1.

SCOPE

1.1.

The specification covers the general requirements and the specific technical
requirements for the works, which are not covered by any of the other
component specifications of Section D, but are required to be carried out for
the satisfactory completion of the work. This specification and the other
component technical specifications contained in Section D are mutually
dependent and essential for correct interpretation of the contract. If the
requirements of this section and the other technical specifications in Section
D conflict, those of this section shall govern. It shall be noted that all Codes
of Practice and Standards shall be those of latest issue.
If there is any discrepancy or variation in the contents of other
technical specifications attached in the tender and the contents of specific
requirements then the specific requirements mentioned herein shall prevail.
Bidder shall bring out such variations to Owner notice for seeking
clarifications.
It shall be very clearly understood that the specifications given in Section D
are brief and do not cover minute details. However, all works shall have to be
carried out in accordance with the relevant standards and codes of practices,
CPWD CSR as amended or in their absence in accordance with the best
accepted current engineering practices or as directed by Engineer from time
to time. Items for which separate specifications have not been indicated shall
be carried out in consultation with and as directed/approved by Engineer. The
decision of Engineer as regards the specification to be adopted and their
interpretation and the mode of execution of work shall be final and binding on
Contractor and no claim whatsoever shall be entertained on this account.

SUB-SOIL DATA & EARTHWORK

The Geotechnical Investigation report is attached with this tender document in


section G. However Bidder is advised to visit the site and get acquainted with
the site conditions such as type of soil etc.
In case of rock excavation, blasting is not permitted.
The unit rates quoted for excavation in different types of material shall
account for lead up to 5km. at all lifts for disposal as specified or directed.
All excavation shall be measured net. Dimensions for purpose of payment
shall be reckoned on the horizontal plan area of mud mate / Lean concrete /
PCC at the bottom of excavation for foundations of the walls, columns,
footings, tanks, rafts or other foundations/ structures to be built, multiplied by
the mean depth from the surface of the ground in accordance with the
drawings. No working space shall be considered beyond concrete dimensions
& shuttering in excavation for payment.

3.

CONCRETE

3.1.

Cement shall be Portland Slag Cement with slag constituent of 50 percent of


the slag content. For non-structural concrete, such as grade slabs, masonry
works, plasters, pointing, guniting. Waterproofing, tiling, cement shall be
factory blended Portland Pozzolona cement.
The concrete shall be of minimum M25 Grade having minimum cement
content as per IS: 456-2000 with maximum water cement ratio of 0.5

Water- reducing admixtures conforming to IS 9103 (Latest Edition) shall be


used.
Design mix for grade M25, M30 and M35 shall be prepared by the contractor
in the beginning of the civil construction work at site. The design mix shall be
prepared for each grade with and without admixtures. Moreover, the fresh
design mix shall also be prepared at every change of sources of sand,
aggregates and cement.
All concrete shall be dense and water tight and with finish as specified.
Contractor shall exercise with great care while designing the concrete mix
and executing the works to achieve the desired result.
Contractor shall take special care for concrete for liquid retaining structures,
underground structures and those others specifically called for to guarantee
the finish and water tightness. All such structures shall be hydro-tested.
Contractor shall include in his price of hydro-testing of structure, all
arrangements for testing such as temporary bulk heads, pressure gauges,
pumps, pipe lines, etc. Any temporary arrangements that may have to be
made to ensure stability of the structure shall also be considered to have
been taken into account while quoting the rates. Any leakage that may occur
during the hydro-test or subsequently during the defects liability period or the
period for which the structure is guaranteed shall be effectively stopped either
by cement/epoxy pressure grouting, guniting or such other method as may be
approved by Engineer. All such rectification shall be done by Contractor to the
entire satisfaction of Owner at no extra cost to Owner.
Contractor shall design the mix for concrete for all the types of grades
required for civil works, with and without admixtures. The concrete mix
design report shall be got approved from the Engineer-in-charge / Owner,
prior to start of the work.
Use of Ready Mix Concrete (RMC) along with concrete pumps and transit
mixers are mandatory requirement for all RCC works. The contractor shall
install and deploy the batching plant of adequate capacity, Adequate Nos. of
diesel operated concrete pumps and adequate numbers of transit mixers.
Adequate arrangements shall be made to make the area clear from boring
muck / slushy / surplus earth.
All R.C.C. of designed grade shall be provided at all heights and levels on
well compacted/sound surfaces using a mechanical mixer including
dewatering, shuttering, vibrating, curing and finishing as required. Integral
water-proofing compound shall be added @ 2% by weight of cement in the
wet concrete.
Aggregates shall consist of naturally occurring stones (crushed only) and
sand.

