SCOVA 21stmeeting 27.09.2012 : Highlights

SCOVA-21st meeting started on 27.09.2012 at New Delhi, in a healthy atmosphere with positive
attitude expressed by the Honouarable MOS Shri V. Narayanasamy.
1. MOS Shri V. Narayanasamy announced that henceforth SCOVA will be held twice a year & that he will
ensure minimum pension of 1000/- PM to EPS 95 beneficiaries. Minister also took note of the difficul-
ties of CGHS beneficiaries at Banglore, Mohali & J&K and also of the difficulties being faced by Pension-
ers at Ranchi due to there being no Central Pension Processing centre of SBI in the State of Jharkhand.
2. In response to appeal by S.C. Maheshwari to the Honorable Minister, to apply to all the pre 2006
pensioners the cabinet decision of 24.9.2012 taken in case of defence Pensioners Secy. AR, PG. &
Pension replied : Some decision being taken which will be communicated within a few days.
3. It is finally decided that 19 P&T dispensaries will be merged with CGHS
4. In case there is no record/documents available to prove genuineness of the person(other than spouse)
claiming family pension, legal heir certificate issued by the competent court shall be accepted.
5. Issue of revised PPO shall be expedited. Pensioners/Family pensioners should apply for revised
PPO if not already applied.
6.Case of pre 1996 Pensioners who retired from the 4th CPC scale of 1400-2300 will be discussed
with Railway Board officers on 28.09.2012
7. RELHS facilities to divorced & widowed daughter: Director Health (Plg)Railway Board will do the
needful to relax eligibility criteria.
8. Online grievance redressal through CPENGRAM 5/dissemination of information in real time :All
departments assured of action to improve the situation.

Servicemen of same rank
will get uniform pension
By Mail Today Bureau in New Delhi
The Union Cabinet on (24.9.12) approved the
long- pending demand of one rank one pension
scheme for ex- servicemen. In another decision that
brought cheer to central government employees,
their dearness allowance ( DA) has been enhanced
by 7 per cent to help them beat the price rise.
But what would help the beleaguered UPA
government earn some goodwill is the approval of the
one rank, one pension scheme, for which the men in
uniform, particularly retired personnel, have been fighting
a protracted battle. The army veterans had even gone
to the extent of returning their gallantry medals.
Under the new move, the government will bear
the financial burden of 2,300 crore per year to pass
on the benefits of one rank, one pension to 12 lakh-
strong pensioners. Interestingly, this was not on the
Cabinet agenda and was added at the last moment.
The decision means a uniform pension will be
paid to the armed forces personnel retiring in the
same rank with the same length of service,
irrespective of their date of retirement. Any future
enhancement in the rates of pension will be
automatically passed on to those who retired earlier.
The decision has come on the recommendations
of a committee, headed by ex- cabinet secretary
Ajit Seth. Even defence minister A. K. Antony had
written to the Prime Minister that the growing
discontent among service personnel because of the
anomalies in fixing salaries and pension could have
serious consequences.
In another relief, the government decided to
enhance the dearness allowance of central
government employees from the existing 65 per
cent to 72 per cent.
The decision, that will be implemented with
effect from July 1, 2012, will benefit 80 lakh
employees about 50 lakh employees and 30
lakh pensioners.
The combined impact of this decision on the
exchequer will be 7408.24 crore per year.

Q&A:
WHAT IS ONE- RANK ONE- PENSION?
This means defence personnel retiring in the
same rank with the same duration of the service
irrespective of their date of retirement and any
future enhancement in the rates of pension will
get the same amount of pension
WHAT IS THE CASE NOW?
Currently, officers retiring in the same rank and
same duration of service get different rates of
pension because pay scales get revised after
every central pay commission. Thus, a Major-
General who retired in 2004 with 35 years of
service gets a pension of 38,000 ( approx) per
month while a Major- General who retires today
will get nearly 50,000. A Major- General who
retired in the 1970s gets 8,000
HOW DOES THE DECISION BENEFIT EX-
SERVICEMEN?
The benefit of the Cabinet decision will go up
the graduated scale of age. Ex- servicemen in
their 90s will benefit the most, then those in their
80s and so on. Officers who retired in the last 10
years or so will not benefit so much

EX-SERVICEMEN : REACTION
Expressing Severe disappointment, a section of
ex-servicemen on 23.9.12 said the governments
announcement of a pension hike was well short of
conceding the One Rank One Pension (OROP)
demand and added that the hike on monthly
pension for personnel below officer rank (PBORs),
who retired before 2006, would be a meagre 377
to 461 while the increase for oficers who retired
before 2006 would be in the range of 565 to 4,105.

