SC TO DEBATE WAYS TO KEEP TEMPLE LANDS SQUATTER-FREE

NEW DELHI: Amicus curiae Gopal Subramanium told the Supreme Court on Friday that as much as
1,500 acres of land belonging to some temples in Tamil Nadu had been encroached upon by outsiders.
Subramanium was assisting the apex court, which has widened the ambit of a case which was described
by the Madras High Court as land of lords in trouble. The High Court had expressed concern over rampant
encroachment, misuse and misappropriation of temple lands.
On a petition by one K S Kappusamy who sought fixing of market rent for shops and establishments
in the Arulmigu Sellandiamman temple in Perundurai village in Erode district, the SC had decided to
seek Subramaniums assistance. The petitioner had said, Most temples are gasping for survival
as their incomes have steadily declined. Their properties were rented out decades ago for a
pittance. There has been no revision of rent. Temple lands have been encroached upon. The
court had issued notice to the commissioner, Hindu religious and charitable endowments department,
Chennai. It had said the problem affected most Hindu religious establishments.
On Friday, Subramanium framed nine issues for the court, which included administration
of temples and their supervision, maintenance of temples and pujaris, administration of temple
property, manner of use of income from temple property, removal of encroachments of temple
land, preservation and restoration of ancient temples, public entry into temples and principle
for determination of rent from temple properties.
The court asked the respondents to file their response to the issues suggested by the amicus
and posted the matter for hearing in March.

Devotees. Let us create funds for Rural temples.


The Supreme Court in its judgement dated 9th May 1997 had ordered the Commissioner
Endowments to have a Daily Puja Fund for each and every low income ancient temple in the
Undivided State of Andhra Pradesh.
It has also ordered that it be ensured that the principal component is not touched and
only the interest component be used in each year towards payment of remuneration and other
welfare activities.
The Supreme Court had approved of the same and directed the Commissioner, Endowments
Department to work out the modalities and modules donations floated, as and when donations
are received, the amount may have to be invested in interest earning fixed deposit schemes,
preferably in nationalised banks, and whenever the payment of remuneration is to be made,
they should rationalise the same in such a way that the same does never exceed at any stage
50 per cent of the interest amount; the rest of the 50 per cent should be earmarked for other
welfare purposes.
With the current push for a Digital economy and the development of Apps like the BHIM
APP by the Government of India making it extremely easy for anyone having a mobile phone
to donate to such funds we make the following suggestions to be acted upon immediately:1. Open Daily Puja Fund accounts for each and every ancient low income temple in the
State at war footing.
2. Negotiate with Nationalized banks to make such accounts as special ones where the
principal will not be touched upon and only the interest will be available to be withdrawn
year over year. Further there should a good interest percentage that banks need to offer
for these funds.
3. It is possible now through BHIM App for a person to donate to such funds through the
Mobile phone using only the particular Temple details such as the Bank Account number
and the IFSC Code. But there is scope for making this further simpler by having the
banks assign what is called a VIRTUAL PAYMENT ADDRESS (VPA). As part of
the negotiations with the banks it should be made possible that VPA address is also
assigned easily.
4. A website where all such temples account details are maintained should be started so
that devotees have a place to go and find out the Account details of the Daily Puja
Fund for each temple.
5. The devotees have to be sensitized about the Daily Puja Fund scheme of various temples
and encouraged to donate using BHIM APP.

EXHIBITOR OF ELEGANCE EVEN TO THE EYELESS

Lord Krishna went to the court of Dhritarashtra
as the messenger of the Pandavas. Duryodhana gave
Him a warm welcome grudgingly. Many sages and kings
had assembled there with a curiosity to know what
was going to happen next.
The Lord addressed Dhritarashtra, I have come
here with a holy intention of truce so that many lives
on both the sides can be saved. You have got the
responsibility to save your revered lineage of kings.
Yet, you did not stop your sons when they indulged in
acts like gambling. Even now, it is not too late. Can
you join hands with me so that we can stop this imminent
war? The Pandavas have immense respect for you.
They obeyed your order and have completed twelve
years of vana-vaasa and one year of ajnaata-vaasa.
Now it is up to you to do some good to those Pandavas
who have already endured a lot of sufferings!
Silence prevailed for a while in the court after the
Lord finished His speech. Then sage Parashurama
stood up and said that Arjuna and Krishna are the
incarnations of Nara and Narayana respectively and
advised Dhritarashtra to treat the Pandavas as his sons
and abide by the words of the Lord.
Sage Kanva also reiterated Parashuramas
statement, quoting the tale of how the Lord conquered
the pride of Garuda.
But Duryodhana ignored his advice and said
slapping his thigh, Whatever purpose God has created
me for, I will make it happen. I dont need your advice!
The sage got angered and cursed him, You have
insulted me by slapping on your thigh. You will die by
getting hurt in the same thigh!
Then sage Narada also gave a piece of his mind
to Dhritarashtra, to which Dhritarashtra replied, Oh
revered Sage! I understand that what you are saying
is correct. But I have lost control over my son. He added,
Oh Lord Krishna! Can You please mend my sons
ways?
The Lord too gave some advice to Duryodhana,
You are born in the family of wise kings. You are also
a learned person. You are endowed with many good
qualities. So dont tread on the path of evil men. The
Pandavas are far more valiant and stronger than you
and your men. You will be labeled as the destroyer of
your entire race if you go ahead with this war. So kindly
try to make peace with the Pandavas.
Bhishma, Drona and Vidura also repeated the
same statement and Dhritarashtra also pleaded with
Duryodhana.
But Duryodhana was stubborn in his stand and
he said that he would not grant even a needle tip size

of land to the Pandavas.


