VACANCIES
Applications are invited from citizens of Sri Lanka to fill the following vacancies in the
National Dangerous Drugs Control Board. Applicants should be able to carry out the duties
entrusted to the post efficiently and should be able to work any part of the Island and should
have a perfect physical and mental fitness as well as an excellent character.
Service Category Senior Manager
External Candidates
Director - Administration & Finance
Qualifications (1 or 2 below)
1. A Degree in Management/ Finance/ Accountancy/ Commerce/ Law which is recognized by
the University Grants Commission.
With
Post Graduate Degree qualifications (Masters) in the relevant field or Associate Membership
of a recognized professional Chartered Institute, which is relevant to the subject of the post.
And
Minimum of 15 years experience at a managerial level in a Corporation/Statutory
Board/Institution or a reputed private Institution.
Or
2. Full Membership of recognized professional Chartered Institution in a related field to the
post.
And
Minimum of 15 years experience at a managerial level in a Corporation/ Statutory Board/
Institution or a reputed private institution.
Director - Treatment, Rehabilitation & Outreach
A Degree in Sociology/ Psychology/ Criminology/ Commerce/ Social Work/ Management/
Law which is recognized by the University Grants Commission.
With
Post Graduate Degree qualifications (Masters) in the relevant field.
And

Minimum of 15 years experience at a managerial level in a Corporation/ Statutory


Board/Institution or a reputed private Institution.
Director- Research
A Degree in a Sociology/ Criminology/ Social Work/ Chemistry/ Statistics/ Information
Technology which is recognized by the University Grants Commission.
With
Post Graduate Degree qualifications (Masters) in the relevant field.
And
Minimum of 15 years experience at a managerial level in a Corporation/ Statutory Board/
Institution or a reputed private Institution.
Director - Drug Preventive Education and Training
A Degree in Social Sciences which is recognized by the University Grants Commission.
With
Post Graduate Degree qualifications (Masters) in the relevant field.
And
Minimum of 15 years experience at a managerial level in a Corporation/ Statutory Board/
Institution or a reputed private Institution.

Internal Candidates
Director - Administration & Finance, Director - Treatment, Rehabilitation & Outreach,
Director- Research, Director-Drug Preventive Education and Training (1 or 2 below)
1. Having obtained the qualifications required by the external candidates above.
Or
2. Completion of minimum five (05) years satisfactory service in a post in the Manager
Category Grade I, in the subject area relevant to the post.

Other Information about the post of Directors


Salary Code - HM 1 - 1 - 2006
Salary Scale - Rs.80,295/- 15 x 2,270/- = 114,345/- (monthly) as per Department of
Management Services Circular 02/2016. This salary scale will be applicable to five stages for
the period of year 2016-2020. Full salary scale will be given in year 2020 Initial salary step for
the year 2017 is Rs. 55,236/-. (in addition to the above salary Government approved other
allowances will be paid)

Age Should not be less than 35 years and not more than 55 years.
The Upper age limit will not be applied to the Internal Candidates

Service Category - Manager


Assistant Director Finance
External Candidates
Qualifications (1 or 2 below)
1. A Degree in Accountancy/ Management/ Commerce which is recognized by the University
Grants Commission.
And
A minimum of 03 years post qualifying experience in the relevant field to the post, after
obtaining the first degree
Or
2. Having passed the Intermediate Examination of a recognized professional Charted Institute,
of which the subject area is relevant to the post.
And
A minimum of 03 years post qualifying experience in the relevant field to the post
Internal Candidates
Qualifications
Assistant Director Finance (1 or 2 below)
1. Having obtained the qualifications required by the external candidates above.
Or
2. Completion of minimum five (05) years satisfactory service in a post in the Junior
Manager Category Grade II, in the subject area relevant to the post.
Other Information about the post of Asst. Director (Admin & Finance)
Salary Code - MM 1 - 1 - 2006
Salary Scale Rs.53,175/- 10 x 1,375, 15 x 1,910 = 95,575/- (monthly) as per Management
Services Department (MSD) Circular 02/2016. This salary scale will be applicable to five
stages for the period of year 2016-2020. Full salary scale will be given in year 2020 Initial

salary step for the year 2017 is Rs. 36,654/-. (in addition to the above salary Government
approved other allowances will be paid)
Age Should not be less than 22 years and not more than 45 years.
The Upper age limit will not be applied to the Internal Candidates

Service Category Junior Manager


External Candidates
Counsellor
Qualifications
A degree in Sociology/ Psychology/ Criminology/ Social work which is recognized by the
University Grants Commission.
And
A minimum of 01 year post qualifying experience in the relevant field to the Post, after
obtaining Degree.