4.

CONCRETE SURFACE FINISH

4.1.

Concrete surfaces shall not be plastered unless otherwise shown on the


drawings or directed by Engineer. The concrete surfaces above ground shall
be of high quality stain free, smooth and even with no shutter marks.
Approved shutter/mould release agents shall be used; however, Engineer's
approval shall not relieve Contractor of his contractual obligations and his
responsibilities for ensuring and providing the finish specified or removing/
rectifying defective work.
The grade slab in main plant building shall have even surface with all
necessary levelling. The concrete shall be finished with vacuum dewatering
and mechanical trowelling to render even surface.

Form-work (Straight or Curved) for concrete items shall include forming


chamfers, drip moulds, pockets; scaffolding, centring, finishing concrete
surface after striking the form-work etc.
Tubular staging (ACROW or equivalent) is to be used for all structural / RCC
work for all floors at all levels and heights. Steel forms shuttering shall be
used for all surfaces. For beam sides wooden shuttering shall be used.
Mould release agents shall be used for all shuttering. Approval of make/brand
of mould release agents shall be obtained from Engineer prior to use in
works.

5.

INSERTS IN CONCRETE

5.1.

Bidder shall Supply, fabricate, deliver and fix insert plates (MS / GI) including
aligning, levelling in position to correct lines and levels, sleeves, pipes and
plates in concrete works in position at site as per drawings as inserts made
out of rolled steel sections, plates, angles, pipes, nozzles for chest, sumps &
pits etc. including 1 coat of Zinc ethyl silicate primer.

6.

WATERPROOFING TREATMENT TO R.C.C. TERRACE SLAB

6.1.

Water-proofing treatment to RCC terrace slab shall be done applying two


coats of POLYALK WP of M/s Sunanda Specialty Coatings Pvt. Ltd. Or
equivalent and cement in proportion as recommended by manufacturer. The
procedure for surface preparation and final application shall be as
recommended by manufacturer.
Chemical treatment/ latest available treatment to be adopted.
The waterproofing treatment is to be guaranteed for bone dry condition for a
period of 10 years. (To guarantee against waterproofing the contractor must
provide a performance bank guarantee of 2 % of work done for water proofing
for the period of 10 years)
The application of water-proofing shall be by approved applicators of
manufacturer.

WATERPROOFING TREATMENT TO LIQUID RETAINING STRUCTURES

7.1.

Water-proofing treatment shall be done applying two coats of POLYALK WP


of M/s Sunanda Speciality Coatings Pvt. Ltd. Or equivalent and cement in
proportion as recommended by manufacturer. The procedure for surface
preparation and final application shall be as recommended by manufacturer.
A single coat of bonding agent HACK-AID-PLAST of M/s.Sunanda Speciality
Coatings Pvt.Ltd. or equivalent shall be applied as per manufacturers
recommendation. Provide wet on wet a base coat of 1:4 cement mortar in 1012 mm thickness and cure for 3 days with filled water as per manufacturers
specifications. If any type of leakages, seepages damp patches are found,
same shall be repaired to Owner / Engineer-in-charges satisfaction at
contractors own cost.
The waterproofing treatment is to be guaranteed for bone dry condition for a
period of 10 years. (To guarantee against waterproofing the contractor must
provide a performance bank guarantee of 2 % of work done for water proofing
for the period of 10 years)
The application of water-proofing shall be by approved applicators of
manufacturer.

8.

CHEMICAL RESISTANT TREATMENT INSIDE OF RCC TANK:

8.1.