The Lord said that his stand was going to cause
destruction to Duryodhana and the people around him.
Duryodhana angrily left the court.
Dhritarashtra then asked Vidura to bring Gandhari
to the court as he thought that Duryodhana might heed
to the advice of his mother.
Gandhari came and Duryodhana was also again
brought to the court as per the advice of Dhritarashtra.
But Duryodhana turned deaf ears to the words of
Gandhari too and he left the court along with Karna,
Dusshasana and Sakuni.
They then held a secret discussion as they
suspected that Bhishma and Drona would join hands
with Krishna and capture him and hand him over to
the Pandavas. Duryodhana told the other three that
before Krishna could capture him, Duryodhana would
capture Him so that the Pandavas would be deterred
and wont come for war.
Satyaki came to know of this plan and he informed
Dhritarashtra and Vidura about this. Vidura threatened
Dhritarashtra that dire consequences would ensue if
that happened. Krishna said that he would capture
Duryodhana in a minute and hand him over to the
Pandavas but He didnt want to do that in the presence
of Dhritarashtra.
So, Dhritarashtra once again summoned
Duryodhana. He advised him to give up the idea of
capturing Krishna.
Vidura told him, How can you capture the Lord,
who could not be caught hold of by the monkey Dvivida,
the mighty Narakasura, or the six thousand demons
of Nirmochana? How can you dream of subduing the
Lord who vanquished Dhenuka, Arishta, Kesi, Kamsa
and many more demons? Can you even stand before
the Lord who conquered Indra, Varuna and Agni? He
is the soul of all. If you try to oppose Him, you and
your men will attain the fate of insects falling into the
flame of a lamp!
Krishna told Duryodhana, Oh evil Duryodhana!
You are thinking that I am an isolated individual. Hey
fool! The Pandavas, the Vrishnis, the Adityas, the Rudras,
the Vasus and the sages are here, see! The entire
universe is here. He gave a bold smile and then showed
His universal form of Vishwaroopa.
Like a streak of lightning, all the Gods emerged
from the divine body of the Lord: Brahma from His
forehead, Agni from His face, Rudra from His chest,
Lokapaalakas from His shoulders, Balarama and
Arjuna from His two arms, the other four Pandavas
from His back, Antakas, Vrushnis and Pradyumna from

his front. He was carrying innumerable weapons in


His innumerable arms: disc, conch, mace, bow, plough,
sword, etc. Flames of fire emanated from His eyes,
ears and nostrils. His body hair shone like the rays
of the sun.
On seeing the radiance and elegance of the
Universal Form, all the men except Drona, Bhishma,
Vidura, Sanjaya, Dhritarashtra and the sages got afraid
and closed their eyes.

Krishna told the blind king, I knew this would happen


and I prevented the disaster. You have not killed
Bheema. You have crushed only an iron image which
I had placed instead before you. May your anger be
appeased with what you have done to this image.
Bheema is still alive.
Thus the Lord not permanently restoring
Dhritarashtras vision served the purpose of saving
the Lords devotee Bheemas life later.

The Lord gave divine eyes to Dhritarashtra to have


a vision of the Universal Form.

From this anecdote, we can understand that the


Lord reveals Himself to even those who are blind right
from birth by giving the knowledge about Him, captivates
them with His elegant form and makes them realize
that the material objects are nothing in front of the
Lords glory and brilliance. Hence, they even prefer
not to have the material eyes after getting the knowledge
about the Lord and visualizing Him.

The sages glorified the Lord with hymns and the


Devas rained flowers on Him.
Dhritarashtra said, Oh Lotus-eyed Lord! I pray to
You to take back my eyes because I dont want to see
anything else with these eyes after having seen You!
Then the Lord told him, Oh King! Your vision will
disappear! Then the Lord returned back to His original
form with four hands.

It would be apt to quote the words of Thiruvalluvar


on this Thiruvalluvar day-16-01-2017 the day on which
this anecdote is being written,

Now, why did Dhritarashtra return the power of


vision given by the Lord?
The reason is when the Lord showed His
Universal Form after granting divine eyes to
Dhritarashtra, Dhritarashtra was able to see a pure
white coloured Swan form of the Lord also along with
Him. That Lord in the Hamsa (swan) form blessed
Dhritarashtra with the nature of separating the good
and the bad and taking the good, just like the swan
separating water and milk.
Therefore, Dhritarashtra realized that all the objects
of this world are nothing when compared to the divine
splendor of the Lord. That is why he did not want to
see any other thing after seeing the Universal Form
of the Lord.
There is a reason why the Lord accepted
Dhritarashtras prayer and took back his eyes: After
the completion of the epic battle of Mahabharata, the
Pandavas and Lord Krishna came to meet Dhritarashtra
and Gandhari
Yudhisthira apologized to them as they had killed
all their sons in the war. Then, Bheema was going to
bow in front of Dhritarashtra. At that time, Lord Krishna
stopped him and pushed an iron statue of Bheema
in front of Dhritarashtra. Duryodhana used to practise
Gadha Yuddha with that statue.
Dhritarashtra, overcome by anger, crushed that statue
by applying his all strength on it, thinking that it was
Bheema. Bheema had the strength of ten thousand
elephants while Dhritarashtra also had the power of
ten thousand elephants.
Then Dhritarashtra lamented, Ha! My anger has deceived
me! I have killed my dear Bheema!