9. Two family pensions to widows of re-employed
ex servicemen (lonf standing demand of BPS)
accepted by the Cabinet on 24.09.12 as recom-
mended by the Secretaries Committee.
10. Widening the Scope of Pension Adalat: As
per DOP&PW, all matters relating to the Pen-
sioners/family Pensioners can be taken up by
the Pension Adalat except cases involving purely
legal points and grievances involving Policy mat-
ters.
11.Smart Cards issued to RELHS beneficiaries
in Delhi/NCR will continue and will be revalidated.
Smart Cards will be introduced also at Rly Zonal
Hqs, State capitals and Metro cities.
12. Seperate OPD services for senoir citizens are
now available in Zonal Raliway Hospitals.
13. Zonal Railways are being advised by the Rly
Board to provide to pensioners and Family pen-
sioners specialised services on priority on nomi-
nated days.

Railway Board vide letters under reference
have granted family pension to an unmarried
daughter beyond 25 years of age of the Railway
Servants/pensioners from 06.09.2007 and to
widowed/divorced daughters, of the Railway
Servants/Pensioners, from 25.08.2004 on which
their turn for family pension materializes, whichever
is later. To facilitate expeditious processing of
the cases and to ensure correct payment of family
pension to the un-married/widowed/divorced
daughters of deceased railway pensioners and to
avoid fraudulent cases.
The applicants, as per Railway Boards above
instructions for family pension, should submit
application on Form 10 of Rly Service
(Pension)Rules 1993 which is corresponding to
FORM 14 of CCS (Pension) Rules1972 (see page
No 9 & 12 for Forms) with the following documents
to concerned executive deptt./ Personnel
Department to substantiate her claims :-
1. Death Certificates of parent who was drawing
last pension/family pension
2. PPO of Pensioner/Family pensioner
3. Copy of Service Certificate issued to the ex-
employee at the time of retirement.
In the absence of service certificate any other
collateral document with similar information
may be submitted.
4. Proof of parentage i.e. genuineness of being

5. An affidavit in original duly attested by a
magistrate which should be submitted along
with a photocopy. The affidavit should include:
(a)The name, address, date of birth of the
applicant & PP Photographs of the applicant
(b)That the applicant is the un-married /
widowed/divorced daughter of the Rly servant
Pensioner.
(c) That she is widowed/divorced/un-married
daughter and she has not remarried after the
death of /Pensioner/Family pensioner/divorce
from her husband.
(d)That as on the date of application she is
employed/un-employed and that her income
from all sources is not more than Rs 3500 +
DR thereon. (In case of employment certificate
of Income from employer need to be attached)
(e)That there is /are no younger brothers/sisters
below the age of 25 years who are otherwise
entitled to family pension.
(f)That she is the bonafide applicant and fulfils
all conditions for family pension.
(g) That there is no physically handicapped
child of the deceased railway pensioner/family

applicant).
6. In addition to affidavit the following documents/
certificates should also be given by the
applicant:
6(1). In case of divorced daughter Proof of
marriage such as certificate of marriage
registration / marriage invitation card etc., date
of marriage name of husband and a valid
decree of divorce from the court of Law in
which maintenance charges etc are mentioned
should be given
6(2). In case of widowed daughter: Proof of
marriage, such as certificate of marriage
registration /invitation card etc , date of
marriage, name of husband, his profession,
family pension granted from her husband, if
any, along with death certificate of her
husband should be furnished. or as proof of
marriage certificate issued by Mukhia/
Sarpanch of Gram Panchayat/ Gaonbura,
Chairman of town committee/Councillor/Local
MLA/MP indicating date of marriage, name of
husband, his profession, family pension
granted from her husband, may be submitted
6(3). Regarding Income certificate:-Self
declaration should be given by the Concerned
applicant
6(4). Indemnity Bond: An Indemnity Bond
in original on stamp paper should be given by
the applicant to indemnify the Railways against
any fraudulent payment.
7. To establish that the claimant is genuinely the
daughter of the deceased pensioner. Family
declaration for Railway Pass or nomination
form submitted for pension by the employee /
pensioner / Family pensioner etc, or any other
collateral authentic document may be
submitted by the applicant. In the absence of
any document as mentioned in foregoing lines:
A legal heir certificate issued by
competent authority (Court of Law) may
be submitted to prove genuineness of the
daughter(applicant)