Research Officer
A degree in Sociology/ Criminology/ Social work/ Statistics which is recognized by the
University Grants Commission
And
A minimum of 01 year post qualifying experience in the relevant field to the Post, after
obtaining Degree.
Scientific Officer
A degree in Chemistry which is recognized by the University Grants Commission.
And
A minimum of 01 year post qualifying experience in the relevant field to the Post, after
obtaining Degree.
Manager (Center/ Human Resource/ Transport & Maintenance/ Information
Technology)
A Degree in Management/ Commerce/ Human Resource/ Information Technology which is
recognized by the University Grants Commission.

And
A minimum of 01 year post qualifying experience in the relevant field to the Post, after
obtaining Degree.
Drug Education & Information Officer
A Degree in Social Sciences which is recognized by the University Grants Commission.
And
A minimum of 01 year post qualifying experience in the relevant field to the Post, after
obtaining Degree.

Outreach Officer
A Degree in Psychology/ Sociology/ Criminology/ Social Work which is recognized by the
University Grants Commission.
And
A minimum of 01 year post qualifying experience in the relevant field to the Post, after
obtaining Degree.
Internal Candidates
Qualifications
Counsellor, Research Officer, Scientific Officer, Manager (Center/ Human Resource/
Transport & Maintenance/ Information Technology), Drug Education & Information
Officer, Outreach Officer (1 or 2 or 3 below)

1. Having obtained the qualifications required by the external candidates above.


Or
2. Completion of minimum five (05) years satisfactory service in a post of the
Management Assistant Non Technological (MA 1-1) Grade II, in the subject area
relevant to the post.
Or
3. Completion of minimum five (05) years satisfactory service in a post of the
Management Assistant Technological (MA 2-1) Grade II, in the subject area
relevant to the post.

Salary Code - JM 1 - 1 - 2006


Salary Scale- Rs.42,600/- 10 x 755 18x1,135- 70,580 /- (monthly) as per Management
Services Department (MSD) Circular 02/2016. This salary scale will be applicable to five
stages for the period of year 2016-2020. Full salary scale will be given in year 2020 Initial
salary step for the year 2017 is Rs. 29,355/-. (in addition to the above salary Government
approved other allowances will be paid)
Age Should not be less than 22 years and not more than 45 years.
The Upper age limit will not be applied to the Internal Candidates

A Bachelors Degree in Social Sciences which is recognized by the University Grants
Commission.
And
A diploma, not below than 01 year in the relevant field to the Post.
Assistant Research Officer
A Bachelors Degree in Sociology/ Criminology/ Social Work/ Statistics which is recognized
by the University Grants Commission.
And
A diploma, not below than 01 year in the relevant field to the Post.

Computer Analyst / Programmer


A Bachelors Degree in Information Technology which is recognized by the University Grants
Commission.
And
A diploma, not below than 01 year in the relevant field to the Post.

Internal Candidates
Qualifications
Assistant Counselor, Assistant Outreach Officer, Assistant Drug Education &

1. Having obtained the qualifications required by the external candidates above.

2. Completion of minimum five (05) years satisfactory service in a post of the
Management Assistant Technological (MA 2-1) Grade II, in the subject area
relevant to the post.
Salary Code - MA 5 - 2 - 2006
Salary Scale- Rs. 36,850/- 10 x 755 15 x 930 5 x 1,135 64,025/- (monthly) as per
Management Services Department (MSD) Circular 02/2016. This salary scale will be
applicable to five stages for the period of year 2016-2020. Full salary scale will be given in
year 2020 Initial salary step for the year 2017 is Rs. 25,450/-. (in addition to the above salary
Government approved other allowances will be paid)

Qualifications
Having obtained a certificate of proficiency not below than the National Vocational
Qualification Level 5, issued by a Technical/ Vocational Training Institute accepted by the
Tertiary and Vocational Education Commission in the relevant field.
Nurse
Having obtained a certificate of nursing not below than the National Vocational Qualification
Level 5, issued by a Technical/ Vocational Training Institute accepted by the Tertiary and
Vocational Education Commission.
Laboratory Technician
Having obtained a certificate of Laboratory Technology not below than the National
Vocational Qualification Level 5, issued by a Technical/ Vocational Training Institute accepted
by the Tertiary and Vocational Education Commission.
Research Assistant
Having obtained a certificate in Statistics, Research, Drug Abuse Management, Social Work
not below than the National Vocational Qualification Level 5, issued by a Technical/
Vocational Training Institute accepted by the Tertiary and Vocational Education Commission.