Thus true devotees disregard the insignificant material
objects and look upon the Lord alone as their true wealth.

MARTHANDA (SUN) TEMPLE- PARIHASAPURA, JAMMU & KASHMIR

The Hindu Kings of Kashmir region were ruling significant portions of Northern India upto Kabul for
hundreds of years and the land of Kashmir has significant history bygone. The historical facts of Hindu
kings in Kashmir and their chronicles, life-style conquests and administration were well captured by great
Sanskrit poet Kalhana in his book RAJA TARANGINI. This book is highly revealing and formed basis for
many historians to construct history of our land.
One such great history is the story of King Lalithaditya. King Lalithaditya ( ruled during 724-760 AD)
of Kaarkota dynasty in Kashmir also known as Lalithaditya Muktapada ruled the entire northern India starting
from Kabul via Srinagar, Kanauj, Magadha and upto West Bengal where the ganges meet the ocean. There
was not a township, no village, no river in this land of his kingdom where this king did not lay down a sacred
foundation. He was a very powerful king and also known to have mystic powers. He founded Sunischitapura
where he found resolution to conquer the land upto the horizon. In the pride of triumph he founded Darpitapura
and consecrated Vishnu temple in there.

He took up to conquests in expeditions and it is mentioned in Raja Tarangini written by Kalhana
that he took 1 crore gold coins for the conquest. When he returned from the conquest he is said to have
donated 11 crore gold coins to the Siva temple (Bhutesa). He built a stone temple for Jyeshteshwar and
gave villages and lands for the temple.
He built a single stone prakaara for Suryanarayana temple called Marthanda temple which is shown
in the cover page of VAK. Rajatarangini describes this as follows:

He built a city with lots of grape garden and in that city he built the Marthanda temple. He has instated
Lord Vishnus idol here for peoples worship and gave significant village donations.

The above verses mean that He built a new city called Parihasa Pura which is said to be better
than the Capital of Indira, the king of gods known as Amaravati. The name Parihasapura means a city
laughing at other cities by way of its greatness. He built a vast temple for Suryanarayana with walls made
up of uncut (single) stone. There he installed a silver idol of Lord Parihaasa Kesava which has lots of
gems studded in it. He also installed a golden Vishnu in there. There was a Large Varaha statue with
gold Kavacha. He also installed a silver idol of Govardhanadhari Krishna. He created a huge dhwajastambha
and installed a great Garuda idol over there. He created a city with 4 lane roads with palaces. The golden
Keshava was weighing 1084 tolas. The silver also was in the same weight. He also created a large Buddha
statue. Such was the greatness of the erstwhile Hindu kings of Kashmir which we are able to gauge and
know from great works like Rajatarangini of Kalhana. If only this book was not there many items would
have been unknown to us. VAK intends to soon bring various episodes of various kings mentioned in
Rajatarangini of Kalhana and describe how they ruled and strived for Dharma. Readers stand by for this
as it is COMING SOON!

Story so far: ....... Gopanna takes up on him and vows
to take up the expedition now and has reached Kanchi,
the capital of King Kampana Raya. He was about to meet
the brave king Kampana Raya but the King was not feeling
well and was having fever
why Swamy? was this because of excessive play in water
today? asked the queen with rosiness in her cheeks.
Ganga! You are a poet. You like the playfulness behaviours
and love plays. You look at all items in this angle. My
headache today is coming from my indulgence in several
responsibilities today said Kampana.
Why Swamy enquired Ganga.
Our prime minister Marayya Naickers grand daughter
is having her birth day next week. Said the king
what about that? enquired the queen.
Do you remember, when Marayya Naickers daughter was
pregnant we occupied Kancheepuram said the King.
it is now more than 10 years that we are in Kancheepuram
said the king.
So what..? enquired the queen
The time is flying. We have not yet achieved our goal. I
am sad because of this. Madurai is still under the control
of the Sultan. Today morning all of this came to my mind
and I became tired said the king.
Ganga was quiet as the king was making sense. The
thoughts were also running in her mind.
The King was slowly retiring on his bed for rest. At that
time two maids started playing veena for his entertainment.
The queen signaled them to stop and said you can take
leave today.
Later she went close to the king and said Swamy! I have
the same sorrow that you have. This is in me for several
years. Eventhough I have been indulging in plays, this
sad note has been all the time in my heart bothering me.
We have to keep the sorrow aside. Only then we can have
enjoyment in life said Ganga.
The king accepted this statement and retired on to the
bed. Ganga touched his forehead and said. Oh! Lord! It
is hot. Are you having fever she enquired. She then covered
the king with warm blanket.
Kampana was suffering from fever for already two days.
On the third day it subsided. He came out of the palace
and he was resting in his exclusive palace. On that day
it was dusk. Lamps were lit. it was darkness looming
outside. Kampana was sleeping on his bed and was
looking outside on the sky and the stars. The air was blowing
cold and was moving the screens. The mind of the king
was oscillating from imagination to reality. Still he has not
recovered fully. Several thoughts were going in his mind
and he closed his eyes. There was pain in his inner
mind. He was thinking about the works he could not do.
The most important item of all of these thoughts were
he not being able to conquer Madurai yet. While he was
thinking about it, suddenly he heard a voice. He startled
at the hearing of the voice and he opened his eyes. The