The magic of smile

To use a cliche, laughter is the best medicine.
If one smiles and remains cheerful, it is reflected
in the world around him. It is like the switch of an
electric bulb that makes darkness disappear; and
light and clarity is all around. The moment we put
it (smile) on, our hearts start cheering up and all
gloomy scenes around us suddenly disappear.
As we smile, our whole inner being, the
subconscious, changes. Smile is like the sun; if
there is total darkness and suddenly the sun
appears, you can see clarity all around. It
disperses all the clouds and then, only the sun
keeps shining. Similarly, a simple act of smiling
can make all the gloom around disappear and
everything becomes bright. All of us must learn
to smile all the time and be in bliss.
One day, some saints were going for a big
Yagya. A girl asked the saints, I have no good
clothes to change into, what shall I wear? The
saints replied, Wear a smile, it is enough. Let
us remember, the magic of your smile works
wonders on others as well and is the key to
happiness.
That is why Mother Teresa said, Every time
you smile at someone, it is an action of love, a
gift to that person, a beautiful thing.
A smile can be highly contagious. When
someone smiles, we feel better. This is a gift we
can give to ourselves and to others around us.
Sages have advised that each day should be fresh.
Dont come with pre-conceived notions. Laughter
helps clear the air. So break out of it and have a
hearty laugh. Enjoy life and dont pity yourself.
New Year is around the corner. Let us all welcome
it with a smile and make others smile.
An old Irish prayer says, Take time to laugh,
it is the music of the soul. So use laughter
consciously to beak tension in your self and in
others. Laughter, after all, is a magic potion that
cures all gloomy minds and helps people live
cheerful lives.

Department of Posts:
Almost all the cases relating to revision of pension
and payment of arrear have since been completed.
As regard issuing of revised PPOs in terms of
DOP&PW O.M. No. 1/20/2011(E) dated 16.12.2011,
the target date 30.6.2012 to complete the whole
exercise was give to Circles. The compliance is
yet to come from the Circles / Field Units.

Ministry of Railways :
Ministry of Railways have taken number of steps to
speed up the work of revision of Pre 2006 pension
cases. Railways have issued advertisement in the
newspapers inviting pensioners to file pension
revision application with their respective pension
sanctioning authorities in the division and the
Headquarters office from where they have retired.
On the request made by this office, Reserve Bank
of India has also issued instructions to all the pension
disbursing nationalized banks and State Bank of India
for receiving pension revision applications from the
pensioners while taking their life time certificate in
the month of November, 2011. Railways are in the
process of getting these pension revision applications
from various pension disbursing banks and it is hoped
that large chunk of pre-2006 pension cases would
be revised and cleared soon. Besides this,
instructions have been issued to railways /
production units to make out an Action Plan, create
special cell, depute extra staff, and make joint team
of personnel branch (Pension Sanctioning
authorities) and Accounts Branch for better
coordination and result in this regard. As a result of
this, out of a total of 11.21 lakh pre 2006 pensioners
/ family pensioners on railways, 4.35 lakh pensioners
have applied for revision of their pension so far. Of
these 3.27 lakhs cases which have been accorded
sanction by the pension sanctioning authorities, a
total of 3.08 lakhs revised PPOs have been issued.
Thus 2.04 lakh pension cases have been revised in
the period between Nov. 2010 to Nov. 2011.

Ministry of Defence:
Controller General of Defence Accounts (CGDA)
has informed that total 2,67,365 corrigendum PPOs
in respect of PBOR pensioners who were
discharged during 1996 to 2005 have been issued
to the respective Record Offices by the PCDA

from the pensioners and thus there is a need to
have a relook in the matter. The Staff Side also
referred to their calculations in this regard and
requested the Official Side to reconsider the matter.
Department of Pension and Pensioners Welfare
stated that the matter was again examined in
consultation with Department of Expenditure and it
has been decided that the Honble Supreme Court in
1986 had ruled in favour of restoration after 15 years
in WP No 3958-61. The 6th CPC had also
recommended that the existing 15 years period for
restoration of pension should be maintained.
The Staff Side demanded that a copy of the
Judgment of the Supreme Court may be provided
to them. It was decided that the copy of the judgment
shall be provided to the Staff Side. A copy of the
Judgement has already been provided to the
JCM on 23.8.2012 by DOP&PW.
DoP&PW :
The proposal for increasing the ex-gratia for
dependent family members of CPF and SRPF
beneficiaries has also been included. The matter is
under consideration at a very advanced stage.

of their OM dated 16.12.1997 stating that the Ex-
gratia payment is not admissible to (a) those who
were dismissed or removed from service, (b) those
who resigned from service, and (c) those who
retired from service other than on attaining the
prescribed age of superannuation.

may be calculated proportionately based on their
actual qualifying service as per provisions of Rule
49(2) of CCS (Pension) Rules, 1972 in force during
that period, which provided for admissibility of full
pension after completing 33 years of Qualifying
service.

