About Incident Reports


This is an incident report prepared by S.E.A.L. Security Solutions, LLC, each month for the Rice Military
Civic Club and Community. Throughout the month S.E.A.L.s dispatch center received calls from residents
and S.E.A.L. officers concerning dangerous or potentially threating situations or activity, and observations of
incidents that occurred in the area. Our 24-hour dispatch center also received calls from residents inquiring
about information on our services. These calls have been recorded to provide the Board and community
information that may impact the community.

About S.E.A.L. Security


S.E.A.L. Security was contracted to safeguard residents in your community and be on call during in high risk
situations. All S.E.A.L. officers are armed and patrol in marked patrol units. S.E.A.L. Security takes a
proactive position on patrolling and securing the community. Our expanded canine (K-9) division includes
foot patrol in your community. In addition to patrol services, our dogs are trained in drug and explosive
detection. Our specially trained experts and their canine partners can be one of the most effective and
productive security tools available to dissuade, discourage, and prevent crime. In the interest of safety, we ask
that residents do not approach the K-9 or attempt to pet them. We appreciate everyones assistance.

Thursday, November 3
2:00 P.M. Officer responded to a report of a suspicious vehicle slowing down on Birdsall and Maxie.
Officer found the described vehicle and learned the operator was delivering packages for Amazon.

Friday, November 4
11:52 A.M. Officer responded to the vicinity of Lillian between Roy and Sandman, on a report of a
suspicious vehicle full of Amazon packages, stopping in front of homes and then driving again. Officer
advised the vehicle was gone on arrival.
4:00 P.M. Officer on patrol spotted a suspicious vehicle, driving slowly, on Reinerman. The driver refused
to speak to the officer, so the officer followed him to the home where he went inside. Then the owner
came out and said the subject worked for him. Officer noted the vehicle description in his daily report.
5:00 P.M. Officer on patrol was flagged down by a female on Malone who explained that she was
expecting a package with a passport, but she was not sure whether it was not delivered, or delivered
and stolen, and she did not wish to make a police report. Officer kept an eye out for abandoned
packages but did not find one.
11:00 P.M. Officer on patrol spotted an HPD officer attempting to break up a fight between three males
on Detering, and assisted the officer in doing so. None were from the subdivision

Saturday, November 5
12:00 A.M. Officer on patrol spotted an open garage door on the 200 block of Roy. The officer
attempted to alert the resident, but there was no answer.

2:00 A.M. Officer spotted a female sitting in the ditch at the corner of Roy and Blossom, crying but
physically unhurt. Officer noted she was intoxicated, and helped her in contacting her boyfriend who
was on Kirby. Officer waited with her until her boyfriend picked her up about 10 minutes later.

8:37 A.M. Officer responded to the 600 block of Sandman regarding someone having gained entry
overnight to a backyard. The resident noted that a patio chair had been moved under a kitchen window.
Officer told the resident to call Dispatch right away should she ever see someone there.
8:04 P.M. Officer responded to the 6200 block of Clyde on a report of a suspicious male pedestrian.
Officer searched the area and confirmed the subject was no longer in the vicinity.
9:17 P.M. Officer responded to the 800 block of Lester on a noise complaint, but on arrival was unable
to observe any noise.

Tuesday, November 8
12:00 P.M. Officer responded to a complaint of a vagrant urinating in the street behind the Concrete
Cowboy on Lester. Officer found that the subject was a mentally unstable individual known to walk
around the neighborhood. Officer attempted to explain to him that he couldnt come back there, and
then sent him off to Washington.
5:00 P.M. Two officers intercepted a mentally unstable individual known to them, after he started
screaming at one officer. Officers made sure he left the neighborhood.
6:50 P.M. Officers made contact with a suspicious, parked and occupied vehicle on Malone near Rose.
They learned the occupant was waiting for his wife who worked nearby as a housekeeper.

Wednesday, November 9
5:00 P.M. Officer responded to the 200 block of Detering on a residential alarm. Officer found the home
remained secure and undisturbed.