screens of his entrance to the hall were swinging. He
saw a figure there standing. who is this ? is this a lady
or an imagination? Kampana was sweating. It was a
figure. It was still like a statue. who is that? Am I not
dreaming? Which is the deity I am watching? Are you
Mahalakshmi? Are you Lord Ranganathas queen
Ranganayaki? or are you Parameshwari? who are you?
the king kept on blabbering and enquiring.
The statue moved. Kampana was shivering. Are you
Meenakshi? Madurai Meenakshi? asked Kampana.
yes said the figure nodding her head.
Kampana was stunned. His heart was beating fast.
Oh! Mother Meenakshi! said Kampana.
Kampana! Even now you are still silent. I am without a
place to live. My temple has got spoiled. I am roaming
without place to stay
Kampana was emotional. He said Devi! and trembled.
The figure started speaking. All the speech has been
recorded by Ganga Devi in her Madura Vijayam. I am
reproducing this below.
Kampana! Please take a look at Sri Rangam! Do you
know what Adi Shesha is doing there? he is protecting
the deity by covering him with his hood from the eventuality
of the temple crumbling on the deity
Not only Sri Rangam, when I think of other deities in Tamil
speaking land, my sorrow becomes boundless. The temple
doors have been eaten away by termites. Plants and creepers
have come up on the temple walls and it has become a
forest
when the temples should be resounding with nice
mridangam, it is now resounding with wolves shouts
Kaveri is running in her own will. There is no one to bind
this river. It would need people to build bunds to help
The Vedic agraharams where vedas used to be recited
have now become places where meat is being cooked
The gardens and orchards of Madurai have disappeared.
Where coconut trees used to stand, today there are gallows
and there are skulls of humans there
In the streets where we used to hear the nice music of
ladies foot ornaments, today we are hearing the noises
of shackles and cries of torture
The palaces where once silk screens were swinging there
are ugly spider webs
the prisons are full of people and their torture cries
On the sacred waters of Tamraparni, in the past we used
to get sandal woods floating. Now we are only seeing
the murdered peoples bodies and blood floating
I am in full sorrow looking at the pitiable plight of Tamil
speaking land people
Kampana! Kali has become high. There is no discipline.
The righteousness has subsided and dharma has
subsided.
Kampana! Look here
Kampana stared at the figure. He could not believe his
eyes. In the hands of the figure Kampana saw a dagger

with cover. The figure brought the dagger with cover near
him.
Kampana, this dagger was given to Lord Siva by Lord
Viswakarma. Lord Siva gave this to the famous Pandyas.
They had kept this dagger for several centuries and attained
undecimatable fame. But, as time progressed the
subsequent generations of Pandyas lost fame due to
their lack of unity and not following the Kshatriya Dharma.
Realising this Sage Agastya has sent this dagger to you.
You are naturally valiant and have displayed your valour
several times. If this dagger is with you, you will live as
a great conqueror. As long as you have this dagger no
danger will come and touch you. You will have no trouble.
Even if gods come they cannot face you.
You go to Madurai, like Madura in the North was conquered
by Lord Krishna after vanquishing Kamsa you will also
vanquish the Sultan of the Madurai in south. You will drive
away all the Sultans people from this land and re-establish
the Sanathana Dharma. You will make blood flow like river
After killing the Sultan you will erect a victory tower near
the Sethu banks of the ocean. You will soon start ruling
the Tamil speaking land.
If you start ruling, river Kaveri will be flowing as if like a
tamed elephant- Jaya Vijayee Bhava!!
After completing this great speech the Lady figure raised
its hands and blessed him. King Kampana was trying
to get up from the bed but his weakness did not allow

came in and put off all the lights and there was pitch
darkness everywhere.
Meenakshi! Meenakshi! shouted Kampanaraya. He did
not hear any response.
When there was darkness everywhere he could not find
that figure and also could not listen to that voice. Kampana
was startled. He could not decide whether what he saw
was his hallucination or real. Wind was blowing inside
and the sudden rain in summer happened which is
sometimes normal.
Kampana was silent for some time. Later, since he could
not believe his senses he started to get up. He went
and stood at the place where the figure was standing.
That place was warm and differentiated from the rest of
the places. That itself startled him more. He slowly closed
the door. His mind was confused. Is this true? Did Madurai
Meenakshi herself came to me and ordained me?
Suddenly a bright thought came. Goddess Meenakshi
gave him a dagger as a gift. If she had given it, it should
be there on his sitting place. He tried to feel in the darkness
walking around his seat. When he was trying to feel in
the darkness he touched something unusual and that
was the dagger. He was sweating. Tears filled his eyes.
He kneeled down.
Oh! Mother! Meenakshi! Did you come in search of this
human being? Did you come here to seek help from a
mere human being? Everything is running as per your
orders. You are having all of us as your instruments. Give
us your orders! We will do it as per your wish. Saying
that Kampana took the dagger with respect and took to
his eyes multiple times and prayed.