Ministry of Railways:
DOP&PW vide their OM No. 45/86/87-P&PW(A) (Pt.)
dated 11.5.2001 had clarified that the pension/family
pension of pre 1996 retirees shall not be less than
50% / 30% of the corresponding scale w.e.f.
1.1.1996 of the scale of pay held by the pensioner at
the time of retirement/ death. DOP&PW in Annexure-
I of their OM dated 14.10.2008 have specifically
mentioned the corresponding IV CPC, V CPC pay
scales and VI CPC Pay Band + Grade Pay to facilitate
revision of pension/ family of pre 2006 retirees.
2. When some specific case from some of the Zonal
Railways came to the notice of the Railway Board
regarding non adherence to the DOPWs extant
instructions while revising the pension/family.

OM dated 11.5.2001 and OM dated 14.10.2008,
clarificatory instructions, for reVISIOn of pension/
family pension as on 1.1.2006 of pre 2006 retirees
with respect to the corresponding pay band + grade/
pay scale of the scale of pay held by the railway
servant/pensioner at the time of retirement/death,
were issued vide this office letter No. F(E)III/2008/
PN-1/2 dated 2.2.2010 and 18.3.2010.
3. It was clearly mentioned in the letter No. F(E)III/ 2008/
PN- 1/12 dated 18.3.2010 that the pension of all those
employees who retired prior to 1.1.1996 has to be
stepped up wherever admissible, w.r.t. the minimum
pay of the corresponding scale, not the higher
replacement scale. The corresponding scale of pre
revised IV CPC of Rs. 1400- 2300 is Rs. 4500-7000 in
Vth CPC, not Rs. 5000-8000, as has been reiterated in
item No. 9 of DOP&PWs OM dated 14.10.2008.

Sub: Change in date of birth/age of
family pensioners - regarding.
In accordance with the instructions issued vide
this Departments OM No.38/37/08-P&PW(A) dt
21.5.2009, 11.8.2009, 25.6.2010 & 28.9.2010 and
OM No.1/19/11-P&PW(E) dt 3.8.2011, additional
pension/family pension to old pensioners/family
pensioners is allowed on the basis of the date of
birth/age recorded in the Pension Payment Order
(PPO) or other office records. Only in case the
details regarding date of birth/age are not available
in the PPO/office records, additional pension/family
pension to old pensioners/family pensioners has
been allowed on the basis of certain documents
i.e. PAN Card, Matriculation certificate. Passport,
CGHS Card, Driving Licence, Voters ID Card and
Aadhaar Number issued by UIDAI.
2. During his service and at the time, of
retirement, a Government servant is required to
give details of his family, including date of birth of
its members, in Form
3. Date of birth/age of the members of family
mentioned by the Government servant in Form 3
was not mandatory to be verified by the Head of
Office. It is felt that in some case, the date of
birth/age of a family pensioner, as recorded in
the PPO/office records might be incorrect.
3. Some representations have been received
in this Department regarding the hardship being
caused to old family pensioners in getting the
additional pension on account of incorrect
recording of the date of birth/age in the PPO. They
have been requesting for allowing the change of
date of birth in the PPO on the basis of the
documents prescribed in the various OMs
mentioned in Para 1 above.
4. The matter has been considered in this
Department in consultation with the Ministry of
Finance, Department of Expenditure and the
following decisions have been made:
i. Since the date of birth of the Government servant

