
payment of double the fee. Application for renewal of the permit is to be sent to the concerned
Electrical Inspector/Dy Chief Electrical Inspector, along with the permit, and fee so as to reach him
one month before the date of expiry of the permit.
(b) If the application for renewal together with the permit and the prescribed fee is not received in the
office on or before the prescribed date, a late fee for renewal upto 3 months after due date, is payable
in addition to the renewal fee as provided for in the Rules.
(c) If the application for renewal with the required documents is not received within 3 months from the
date of expiry of the permit, It shall be lapses. The revalidation of permit in lieu of lapsed permit can
be done within 5 years from the expiry of permit.
(d) The permit is not renewable by any authority other than this Licensing board. It must be returned

G. CONDITIONS FOR ELECTRICITY WORKER PERMIT

Electricity worker permit shall be granted to a person who satisfies the following requirements:-
1. The applicant shall have active work experience of minimum three years in the installation of
Distribution transformer and HT/LT lines of KSEB/Licence or any other prescribed by the board. The
applicant shall submit experience certificate from the Executive Engineer, KSEB or competent
authority of Licence.
2. (a) The permit shall be renewed once in 5 years. It may be renewed for 10 years at a stretch on
payment of double the fee. Application for renewal of the permit is to be sent to the concerned
Electrical Inspector/Dy Chief Electrical Inspector, along with the permit, and fee so as to reach him
one month before the date of expiry of the permit.
(b) If the application for renewal together with the permit and the prescribed fee is not received in the

H. CONDITIONS FOR THE RECOGNITION TO WIREMEN INSTITUTE


1. The institute shall have basic facilities for conducting a course for10months.The period of course shall

be from 1 July to April 30 . The maximum number of students in a batch is limited to 30
2. The recognition is accorded for a period of 3(three) years subject to review by board at any time.
3. The course training shall be conducted under the supervision of a supervisor holding a valid license of
minimum scope of 50kW. Provided that a minimum of two teaching staff is required. Teaching staff
shall be a holder of ITI certificate in Wireman/Electrician or above or any other qualification decided by
the board from time to time. . The supervisor shall be a full time employee of the institute.
4. The full list of the students, admitted for the year with their names and addresses and date of
joining,(division - wise if any) should be furnished within two month from the date of beginning of
st
course on or before 31 august.
5. Any change in the location of the institute, teaching staff, replacement or otherwise of the testing
equipments possessed, should be notified to the board in time.
6. The meters and other facilities shall be maintained to the satisfaction of the Board. The officers of the
Inspectorate not below the rank of Dy Electrical Inspector may inspect the institution at any time
during working hours to check the adequacy of testing instruments, the workshop facilities like class
room wiring etc the adequacy and competency of teaching staff and associated matters. The institute
shall render all facilities required to the inspecting officers for conducting the above inspection
7. A full list of students with their names and addresses should also be furnished within two week after
completion of the course to the secretary licensing board.
8. Register number of candidate passed for the previous three years should be furnished at the time of
renewal without fail. Renewal of recognition will be considered only on receipt of above details.
9. Application for renewal of recognition to wiremen institute shall be submitted to the Electrical
Inspector concerned on or before December 31..
10. If the application is not received on or before December 31 ,it shall be submitted on or before March31
with late fee in addition to the renewal fee.
11. The Institute shall possesses the following instruments, for each batch, as stipulated by the
Board/modified by the Board from time to time.
(a) Insulation Tester 500V - 1
(b) Voltmeter 0-600V - 1
(c) Ammeter 0-10A - 1
(d) Multimeter - 1
(e) Tong tester - 1
(f) Earth Tester - 1

12. The instruments shall be got tested in the Electrical Standards Laboratory specified by the Board
initially before the issue of licence and thereafter at specified intervals and the test report produced to
the Licensing Board at the time of issue and renewal of recognition.
13. Followings work shop facilities, for minimum 15 number students, shall be required.

(a) Wiring boards and benches - 15 Nos


(b) Wirings tools - 15 sets.
(c) Bench drive - 1 No.
(d) Welding set - -1 No.
(e) Cage motor - 1 No.
(f) Slip ring motor - 1No.
(g) Standard Demonstration Boards and Drawing board - 1 No.

1. Nature of work for Grade A Contractors: Class B Contractor shall normally be eligible to take up all
LT and MV Electrical Installation works unless otherwise specifically restricted in the licence by the
Board.
2. Execution of work : All works undertaken by the Licence holder shall be executed under the direct
supervision of a Supervisor.