While Kampana was happy to have received the divine blessing,


in a choultry in Kancheepuram Vaasanthika was gasping
for breath. She sat on an elevated place in the choultry.
Vallabha was standing in front of her and said Mother! what
you did is wrong! The Goddess wont accept this!
What will not accept?! Vallabha! I did this for the Goddess.
I did not enter into this work to beguile some one. I went to
actually plead before the King. I was waiting for an opportunity
where I got some privacy with him. My good luck! He was
recuperating and hence was left alone. I took the help of a
palace maid and went in front of him. I was about to plead
with him on my plight and my request to conquer Madurai
and restore Lord Ranganatha to Sri Rangam. But he was
under the impact of fever. He believed that I am Goddess
Meenakshi from Madurai. He called me Meenakshi. I also
thought and took his hallucination as support for my mission.
I thought If it is for good, telling lies is also equal to the
truth. I did not show any hesitation to convert myself to
Meenakshi. I told about the plight of Tamil speaking Land
and ordained him to quickly get to the task. He took my
words as the ordainment of Goddess. I could realize that
from his face and expressions said Vasanthika.
Mother! said Vallabha with head towards the ground
Somehow, I dont think what you did is the right thing
Vallabha! Apart from this I also did another work. You should
pardon me for that. Said Vaasanthika
What did you do? Mother! enquired Vallabha
The Dagger which you said was given to you by the Pandya
King as gift, I have given it to Kampana Raya as gift
Mother! Vallabha shouted as if he jumped on fire.
His body shook. He lost his consciousness for a few
seconds and later regained.
Vaasanthika was startled. What Vallabha? enquired
Vaasanthika.
Mother! Did you give that dagger? he asked with pain in
heart and kept his hand on his heart.
Why Vallabha! It is a dagger of the royal family and that
too from a famous Pandya royal family. Is it not correct if
it goes back to the Royal family? enquired Vaasanthika.
Vallabha turned his face away from her.
Yes it may be correct! But you could have atleast asked
me. I was keeping that dagger as more precious than my
life. I thought it is a protection for my life. It was giving me
encouragement and power at all times in all ways. You
gave that one. You could have asked me atleast once before
doing this. Oh! Mother! Mother! What have you done! cried
Vallabha.
Vasanthika reached out to the sad son who is seated on
the choultrys elevated place.
Vallabha! said Vasanthika with compassion. Did you have
so much of attachment with that dagger?
Yes Mother! said Vallabha
why do you have so much attachment on Pandya gift?
We are not eligible to have such a Royal family gift and it
is not good for us also said Vasanthika.
Vallabhas heart was pierced with sharp arrow like words.

Urvashi approached Lord Garuda to distract him who was
performing penance with great devotion to Lord on Garudadri.
She said Oh! King of Birds, Look at me. I have come from
Devaloka and have been sent by Devendra. My Name is Urvashi.
I have the fame of enchanting the entire Universe with my
beauty in a few fraction of seconds. When someone becomes
enchanted by me they dont look for any other pleasure other
than from me like a person desirous of attaining pleasure
of Moksha and focusing on it. In this world there is nothing
greater than beautiful ladies. They are the ultimate
brahmanandam and there is no other Parabrahmam than them.
The beautiful ladies who are reasons for ultimate pleasure
and who bear children should actually be termed as Brahman.
Thinking that there is other Brahman is foolish and futile.
For only those people who are fools in this world , a second
Parabrahman exists . People who have analytical brain and
basic common sense understand the real enjoyment and
eternal nectar. A person who leaves the beautiful lady nectar
and goes after unknown nectars is one who is a fool who
has left the item in hand and trying to dig for unknown items
in the ground. Alas! What type of world is this. People dont
know what is happiness and sorrow and all the time leave
the happiness and go after sorrow. Whoever leaves the
beautiful girl in front of him and goes after other happinesses
is like the one who has left the water in hand and goes
after clouds for water .Urvashi tried to entice Garuda, the
son of sage Kapshyapa with these kind of words and she
tried many ways and many attempts. These words were
false, blasphemic to Lord, not in line with Vedas and their
prescribed path and very difficult to hear and digest. Even
then Garuda did not get deterred from his concentration on
Lord. He was patient for a while and later keeping his calm
and patience he uttered the following words. Oh! Lady who
is bad by nature, your wishes wont be fulfilled. Go from
here. Like these mountains which dont get affected even
though hit continuously by the downpour of rains, the minds
of people who are thinking and meditating on Lord dont get
affected by your enticements. They dont attain sorrow. How
can we compare the satvik quality of people who are devoted
to Lord with those people who are enticed by the beauty
of women and stay with tamasic quality. Because of Tamasa
quality men think that enjoying with a lady is bliss. A person
who has desire on body which is made up of blood, flesh,
skin, bones is a fool. He will be full of desire even in Naraka.
Ladies also entice people. They befriend them. They are also
at loss. They dont get any benefits. Their life is not sure
and is full of sorrow. They will ultimately not get liberated
and will never get a state of bliss. Only sorrow is going to
be with them. Urvashi got bewildered with the words of
Garuda the son of sage Kashyapa. Garuda went back to
his meditation on Lord again. He was unshakable.
Urvashi returned to Devendras abode with her head hung
up in shame. She went and prostrated before Devendra
and said Oh! Lord! Whenever you send me on such missions
I come to you always with success. Be it Tapoloka, Brahmaloka,
Vishnuloka or Patalaloka, which ever world I go I have been
successful. But because of this sinful activity my powers
have been retarded and I became functionless in front of
Garuda. Who can bind a wild elephant with lotus thread?,
how can darkness win over the shining sun? Can the ocean
waters not accept the Badaba fire? How can the sounds
of frog be heard when ocean is making noise? When a person
is continuously meditating on the Lord how can anyone change
his concentration? That son of the sage does not want Swarga,