is recorded in the PPO on the basis of the service
records and the date of superannuation etc. also
is determined on the basis of this date of birth,
there is no question of allowing change in the
date of birth of the retired/deceased pensioner
in the PPO.
ii. The request for change of date of birth/age of the
family pensioner (parents and spouse) in the
PPO may be submitted by a pensioner/family
pensioner to the Head of the Department of the
organisation where the Government servant had
last served along with at least one of the
documents mentioned in Para 1 above and a
declaration on a non-judicial stamp paper
regarding the correct date of birth of the family
pensioner. The Head of the Department may
allow the change in the date of birth of the family
pensioner if he is satisfied that the conditions
indicated in this Departments OM No.38/37/08-
P&PW (A) dated 21.5.2009 have been fulfilled
and that a bona-fide mistake has been made in
recording the date of birth in the PPO.
iii. No other document will be accepted for allowing
the change in date birth/age of the fapily pensioner
in the PPO.
iv. In order to avoid any possibility of recording an
incorrect date of birth in the PPO, in future, the
Government servant may be required to submit
one of the documents indicated in Para 1 above
as proof of date of birth of spouse or parents
along with the details of family in Form 3. In the
case of children certificate of birth from the
Municipal authorities or from the local panchayat
or from the head of a recognised school if the
child is studying in such a school or from a
Board of Education may be accepted.
5. As regards pensioners/family pensioners
belonging to the Indian Audit and Accounts
Departments, these Orders issue after
consultation with the Comptroller and Auditor
General of India.
6. This issues with the concurrence of Ministry
of Finance, Department of Expenditure vide their
I.D. No 428/E.V/2012, dated 27/8/2012.

of family pensioners.
This Department has issued instructions vide
OM No.38/37/08-P&PW(A), dt 21.5.2009,
11.8.2009, 25.6.2010 & 28.9.2010, OM No.1/19/
ll-P&PW(E), dt 3.8.2011 and OM No. 1/23/2012-
P&PW(E), dt 13.09.2012 for consideration of date
of birth/age for grant of additional pension/family
pension to old pensioners/family pensioners.
Certain documents i.e. PAN Card, Matriculation
certificate. Passport, CGHS Card, Driving
Licence, Voters ID Card and Aadhaar Number
issued by UIDAI have been allowed to be accepted
in this regard.
2. For revision of an old PPO, date of birth of
family pensioner is a mandatory field in the software.
Some queries have been received in this
Department regarding clarification whether these
instructions are applicable for accepting date of birth/
age of the spouse at the time of revision of PPOs.
3. It is hereby clarified that the above instructions
are applicable at the time of issue/revision of a
PPO for a family pensioner irrespective of the age
of the family pensioners at that time. It is further
clarified that in case the exact date of birth is not
available in the PPO/office records, the age of the
family pensioner as on 1st January may be taken
same as what she/he had completed in the previous
year. For example, if a family pensioner completes
the age of 54 years in 2012, her/his age as on Ist
January, 2013 may be taken as 54 years and PPO
may be revised accordingly.

From the representations received in this
Department, it appears that some offices ask the
applicant family pensioners for the documents not
indicated in the office memorandum indicated above.
All the Ministries/Departments are requested
to instruct their attached/subordinate/field offices
to follow the instructions contained in the O.M.,
dt 8.12.2011 strictly to avoid any hardships to
the family pensioners. They may also be advised
to go through the other office memoranda issued
during the last two years as contained in the
Circulars on Family Pension on this Departments
website and also on pensionersportal.gov.in.

19.09.1932. Being Graduate in 1952, joined as Lower Division Clerk in the
office Dy. Director of Accounts Kapurthala on 19.10.52. By hard work in office
work was granted OUT OF TURN promotion as an account officer in India. I
qualified Finance Accounts Service Examination and continued getting
promotion in different posts and ultimately promoted to the highest post of
Dy. Director of Accounts Kapurthala and retired on 30.09.1990. Immediately
after my retirement, I joined Bharat Pensioners Samaj as Life Member.

1099) Date of Birth : 01.03.1930. By dint of efficient and honest performance
of Law and Order duties of arduous natire while in service, earned acclerated
promotions, rising from grass root post of constable to the gazetted rank of
DSP. Having unblemished record and outstanding performance throughout
the service, was conferred President Medal for Meritorious Service in 1982.

Tax Department in April, 1990 from Delhi as IRS (DCIT). During his 36 years
of meritorious service, remained closely associated with Civil Service Trade
Union Movement for 34 years in various capacities viz Secretary, Vice-President
and President of Income Tax Departmental Associations (Delhi & Rajasthan).
Was General Secretary of Income Tax Gazetted Officers Association (1987
to 1991). After retirement, served as General Secretary of Central Revenues
(Income Tax) Retired Officers Association, Jaipur (Rajasthan) (1992 to 2011),
affiliated to BPS. Was Chairman of Coordination Committee of Central
Government Pensioners Organizations (Rajasthan) from (2004 to 2011). He
is enrolled as an Advocate with Rajasthan Bar Council Jodhpur and is a
practicing Advocate on Income Tax side. He is a Member of Rotary
International for the last 32 years and remained President of Rotary Club,
Alwar (1982 to 83), Rotary Club, Jaipur East (1995-96). He got Rotary
International Four Avenues Service Award.