The high build pitch epoxy coating shall be MasterSeal 1812, is a two
component, solvent free, pitch extended epoxy resin system to provide a high
build coating that protects concrete and metal substrates from a wide range of
aggressive chemicals. MasterSeal 1812 can be applied using short nap roller,
shorthaired brushes or by airless spray on Concrete substrate
The High build, pitch extended epoxy coating shall be 100% solids, solvent
free, tough abrasion resistant protective coating. The product shall exhibit
excellent bond strength with the substrate at least exceeding 2.5 MPa, when
tested as per ASTM D4541. The product shall be formulated to have high
build thickness exceeding 150 microns per coat on average and shall be
applied to achieve overall thickness of 300 microns in two coats. The product
shall be formulated to resist exposure to accelerated weathering test as per
ASTM D4587 and shall not exhibit any flaking or blistering.

WATERPROOFING TREATMENT TO UNDERGROUND PITS, SUMPS,


TRENCHES, BASEMENTS, ETC.

9.1.

Waterproofing treatment of base by external tanking method, for Basement,


Lift Pits, Trenches & other underground structures during construction,
consisting of cement slurry mixed with approved acrylic waterproof
compound, 25mm thick bedding layer of CM 1:3, Shahabad stone of 20-25
mm thick well pointed in the joints with cement & approved acrylic
waterproofing compound, as per manufacturer's specifications and finished
smooth with 25mm thick CM not leaner than 1:4 ( The total thickness of the
treatment shall be about 75 mm), and continuing the treatment on the side
walls, including the cost of all materials, labour, tools and tackles and
processes all as required, as per specifications and as directed complete.
Waterproofing treatment on the outer face of walls by external tanking
method, up to a height of 300 mm above adjacent finished ground level,
consisting of 15mm thk cement backing mixed with approved acrylic
waterproof compound, 20-25mm thk Shahabad stone finished with 15mm thk
CM not leaner than cement mortar1:4 mixed with acrylic waterproof
compound (The total thickness of water-proofing treatment shall be about
55mm), including the cost of all materials, labour, tools and tackles and
processes all as required, as per specifications and as directed complete.
Waterproofing of walls shall be done only after hydro testing of Vaults is
completed.
A working space of about 600 mm shall have to be provided in the excavation
separately for treatment of exterior faces of walls.
The waterproofing treatment is to be guaranteed for bone dry condition for a
period of 10 years. (To guarantee against waterproofing the contractor must
provide a performance bank guarantee of 2 % of work done for water proofing
for the period of 10 years)

TESTING STRUCTURES FOR LEAKAGE

10.1.

Hydro-static test for water tightness shall be done at full storage level as
described below :
In case of structures whose external faces are exposed, such as elevated
tanks, the requirements of the test shall be deemed to be satisfied if the
external faces show no sign of leakage or sweating and remain completely

dry during the period of observation of seven days after allowing a seven day
period for absorption after filling with water.
In the case of structures whose external faces are submerged and are not
accessible for inspection, such as underground tanks, the structures shall be
filled with water and after the expiry of seven days after the filling, the level of
the surface of the water shall be recorded. The level of water shall be
recorded again at subsequent intervals of 24 hours over a period of seven
days. Backfilling shall be withheld till the tanks are tested. The total drop in
surface level over a period of seven days shall be taken as an indication of
the water tightness of the structure. Engineer shall decide on the actual
permissible nature of this drop in the surface level, taking into account
whether the structures are open or closed and the corresponding effect it has
on evaporation losses. Unless specified otherwise, a structure whose top is
covered shall be deemed to be water tight if the total drop in the surface level
over a period of seven days does not exceed 40 mm.
Each compartment/segment of the structure shall be tested individually and
then all together.
For structures such as pipes, tunnels, etc., the hydrostatic test shall be
carried out by filling with water, after curing as specified and subjecting to the
specified test pressure for specified period. If during this period the loss of
water does not exceed the equivalent of the specified rate, the structure shall
be considered to have successfully passed the test.

11.

CHAJJAS, SLAB & SILL PROJECTIONS

11.1.

All chajjas, slab and sill projections shall be provided with drip mould and/or
throating.