nor the position of Devendra. He only wants the lotus feet


of Lord Narayana. I learnt all this from that great soul. Devendra
heard all that Urvashi expressed with sorrow and fear.
Garuda continued his penance with sincerity and even if it
is big like Meru Mountain he did not desire any of the
intermediate fruits other than Lord Narayana. At the end The
almighty Lord Narayana, with four hands, adored with Shankha,
Chakra, Gada, worshipped by Devendra with scintillating
brilliance like a crore Suns in front, with lotus like eyes,
with body like dark clouds, with scintillating kireeta, with
beautiful nose, beautiful red lips like young lotus, conch
like beautiful neck, with handsome and unique body personality,
with sparkling earrings, with Koustubha gem in heart and
next to it with Mahalakshmi seated, with broad and handsome
shoulders decorated with golden ornaments, with different
types of rings adored in his beautiful fingers, with yellow
dress (Peetambara) stood before Garuda with Anatha and
other devine service holders like a meru mountain and like
Chandra with all the stars with him and said Oh! Child!
Garuda! I am satisfied and pleased with your tough penance.
Get up! What should I do? Please tell me what you want.
Said the Lord.
Garuda heard the great voice of Lord Narayana and he could
not control himself from praising him. Oh! Creator of this
universe, protector of the universe and oh! Lord who ultimately
take the whole universe back in you for the benefit of the
universe, I prostrate before you, Oh! Lord of Lords , who
does not have anyone above him I prostrate before you,
you are the one who has entered into all living and nonliving beings and are with them always. Oh! Lord with great
weapons like Shankha, Chakra, Gada, sarnga, nandaka, oh!
Lord with beautiful Lotus like eyes, with sharp and beautiful
nose, Oh! Lord who is compassionate to devotees, Oh!
Vasudeva, oh! Lord of Lords, how can I praise you? Even
if all the age of all the Brahmas put together in the creation
is given to me I cannot even complete praising one aspect
of your divine qualities, Oh! Lord! You are the person who
provide salvation to devotees, you are the one who give
many things to many people. Great people like yakshas,
gandharvas, devas have become great because of you. Many
people like Indra, sages have worshipped you and are enjoying
their fruits. There is no one who is worshippable like you.
People who were born in Heheya lineage worshipped you
and got liberated. Kartaviryarjuna, Yudhishtira, Nahusha,
Ambareesha and many other greatmen have worshipped you
and reached your abode. You protected them always in
their difficulties with your divine weapons. People who have
been blessed by you are worshippable even by devas. Oh!
Madhava! Janardana! People who please you wont have any
troubles in their mind (devoid of mental illness), they will be
with mental peace, they will not have gruhadosha,
swapnadosha or any other doshas. People who worship
you will be devoid of any health issues and will be washed
off their sins. They will never be defeated. Oh! Lord praised
by Vedas, you are the inner controller of fire, water, land,
space and gases. Praised Garuda. The Lord said Oh! Garuda.
I am pleased with your praises and I am ready to grant you
anything you want . The Lords words moved Garuda and
he said Oh! Lord, whoever pleases you has everything he
wants. He is devoid of all fears and problems. I dont want
anything other than your service. If it would please you,
can you accept me as your carrier (Vahana). Oh! Devadhi
Deva! Carrier of the whole universe! It will be great matter
of pride for me and great blessing for me if I become your

Pakistan to renovate Katas Raj temple

Pakistani Prime Minister Nawaz Sharif visited the Katas
Raj Hindu temple in Chakwal district of Punjab on
Wednesday to inaugurate its renovation. The work includes
installation of a water filtration plant in the Amrat Jal area.
Mr. Sharif said his government was pursuing a policy to
establish Pakistans identity as a minority-friendly country.
Salam, Namaste, Sat Sri Akaal and good morning to all
my brothers belonging to different religions, the Prime
Minister told a cheering audience.
I am the Prime Minister of all Pakistanis ... be it a Muslim,
Hindu, Sikh, Christian or [those of] any other religion. You
are all equal, he said.
The Katas Raj temple is revered by Hindus across the
globe as legend has it that the foundation of the sacred
site was laid by Lord Shiva. Mr. Sharif said the temple was
over 5,000 years old and had been the focal point of four
civilisations. Al-Biruni, Persian scholar and polymath, had
computed the earths circumference from here.
The Prime Minister said all efforts must be made to restore
the temple to its original glory. He had directed the
chairman of the Evacuee Trust Board to preserve, renovate
and expand holy places of various religions.
Mr. Sharif said there was an upsurge in the economy and
his government had undertaken development activities in
every nook and corner of the country.
The Pakistani Minister for Religious Affairs and Interfaith
Harmony, Sardar Muhammad Yousuf, said his Ministry
had instituted special funds for the welfare of the
minorities.