Shah, Amulakh B : R/o B-102, Sumitinath Terrace, Sindhwaimata Road,

Pratap Nagar, Vadodara-390004. Born on 31.7.1932. Initially appointed on
8.9.1952 in Kandla-Deesa Railway Construction project Gandhidham (Kutchh).
lt was the first construction project on Western Railway after independence.
The project was of 170 miles having estimated cost of Rs 6 crores and the
outlay incurred there against was only Rs 5.96 lakhs. Thus the project was
completed in saving becoming a renowned case of its kind. On completion of
the project was transferred to DOHAD in enmass in 1956 to work for Godhra-
Ratlam doubling project. Continued to work at Dohad in construction &
workshop Accounts office for 20 years. In 1976 I was transferred on promotion
as Section officer and finally retired as Sr.S.O (A/cs) on 31.7.1990.

MADHUPUR : Health Checkup Camp of Sr.
Pensioners by Bharat Pensioner Samaj, Madhupur
and State Bank of lndia, Madhupur Branch.
On 17-08-2012 at 3 pm, the Bharat Pensioner
Samaj, Madhupur & the State Bank of lndia,
Madhupur Branch organized a Health Checkup
Camp at SBI, Madhupur. Total 10 Nos of senior
pensioners from the various streams (Central
Govt, Rlys, Bihar State & Jharkhand State Govt)
have been checked up their health. Dr. S P
Dalmia, a reputed physician of Madhupur
examined them and Individual prescription has
been issued to them. That after health-checkup
programme, the State Bank of India, Madhupur
Branch, honoured them by wrapping Shawal. The
Rly Pensioner Association. Madhupur also have
been invited to join such function. Sri K P Ghosh,
Genl Secy of BPS, Madhupur, addressed the
audience and narrated the present position of the
Court Case at Delhi High Court (O.A.-655). He
also requested the members of BPS, Madhupur
to donate BPS, New Delhi to meet-up the
expenditure of Court Case. He also expressed
the success of BPS, Madhupur, that, since last
2010, few pensioners (about 55), applied for
payment of their Fixed Medical Allowances, but
that was not attended by the CPPC, SBI, Patna.
Sri Ghosh repeatedly initiated the actions against
such Position. And lastly those long outstanding
have been cleared. Sri Ghosh also stated those

outstanding payment only could have paid for the
initiative of (1) Sri Bladeo Jha, Chief Manager,
SBI, Madhupur, (2) Sri Ajay Singh, Deputy
Manager, and (3) Sri N K Singh, Asstt. Manager
(Govt, Acc &Pension) SBI, Madhupur. The State
Bank of lndia, Madhupur presented an Executive
Chair to Sri K P Ghosh, Genl Secy, BPS,
Madhupur for his Office use.

Sarma, MC Member/BPS visited Rajahmundry
on 15.08.2012. Sri Somasekhara Rao was Chief
Guest at the Independence Day function held in
the office of Rly Pensioners Assn. Addressing
100 and odd railway and central govt pensioners
gathered there on the occasion, Sri Somasekhara
Rao explained in detail the efforts being made by
Bharat Pensioners Samaj to achieve demands
of Central Govt Pensioners in general and Rly
Pensioners in particular. He appealed to all Central
Govt pensioners to participate in large numbers
in the MASS DHARNA being conducted by BPS
on 11.10.2012 at Jantar Mantar, NEW DELHI.
He explained how many demands have been
achieved earlier due to relentless pursuit by BPS.
The meeting was presided over by Sri V Thata
Reddy, Prez of Rly Pensioners Assn, Rajahmundry
and was also addressed by S/Sri B Linga Reddy,
D A N Sarma, Sari Dakshina Murthy, Raja Ratnam,
Thrimurthulu, Chandrasekhara Rao and
Kameswara Rao.
Living alone ups depression risk
Depression among people of working age who
live alone is 80% higher compared with people
living in families, reports a Finnish study of 3,500
people using anti-depressants.
The participants in the study, published in
BioMed Centrals public health journal, were
working-age Finns with an average age of 44.6
years. Living alone is linked with feelings of
isolation and a lack of social integration and trust,
which are risk factors for mental health.