3. Renewal of Licence : Every electrical contractors licence shall be renewed once in three years.
Applications for renewal together with license and prescribed fee shall reach the Secretary at least one
month before the date of expiry of the licence. Provided that the application for renewal as aforesaid is
received within the first three months from the date of expiry of the licence, the licence may be renewed
on payment of renewal fee and penalty fee.
If no application for renewal is received within three months from the date of expiry of the licence, it
shall lapse and the Board may,however its discretion to revalidate the licence within 9months from the
date of expiry.
4. Grant of Duplicate Licence: When an electrical contractors licence is lost, damaged or destroyed, the
Secretary of the Licensing Board, may, if he is satisfied, issue a duplicate licence on payement of fee on
certification by the gazetted officer the loss, damage or destruction of the original licence provided the
application for duplicate is received before the expiry of the original licence along with the notice
published in news paper.
5. Change of Name : No change in the name and style of the Contrctors Licence is permissible.
A Contractors licence issued to a partnership firm consists of two members shall stand cancelled
immediately, if one member leaves the partnership.
6. Registration and Inspection of Instruments: The testing instruments required by the contractors under
the Regulations shall be maintained in good working condition during the period of licence and produced
whenever demanded by the Electrical Inspector or Officers appointed to assist him.
7. Notice of appointment or termination of service of personnel on the staff of the Contractor:
(i) Whenever a supervisor or wireman is appointed by the contractor, the contractor shall make a report
giving the permit number of the appointee and the date of appointment along with a declaration from
every such appointment person of his having joined the said contractors service specifying the date of
joining.
(ii) If the holder of a permit in the employment of a licensed contractor, leaves the service or if his service
is otherwise terminated, due intimation of such termination shall be given both by the permit holder and
by the contractor immediately.
(iii)The contractor shall also give due intimation to the Licensing Board about the new staff engaged solely
under his employment in place of the staff left or terminated from service within one month from the date
on which the old staff had left from his service.
8. Quality of work: All Electrical installation work carried out by a licensed electrical contractor shall
conform to the provisions of The Electricity Act, 2003, TheCEA(Measures relating to Safety and Electric
Supply)regulation2010,KL&ER2012 and relevant specification and code of practices of BIS/IEC. The
Supervisor and wireman shall be held responsible for the quality of work and the contractor for the
quantity and quality of the materials used thereon.
9. Cancellation or suspension of Contractors Licence:-
(i) If any person holding an electrical contractors licence is found by the Licensing Board guilty or
negligence, in competency or a breach of regulations or of the conditions of his licence, it may modify
suspend or cancel the licence.
(ii) If the holder of a wireman or supervisors permit on the strength of whom a licence has been granted
to an electrical contractor leaves the services of such contractor, such contractors licence shall be
deemed to have been suspended. Should such a contractor fail to employ a person holding the relevant
permit granted by the Licensing Board within one month from the date on which the previous holder of
the permit had left the services of such contractor, such Contractors licence shall be treated as cancelled.
10. The decision of the Licensing Board shall be final in all matters of issue of contractors licenses and of
their renewals, suspension and cancellation and on complaints of malpractices and infringement of these
regulations.
11. All the fee shall be paid by means of chalan, remitting the prescribed amount in any of the Government
Treasuries in the State of Kerala under the Head of Account 0043-00-800-99 or can be remitted
through Janasevanakendram.

The ClassA Contractor can carry out erection and installation of all types of electrical installation works as specified

The instruments shall be got tested at the Meter Testing and Standards Laboratory attached to the Department of
Electrical Inspectorate, Thiruvananthapuram or such laboratory specified by the Board initially before the issue of
licence and thereafter at specified intervals and the test report produced to the Licensing Board for perusal and return.
(f) The applicant should have adequate office facilities for the preparation of drawings, blue prints etc. Also
applicant should have library facility.
(g) Production units or manufacturing concerns should segregate the staff employed for the purpose of contractors
licence from the staff engaged for routine operations of the factories. The staff employed under the Licensing Board
Rules and under regulation 3 of theCEA(Measures relating to Safetyand Electric Supply)regulation2010 shall not on
any account be mixed up. Failure to keep separate staff for the purpose of the Licensing Board Rules and , the
regulation 29 of CEA(Measures relating to Safetyand Electric Supply)regulation2010 shall be deemed to constitute
violation of the rules and shall render the licence liable for cancellation.
(h) An Original Bank guarantee for the sum Rs.25,000/- for HT and Rs.50,000/- for EHT Contractors Licence for a
period of 3 years.

(c) Class B Contractors licence shall be granted only to a person or a firm having a registered Office in Kerala,
unless exempted from this requirement by the Board.