Kalyana mandapam reconstruction at Thousand
Pillar Temple to be over soon
A six-year-long reconstruction and conservation work of
the kalyana mandapam at Thousand Pillar Temple in
Warangal would be completed within months, announced
Director-Conservation, Archaeological Survey of India (ASI),
R.S. Jhamwal.
A decision to this effect was taken at a marathon meeting
that he held with former professor, National Institute of
Technology (NIT), Warangal, M. Panduranga Rao,
Superintending Archaeologist N. Taher and Sthapathi
Sivakumar here on Monday. The announcement came at
a two-day international seminar on recent trends in
archaeology, art history and conservation on the theme
Re-discovering Telangana organised by the Department
of Archaeology that concluded here on Tuesday at Marri
Channa Reddy Human Resources Development Institute.
Mr. Panduranga Rao said the endeavour of pulling apart
the 800-year-old structure and reconstruction, involved an
expenditure of ?7.5 crore. At certain points in time, over a
100 sculptors would be at work. While 119 pillars were reinstalled, 13 more that either chipped or broken in parts
were also put together, he said.
The historic temple complex that stands as a shining
example of Kakatiya architecture had a built-up area of
1,000 sq. metres. It had, around 1900, collapsed in part
and was propped up years later and now the process of
its complete reconstruction and strengthening would soon
come to a close. I said six months, but Mr. Jhamwal set a
four-month deadline. It will get a new lease of life without
the use of reinforced cement, but only the traditional lime
and mortar, Mr. Rao explained, adding that the ASI,
together with technological support from NIT, had re-built
the imposing structure without a millimetre of variation,
using sand-box technology. On the sidelines, Mr. Taher

said it was a perfect example of archaeological,


engineering precision and conservation work was
completely in sync.

THE FORGOTTEN STEP WELLS OF TELANGANA
Official records show that there are just 41 step wells in the
State while a survey by HDF finds 75 more
Imagine being in an arid, parched part of the youngest
State of India. You badly want water, but all you see is
miles of nothingness. And suddenly you find several flights
of stairs leading to water.
No, its not a mirage! These are step wells - wonderful
structures that are now virtually forgotten. They are in a
shambles and in a state of disuse. According to official
records, there are just 41 of these in the State.
In contrast, a team of Hyderabad Design Forum (HDF), a
guild of architects with an archaeological bent of mind,
that undertook a three-week survey found 75 more of such
step wells, across the State with the exception of the twin
cities and Mahabubnagar district.
The HDF focussed on three of them for a closer analysis
- Kolanpaka in Aler mandal, Rachakonda in Narayanpur
mandal of Nalgonda district and Raigir in Bhongir mandal
of Yadadri district. On the sidelines of the recentlyconcluded international seminar on archaeology titled
Rediscovering Telangana, Yeshwant Ramamurthy of the
forum said they were yet to complete the survey.
However, he drew attention to the point that after it was
completed and the number of step wells established more
accurately, they could go about their restoration.
Once restored, they could be integrated with the Telangana
governments Mission Kakatiya programme of restoring
tanks and wells in the State to see that they could store water
during monsoon. He hastened to add though, that it was too
early to be talking of the extent of land they could irrigate.
The immediate benefits of such a drive would be that they
would have water that could be used for drinking too,
considering that on an average, each of them holds about
24 lakh litres.
There is a scientific angle too. During Bathukamma,
women play with floral decorations and they finally
immerse them in the nearest water source - in this case,
these wells. Natural beauty agents in these flowers
dissolve in the water and purify it, giving them medicinal
properties, he said.
The HDF heard other interesting tales. There was a
dongala baavi (well of thieves) in Medak district where
robbers would split the loot at night and a Sringara baavi
which the legendary Rani Rudrama Devi would visit at
night for her beauty bath, disguised as a boy!

Jammu & Kashmir Assembly calls for safe return of
Pandits
The Jammu and Kashmir Assembly on Thursday
unanimously passed a resolution calling for the return of
migrants, including Kashmiri Pandits, to the Valley.
Reading out the resolution, Speaker of the Assembly
Kavinder Gupta said: A conducive atmosphere should be
created for the migrants safe return.
The resolution was moved by former Chief Minister and
National Conference working president Omar Abdullah.
It has been 27 years since people left the Valley. We
should all come together so that Kashmiri Pandits, Sikhs
and even Muslims, who left Kashmir due to the turmoil,
can be resettled and made to come back to their homes,
Mr. Abdullah said.
In his support to the resolution, ruling Peoples Democratic
Party (PDP) leader and minister Naeem Akhtar said,

Kashmiris need Pandits more than Pandits need


Kashmiris. The absence of Pandits has created an ethnic
imbalance. Pandits return is necessary to complete our
civilisation and create an ethnic equilibrium. The migration
remains a horrific part of our history, Mr. Akhtar said.
Hundreds of Pandit families fled the Valley by January
1990, immediately after an armed uprising broke out in
Kashmir in 1989. Ruling Bharatiya Janata Party legislator
Ravinder Raina called for strict action against militants and
Hurriyat leaders. The resolution has come as a moment
of joy. If the Hurriyat opposes it [the return], they should be
jailed and the militants should be killed, Mr. Raina said.
Independent legislator Engineer Rashid, however, termed
the resolution as mere scoring of political points.
People left Kashmir on their own. If it was the fear of
militancy, it is still there. We welcome Pandits to their
original places and no settlements would be acceptable.
Those who migrated due to the Partition should also be
settled, Mr. Rashid said.
Meanwhile, a delegation of the All State Kashmiri Pandit
Conference (ASKPC) submitted a memorandum to
Governor N.N. Vohra.
The memorandum sought the Governors intervention for
vacation of encroachments from Kashmiri Pandits lands
especially in and around religious places, temples and

