Tender Documentation
What did you learn during this placement?
I learned Tender Documentation and the basics of Planning Management for the 6 th week. My mentor/s
provided me the Architectural and Structural Plans of Creekside 18 for study purposes. They also taught me
how tender documentation is done. For the first 3 days I read the design drawings of Creekside 18, a 38Story Mixed-Use Residential Building located at Dubai Creek Harbour Development. While going through
the design drawings, I learned that it is important to understand how the project will go through and what
procedures need to be followed. This is usually called scope of works. Scope of works defines the
construction program and is used as a basis in making a baseline program for a project. Substructure,
superstructure, MEPFS, and Finishing works are some of the scope of works included in a project.
Preparing quantity take-offs is also important during the tender stage because it tells us the total quantity of
materials that we need in order for the project to be completed. Quantities of concrete, steel and formworks
are very important in the early stages because it gives us an idea of how much manpower and equipment is
needed to carry out the tasks related to these materials. Preparing a programme for the construction of a
residential building is different from infrastructure works in terms of their construction methodology. In
building construction, we need to start first from the bottom (substructure works) then going to the top
(superstructure works) unlike in infrastructures wherein we can start at any location approved by the client.
Preparing a construction programme during the tender stage is a mandatory requirement of the client from
the tenderer. There are several levels of program schedule that is commonly used by the planning
engineers depending on the requirements of the client / consultant. They are broken down into 5 different
levels:

Level 1 A level programme that shows the overall duration of the project. It includes the major
milestones of a project.
Level 2 Level 2 programme provides an additional breakdown of the Level 1 schedule activities
and status for various phases (Preliminaries, Engineering, Procurement, Construction, Test &
Commissioning, and Close-Out).
Level 3 Level 3 is a more detailed schedule showing the breakdown of the Level 2 Schedule. This
level provides us information about the summary of tasks per each phase.
Level 4 Level 4 is the breakdown of each major task in Level 3 into individual tasks.

The duration of each task in this level should be less than 20 days.
Level 5 Level 5 is a much more detailed project programme showing the complete activities /
tasks to be performed including subcontractors schedule.

For the Dubai Creekside 18 project, the client requested for a Level 4 project programme schedule.
Usually, the client / consultant look for the critical path and the duration of each activity to see whether it is
feasible enough to achieve the target project completion.
I also did some refresher as advised by my mentor. So I studied the critical path method again. Critical path
method is considered as the longest path duration where there are zero floats in each activity. The steps in
preparing the critical path method are the following:

Specify each activity.

Establish Dependencies (Activity Sequence)
Draw the Network Diagram or Precedence Diagram Network
Estimate Activity Completion Time (3-Point Estimation Method or Triangular Distribution)
Identify the Critical Path
Update Critical Path to show progress.

Forward Pass and Backward Pass method is used to identify the critical path in a sequence of activities.
Forward Pass determines the Early Start and Early Finish Dates of each activity while the Backward Pass
calculates the Late Start and Late Finish. This is done with using the Precedence Network Diagram (PDM).
There are several ways to reduce the duration of the critical path. It can be done either by fast tracking or
crash duration. Fast tracking is used to identify which activities can be achieved parallel to each other. On
the other hand, Crash Duration is used to shorten the time completion per each activity by providing
additional resources. This type of technique can lead to resource constraints in the project schedule.

Did your mentor guide you in line with your areas of focus during your placement this week?
Yes, my mentors guided me in my areas of focus for this week. Although they are a very busy in
their responsibilities, they were still able to teach me and gave me documents to read and study.

Could anything have been done to improve your experience during this placement?
It would be better if they will allot some time for teaching me the procedures in creating a tender
programme. I know that currently, they are very busy with their works and responsibilities.