12.

EXPANSION JOINTS AND SEALANTS

12.1.

All the expansion joints (except joints in concrete paving) shall be filled
"Shalitex" board of required thickness as per the drawings including sealing
with Two part pour grade type Poly-sulphide based sealant as per BS : 254
("PIDISEAL PS-42P" of Pidilite or approved equivalent) shall be used in
expansion joints or at places as indicated in drawings or as specified the
Engineer-in-charge including surface preparation, primer, masking tapes,
backer rod of polyethylene foam etc., as per manufacturer's specifications.
Bituminous sealants shall be used in expansion / construction joints in
concrete paving or as indicated on the drawing.
Sealant to be used in floor cracks etc. shall be "Sunexpoxy 358" of
Sunanda Speciality Coatings Pvt. Ltd. Or Ciba-Geigy Araldite GY257
with hardener HY840 or equivalent. The application shall be as per
manufacturer's specifications and as directed by Engineer in places specified
or as shown on the drawings or as directed on the site.

STRUCTURAL STEEL WORKS


Fabrication Drawings
Contractor shall prepare detailed fabrication and erection drawings based on
the design drawings furnished by Engineer as called for in Cl.6.0 of
component specification Supply & Fabrication of Structural Steel.
Fabrication shall be taken up only after Engineer's approval of the drawings.

PLUMBING

14.1.

All works shall be executed through approved licensed plumbers.


Based on design drawings indicating locations of floor drains, traps, sanitary
and water supply fixtures, Contractor shall prepare detailed working drawings
indicating the position of fittings, valves joints, supports, connection to main
lines, manholes, inspection chambers, sumps, septic tanks, etc. These
drawings shall be made by a licensed plumber in Contractor's employment or
otherwise and duly signed by him. The correctness of the drawings shall be
the responsibility of Contractor. No work shall be commenced unless the
drawings are approved by Engineer and statutory authorities.

15.

FLOORING

15.1.

Laying of tiles shall start from the centre of the room and proceed towards the
ends. Equal sizes of cut tiles shall be provided near the walls of each room.
Tiles shall be sorted before laying so that each area/room has only one
shade.
Kota stone tiles shall conform to IS:3622 - Specification for sand stone (slabs
and tiles).

DRAINAGE OF RAIN WATER IN EXCAVATED AREAS

16.1.

Grading in the vicinity of excavation shall be such as to exclude rain / surface


water draining into excavated areas. Excavation shall be kept clean of rain
and such water as the Contractor may be using for his work by suitably
pumping out the same at no extra cost to the owner. The scheme for pumping
and discharge of such water shall be approved by the Engineer.
Contractor shall ensure that the surface runoff outside the excavated pit
/working area shall be collected through a catch water drain excavated
around the working area and led away to a natural stream, at no extra cost to
the owner. Contractor shall maintain the catch water drains in proper
condition during the construction period at no extra cost to the owner.
The contractor shall be entirely responsible for the provision and the
maintenance of efficient drainage arrangements in the work site to lead off
all water whatever pumped from the excavation or on account of rains,
springs or any other source whatsoever. Flooding or ponding of water in
the work site shall not be permitted under any circumstances whatsoever and
the contractor shall take all precautions to
prevent
the
same
by
providing suitable pump and other dewatering arrangements. The cost
of repairing damages, if any to the work under execution or to any
Government property in and around the site shall be entirely borne by the
contractor, when such damages are due to his non-compliance with the above
conditions.

21.0

TRAFFIC INTERFERENCE & INCONVENIENCE TO THE PUBLIC

16.2.

The contractor shall conduct his operations so as to interfere as little as


possible with the traffic. When interference to traffic is inevitable, notice
of such interference shall be given to the Engineer-in-Charge well in
advance (at least 2 days). The contractor shall take all precautionary and
other measures, such as providing warning signals, temporary

diversions, etc., all as directed by the Engineer-in-Charge.