SMALL AMENDMENT..... LARGE BENEFIT... SURVIVAL TO TELANGANA TEMPLES

It is heartening to note that the Government of Telangana under the leadership of Honble Chief Minister
Shri K Chandrashekar Rao is thinking of a new Endowments Act for the State of Telangana broadly on the
lines of the repealed 1966 Endowments Act; with inclusion of some of the recommendations of the Select
Committee such as constitution of the DharmikaParishad with all powers of the Government to oversee the
administration of the entire Temple System. This long overdue exercise will once for all rid our State of the
negative consequences of the draconian 30/87 Endowments Act enacted by the united State. The 30/87
Endowments Act enacted against the wishes of religious leaders has caused grievous damage to the temple
system in the State of Telangana and also one of the reasons that the people of Telangana wanted a separate
State so as to protect the culture and tradition of Temple worship evolved in the State of Telangana.
The 30/87 Endowments Act which was based on Challa Kondiah Commission report had a devastating
effect on the Temples and Archakas. Many Archaka Organisations challenged the Constitutionality of the
same in the Supreme Court. The Supreme Court Division Bench gave a decision in 1996 upholding the
Legislation.
The Supreme Court, while upholding the Andhra Pradesh Charitable and Hindu Religious Institutions
and Endowments Act, 1987, dealt a death blow to customs, service and sampradayams of the temple,
saying hereditary archakatvam is not an essential and integral part of religion.
The continuance of hereditary archaka system itself has been left to the discretion of competent authority
to continue the right to archakatvam without any right to emoluments such families used to receive earlier. In
continuation to that decision many interim orders and subsequent decisions were given by the same Division
Bench which were self Contradictory and Archakas filed several Review Petitions in the Supreme Court.
Review Petitions were filed in the year 1997 for reconsideration of the Judgment in A.S. Narayana Deekshitulu
v State of Andhra Pradesh and others (1996) 9 SCC 548. The Supreme Court through its order reported in
(2004) SCC 661 considering the nature of the contentions urged, the scope and extent of the same referred
it for consideration by a larger Bench.
Meanwhile, in response to agitation by Archaka Organizations and devotees the Government amended the
30/87 Act through amendment Act 33 of 2007 restoring the status of hereditary archakas as it existed prior to the
enactment of the 1987 Act. The Supreme Court took note of the amendment restoring the status of hereditary
archakas as it existed prior to 1987 Act. The Supreme Courts Three Judges Bench disposed of the pending Review
Petitions on 19.2.2013 through Order as .In view of the above development, this petition is disposed of as
infructuous leaving the questions raised in the main petition open to be decided in an appropriate case.
The Supreme Court also made it clear that its order shall not affect the reference made vide judgment
in A. Ramaswamy Diskshitulu v. Government of Andhra Pradesh and others reported in (2004) 4 SCC 661.
This reference is very important. Whenever the open constitutional questions are raised in the main petitions
like whether Hereditary Archakatvam is essential and integral part of Religion or similar ones need adjudication
in an appropriate case it needs to be done by a larger bench.
It is pertinent to note here that in light of the disposal of the Review Petitions means that the High Courts
cannot any more use the conclusions by Justice Ramaswamy and Justice Hansaria on the Constitutional
Questions and pronounce Judgements. Supreme Court Judgements are the law of the Land in this country.
This is a great victory for all the Archakas and Devotees. The Endowments Department has not yet implemented
the Amended Legislation fully. Section 144 which prescribes framing of schemes for Temples is not yet
done even after Dharmika Parishad gave directions for it to be completed in 6 months. In view of the above,
the Archakas would be entitled to their plate collections and other shares as existed prior to 1987 Endowments
Act. With due regard to custom, usage and tredition in respective temples. Archakas would be able to
lead a life of dignity.
On behalf of Temples Protection Movement we suggest the following amendment to the existing Act keeping in
view the longterm approach of the Government to restore back the basic principles governing the Endowments administration
in the 1966 Act and also the Supreme Court orders which had similar intent and covered in the concept paper.
A proviso to be added to Sec 154 Exemptions : The proviso is to give effect to the Supreme Court order to exempt
low income temples from the purview of certain sections of the Act so that they can continue with the same scheme
of management as was prevailing under the repealed 1966 Act with Archakas continuing to enjoy traditional emoluments
as per the scheme prevailing under the 1966 Act. The draft wording of the proviso is as follows:Provided that notwithstanding anything contained in this section religious institutions whose annual income
as defined under Section 65 does not exceed Rs 5.00 lakhs per annum shall be deemed to have been exempted
from the provisions of Sec 15, Sec 16, Sec 29, Sec 34, Sec 65(1) and Sec 144 of the Act subject to certain
conditions as may be prescribed from time to by the DharmikaParishad. Provided further that one of the conditions
to be prescribed shall be creation of a Daily Puja Fund as per the directions of the Supreme Court.
This Amendment would be benefiting close to 14,000 Temples in Telangana.