Saturday, November 12
2:24 P.M. Officer responded to a home alarm on the 700 block of Asbury. Officers escorted the female
resident and her child out of the home, and then cleared it, finding nothing. They remained on the scene
until her husband arrived home.
10:10 P.M. Officer on patrol spotted HPD at a home on the 5800 block of Venice checking on an alarm.
Officer assisted HPD in determining that the home remained secure and undisturbed.

Monday, November 14
1:08 P.M. Officer responded to 5600 Lacy on a residential alarm. Officer found the home remained
secure and undisturbed.

Tuesday, November 15
8:57 P.M. Officer responded to the 300 block of Knox on a residential alarm. Officer found the home
remained secure and undisturbed.

Thursday, November 17
9:35 A.M. Officer responded to the 6100 block of Clyde on a barking-dog complaint. Officer on arrival
found no dog and heard no barking.
10:00 A.M. Officer began to respond to a home alarm on Asbury but it was canceled immediately by the
owner.
2:00 P.M. Officer responded to a complaint of a vehicle driving very fast on Detering. Officer found the
described vehicle and talked to the driver, learning that he was part of a work crew nearby. Officer
made it clear to both the driver and the employer that he needed to slow down.

Friday, November 18
8:10 P.M. Officer responded to the 900 block of Asbury where a resident thought she heard someone
downstairs in her home. Officer found the home remained secure.

Sunday, November 20
5:14 P.M. Officer responded to a report of a loud noise on Calle Cadiz. Officer arrived and informed the
onsite security guard of the noise complaint. That officer agreed to go tell the residents to keep it down.

Tuesday, November 22
4:40 P.M. Officer made contact with HPD regarding a stolen truck dumped in an abandoned lot at
Birdsall and Blossom.

Wednesday, November 23
8:44 A.M. Officer responded to the 200 block of Reinicke on a residential alarm. Officer found the
resident on site, who said the housekeeper set it off.

Friday, November 25
8:32 A.M. Officer responded to the 6000 block of Hamman regarding a vagrant pedestrian possibly
looking into homes. Officer searched the area and confirmed the subject had left the vicinity.
2:00 P.M. Officer on patrol spotted new graffiti on the stop sign at the corner of Birdsall and Venice.

6:00 P.M. Officer on patrol noted a suspicious couple walking on Venice near Malone. Officer said they
admitted they did not live in the neighborhood, but didnt want to talk to him because he was a pig.
Officer told them to leave the neighborhood and they did so.
10:00 P.M. Officer on patrol spotted a known, mentally unstable male walking next to driveways on
Rose and Asbury, collecting trash from one spot and dropping it at another. Officer escorted him out of
the subdivision. Officer then spotted a vehicle driving fast and recklessly on Allen, and it proceeded to

run two stop signs at full speed. The officer followed it until it pulled up to a residence on the 6000 block
of Tyne. Officer noted the vehicle description in his daily report

Saturday, November 26
12:00 A.M. Officer on patrol on Birdsall spotted a vehicle driving fast and run a stop sign on Birdsall and
and then run another stop on Feagan. But as soon as the officer started following, the driver slowed
down and started driving normally. The vehicle stopped at a home on the 4900 block of Sandman.
Officer noted the vehicle description in his daily report

Tuesday, November 29
1:07 A.M. Officer responded to the vicinity of Birdsall and Feagan on a report of a loud bang or pop,
possibly a car backfiring. Officer seared the area and found nothing suspicious.

Wednesday, November 30
10:13 A.M. Officer responded to the 300 block of Knox on a residential alarm. Officer found a
housekeeper at work inside, and no signs the home had been violated.
11:38 A.M. Officer again responded to the 300 block of Knox on a residential alarm, and again found
that it had been set off by the housekeeper.
4:07 P.M. Officer responded to the 5500 block of Venice on a residential alarm. Officer found the home
remained secure and undisturbed.
9:00 P.M. Officer on patrol spotted HPD responding to a house alarm at Rose and Asbury, but the alarm
was deemed false.