The
contractor shall exercise full care to ensure that no damage is caused by
him or his workmen, during the operations, to the existing water supply and
power lines. The cost of any such damage and risks arising out of this shall
be entirely borne by the contractor.
22.0

CO-OPERATION WITH OTHER CONTRACTORS


The contractor shall provide all facilities and give complete co-operation for
the execution of various other works, if required to be carried out
simultaneously by other agencies. While his own work is in progress, the
co-ordination will be affected in consultation with the Engineer-in-Charge of
the work. Other contractors are also likely to work in the same area during the
construction stage.

23.0

SAFETY

23.1

Contractor has to take care of all safety measures as per Owner /


Engineer-in-charge's HSE requirements. Local barricading shall be
provided around the other work areas, where main barricading of 15m
was not provided. No extra payment shall be made for the local barricading
works provided for protection.
Proper management of loose earth, mud, water, oily material is to be
ensured to avoid making the area messy and slippery.
Working area needs to be properly cordoned off and proper care is to be
taken so that surrounding equipment, instruments etc. are not damaged
during the construction.
An experienced safety engineer shall be deployed to site to ensure that
the construction work is carried out in a safest manner and shall work in
coordination with NEPA safety Engineer.

CONSTRUCTION EQUIPMENT
The contractor shall without prejudice to his overall responsibility to execute
and complete the work as per specifications and Time schedule,
progressively deploy adequate equipments and tools and tackles and
augment the same as decided by the Engineer-in-Charge depending on the
exigencies of the work so as to suit the construction schedule. The bidder
shall submit a list of construction equipments he proposes to deploy for the
subject work. No construction equipment shall be supplied by the NEPA.

25.0

CONSTRUCTION

25.1

CONTRACTOR shall observe in addition to Codes specified in respective


specification, all national and local laws, ordinances, rules and regulations
and requirements pertaining to the WORK and shall be responsible for
extra costs arising from violations of the same.
Various procedures and method statements to be adopted by Contractor
during the construction as required in the respective specifications shall be
submitted to NEPA in due time for approval. No such construction activity
shall commence unless approved by NEPA in writing.
CONTRACTOR shall have at all times during the performance of the
WORK, a competent superintendent on the premises.

given to such Superintendent shall be construed as having been given to the


CONTRACTOR.
NEPA reserves the right to inspect all phases of CONTRACTOR'S
operations including field and shop fabrication, equipment, assembly,
testing, packing and load-out operations to ensure conformity to the
SPECIFICATIONS. NEPA will have engineers, inspectors or other
duly
authorised representatives, made known to the CONTRACTOR,
present during progress of the WORK and such representatives shall have
free access to the WORK at all times. The presence or absence of an
OWNER'S representative does not relieve the CONTRACTOR of the
responsibility for quality control in all phases of the WORK. In the event that
any of the WORK being done by the CONTRACTOR or any SUBCONTRACTOR is found by Owners representatives to be unsatisfactory
or not in accordance with the DRAWINGS,
procedures and
SPECIFICATIONS, the CONTRACTOR shall, upon verbal notice of
such discrepancy or deficiency, take immediate steps to revise the work in a
manner to conform to the relevant DRAWINGS, procedures and
SPECIFICATIONS.
The CONTRACTOR shall carry out required supervision and inspection as
per Quality Assurance Plan and furnish all assistance required by the NEPA
in carrying out inspection work during this phase. The NEPA will have
engineers, inspectors or other authorised representatives present who are to
have free access to the WORK at all times. If an Owner's representative
notifies the CONTRACTOR'S authorised representative not lower than a
Foreman of any deficiency, or recommends action regarding
compliance with the SPECIFICATIONS, the CONTRACTOR shall make
every effort to carry out such instructions to complete the WORK conforming
to the SPECIFICATIONS and approved DRAWINGS in the fullest degree
consistent with best industry practice.
All the scaffolding materials to be used in the work shall be of steel material
only.
TEMPORARY WORKS
All temporary works, ancillary works, enabling works, including
dewatering of surface and subsoil water, CBR test to find out sub-grade
modulus of reaction, preparing approaches and working areas, wherever
required for execution of the work, shall be the responsibility of the
Contractor, and all costs towards the same shall be deemed to have been
included in the quoted prices.
