SCOVA 21stmeeting 27.09.2012 : Highlights

SCOVA-21st meeting started on 27.09.2012 at New Delhi, in a healthy atmosphere with positive
attitude expressed by the Honouarable MOS Shri V. Narayanasamy.
1. MOS Shri V. Narayanasamy announced that henceforth SCOVA will be held twice a year & that he will
ensure minimum pension of 1000/- PM to EPS 95 beneficiaries. Minister also took note of the difficul-
ties of CGHS beneficiaries at Banglore, Mohali & J&K and also of the difficulties being faced by Pension-
ers at Ranchi due to there being no Central Pension Processing centre of SBI in the State of Jharkhand.
2. In response to appeal by S.C. Maheshwari to the Honorable Minister, to apply to all the pre 2006
pensioners the cabinet decision of 24.9.2012 taken in case of defence Pensioners Secy. AR, PG. &

Ministry of Railways have taken number of steps to
speed up the work of revision of Pre 2006 pension
cases. Railways have issued advertisement in the
newspapers inviting pensioners to file pension
revision application with their respective pension
sanctioning authorities in the division and the
Headquarters office from where they have retired.
On the request made by this office, Reserve Bank
of India has also issued instructions to all the pension
disbursing nationalized banks and State Bank of India
for receiving pension revision applications from the
pensioners while taking their life time certificate in
the month of November, 2011. Railways are in the
process of getting these pension revision applications
from various pension disbursing banks and it is hoped
that large chunk of pre-2006 pension cases would
be revised and cleared soon. Besides this,
instructions have been issued to railways /
production units to make out an Action Plan, create
special cell, depute extra staff, and make joint team
of personnel branch (Pension Sanctioning
authorities) and Accounts Branch for better
coordination and result in this regard. As a result of
this, out of a total of 11.21 lakh pre 2006 pensioners
/ family pensioners on railways, 4.35 lakh pensioners
have applied for revision of their pension so far. Of
these 3.27 lakhs cases which have been accorded
sanction by the pension sanctioning authorities, a
total of 3.08 lakhs revised PPOs have been issued.
Thus 2.04 lakh pension cases have been revised in
the period between Nov. 2010 to Nov. 2011.

actual qualifying service as per provisions of Rule
49(2) of CCS (Pension) Rules, 1972 in force during
that period, which provided for admissibility of full
pension after completing 33 years of Qualifying
service.

of meritorious service, remained closely associated with Civil Service Trade
Union Movement for 34 years in various capacities viz Secretary, Vice-President
and President of Income Tax Departmental Associations (Delhi & Rajasthan).
Was General Secretary of Income Tax Gazetted Officers Association (1987
to 1991). After retirement, served as General Secretary of Central Revenues
(Income Tax) Retired Officers Association, Jaipur (Rajasthan) (1992 to 2011),
affiliated to BPS. Was Chairman of Coordination Committee of Central
Government Pensioners Organizations (Rajasthan) from (2004 to 2011). He
is enrolled as an Advocate with Rajasthan Bar Council Jodhpur and is a
practicing Advocate on Income Tax side. He is a Member of Rotary
International for the last 32 years and remained President of Rotary Club,
Alwar (1982 to 83), Rotary Club, Jaipur East (1995-96). He got Rotary
International Four Avenues Service Award.

Pratap Nagar, Vadodara-390004. Born on 31.7.1932. Initially appointed on
8.9.1952 in Kandla-Deesa Railway Construction project Gandhidham (Kutchh).
lt was the first construction project on Western Railway after independence.
The project was of 170 miles having estimated cost of Rs 6 crores and the
outlay incurred there against was only Rs 5.96 lakhs. Thus the project was
completed in saving becoming a renowned case of its kind. On completion of
the project was transferred to DOHAD in enmass in 1956 to work for Godhra-
Ratlam doubling project. Continued to work at Dohad in construction &
workshop Accounts office for 20 years. In 1976 I was transferred on promotion
as Section officer and finally retired as Sr.S.O (A/cs) on 31.7.1990.
