District Roads in various divisions in Kerala (Phase - III) Administrative
Sanction and Special Sanction Accorded - Orders Issued.

Read:- Letter No. CE/R&B/AEE2/OTM/2015-16 dated 26.08.2015 from
the Chief Engineer(Roads & Bridges), Thiruvananthapuram.

ORDER

The Chief Engineer (Roads & Bridges) as per his letter read above has
requested to accord Administrative Sanction and Special Sanction for the One
Time Maintenance of Village Roads / Other District Roads (Phase III) in the
following road divisions in Kerala.

2. Government have examined the matter in detail and are pleased to


accord Administrative Sanction and Special Sanction for One Time Maintenance
of Village roads / Other District roads in the above divisions in Kerala for an
amount of ` 49.44 Crore subject to the compliance of the following guidelines.
The detailed list of works to be under taken in each division is given at
Annexure.
(i) The works now proposed by the Public Works Department are small
works having estimate cost of ` 25 lakh and below. For effective
contract management, easy monitoring and ensuring better quality
control, the work shall be grouped under different contract package
under each tendering authority to avoid splitting of works in
continuous chainage. The minimum contract value of each such
contract package shall not be less than ` 100 Lakh in any case.
(ii) Bit chipping carpet works shall not exceed 10% of the total Technical
Sanction amount and all such works under each subdivision shall be
grouped together and tendered as a single work exclusively for this
purpose. In the cases of roads having extensive damages, complete
overlay shall be done, provided these roads are due for resurfacing.
(iii) Superintending Engineer will be the authority competent to issue
technical sanction for works under this package irrespective of value
of works. Superintending Engineers concerned shall ensure that under
no circumstances total technical sanction amount of works shall not
exceed the fund allotted to him.
(iv) The estimate of all works under this package shall be prepared based
on current DSR with latest cost index and MORTH / MORD
specification and shall be followed for all works under this package
across the state.
(v) The physical status of roads selected for repair under this package
shall be videographed and kept ready for verification before and after
the execution of work.
(vi) All works under this package shall be awarded only through the
e-tendering process and under no circumstances works shall be
arranged on quotation basis.
(vii) The quality control division of PWD shall monitor the execution of
each works executed under this package and send weekly reports to
Chief Technical examiner.
(viii)The CTE shall conduct random inspections of at least 10% of these
works and final bills of these works will be cleared only after
obtaining clearance from the Chief Technical Examiner.

(ix) No bitumen shall be issued departmentally to any of these works


under this package.
(x) The Executive Engineer of the concerned division will be held
personally responsible for any violations of the guidelines.