Internal Candidates
Qualifications
Having obtained the qualifications required by the external candidates above
Salary Code - MA 2- 1 - 2006
Salary Scale- Rs. 30,310/- - 10 x 300 - 7 x 350 - 4x 495 20 x 660 - 50,940/- (monthly) as per
Management Services Department (MSD) Circular 02/2016. This salary scale will be
applicable to five stages for the period of year 2016-2020. Full salary scale will be given in
year 2020 Initial salary step for the year 2017 is Rs. 20,890/-. (in addition to the above salary
Government approved other allowances will be paid)
Age Should not be less than 18 years and not more than 45 years.
The Upper age limit will not be applied for Internal Candidates

Service Category Management Assistant Non Technological


Management Assistant
External Candidates
Qualifications

Having Passed the G.C.E (O/L) examination in six subjects in one sitting with credit passes for
four subjects including.
i.
ii.

Sinhala/Tamil
Mathematics

And
Having passed three subjects (other than General Paper) at the G.C.E. (A/L) examination (A
certificate in a Computer/Typing in the Technical/ Vocational Training Institute will be an
added qualification.
Internal Candidates
Qualifications
Employees of the National Dangerous Drugs Control Board in categories of Primary Level
Skilled, Primary Level Semi Skilled and Primary Level Unskilled who possess the
following qualifications are eligible to apply.
Educational:
(1) Having Passed the GCE (O/L) examination in six subjects in one sitting with credit passes
for four subjects including.
i.
ii.

Sinhala/Tamil
Mathematics

And:
(2) Having completed a minimum of five (05) years satisfactory service in a permanent post
under the above employee category.
Note:
(3) Any period of service prior to been appointed to a post or any period of service to be
completed under training as a prerequisite for appointment on permanent basis to any post
should not be counted within the five years of service required for qualification as stated
above. Any period of service on casual/ temporary basis too should not be counted for this
purpose.
Salary Code - MA 1 -1- 2006
Salary Scale- Rs. 27,910/- - 10 x 300 - 7 x 350 - 4x 495 20 x 660 - 48,540/- (monthly) as per
Management Services Department (MSD) Circular 02/2016. This salary scale will be
applicable to five stages for the period of year 2016-2020. Full salary scale will be given in
year 2020 Initial salary step for the year 2017 is Rs. 19,234/-. (in addition to the above salary
Government approved other allowances will be paid)
Age Should not be less than 18 years and not more than 45 years.
(Upper limit does not apply for Internal Candidates)

Service Category Primary Level - Skilled


External Candidates
Driver
Qualifications
Having passed two (02) subjects in G.C.E. (O/L) examination.
And
Having obtained the license issued by the Commissioner of General of Motor Traffic for
driving heavy vehicles and a minimum of three (03) year experience in driving after obtaining
the driving license.

Internal Candidates
Qualifications
1. Having obtained the qualifications required by the external candidates above
Or
2. Employees in Primary Level Semi Skilled (PL 2) or Unskilled (PL 1) who have
completed a minimum of five (05) years working experience in the relevant field with
the skills not below then the National Vocational Qualification Level two (02), proven
at a trade test.
Salary Code - PL 3 - 2006
Salary Scale- Rs. 26,290/- - 10 x 270 - 10 x 300 10 x 330 12 x 350 - 39,490/- (monthly) as
per Management Services Department (MSD) Circular 02/2016. This salary scale will be
applicable to five stages for the period of year 2016-2020. Full salary scale will be given in
year 2020 Initial salary step for the year 2017 is Rs. 18,118/-. (in addition to the above salary
Government approved other allowances will be paid)
Age Should not be less than 18 years and not more than 45 years.
The Upper age limit will not be applied to the Internal Candidates

NATURE OF APPOINTMENTS

This is a permanent post and entitlement to Employees Provident Fund and Employees Trust
Fund.
CONFIRMATION
From among the candidates, officers will be subjected to a probationary period of three (03)
years and if his/her duties and conduct has been satisfactory during the period of probation.
She/he will be confirmed in the service/ post at the end of probationary period.
The decision of the National Dangerous Drugs Control Board will be final.
